Delaware Farm Bureau Honors Statewide Awardees at Annual Banquet

By Jaiden Cain Delaware Farm Bureau The Delaware Farm Bureau (DEFB) held their Annual Banquet on December 13, 2025, as part of their DEFB Convention. During the banquet, several prestigious state awards were presented, including Rising Star, Distinguished Service to Agriculture, and Farm Family of the Year.

The evening began with greetings from Delaware Governor Matt Meyer, who commended DEFB for its commitment to protecting and preserving Delaware agriculture.

U.S. Senator Lisa Blunt Rochester, Congresswoman Sarah McBride, Lieutenant Governor Kyle Evans Gay, and numerous state senators and representatives attended to celebrate DEFB’s achievements.

Delaware Senator Kyra Hoffner, sponsor of SB190, a bill signed into law on August 12, 2025, requiring DEFB to be notified of all state-ow-

ned agricultural land available for lease, presented DEFB President Bill Powers with a ceremonial copy of the legislation.

American Farm Bureau Federation (AFBF) Vice President Scott Vanderwal and Executive Vice President Joby Young shared greetings from AFBF, while Sr. Consultant in Sponsor Relations Todd Givler represented DEFB’s Heritage Partner, Nationwide.

At each county banquet, the county Farm Bureau honored an outstanding member, who then advanced to compete for the state-level award. These awards recognize the exceptional contributions and dedication of Farm Bureau members across Delaware.

Delaware Farm Bureau Unveils New Logo For 81 years, the Delaware Farm Bureau has stood with our agricultural community, promoting and protecting the way of life we all value. As we look ahead, our mission remains Bill Powers the same: to pro- DEFB President mote and protect Delaware agriculture through education and advocacy to ensure a quality of life for farmers and their families and their consumers.

One way we’re doing that is through a refreshed logo. About 10 years ago, we adopted the American Farm Bureau Federation logo, adding “Delaware Farm Bureau” beneath it. This replaced our longtime logo featuring the Delaware outline. While we continue to proudly support our parent organization, we wanted a design that clearly says: “We represent Delaware.”

Our new logo does just that. It is rooted in tradition and built for the future. The design reflects one of our original logos, celebrating more than 80 years of history. It honors the farmers and advocates who have shaped Delaware agriculture and reinforces the foundation we stand on.

Look closely and you will see subtle outline details. These sym-

bolize the Farm Bureau’s guiding role, helping farmers find their path, offering support, and ensuring agriculture remains strong for generations to come. Just as small details define a great design, the Farm Bureau’s behind the scenes work has had a profound impact, reinforcing our place as the backbone of Delaware agriculture.

As we move forward, keep an eye out for this new logo. It represents who we are, where we have been, and where we are headed: strong, united, and committed to Delaware agriculture.

The Zipline

America Needs Farms of all Sizes I am amazed by the diversity of agriculture in our nation. From the expansive ranches in the West to small dairies in the Northeast, from the grain farms of the Midwest Zippy Duvall to the tree fruit American Farm orchards in the Bureau Federation South, Ameri- President can agriculture is as varied as the regions of our country. And that matters. It matters that we have access to leafy greens year-round. It matters that you can buy fresh apples to fill your pie and butter for the crust. We all rely on farms near and far to keep our pantries full, and we need farms of all sizes to keep our food supply secure.

We have come to take our abundant food supply for granted in our country, and folks off the farm may not think too much about local agriculture other than a trip to the apple orchard or pumpkin patch this

time of year. But farmers and Farm Bureau know that our nation’s agriculture relies on a diversity of farm sizes and commodities. The American Farm Bureau is proud to represent farms of all sizes in all 50 states and Puerto Rico. Most of our members come from small- and medium-sized farms. In fact, we poll our voting delegate body— the group of grassroots members that sets our policy—every year, and nearly two-thirds come from small- and medium-sized farms.

Ninety-seven percent of them are family farms, and that number tracks right along with USDA statistics for the percentage of family farms in the country. Unfortunately, it’s getting harder for smaller farms to stay in business, and that’s a problem that matters to all of agriculture—big and small.

We have lost tens of thousands of farms across our country in recent years. It’s heartbreaking when any family farm must close, and I hate to think of how many more we could lose in the coming months.

As the government shutdown drags

on, farmers across the country are left waiting for relief and access to loans to keep growing food for the next season. Smaller farms are also without critical resources from USDA such as market reports that help them plan and local staff to connect them with financial help.

