INTERNATIONAL COOPERATION STRATEGY OF THE MAIN DEPARTMENT

Indicators of the results achieved. - Renewal and support of the dialogue between the MDCSU and the Civil Service Administration under the President of the Republic of Tajikistan (first half of 2009). - Elaboration of the common Action Plan on the implementation of the agreement signed for 2009 (first half of 2009) - Studying the experience of the Republic of Tajikistan related to cooperation with the World Bank (2009).

5. Far East People’s Republic of China The cooperation with People`s Republic of China, the country with socialistic market economy and different world-view in the area of civil service is a subject of particular interest for Ukraine. The cause is that the structure of civil service of People`s Republic of China cardinally differs from Ukrainian one. Consequently some interesting practices of China may be of a great use for Ukrainian civil service reform implementation. Moreover the example of Chine`s governance may propose some new views on the instruments of state policy formation. On the other hand the advancement of democratic values in the Eastern direction will assist in elevation of the role and prestige of Ukraine in the democratic community. In accordance with a framework documents on cooperation the main spheres of collaboration are the civil service reform, civil service and human resources development and management, professional training of the civil servants. The cooperation is expected to be done in the forms of mutual visits of officials, mutual visits of experts for studding and participation in the conferences, in the form of documentation exchange etc. The working plans of cooperation are to be agreed on the annual basis in order to provide the realization of framework documents. The plans are to encompass concretized content, forms, volumes of cooperation, financing as well as other preplanned steps of cooperation.

The signing of Memorandum on cooperation between the Main Department of Civil Service of Ukraine and the Ministry of Personnel of the People`s Republic of China in the sphere of civil service and human recourses management was accomplished by the results of fruitful consultations during the visit of Ukrainian delegation to the People`s Republic of China in January 15, 2003. On November 2005 Ukrainian delegation gave over the Draft Protocol on cooperation and experience exchange with the aim of further correcting by the Chine`s party during the negotiations in the building of the Ministry of Personnel of the People`s Republic of China. Later the same Draft Protocol was officially transferred to the People`s Republic of China through the Embassy of Ukraine in Chine. On November 2006 during the conciliation of postponed meeting`s Agenda of the representative of the Embassy of the People`s Republic of China in Ukraine noticed that the Draft Protocol on cooperation and experience exchange was not received by none of the channels. On September 30, 2006 the postponement of visit of the People`s Republic of China delegation in Ukraine was announced. The new date was the first half of 2007. It turned out that the letter of September 30, 2006 was the last letter been sent on behalf of the Ministry of Personnel of the People`s Republic of China to Ukrainian. Consequently the date of October 2006 should be supposed as a date of cessation of cooperation with the Ministry of Personnel of the People`s Republic of China. Three meetings (on January 15, 2003; on October 21, 2004; on November, 12, 2005) were conducted within the framework of signed Memorandum directly and one meeting was hold with the Chinese delegation headed by the Vice-chairman of Committee on State Council Management and Control on October, 20, 2006. The state and perspectives of cooperation with the Ministry of Personnel of the People`s Republic of China in the sphere of civil service and administrative reform were discussed during the last meeting.
