DCI WEB QUESTION!
Douglas Robinson, Deputy Chief
The Kasson Fire Department has received two grants totaling $5000. for wildland gear. This equipment will be used to fight grass fires. Currently when fighting grass fires heavy structural fire gear is used. The combination of weight and extreme summer temperatures can cause fatigue and lead to injuries as firefighters run across fields to control blazes. With funding from the DNR, AgStar and matching funds lightweight fire gear can be purchased. The Kasson Fire Department has received about $250,000 in grants and fundraising and will continue to look for ways to save; working with different agencies and applying for grants as our community and department expands.

Commerce Department returns $19 million to Minnesota consumers in 2012 New, efficient system will put consumers’ unclaimed property claims on the “FastTrack”
Sometimes money goes missing due to a change of address or a death in the family. That’s when the Minnesota Department of Commerce steps in to help Minnesotans find and claim what is rightfully theirs. This year alone the Commerce Department reunited 7,200 Minnesotans with $19 million in missing bank accounts, life insurance policies, safe deposit boxes, unclaimed paychecks, and other real property and financial assets – a 13 percent improvement over 2011. “Since 2005, the Department has helped more than 84,000 Minnesotans find $163 million that may otherwise have gone missing indefinitely,” said Commissioner Mike Rothman, whose Department oversees the state’s Unclaimed Property Program. “We estimate that one out of every twenty Minnesotans has at least $100 currently being held by the State of Minnesota. Our message to Minnesota consumers is simple: this could be your money, come and claim it.” Looking for unclaimed property just got easier. The Commerce Department has dramatically improved its website so that Minnesota consumers can more easily understand the program and quickly search for the names of themselves and their loved ones to determine if they have any unclaimed property being held by the State of Minnesota. Additionally, the Department announced this week the rollout of a “FastTrack” system that will expedite the process for consumers with smaller claims. Minnesota’s online look-up functions on MissingMoney.com have been enhanced to include behind-the-scene validation tools for certain claims which will substantially reduce the time it takes to return unclaimed property to Minnesota consumers. “Minnesota is one of ten states in the nation that is taking advantage of this time-saving, efficient technology,” said Commissioner Rothman. “ We expect that up to 72 percent of all outstanding claims may be resolved more quickly by using
this new software enhancement – and the time we save on these smaller claims will help our staff more efficiently meet the needs of other Minnesota consumers.” Where does unclaimed property come from? When a financial asset or real property appears to be abandoned, state law requires life insurance companies, banks, and corporations to try contacting the owner of the property. If the owner fails to respond, the property is deemed abandoned and the holder must include the property in its annual unclaimed property report to the Department of Commerce. How much do financial institutions turn over to the Department? In 2012, financial institutions turned over $61 million in financial assets to the Commerce Department. That’s a $4.5 million increase over the previous year, thanks in large part to Commissioner Rothman’s efforts to ramp up the Department’s audit team. Four new staff members, approved by the legislature in 2011, have been brought on to help ensure financial institutions are complying with the state’s unclaimed property laws.
How can I search for my unclaimed property? The Minnesota Department of Commerce has updated its website to make it easier for Minnesotans to search for unclaimed property. Consumers can quickly type in their names, or the names of their loved ones, to complete a fast search of the nationwide MissingMoney.com database. Consumers who have questions or need assistance can contact the Unclaimed Property Unit by phone at (800) 925-5668 or by email at firstname.lastname@example.org.

MISSY SWARTS Minnesota department of natural resources Be it poaching or recovering stolen property, DNR K-9s are on the case A stolen pellet gun from a local retail outlet has been recovered by a K-9 team from the Minnesota Department of Natural Resources (DNR). State Conservation Officer Scott Staples of Carlton and his K-9 partner “Schody” responded to a September 7 request by the Cloquet Police Department to help locate a man who had fled into the woods after allegedly stealing a black pellet gun from the local Wal-Mart. Cloquet police apprehended the suspect, but officers were unable to locate the gun. The DNR K-9 team returned to the search area the following day and observed a woman associated with the subject standing in the woods talking on a cell phone. “When I asked her what she was doing she didn’t say anything and just looked at me,” Staples said. “I then asked if she was just hanging out back in the wooded area. She stated she was and immediately left the area.” Staples noted the license plate number of the vehicle the woman was driving and ran a records check. A driver’s license photo identified her as the woman he saw in the woods. Staples and Schody then moved back into the wooded area and started to do a search where the woman had been standing. After a short search they moved to two separate areas that had not been searched the previous night. At the first location they found nothing. They hit pay dirt at the second location when they K-9 began digging into a thick grassy area beneath some small pine trees. “I walked over to where he was and he came out of the thick grass with a black pellet gun in his mouth,” Staples said. “Given the amount of time that had elapsed since the incident occurred, it’s just amazing that he found it in that dense vegetation.” He gave the dog commands to “stay” and “hold.” Staples snapped a picture of the dog with his cell phone and had the K-9 drop the gun into his hands. Cloquet police were notified and took possession of the pellet gun. The man, recently released from prison, remains in jail awaiting charges. DNR’s three K-9 teams provide specialized resources to assist conservation officers, allied agencies and the citizens of the state with specialized capabilities in support of the DNR’s mission, through utilization during daily patrols and resource inspections, or in targeted enforcement efforts, such as detecting concealed wildlife or fish, searches for missing persons and tracking violators.

1. Where is the capital gains tax going? Unless Congress acts before the end of the year, it will go up to 20% from the current 15% on January 1, 2013. We might consider that to be a low increase looking into next year’s possibilities. 2. There is a Medicare surtax of 3.8% to help fund the healthcare reform act that goes into effect on January 1, 2013. If you are actively farming or materially participating in the operation of the farm, this might be avoided. 3. Will our representatives in Washington be looking for new revenue in some other tax to be added?
While a land sale may not be the right answer for you, it must be considered as part of any long term plan.

House District 25A on November 6th
To All Wyatt’s Warriors, Our family would like to extend a thank you for all the continued support throughout Wyatt’s journey. With all the thoughts and most of all prayers we have got through each day. It’s a blessing to inform everyone our last MRI scan in September was clear of all disease. We continue to scan every three months for two years and eventually they distance throughout the course of five years. Which puts our next scan in December. Wyatt has been able to start the 3rd grade with all his friends and fellow classmates! We are truly grateful for each and every day. All our love, The Deno Family
