New FTP aims Exports of $1 trillion by FY26 : Govt Sources NEW DELHI: India will aim to more than double its annual goods and services exports to over $1 trillion by FY26 under the new foreign trade policy (FTP), as it seeks to tailor its policies suitably to cash in on an expected rebound in global economic growth, according to Govt sources.

This will warrant a substantial, and sustained, scaling up of exports — to a compounded annual growth rate of 15% until FY26 from about 5% in the five years through FY20 (before the pandemic).

The country had targeted annual exports (merchandise and services) of $900 billion under the extant FTP but

managed to realise a maximum of $538 billion (in Fy19), as goods shipments mostly faltered.

However, government officials feel that given the potential revival in external demand, elevated international commodity prices and acceleration in domestic manufacturing due to production-linked incentive schemes, the ambitious export target could be met this time.

Still, for this to happen, the government will have to address the usual structural issues, including high logistics costs, refund taxes on inputs consumed in exports on time and firm up free trade agreements with key markets early, exporters reckon.

CBIC introduces Auto-renewal ONE Line’s profit significantly for Tier 1 AEO license holders rise in Q1 on YoY basis NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) has carried out away with renewal of authorised financial operator (AEO) certification after each three years for Tier 1 or T1 stage entities, it stated in a notification issued recently.

From August 1 onwards, all such entities licensed on or after April 1, 2019 shall be auto renewed within the system, with none finish date, the Board stated.

“Taking into consideration the reported difficulties confronted by the AEO-TI (together with MSME AEO-TI) entities in looking for renewal and with a view to scale back their compliance burden, the Board has determined to permit the power of steady AEO Cont’d. Pg. 13 certification/auto renewal for AEO-TI entities.

SINGAPORE: In Q1, ONE’s profit significantly increased to $2,559 million compared to the same period last year ($2,392 million). This was mainly due to the continuous strong market, the liner company said in result and outlook presentation recently. Global container trade volumes increased by approximately 20% yoy and vessel utilisation was at full capacity due to the strong cargo demand.

CEVA Logistics to expand presence in Latin America through the Acquisition of Cargex MARSEILLE: As part of its development strategy, CEVA Logistics announced today that it has signed an agreement to acquire 100 percent of the shares of Cargex S.A., an international freight forwarding and perishable goods expert based in Bogotá, Colombia. At closing of the acquisition, CEVA would also take complete control of the Cargex customs brokerage affiliate, Agencias de Aduanas Aduanamos S.A. Nivel 2.

Cargex, an expert in the handling of perishable products Cargex has more than 25 years of experience, with a primary focus in export management of perishable goods. It has operations in Bogotá, Medellin, Cartagena, Buenaventura and Santa Marta. Over the years, Cargex and Aduanamos have become leaders in the handling of perishable products through leading infrastructure, experience and relationships, and through a knowledgeable, highly qualified team.

With this acquisition, CEVA Logistics will become a leading player in the perishables market in Colombia. Cargex General Manager Pablo Torres will join CEVA Logistics as director of perishables for Colombia and Ecuador.

A new step in CEVA Logistics’ strategic development in LATAM CEVA Logistics is directly present in 10 countries in Latin America, where the company has nearly 10,000 employees across 40 locations. Already operating in Colombia and Ecuador, CEVA will maintain its current Colombian presence in Bogotá, Medellin, Cali, Buenaventura, Cartagena, Ipiales and Santa Marta, as well as its offices in Guayaquil and Quito in Ecuador.

CEVA expects the perishables market in Latin America to rise annually by 10 percent through 2024. Air freight will play a key role as the company expands in that growing perishables market, and the expanding CEVA SKYCAPACITY program will play a critical role in connecting Latin America to international markets.

With a current product focus on fruits, vegetables, flowers, fish and other proteins, CEVA plans to be a strong perishables market player in the Latin American region through targets to grow more than 50 percent in all of its current country markets.

DP World Luanda acquires fleet of new tractors for Multipurpose Terminal at Port of Luanda LUANDA: DP World Luanda, has acquired a fleet of 30 new high-performance tractors, as part of its investment to modernize the Multipurpose Terminal (MPT) at the Port of Luanda, and further improve operational efficiencies.