Meanwhile, the economic outlook for farm country has gone from bad to worse in the last few years. Farmers were already facing low prices for their crops and high expenses. That has reached a tipping point with some overseas markets lost to ongoing trade disputes. I hear from farmers who are facing heartbreaking decisions, uncertain of how much longer they can hold on. But it doesn’t have to be that way. We can reopen top markets and expand to new ones, and Farm Bureau is urging the administration to do just that without any more delay. We need Congress to find a path forward to reopen the government and get back to work for all the country. And top of the list for business that Congress needs to get done right after the

budget: delivering a new farm bill and finally addressing the labor crisis in farm country. None of these are easy tasks—they will take hard work. But farmers don’t shy away from hard work, and neither should our lawmakers.

I know the picture I am painting might look dire, but it doesn’t have to be. These are all challenges that can be tackled. Together, we can help farms of all sizes succeed to ensure America’s ability to be food independent long into the future.

We can find ways to bring young and beginning farmers to the field.

And we can innovate to find new ways for farmers to connect with customers and build a brighter future for all of agriculture. That’s why I’m honored to lead our federation of small and large farms raising crops and livestock of all kinds as we work together to achieve these goals. My friends, a bright future for agriculture is absolutely possible. I know the mountains seem tall right now, but we will work together to reach the summit.

Catching up with the Counties

Making a Difference Through Giving Back

By: Jaiden Cain Delaware Farm Bureau Volunteering is one of the simplest ways to make a big difference. When people come together to share their time and resources, communities grow stronger and neighbors feel supported.

Kent County Farm Bureau (KCFB) showed just how powerful that can be by joining the Nichol’s Family Food Drive, a local effort led by the Nichol family and the nonprofit “It’s All Good in Delaware.”

KCFB not only sponsored the event, but board members also donated supplies and contributed an

additional $500 in canned goods.

Thanks to their support—and the generosity of so many others, the drive exceeded its goal, collecting 10,180 pounds of food! These donations will help stock Kent County schools, churches, senior centers, and food pantries.

KCFB encourages everyone to find a way to help others this holiday season, whether that means volunteering at a food bank, donating canned goods, or simply shoveling a neighbor’s sidewalk.

The power of community is strong, and even small acts can go a long way.

DNREC’s Scrap Tire Program Helps Farmers Remove Tire Piles at Little or No Cost By: DEFB Staff Delaware Farm Bureau A clean-up program by the Department of Natural Resources and Environmental Control now in its second decade is reaching more Delaware farmers to help them rid their properties of scrap tires at little or no cost to their agricultural operations, according to Tara Grazier, of DNREC’s Scrap Tire Management Program.

According to DNREC, the state generates more than 750,000 scrap tires annually, making proper disposal a priority so that these disused tires don’t turn into environmental hazards or cause the spread of illness or disease. Both piled and strewn tires often harbor pests such as mice and snakes, and also hold standing water, an ideal breeding ground for mosquitoes that transmit the likes of West Nile virus and Eastern equine encephalitis.

Likewise, scrap tire fires release hazardous pollutants into the air, while run-off from melting tires can pollute soils, surface water and groundwater. DNREC also has to contend with the fact that extinguishing tire fires can be difficult and drawn out over

time, releasing more toxins to the environment.

Grazier, a planner with DNREC’s Division of Waste and Hazardous Substances, said the Scrap Tire Management Program, which originated in 2007, encourages farmers in the First State to avail themselves of the state’s Scrap Tire Management Fund to eliminate piles of scrap tires from their farms.

She says the process is simple: Once a farm property owner notifies DNREC of their intent to remove a scrap tire pile, she will meet with them to determine if the scrap tires meet the fund’s criteria.

That having happened, the farm property owner can then manage the removal themselves or DNREC can contract with approved vendors who will remove scrap tires from the property.

Ronnie Robbins, a retired dairy farmer near Milford, found success in the Scrap Tire Program in recent years and reported a very satisfactory experience after contacting Grazier for help.

“We had so many tires accumulated over the years, including all the tires for our silage tarps. It amounted to several big loads the

disposal guys hauled away. The program couldn’t have worked better for us,” he said.

That is exactly the response Grazier and her DNREC colleagues want to hear, she said, emphasizing that “We are only looking to remove tires from your properties. That’s it.”

