“3 STEPS FORWARD “
Planning is taking the time to consider the possibilities that might arise as a result of something that you wish to do.
Leaders are frequently asked to prepare a plan with no guidelines at all, and the result often falls short of expectations Operational planning is what we need to do, and this type of planning is concerned with what is going to be done now, to achieve targets or goals. We will look at a one year Horizon with these concise Development Plans for a Scout Group ( Step 1), Scout County ( Step 2) and Scout Province. (Step3) The “3 Steps Forward” will however sit well within the Six Year Development Plan of the Southern Province, as they set out exactly, What needs to be done, by whom, and when. Planning is data driven, enough information to make decisions but no more than is sufficient. These “3 Steps Forward” have this. To get everyone to buy in we need to sell the sizzle, i.e. the potential outcome for all parties involved. A Step Forward. These templates are a firm structure, common to all in the Scout Province, yet are flexible to changing circumstances. Progress can be monitored as the layout is simple and user friendly. These plans break a large understanding up into a set of discrete measurable tasks which will show the benefit to all who adopt and utilise them. The concept is unique, in that the “3 Step Forward” templates are all contained on an A4 sheet, back & front. While these initial templates are “top down” style in presentation, contributions have come from one and all, in one form or another. A pack containing copies for each of the Scout Groups (step 1), together with a copy for the Scout County (step 2) and a copy for the Province (Step3) will be sent to the County Commissioner. So that parties will see that we are all prepared to take “3 Steps Forward” together.
This “3 Steps Forward” development initiative will be promoted at County Management Meetings from September by the Provincial Commissioner and should act as a resource in completing S.Q.S for Group Leaders and Scout County Commissioners The Six Year Development Plan will be promoted at County Management meetings by the Provincial Team from September to December and presentation made at Provincial Conference at National Council Oct 04.