The arrival of the tractors follows the start of operations by DP World Luanda, on 1 March 2021, after it was awarded a 20-year concession to manage and operate the MPT. Since then, DP World Luanda has implemented a number of projects and initiatives, as part of its US$190 million investment over the term of the concession, to transform the terminal into a modern and efficient port facility to help the country achieve its economic growth ambitions. These include staff development and training, the implementation of new technology, the acquisition of new equipment and the development of new staff facilities at the terminal.

The tractors, being the latest generation Terberg YT223, has proven itself in terminals across the world, and will be used within the yard area of the MPT to move semi-trailers to and from the terminal for loading and unloading.

Featuring a more powerful engine, efficient fingertip controls and smoother suspension, these vehicles will prove vital to improving efficiency at the terminal. With the accompanying training programs, employees will benefit from new skillsets as well as improved working, safety, and environmental conditions following the introduction of these vehicles.

In the coming months, DP World Luanda, will also receive a range of new equipment that will improve the MPT’s operational capacity and efficiency across the board, including six reach stackers, four empty shipping container handlers, four forklifts as

well as new Rubber Tyred Gantry (RTGs) cranes, which will be the first of its kind to be used in Angola.

Beyond physical infrastructure and yard equipment, DP World Luanda also has a strong focus on technology and digitalization to enhance operations and has recently implemented its CARGOES TOS+ (Zodiac) solution, a cloudbased Terminal Operating System (TOS), an integrated platform encompassing all IT and operational systems under one umbrella, providing users with real-time information on vessel, gate, and yard movements.

DP World Luanda also recently launched its 2021 “Grow” program in Angola, which aims to recruit young local graduates into the business as interns, to enable them to gain vital work experience in the trade and logistics sector. These graduates will be rotated through the various departments of the DP World Luanda operations where they will learn functional and broad business skills.

Francisco Pinzón, CEO of DP World Luanda, said: “We have made good progress over the past four months across various areas of our operations, to transform the MPT into a world class facility, to provide our customers with a seamless and efficient service, grow trade and position Luanda as a key trade hub along the western coast of Southern Africa.”

Since March, 32 staff training sessions have taken place, with over 300 of the more than 730 staff having already received induction training. In these sessions, the People Department have engaged staff on DP World’s vision, principles, history, and commitment to the local community all with sustainability at the core.

Since the FTP is being designed in the aftermath of the Covid-19 outbreak, it would focus on ensuring India’s greater integration with the global supply chain and reducing its elevated logistics costs.

Also, the Atmanirbhar Bharat initiative will find a befitting expression in the policy, said one of the sources.

However, given the re-prioritisation of spending, necessitated by the pandemic, the availability of budgetary resources to boost exports may remain inadequate, which could be a key hurdle to impressive trade growth, sources said. To partly make up for this, the government could do away with a plethora of redundant paperwork and formalities and relax the compliance burden of exporters.

To boost services exports under the new FTP, the government may revamp the Service Exports from India Scheme ( S E IS ) t o cover more businesses, especially MSMEs, or roll out a new programme altogether, sources said.

Under the extant SEIS, the government offers exporters duty credit scrips at 5-7% of the net foreign exchange earned.

The proposed Remission of Duties and Taxes on Exported Products (RoDTEP) scheme for mechandise exporters, the refund rates under which are yet to be announced, will also be a part of the FTP. Sources had earlier told FE that the government could retain certain key export schemes, such as those relating to special economic zones and exportoriented units, in the new FTP as well, even though these have been challenged at the World Trade Organization (WTO).

However, any new scheme within the FTP will be designed in sync with WTO stipulations.

The government may also bolster its support for MSME exporters to market their products, one of the sources said. It may continue to offer aid under the Trade Infrastructure for Export Scheme (TIES), which was supposed to continue up to 2020 b u t i s s t i l l o p e r a t i o n a l . H o w e v e r, assistance under the TIES, meant for improving export competitiveness by

building trade infrastructure, could be slashed from the initial allocation of Rs 200 crore per year.

Key elements from a national logistics policy, which has been in the works for months, will likely feature in the FTP. This policy will aim to reduce logistics costs from 13% of GDP to 8% over five years.

Commenting on export prospects, Ajay Sahai, DG and CEO at exporters’ body FIEO, said order books for supplies until October remain impressive, and the trend will likely continue. However, supply side remains a challenge. Shipping costs have skyrocketed worldwide and exporters face an acute shortage of containers. Cargo handling at Major Ports through privatisation to be on easy terms: Sources NEW DELHI: Cargo handling terminals at Centre-owned major ports will be privatised through the publicprivate-partnership (PPP) route under three broad categories – oil, clean cargo including containers and bulk – departing from the current practice of bidding out projects as single commodity handling facilities, according to the new model concession agreement (MCA) being finalised by the government.