Illegally dumped scrap tires, she said, along with other kinds of illegal dumping, can be reported to DNREC’s 24-hour environmental complaint hotline at 1-800-662-

8802. Once reported, small numbers of dumped scrap tires can be removed by DNREC, while larger amounts of dumped tires can require bringing in a DNREC-contracted vendor for removal.

For their accumulated scrap tire piles, property owners and farmers alike should call DNREC’s Division of Waste and Hazardous Substances to start the process at 302-739-9403 or visit de.gov/ ScrapTires.

Applications for FFA Blue Jacket Bonanza Due Feb. 1 By: Jaiden Cain Delaware Farm Bureau Delaware Farm Bureau (DEFB) is proud to once again offer FFA Blue Jackets to deserving Delaware FFA members through its Blue Jacket Bonanza program.

Jackets will be awarded during the 2026 Delaware FFA Convention.

Over the past decade, DEFB has provided more than 600 blue jackets to students across the state. DEFB President Bill Powers shared “this program has given many students the opportunity to receive a blue jacket personalized with their name; something they might not otherwise have.”

For FFA members, the iconic blue jacket represents leadership, career development, and a commitment to agriculture. Through this program, DEFB ensures that students who may not be able to purchase their own jacket can still proudly wear this symbol of achievement.

Aubrianna Pedigo of the Caesar Rodney FFA Chapter, a 2025 Blue Jacket Bonanza Recipient, shared that the blue jacket “is something that has been passed down by generations and something that I can continue with my family. She continued, “I believe that this was earned through hard work and I wanted to show that.”

Delaware FFA members can apply online at defb.org/blue-jacket-bonanza. Jackets are awarded one time only and exclusively to high school students.

Applicants must also have their FFA advisor submit a recommendation. Both the application and advisor’s recommendation must be submitted by 11:59 p.m. on Sunday, February 1, 2026.

Breeding Reappointed to AFBF Promotion and Engagement Committee

By: Jaiden Cain Delaware Farm Bureau Delaware Farm Bureau (DEFB) First Vice President Steve Breeding has been reappointed to the American Farm Bureau Federation (AFBF) Promotion and Engagement (P&E) Committee. In this role, Breeding will continue traveling across the country to engage with producers and consumers on various agricultural topics.

Breeding was first appointed to the national committee in 2024 and recently completed his first term.

During that time, he strengthened his communication and leadership skills, expanded his professional network, and deepened his understanding of agriculture. His position also provided numerous meaningful opportunities, including speaking on a panel at the AFBF Convention in San Antonio in January 2025, where he shared a vulnerable and inspiring story about

his mental health journey, an experience that resonated with people nationwide.

Another highlight of Breeding’s first term was participating in an “Ask a Farmer” event in New York City in Times Square, the subway, and Central Park. This initiative invited people walking the street to ask farmers questions about agriculture, helping bridge the gap between consumers and producers.

"While handing out seed packets in Times Square, I met a woman who was hesitant to take them because she didn't know what to do with them. When I suggested she simply 'sow' them in the soil, she replied, 'Oh no, I don't know how to sew.' It was a powerful reminder that what we take for granted every day can be entirely foreign to those outside of agriculture. That experience made me even more passionate about sharing our world and the work we do to grow food and

fiber,” Breeding said.

In his upcoming term, Breeding will serve alongside ten other representatives from across the country, including Massachusetts, North Dakota, Wisconsin, Idaho, Minnesota, Utah, Pennsylvania, Michi-

gan, Montana, and Missouri. With the committee typically consisting of only 10 to 12 members, earning a spot is a significant achievement that reflects Breeding’s dedication to agricultural advocacy.

Meet your Young Farmers and Ranchers Chair: Connor Vincent I’m grateful for the opportunity to serve as YF&R Chair and to work alongside a board, committees, and Young Farmers & Ranchers who Connor Vincent c o n s i s t e n t l y DE YF&R Chair show up for agriculture. I grew up on a farm in Sussex County, and agriculture has shaped how I view community, respon-

sibility, and leadership. Over the years, Farm Bureau has been where I’ve learned the value of showing up — whether that’s helping at events, sitting in meetings, or building connections with people across the organization.

The role of Chair is not to lead alone, but to support the work already happening, encourage involvement, and help keep us moving forward. By listening, working collaboratively, and building on the strengths of YF&R, we can continue to serve agriculture in meaningful ways.

