SPRING QUARTERLY MEETING - MINUTES March 20, 2018 @ Brann’s W. Call to order and Welcome - Dan Treasurer’s Report - Dan • Financial • See attached report • Membership • See attached report Public Safety Update • GRPD – Officer Leonard • Fairly quiet • Business girls are becoming active on the street as the weather changes • Do not hesitate to call Dispatch or to call Tony directly if you see activity, especially in front of your business, and want it dealt with; action will be taken quickly • Opioid problem is quickly becoming a true epidemic • One to two ODs per week; 1 out of 5 is fatal • GRPD and GRFD administering a lot of Narcan to reverse the effects of overdose and save lives • Typically starts simple with someone receiving oxycodone or something of that nature for pain after an injury or something similar • That sort of prescription has limitations by design because of the high potential for addiction • When the recipient wants to source more after the limitation has been reached, he/she finds it is terribly expensive and so they often turn to heroine, which is relatively cheap

However, heroine, unfortunately, unlike booze, or weed, or coke which produce a euphoric high, heroine actually alters the mechanisms in the brain until the person can no longer function without it

• GRFD – n/a Neighborhood Business Alliance - Dan • WLBA currently has no representative to the NBA though we need one • Dan has been filling in when possible • January meeting was cancelled so there is nothing to report • NBA • Very important partner to WLBA – actually our legal umbrella organization - www.nbagr.org • Local advocacy organization representing 20 GR business associations • Sponsor local events like the Granwich competition and the annual business awards event • Generally meets Downtown at the Parking Services building at 7:30a (coffee and pastries) on the 3rd Wednesday of the month quarterly – so the next meeting should be April 18, 2018 • Annette will try to attend on behalf of WLBA WestSide Corridor Improvement Authority (CID) Update • Meetings are open to the public and generally occur on the first Friday of each month at 9am; currently meeting at the West Grand Neighborhood Org. offices at 415 W. Leonard with the next meeting on April 6 • If you have something you’d like the CID to address, you can contact the City’s administrative support person, Kyama Kitavi at kkitavi@grand-rapids.mi.us West Grand Neighborhood Organization – Annette • Working heavily with the City’s planning staff to educate residents about proposed zoning changes in the City • Affordable housing discussion is getting increasingly heated • Some proposals would eliminate neighborhood voice in development • Others would result in density changes • Others are less polarizing • Collaborative of 16 neighborhood organizations and affordable housing initiatives interacting with the City on these issues • Especially lobbying to retain some neighborhood voice in projects • Processing surveys from residents to share with City • You are encouraged to take the survey on http://westgrand.org/ • Working on fundraisers, block parties, etc. • Tony Gamez recently joined the WGNO Staff – welcome! • Recently retired from GRPD • Bilingual

• One of the auto theft prevention coordinators – among other duties President’s Report – n/a Old Business • Treasurer Position at WLBA is vacant and needs to be filled Website Upgrade • Johnny will look into getting Bank participation in this area New Business • We sent a letter of support to the Planning Commission for the Special Land Use request for the Goei Center – which was approved • We sent a letter to the Planning Commission continuing to withhold support for the Turnstiles Project pending documentation of local business and church interaction – action approved in mid-March subject to licensing, parking and site-plan approvals • Proposed Comedy Theater at 540 W. Leonard – presentation by Joe Anderson • Presentation for The Comedy Project • Joe showed a brief and informative video • Not a standup club but a theater for improv and sketch comedy • Use of premises, even by 3rd parties, will always be comedy related • Mission includes comedy related education and comedy related outreach including classes, family events, camps, workshops, etc. • Opportunities for businesses to advertise in the Theater • A new and unique comedy model for Grand Rapids • Two Scotts BBQ is putting a 1000 ft2 catering kitchen on the premises and will be providing food to the Comedy Project • Discussion • WLBA excited and supportive • Also interested to see how the plan comes together long-term • Parking, security, noise abatement, neighborhood feedback, etc. • Officer Tony • Will there be a doorman – No • Will there be a full food menu – Yes • Serving food how long – till 11p • Serving alcohol how long – till 11p • Security cameras – yes • Outdoor seating – no • Control of all access doors – yes • Parking? – tight; probably 20 spots • Business condo association plans to enlarge parking area • Hours – probably 7p to 11:30p • Fire code issues • Lots of changes and renovations made in the past assuming it would continue to a single building • Facility has not been divided up as an association of business condominiums resulting in unplanned fire code issues

• Target opening end of summer or early fall 2018 Voluntary Surveillance Camera Program – presentation by Julie Niemchick • Julie is GRPD’s Crime Prevention Coordinator • If you have not had a safety audit of your premises, you are encouraged to make arrangements with Officer Tony to get that done • Security cameras are a great deterrent as well a valuable tool for identifying perpetrators • GRPD would like to know who has cameras and if they would be willing to share when necessary • Voluntary program – you can opt in or out at any time • They will put a camera data base on the new website • Dan asked if there were programs or assistance available for low-budget non-profits to get cameras installed • Not that Julie is aware of, but she will check • Annette noted that there might be larger businesses that would be willing to help in this area • Should we host a membership event/annual meeting in June? • Consensus is that this is a good idea and is necessary • Cathy notes that it is important that it be seen not only as a membership event, but even more simply as a mixer event to keep us all networking as business neighbors • Dan asked or a planning committee • Annette will participate • Cathy will not actually be a committee member but will assist • Dan will follow up • Dan noted that Ralph’s Grocery has been sold by the Enell family to Pablo Rodriguez of Rodriguez Supermarkets • Pablo also has stores on Grandville Ave. and S. Division Ave. • Welcome to W. Leonard, Pablo! Other Business • Annette notes that plans are moving forward to put a photography studio in the old adult book store across from Arnie’s • Annette also reports that the roof has collapsed in the building at 452 Leonard • That entire block is owned by the same party who doesn’t seem particularly interested in addressing the roof problem • Tony will follow up with appropriate authorities • Cathy asked about opportunities for all to share events and other information on the WLBA website, if it has been updated and fixed • Dan noted that the old WLBA website has been taken down, and the new website www.wlbagr.com is up and running though it continues to be a ‘work in progress’ to which all are invited to offer criticism or suggestions •

Discussion concluded that the website is more of a static forum for organizational information whereas advertising events and opportunities would be better done on WLBA’s Facebook page • Annette offered WGNO as a resource to help get things posted on their page which is then linked to WLBA’s Facebook page https://www.facebook.com/westleonardbusinessassocation/ Next Meeting: Tentatively June 19 at 4PM at Brann’s/Leonard Adjournment at 5:30p •