The existing model has come under flak after recent government policy changes under ‘aatmanirbhar Bharat’ mid-way through the 30-year tenure of PPP projects reduced volumes such as coal and fertilisers and hurt their commercial viability.

This, in tun, has triggered calls from PPP operators to modify their contracts to convert single commodity handling terminals to multi-commodity terminals to achieve full utilization of assets, increase efficiencies and sustain business.

The model concession agreement sets

out the terms and conditions of a port contract and sets the project in motion.

The ministry of ports, shipping and waterways is in the process of re-writing the MCA to make it “flexible” so that the projects are more attractive to private investors.

Among other changes being considered includes giving freedom to the PPP terminal operators to indicate the minimum guaranteed throughput (MGT) they will handle in a year while placing bids instead of the port authorities setting this target.

The bidders will be asked to set the MGT for the initial 7-8 years, the highest of which will be the MGT for the balance period of the contract, multiple sources briefed on the plan said.

Currently, the royalty or revenue share is paid by the PPP operator to the port authority based on the actual volumes handled in a year or on the MGT, whichever is higher. The port authority can terminate the contract if the MGT is not met for three consecutive years.

With the major ports moving to market driven regime for setting port rates under the new Major Port Authorities Act, 2021, the port authorities will set only reference rates for the purpose of bidding.

The bidder quoting the highest royalty per twenty-foot equivalent unit (TEU) or ton, as the case maybe, will win the 30-year contract. The winning bidder will be free to set rates.

If the PPP operator offer discounts to users on commercial considerations, it will have to pay the full royalty per TEU or ton quoted in the bid.

But, if any discounts are mandated by the government for coastal cargo and transhipment containers, the PPP operator can pay proportionate reduced royalty per TEU or ton, a government source said.

Consignees are requested to obtain the Delivery Orders on presentation of duly endorsed Original Bills of Lading and on payment of applicable charges within the free time to avoid detention charges being levied. Consignees are requested to note that all FCL containers will be moved enbloc from the terminal to the nominated PUNJAB CONWARE CFSfrom where the delivery will be effected. Separate IGM will be lodged with respective ICD's, Mumbai Customs for ICD's and Mumbai Port Delivery. Carrier or its agents will not be responsible for any delay in CY-CFS movement due to port congestion.

Consignees are also requested to note that carrier and / or their agents are not bound to send individual Cargo Arrival Notice (CAN) regarding the arrival of the vessel or goods. Incase of Perishable goods, if not cleared within 72 hours the cargo may be listed for auction at the sole discretion of the Customs Authorities, with all costs, risks and responsibility on the consignee. As per Indian Customs Regulations any / all containers / lying uncleared for more than 30 days are listed for the auction under Sec. 48 of Indian Customs Act 1962 under notice to Consignee by the Custodian, as per address stated in their respective Bill of Lading. The same will be auctioned or destuffed without any further information / notice to the consignee.

However the Line reserves their right to recover / claim all cost or charges on such shipments from the consignee. Our surveyor at the CFS is Master Marine Services Pvt. Ltd. Add : Gr. Floor Port User Building JNPT, Uran, Nhava Sheva Navi Mumbai - 400 707.

All import payments are to be made via RTGS/NEFT/IMPS in favour of M/s. Hamburg Sud India Private Limited.

Consignees are requested to send their Delivery Order request through Odex for all import shipments delivered at Nhava Sheva during the counter timings 9:30 am – 4:00 pm. OB/L can be submitted at one of the CMS counters – 1) New Maersk CFS counter 2) Maersk Andheri CMS counter 3) Maersk Fort CMS counter.

ONE launches Marine Safety and Quality Campaign 2021 SINGAPORE: Ocean Network Express (ONE) will launch its Marine Safety and Quality Campaign, from 1st August to 31st October 2021, to reiterate marine navigation safety practices.

As the COVID-19 pandemic continues to affect global shipping operations, ONE continues to face difficulties conducting ONE’s Vessel Quality Standard (ONE-VQS) physical inspections on board their operated vessels.