The Young Farmers & Ranchers Committee was proud to take part in the program and recognize several individuals.

Sydney Thompson was named YF&R Member of the Year for her dedication and involvement. She is always willing to step up and embrace every task with enthusiam.

Jim Minner received the Supporter of the Year Award in recognition of his continued support of the Young Farmers & Ranchers.

He was pivitol in the success of the 2025 Tractor Pull.

For the first time ever, YF&R also presented a Lifetime Supporter Award, which is not intended to be given annually. This award was presented to Bob Garey in recognition of his longstanding commitment and impact on YF&R and agriculture.

As part of the banquet, YF&R

hosted a silent and live auction and raffled off a John Deere pedal tractor. Thank you to all of those that donated or participated in our fundraisers!

Delaware Farm Bureau Revives Discussion Meet at Annual Convention

By Sydnie Grossnickle Delaware Farm Bureau For the first time in many years, the Delaware Farm Bureau hosted the Young Farmer & Rancher (YF&R) and Collegiate Farm Bureau Discussion Meets at the DEFB Annual Convention on Saturday, December 13. This event marked an exciting return for a program designed to strengthen leadership and professional development within young agriculturalists.

The Discussion Meet is a unique contest that challenges participants to engage in committee-style conversation to address real-world agricultural issues and collaboratively develop practical solutions. It’s an opportunity for young leaders to showcase their communication skills, critical thinking, and collaboration.

This year, six competitors participated in the revitalized event.

Carter will represent Delaware in the national contest at the 2026 American Farm Bureau Federation Annual Convention in Anaheim, California, this January.

Emerson Hickey claimed first place in the Collegiate Discussion Meet and was awarded a $500 scholarship. Hickey will advance to the national contest at the 2026 Young Farmers and Ranchers Leadership Conference in Portland, Oregon, this March.

From Seed to Story: Launching the Stories from the Field Podcast While returning home from the American Farm Bureau Federation (AFBF)’s FUSION conference in Denver, Colorado, I was filled with enthusi- Maci Carter asm and antic- DE P&E Co-Chair ipation. During the conference I was able to network with other Farm Bureau members from across the country, and gained new ideas to implement from their personal experiences. One of those ideas that seemed feasible was

to start a podcast within the state.

As co-chair of the Promotion and Engagement (P&E) Committee, I wanted to create a channel to help promote and educate the public about the agriculture industry.

From that spark, the “Stories from the Field” podcast was created to highlight agricultural operations from across the state of Delaware, provide insight on the diversity of the industry, and to educate the public on the behind the scenes of farming life. A variety of DEFB members, all actively involved in the farming community, are interviewed and their stories are featured on each podcast episode. The podcast is shared on DEFB social

media pages for the public to listen and/or watch to promote the agriculture industry. New episodes are released the third Friday of every month, and currently there are four episodes released.

With over five podcast episodes posted to date, the episodes have received over 700 views in total combined. The podcast episodes are posted on Spotify, Apple Podcasts, and Youtube to allow the audience to listen and/or watch on a variety of platforms to be more accessible. The best part about recording the podcast is hearing about the members' personal story and sharing their expertise. Past episodes include highlights from a cut flow-

er farm, grain operation, roadside stand market, and Christmas tree farm. All of the interviews have one common theme - farmers need to tell their story to change the public perception of agriculture - and it takes sharing one farmer’s story at a time.

The “Stories from the Field” podcast has many episodes planned to be released in the future, but we are always looking for more DEFB members to interview. DEFB Photo Contest winners announced

By Jaiden Cain Delaware Farm Bureau The Delaware Farm Bureau Promotion and Engagement Committee received more than 200 entries in its annual amateur photo contest.

Among them, Morgan Webb’s photo captured the judges’ hearts. The image featured a child carrying a lunch pail, walking toward a tractor.

For many in the agricultural community, this scene brings back memories of childhood days spent in a tractor cab. Those experiences often spark a lifelong passion for farming, teaching kids early on the hard work and dedication the industry requires.

Winners were announced at the Delaware Farm Bureau Annual Banquet on December 13. These photos will be displayed in the De-

laware Farm Bureau office in Camden as well as the Delaware Agriculture Museum in Dover.

