Purpose of this position: The Field Logistician will be in charge of all MRCS/FRC joint procedures and tasks related to logistic, in support to the MRCS/FRC DRR field team in charge of the implementation of the DRR program. In addition to the operational support for DRR activities implementation, the Field Logistician will also perform some logistics, trainings as the parts of capacity building activities for MRCS Branch. This task will be realized according to his/her competencies and as requested by the Capacity building trainer and Field team manager. • He/she will work closely with the field team Manager, DRR Finance Officer FRC Logistician and Senior Administrative Assistant based in Yangon, as will as all DRR field team trainers. Main Responsibilities: General responsibilities • He/she will provide weekly and monthly (before the 3rd of each month) progress report to field team manager to and the DRR Senior Administration Assistant in Yangon. • He/she will carry out all responsibilities should be carried out in line with Red Cross and Red Crescent movement principles. Logistic General tasks : • He/she will coordinate with FRC logistic team and to follow all procedures related to logistics as explained by the FRC Logistics Manager. • He/she will ensure the availability of logistic means and materials necessary in order to implement the DRR program, according to the MRCS/FRC purchasing procedures. Supply and purchase: • He/she will ensure that no purchase is carried out without a duly completed, signed, and authorised requisition. • He/she will ensure that every team member is well informed about MRCS/FRC quotation and purchase order procedure (requisition forms, advance cash request, etc.) • He/she will work out the planning of monthly purchases. • He/she will control that purchase requested have been well planned in advance in the last cash forecast as well as availability of funds at the base level. • He/she will organize the purchase and timely delivery. In case of technical or specific items, the requester will assist to highlight the specific need. • He/she will regularly update local and Yangon suppliers’ database (price, quality, availability, transport cost, warranty, maintenance, etc.) • He/she will check the delivery supplies (quality, price, procedure). • He/she will keep and follow up-to-date documents (purchase orders, invoices, etc.) • He/she will of donation equipment and supplies to communities or RC Branch, prepare and ensure that donation paper are signed in 3 originals (receiver, MRCS/FRC DRR Program, MRCS Branch), as well as proper record of all donations done. • He/she will carry out accurate and timely filing of all purchase documents in the purchase file.


Office Equipments and stock management: • He/she will update on monthly basis the equipment (fixed asset register) list of the DRR field team and to send it to Yangon FRC DRR Senior Administrative Assistant. • He/she will ensure the proper use of all equipment by all DRR team members and RCVs in case of loan basis. • He/she will of items’ storage, organize proper storage place as well as safety issues. • He/she will follow-up the management stock and release procedure. • He/she will report to the team manager on a daily or weekly basis on the stock movement and balance. Computer maintenance: • He/she will train and monitor project staff on correct use and care of computer equipment • He/she will identify any major problems and inform the FRC IT Officer for advice on which actions to take. • He/she will ensure that printers and copier are functioning properly (ink and toner cartridges, etc.); • He/she will ensure that all team members are well informed and performed daily and weekly maintenance tasks (anti-virus update, saving of files, etc.) of their own computer. • He/she will request regular support and maintenance visits from FRC IT Officer based at Yangon Fleet management: • He/she will update prices and availability on local means of transportation (bus, boat, rickshaw, car renting, truck renting, etc.) • He/she will organize the planning of the MRCS/DRR vehicles (car and boat) and keep YGN FRC DRR Senior Admin Assistant informed. • He/she will organize transportation of goods and staff to targeted villages. • He/she will inform the logistician based in Yangon, about any maintenance needs or others timely information related to the FRC car (follow up insurance expired date, etc.) • He/she will ensure that security issues (regulations, extra passengers, etc.) are well known and respected by the driver and all DRR field team members. • He/she will control and monitor fuel consumption of vehicles. • He/she will ensure that the drivers and boat pilots correctly use and fill out the log books. • He/she will organize and carry the correct operation of generators in the field base, including regular maintenance and filling out the log books. DRR team Guest house management: • He/she will of renting, select a guesthouse based on safety and minimum facilities criteria (no prone disaster area, sufficient place according to the expected number of DRR field team member and program support visits, proper water and sanitation system, accessible with normal car, quietness, safety place, etc.) • He/she will organize and manage security necessary staff. • He/she will ensure that essential requirements and equipments are available, based on the number of team members (electricity and water supply, drinkable water filter, etc.) • He/she will ensure installation, maintenance and repairs of the equipments (generator, UPS, etc.) • He/she will the rental of any guesthouse, complete a thorough inventory. Field Officer management: • He/she will ensure installation, maintenance and repairs of the equipments (generators, UPS, etc.) • He/she will responsible of the office functioning (stationery, computer, phone, etc.) • He/she will maintain & update the office supplies and stationeries stock on a regular basis. • He/she will organize and manage security necessary staff. • He/she will organize posting of mail and payment of office utilities on time. • He/she will keep records for all incoming and outgoing mails, as well as faxes.


Interim Administration/Finance Tasks • He/she will requested by the Field Team Manager, during the absence of the Field Team Administration/Finance Trainer, on an interim basis, carry out administration and finance tasks as per the Field team Field Administration/Finance Trainer Job Description. All responsibilities should be carried out in line with Red Cross and Red Crescent movement principles. Qualifications and Educations • University degree or diploma related to the position (logistic ). • Must have 2 years of relevant working experiences related to the position. • Must have very good computer literate with Microsoft Office park(works, excel, Power point, etc----) • Must have background in field program position. • Must have previous experience in humanitarian activities. • Must be strong Training and facilitations skills (Instructor, trainer, educator, facilitator…). • Must have organizational & communication skills. • Must have budget and finance management skills. • Must have experience in fund raising or income generating activities. • Must be strong analyzing, evaluation & reporting skills. • Must be narrative and financial report activities. • Must have basic English languages skills (written and oral ). • Must have open-minded, team spirit, humble. • Must have knowledge of Red Cross Movement principles.