Following the success of last year’s rigorous self-inspection campaign, ONE is confident in maintaining the same meticulous self-inspection practice for a second year, assuring that ONE constantly provides a safe and reliable service to their valued customers.

The ONE-VQS self-inspection will be carried out by the ship’s crew to focus on three areas and aims to encourage the crew to proactively conduct thorough checks to mitigate associated risks.

The focused areas identified are Cargo Stowage & Securing (Heavy Weather), Collision/Contact, and PSC Inspections & Fire. These three areas have been identified based on the analysis of past incidents both within and outside of the fleet and following the results of last year’s campaign.

All vessels under ONE’s operation must complete the self-assessment, identifying and rectifying any potential defects or areas of risk.

Through this campaign and in cooperation with the ship’s crew and concerned parties, ONE aims to further raise safety awareness and quality standards of their vessels.

ONE is committed to continuously deliver a reliable and quality service to their valued customers.

APM Terminals Mobile targets Midwest supply chains M O B I L E , ALABAMA USA: APM Terminals Mobile is targeting Asia to U.S. Midwest import cargo with daily departures using five class 1 railroads that offer further potential to access the U.S. heartland. CN has rail car and locomotive capacity to help speed cargo to Chicago with a 2.5 day direct doublestack service. Northbound refrigerated packs are available for cold chain cargoes as well. Five Asia/US liner services currently call the port to enhance the Midwest supply chain flow.

“We’re trying to help alleviate Midwest supply chain pressures for customers. Ocean carriers are looking for

more gateway options into the Midwest market. We’ve got berth space available and 35 moves per hour per crane berth productivity. Our rail product is a consistent performer that can handle much more volume,” commented Brian Harold, Managing Director of APM Terminals Mobile, Alabama.

The near dock railyard allows seamless ship to rail transfer.

For customers looking to transload Midwest cargo or deliver containers to local distribution centers, APM Terminals Mobile has an average waiting time to enter the terminal for truckers of seven minutes with a total turn time of 51 minutes once in the terminal. 81% of the truck moves at APM Terminals Mobile are dual moves (where a trucker is bringing in a container for dropoff and picking up a container for delivery) which generates optimal supply chain flow.

King Abdullah Port ranked ‘Region’s Fastest-Growing’ : Alphaliner RIYADH: King Abdullah Port has been ranked the Middle East’s fastest-growing port during the first quarter of this year, according to Alphaliner, the global maritime data originator.

Alphaliner’s report ranks ports based on capacity, measured by units of standard 20-foot equivalent unit (TEU) containers, an SPA report said.

King Abdullah Port is now ranked 83 in the list of the 100

largest container ports in the world in 2021 after ranking 87 in 2020, Alphaliner said in its quarterly report.

According to the report, King Abdullah Port increased its throughput to 693.700 TEU during the first quarter of this year, signaling a growth of 44.2% from the 481.100 TEU recorded in the same period last year, thus ranking first in the region in terms of container handling growth for the 3month period.

Senior officials from the Sri Lankan Board of Investment and the Pharma Manufacturers Association of Sri Lanka will hold discussions with potential investors from India through an online meeting this week on the investment opportunity in the zones, an official tracking the matter told.

This follows discussions between Minister of External Affairs S Jaishankar and his Sri Lankan counterpart, Dinesh Gunawardena, in Colombo in January on opportunities for Indian pharmaceutical manufacturers in special zones in Sri Lanka.

“Indian investments in the zone will be important both from the economic and diplomatic perspective,” the official added.

The Sri Lankan government is setting up the Pharmaceutical Zone in Arabokka in Hambantota on over 400

acres in a bid to increase export earnings to face the Covid-19 challenges effectively. The zone’s objective is to meet around 40 per cent of the local demand for pharmaceutical products while creating the pathway to a $1-billion independent export vertical by 2025, per reports. The meeting with Sri Lankan officials on August 5 is being facilitated by the Federation of Indian Export Organisations and is likely to be attended by a number of pharmaceutical manufacturers in the country.

Tax concessions While the details of the tax and other incentives on offer may be shared by Sri Lankan officials at the meet, according to reports in Sri Lankan media, concessions will cover corporate income tax, income tax on employees, Value Added Tax (VAT) and the Ports and Airports Development Levy. Enterprises are also likely to be exempted from Customs duty for importing capital goods and construction-related items, raw materials and production/process-related consumables.