Youth in Ag Spotlight

Hickey named as 2026 DEFB Ambassador

Hello ! My name is Emerson Hickey, and I am a junior at the University of Delaware majoring in Human Resources Administration, Emerson Hickey with minors DEFB Ambassador in Leadership and Public Policy. I am 20 years old and from Middletown, Delaware, where I was blessed to be born into a farm family something I will always be deeply grateful for. Agriculture has shaped who I am.

Growing up, I learned the value of hard work, determination, and gratitude for God’s blessings by watching my grandparents work tirelessly from sunup to sundown.

Through my own hands on experiences on our family’s farm, I came to understand that farming is built on both triumphs and challenges, and that embracing both is essential to this way of life.

Supporting Delaware agriculture is a passion I intend to carry forward. I plan to advocate for the industry by engaging with the public and using social media to highlight the vital role farmers play in our state and beyond. Helping others understand where their food comes from and the people behind it matters deeply to me.

The Delaware Farm Bureau has been part of my life for as long as I can remember. From annual banquets and youth programs to my recent experience as the Summer 2025 Marketing Intern, the organization has shaped my connection to agriculture. Looking ahead, I hope to remain actively involved

so future generations in my family can benefit from the same opportunities I have been given.

I am so excited to serve as this year's DEFB Ambassador. I plan to promote Delaware agriculture through outreach, education, and leadership. While promoting the Farm Bureaus mission which to me means standing behind the people who grow and raise our food and ensuring they have the support, resources, and voice they need to keep agriculture strong in Delaware. It means protecting family farms, preserving the traditions and values that come with them, and ensuring farmers can continue doing what they love while earning a fair, sustainable living. It also means educating the community so consumers understand where their food comes from, appreciate the hard work behind it, and can make informed choices. I am so

excited to see what this year has in store for myself and Delaware Farm Bureau !

Women’s Committee Honoring Veterans and Fighting Hunger

By Jaiden Cain Delaware Farm Bureau One of the focuses of the Delaware Farm Bureau’s Women’s Committee is community support. This past December, the committee utilized the Delaware Farm Bureau (DEFB) Convention as an opportunity to collect canned goods and volunteer hours. Attendees were encouraged to bring canned goods, which were donated to the Food Bank of Delaware. Thanks to their efforts, the committee successfully collected and donated 100 pounds of canned goods.

In addition, the Women’s Committee continued its tradition of honoring fallen veterans through the Wreaths Across America program.

On December 13, committee members gathered at the Delaware Veterans Memorial Cemetery in Millsboro to lay wreaths on veterans’ graves.

DEFB Hiring Ag Literacy Coordinator

By DEFB Staff Delaware Farm Bureau Delaware Farm Bureau (DEFB) is seeking to hire a part-time Ag Literacy Coordinator. This position will support DEFB’s programs by delivering agricultural lessons in elementary schools and camps throughout Delaware.

DEFB serves as the state-level provider for the National Agriculture in the Classroom (NAITC) program, which emphasizes the importance of helping future generations understand the food and fiber farmers provide and that our communities rely on every day. Lesson plans also should highlight opportunities and careers in agriculture.

This position will be responsible for contacting elementary schools throughout Delaware to set up opportunities to teach an agriculture lesson plan each school year. Similarly, contacts will be made with summer camp providers to present

lesson plans during the summer months.

This role offers continual support from NAITC and opportunities to meet with regional and national members of the NAITC program.

Applicants should hold a bachelor’s degree—ideally in agricultural education or education—or possess equivalent experience. Retired teachers are strongly encouraged to apply. Candidates must have, or be willing to obtain, a Delaware Teaching Certificate. Delaware Farm Bureau Opens Applications for Summer Internship Program

By Jaiden Cain Delaware Farm Bureau Delaware Farm Bureau is now accepting applications for its summer internship program. The application deadline is January 31, 2026.

Interns will spend the summer visiting local farms, engaging with farmers and agricultural professionals, creating marketing content, teaching agricultural lessons in local schools, and more.

Applicants should be college or university students seeking opportunities to connect with Delaware’s agricultural community and promote Delaware agriculture. This role includes creating high-quality content that highlights the stories of Delaware farmers, fosters public engagement, and strengthens recognition of the Delaware Farm Bureau brand.

