Good things come to those who wait…

Seven words that can change the world… “I am the master of my fate” and “I am the captain of my soul…”

I saw these words up on the wall of the library at Inkwenkwezi High School , and it fascinated me, it drew me in and really made me ponder on the true meaning behind these seven powerful words. Words that many of us might have heard countless times before and not really taken serious note of.

If unpacked, it means that I determine what my future will bring by the way I see and steer my life and prepare for my future. It puts you in the driving seat of your own life and your own destiny. And to think it starts with seven words…

The Eskom Schools Nuclear Debate which took place at Eskom Koeberg on 13 and 14 August, the Semi-finals on 15 August and with the Grand Finale taking place on 20 August 2019. The Schools Nuclear Debate is a battle of words, words that have been carefully strung together to formulate compelling arguments. It was the way these words were cleverly chosen by the various speakers that changed the direction of the debate and determined the winner of the competition or the Bright Spark of the day.

And as the saying goes… “all good things come to those who wait”, the debate winners and Bright Sparks finally had the opportunity to open their well-deserved prizes and awards on 11 and 13 November 2019, at a school prize hand-over ceremony. What a moment! The surprise and excitement on their faces as they received their laptops, medals and their Bright Spark trophies was tangible and priceless. The feeling that we as an organisation could have contributed in some way to their future left us with a sense of Sinobuntu (we care) and pride.

Even though Bloubergrant High School was the overall Eskom Schools Nuclear Debate winners for a third year in a row, the learners from Atlantis Secondary and Inkwenkwezi Secondary School also felt like winners when they received their laptops as Regional Debate Winners and runners up.

We wish to extend our congratulations to Bloubergrant High School for their third consecutive win in the Schools Nuclear Debate, Melkbosstrand High School as the runners up. Atlantis Secondary School for winning the Regionals and Inkwenkwezi Secondary School for being the Regional runners up.

A special congratulations to the star performers of the various debate teams, the Bright Sparks, Azraa Larey and Kyra Goliath (Wesbank Secondary School), Cayla Albertyn (Atlantis Secondary School), Mark Tshangela (Inkwenkwezi Secondary School), Tawana Chibaduki and Micah Lurie (Melkbosstrand High School) as well as Thola Fuamba and Muhaimin Khan (Bloubergrant High School).

The Eskom Schools Nuclear debate provides many of these learners with a stepping stone into a future that no longer seems impossible but a future filled with countless possibilities in which they can master their own fate and captain their own soul. My seven words to them…Go out there and make it happen!

Man fights with girlfriend, burns their baby to death A baby girl was doused with paraffin set alight in a Dunoon toilet, allegedly by her own father.

The eight-month-old girl has since died, and Dunoon women believe that the 32-year-old father who has been arrested by police must be denied bail and rot in jail.

The baby’s father, Vusumzi Potelwa, appeared in the Cape Town magistrate court on 19 November where he stood accused of murdering his baby at his Dunoon home on 17 November.

It is alleged that after an argument with his girlfriend and mother of his baby daughter that Sunday afternoon, Potelwa flew into a rage. The girlfriend grabbed their baby and fled for safety, locking herself and their baby in a toilet, according to the Milnerton SAPS spokesperson Captain Nopaya Madyibi.

But, Madyibi, says, the father kicked in the door and threw paraffin on his girlfriend

and their baby. He searched for matches in his pockets and, not finding any, went in search of a lighter. At that point the women fled, but left their baby behind. Potelwa returned and, finding only his baby daughter in the toilet, set her alight. She burnt to death.

“The suspect was arrested on the scene,” says Madyibi.

Dunoon SANCO representative Bulelwa Mayende, a mother of two children, said the incident has left the community shocked and traumatised.

Mayende says it was disturbing that a father would kill his own innocent child, “an innocent soul, a gift from god”.

“That man deserves to rot in jail. It is shame. It is shame. Why would men do these kind of things?” she said.

“The law must really take its course otherwise it will come to a point where the community will take the law into their own

hands and we really don’t want that,” said Dunoon Neighbourhood Watch coordinator Noluthando Ludziya.

Ludziya also said she thinks men in Dunoon need a men's conference where they can “vent out everything” and learn how to deal with their problems.

“It is really unacceptable that a father

would set alight and burn to death his own child. Women and children are really not safe from those who are supposed to protect them,” said Ludziya.

Madyibi said Potelwa is being held at the Pollsmoor prison. The next court date, where he intends to apply for bail, has not been set.

New taxi association driven in circles by City and Province Staff Writer Some public transport operators in Atlantis and the West Coast corridor are attempting to register a new taxi association to enable them apply for taxi operating permits, but have been frustrated by efforts to communicate with relevant authorities.

The transport operators currently use scholar and long distance permits to operate their minibus taxis and meet demand around Atlantis and beyond.

There has been an increase in Toyota Avanzas operating illegaly in Atlantis since the Blaauwberg Taxi Association (BTA), which forms part of MyCiTi vehicle operating company Kidrogen, surrendered operating permits and the bulk of their minibus taxis in exchange for financial compensation. This was a prerequisite when the City of Cape Town implemented Phase 1 of the Bus Rapid Transit system.

But the demand for taxi services remained in Atlantis, as a result some transport operators attempted to register a taxi association as early as 2013, but were unsuccessful.