The Delaware Farm Bureau Foundation is also offering a summer internship focused on agricultural education in elementary schools

Trucking Enforcement a Topic of Discussion at DEFB Convention

By Jaiden Cain Delaware Farm Bureau On December 12, representatives from the Delaware Department of Transportation (DelDOT), Delaware Division of Motor Vehicles (DMV), and Delaware State Police (DSP) participated in a panel discussion at the Delaware Farm Bureau (DEFB) Convention. The topic was trucking and traffic safety in agriculture. Panelists included Mark Luszcz from DelDOT, Keith Lamey from DSP, and Jacob Carey from DMV. Farmers from across the state attended to gain clarification on laws and regulations related to trucking and traffic safety.

Signage During Harvest Season Farmers asked about using rotating road signage to share safety messages during harvest season.

Luszcz explained that harvest season coincides with a heavy special event time, so temporary signs are already widely used. However, if there are specific “hot spots,” farmers should notify DelDOT so they can consider adding signage.

Farmers also raised concerns about road signs being placed parallel to each other on two-lane roads.

Luszcz noted that while some locations make staggering unavoidable, DelDOT staff are instructed to stagger signs whenever possible. If you notice an issue, report it by dialing #77, using the DelDOT app, or visiting the DelDOT website and selecting “Report an Issue.”

Delaware Farm Bureau Hosts Right-to-Repair Demonstration for Legislators and Members

By Sydnie Grossnickle Delaware Farm Bureau The Delaware Farm Bureau (DEFB), in partnership with representatives from Case New Holland, John Deere, and affiliated agricultural equipment dealers, organized a program demonstration for legislators and DEFB members on December 3, 2025. The event was hosted by Hoober, Inc. in Middletown, Delaware.

During the session, teams from Atlantic Tractor and Hoober’s showcased digital repair tools and demonstrated how these tools work on their respective equipment. The goal was to highlight the importance of providing farmers with access to repair solutions so they can keep their operations running when it matters most.

DEFB and UD Cooperative Extension to hold 4th Annual Risk Management Conference By: Jaiden Cain Delaware Farm Bureau The Delaware Farm Bureau and University of Delaware Cooperative Extension are partnering to hold their 4th Annual Risk Management Conference at the Harrington Fire Hall on February 25, 2026.

Launched in 2022, the conference intends to help farmers mitigate risk on their operations. With ever-changing market conditions, it’s important that farmers use strategies to protect their bottom line.

This year’s conference will feature sessions on 2026 commodity crop budgets, the economics of agricultural technology, crop insurance options for 2026, grain market outlook, the economics of agricultural chemicals, retirement options for

farmers, and understanding ambiguous loss. Speakers from the University of Delaware, University of Maryland, American Farm Bureau, and more will share insights on these topics. Attendees will also have the opportunity to earn one Delaware and two Maryland Nutrient Management credits.

The conference runs from 8:00am to 4:00pm on February 25, 2026 at the Harrington Fire Hall. Lunch will be provided, and the conference is free to attend; however, attendees must register. Dried Christmas trees are highly flammable, so it’s important to know where your tree will go and how it will be used. If you plan to burn your tree, only do so outdoors in a controlled environment. Never burn it in a fireplace or woodstove as the sap can create creosote buildup, which is extremely flammable and can lead to chimney fires. Ash from trees burned outdoors can be spread in your garden to add nutrients to the soil.

Many centers across the state accept trees at drop-off locations.

These trees are often chipped into mulch, which add nutrients to the soil as it decomposes. If you own a woodchipper, you can create mulch for your own garden or flower beds; just remember to follow safety guidelines. If your tree still has its roots, consider replanting it or giving it to someone who can.

Real trees can also benefit farm animals and wildlife. Goats and alpacas, for example, will eat the trees.

Contact local farmers to see if they’d like your tree. Trees can also provide shelter for backyard wildlife or aquatic life in ponds. Before placing a tree on someone else’s property or pond, always get permission from the landowner or property manager.

Be sure to remove all decorations and check your tree’s history to choose the best recycling method.

Over the past decade, frequent regulatory changes and court decisions have left many farmers questioning what WOTUS really means for their operations. From the start of this debate, the American Farm Bureau Federation has been the leading voice across industry sectors, consistently advocating for clear, practical regulations that protect farmers while ensuring environmental stewardship.

as the threshold that determines which water bodies fall under federal jurisdiction. Unfortunately, the statute offers little clarity on where that jurisdictional line should be drawn. Over the years, the Environmental Protection Agency and the U.S. Army Corps of Engineers (the agencies) have exploited this ambiguity, expanding their authority far beyond what Congress intended when drafting the law.

From the mid-1980s onward, the agencies operated under a regulatory definition that broadly interpreted WOTUS to include many waters. This expansive interpretation repeatedly ran up against judicial scrutiny. The Supreme Court’s decisions on the limits of the federal government’s regulatory reach, in cases such as Riverside Bayview Homes, Solid Waste Agency of Northern Cook County, and Rapanos, often created more questions than answers.

For example, the Supreme Court’s 4-1-4 split in Rapanos created conflicting standards for federal jurisdiction. Justice Scalia’s plurality introduced the “relatively permanent waters” test, while Justice Kennedy’s concurrence The Evolving Definition of WO- advanced the “significant nexus” TUS test. fueling years of litigation and inconsistent interpretations as successive administrations struggled to define WOTUS. Beginning in 2015, the regulatory uncertainty was exacerbated as different presidential administrations attempted to make sweeping changes, creating a swinging pendulum of regulations. Consequently, the definition of WOTUS became a legal and regulatory maze — one in which wetlands, ditches, seasonal streams, drainage features or even ephemeral streams (low spots in a farm field) could be regulated. Over the last decade, there have been five different rulemakings on WOTUS. The ping-ponging of definitions has produced anxiety and uncertainty for farmers and ranchers whose decisions on the farm depend heavily on clear rules.

Sackett v. EPA: A Turning Point for WOTUS Clarity and Certainty The 2023 Supreme Court decision in Sackett v. EPA marked one of the most consequential shifts in federal water regulations since the passage of the CWA. This decision greatly narrowed the types of water features and wetlands regulated as a WOTUS and simplified compliance for landowners.

The Supreme Court accomplished this by unanimously eliminating the troubling “ signif ic an t nexus” test, which allowed the federal government to set up a case-by-case regulatory regime that expanded their jurisdictional reach beyond legal boundaries.

Additionally, the ruling greatly restricted the types of wetlands that fall under federal authority by providing proper guardrails for “adjacent wetland.” Farmers and ranchers across the country praised the Court’s decision because it is the clearest, most decisive legal standard for WOTUS in decades and appropriately reigns in the federal government’s authority.

Understanding the Proposed WOTUS Rule On Nov. 17, 2025, the Trump administration proposed a new WOTUS definition that implements the Sackett decision and upholds congressional intent under the CWA. The rule represents the greatest narrowing of the federal government’s jurisdictional reach over private property. As directed by the Supreme Court, the proposal only regulates water bodies that are “relatively permanent” — meaning surface waters that flow or stand year-round or those that flow throughout the wet season — and wetlands that are directly abutting a regulated tributary and have a continuous surface connection.

As an example, features like isolated ponds, field-edge depressions, disconnected wetlands, groundwater and many ditches or prior-converted cropland would be excluded. The rule also proposes to define key terms (like “tributary,” “ditch,” “prior converted cropland,” etc.) to bring consistency and predictability to what is “in” and what is “out.” This also reduces the amount of land subject to the regulation, cutting down regulatory costs across the industry.

Most importantly, this rule shifts the burden of proof away from the landowner and places this responsibility squarely on the federal government, meaning a farmer no longer must prove that they do not have a WOTUS on their property to use their land.

E15: Fueling Energy Security and Farm Viability Few markets link energy security and farm viability like ethanol.

Global ethanol use has more than doubled since the early 2000s, underscoring its role in meeting fuel demand.

The U.S. is projected to produce 61.6 billion liters of ethanol and 18.6 billion liters of biodiesel and renewable diesel in 2025. But as gasoline demand declines with more efficient and electric vehicles, expanding E15 — gasoline blended with 15% ethanol — is critical to keeping markets strong for corn growers and lowering fuel costs for consumers. Year-round E15 sales could shape the future of ethanol demand and America’s energy independence.

E15 burns cleaner than regular fuel, cutting tailpipe emissions by about 46% compared to straight gasoline, and offers higher octane for better engine performance.

Yet E15 growth is stalled by outdated rules. Each summer, federal volatility limits restrict E15 sales in many states, even though it performs as cleanly as E10. The EPA has issued temporary waivers for summer sales, including in 2025, but these must be renewed annually — creating uncertainty for retailers and slowing investment in E15 infrastructure.