The latest attempt by Atlantis taxi drivers, ‘gaatjies’, and taxi washers who worked for taxi bosses affiliated to the BTA, is based on what City council called a “game changing policy” to transform the minibus taxi industry, which was adopted in 2015.

At the time, then mayco member for transport and urban development Brett Herron said the model intended to breathe new life into the taxi industry by making available immediate business opportunities to shareholders in Taxi Operating Companies, while also improving the service rendered to commuters in general.

The plan was that the TOCs, rather than individual taxi bosses, would own the operating licences.

Using this model, the Atlantis coalition have joined together with local public transport providers in the area to register the Atlantis Local Long Distance Transport Prime Co-operative (ALLDTPCO) in order to supply growing demand.

ALLDTPCO representative Fred November, said their efforts to register a new association have yielded only frustration as they had been referred to every line department at the City of Cape Town by the provincial department of transport and public works.

Mayoral committee member for transport, Felicity Purchase, said the City council approved a transformation strategy in October 2015, which gave the transport department authority to assess the viability of Transport Operating Companies (TOC).

However, Purchase said the registration of minibus taxi associations is the competency of the Western Cape Provincial Transport Registrar which falls under the Department of Transport and Public Works.

Purchase says the efforts to register a taxi association with the Registrar were unsuccessful due to the National Land Transport Act (NLTA) prohibiting the issue of new operating licenses in areas where the government has paid compensation. This in essence has a ripple effect in the fact that the new association could not be registered as there was no provision to issue new operating licenses – a pre-requisite for the registration of a taxi association.

Furthermore, she says the City is not aware of any co-operatives that operate minibus-taxi services in Cape Town and would never have advised anyone to register such an entity.

However, she also confirms to have on numerous occasions engaged with the ALLDTPCO and explained the restrictions imposed by the NLTA, but they refused to accept the City’s narrative.

“The situation in Dunoon is the same as in Atlantis and the same responses have been given to Dunoon that no new operating licenses may be issued on routes that were compensated for previously. The avenues open to Dunoon is where they are looking for licenses to areas not affected by MyCiTi, in other words, where they would not have previously received a pay-out/received previous compensation,” she said.

Meanwhile, Jandré Bakker, head of communication at the provincial department of transport and public works said as a rule, no new taxi associations would be registered unless there are ten existing operating licences held by individual members.

Bakker said alternatively, the municipality must indicate the need for at least ten operating licences on the route or network of routes for which application is made. In the case of the latter, the association will be provisionally registered and members will be given a period of four months to obtain the required operating licences.

“In terms of section 55(5) of the NLTA, the Provincial Regulatory Entity (PRE) in disposing of an application for an operating licence must act according to, and may not issue an operating licence contrary to the directions provided by the municipality and provisions of the relevant Integrated Transport Plan,” he said.

Bakker also said the registrar’s office acknowledge the planning authority has a primary role to play in determining public transport supply and demand in their municipal jurisdiction.

He says for expediency the registrar’s

office will advise prospective applicants to engage the planning authority to determine if the planning authority will support such an application.

“If an application does not meet the planning authority’s approval, the registrar’s office will take that into consideration and refuse such an application.

ALLDTPCO’s application is supported by the Subcouncil 1 manager West van der Westhuizen, who issued a letter of support to the provincial department of transport and public works, stating that the taxi industry had become a huge challenge within the Subcouncil 1 which extends to Dunoon.

Van der Westhuizen states that at a special subcouncil meeting held on 28 September, Subcouncil 1 decided in unison to support the ten or more operating licenses and have no objection to the registration of the new mini bus taxi association.

The Office of the Registrar has received an application for the registration of the West Coast Swartland Transport Association in Atlantis. The application was not supported by the City of Cape Town and was refused by the Office of the Registrar.” said Bakker.

Boost for City’s Anti-Land Invasion Unit The City’s Anti-Land Invasion Unit(ALIU) has new 40 additional officers, increasing total number of 94 permanent staff members to bolster its response to city land invasions.

The officers appointed in July this year have completed an intensive two-month training programme before joining the ranks of this specialised Law Enforcement Unit.

“Land invasions pose a serious threat to service delivery and housing opportunities as it derails planning and development processes,” said Executive Mayor Alderman Dan Plato.

The City cannot simply allow certain groups or individuals who orchestrate invasions and disrupt, destroy and incite violence and lawlessness he said adding legislation was being developed to effectively deal with the illegal occupation of land.

“This will put us in a better position to deal with persons who engage in or orchestrate land invasion activity and hold them accountable for their actions,” he said.

The additional staff will allow the unit to be operational on a 24-hour basis, using

a shift rotational work schedule which allows them to remove and arrest suspects, monitor land invasion hotspots, follow up on complaints and assist the South African Police Service in criminal investigations following land invasions.

He said every land invasion will result in decades of misery for those occupying the land illegally such as high crime rates, serious risk of fires, constant problems with flooding and an inability for the City to deliver services due to poor access to service vehicles.

“Increasing the capacity of this important unit will allow the City to protect its property against illegal land occupiers,” said the City’s Mayoral Committee Member for Safety and Security, Alderman JP Smith.

In recent years, we have seen an increase in the number of illegal land invasions and attempted invasions, as well as an increase in violence associated with the resultant protests, including the senseless destruction of City infrastructure and damage to private property. The recent violence in Du Noon is testament to this, said JP Smith.
