Crime stats: Sexual offences surge by 1000% PETER LUHANGA Sexual offences in the Milnerton policing precinct have surged by 1000 % in the past financial year, according to the latest crime statistics released by Police Minister Bheki Cele on 12 September.

The crime statistics show that at national level, sexual offences increased by 4.6%, attempted murder by 4.1%, while robberies at residential properties had gone up by 0.8%.

Dunoon and Joe Slovo Park fall under the Milnerton policing precinct.

It is here that reported sexual offences had risen from one in 2018, to ten in 2019, representing a 1000% increase.

Attempted sexual offences had doubled from three last year to six this year.

Milnerton acting station commander colonel Andre Els nonetheless believes the statistics show some encouraging signs for the Milnerton policing precinct.

Els says contact crimes, which are always viewed as serious since they involved direct contact between the victim and offender, have decreased by 84 cases or -4%, while aggravated robberies decreased by a considerable -9.1% with no increases indicated in any of the sub-categories.

He says the only exceptions in the broader contact crime category were sexual offences and aggravated assaults as they remained serious offences “worthy of every effort to combat them”.

“It must be borne in mind that many of these offences occur within the home or work

place, where the police cannot carry out direct crime prevention activities such as visible patrols and roadblocks etc,” said Els. Decreases, he said, were also recorded for property related crimes (-2.6%), and other serious crimes (-5.8%).

He says the overall picture cannot be seen as an indictment of the policing strategies employed during the previous financial year but should rather be seen as a call to arms for communities to increasingly join with the police to raise awareness and oppose the evils of gender based violence.

“We wish to express our sincere thanks and appreciation to all who partnered with us in the 2018/2019 financial year to stand as a bastion of resistance against criminality in Milnerton. In this regard, special mention must be made of the Milnerton Community Police Forum, the various active neighbourhood watches, and our partners in the security industry. Together we look forward to ever greater success in the year ahead,” he said.

Dunoon Neighbourhood Watch coordinator Noluthando Ludziya said police operations in the area have improved and they were more visible than previous years.

Ludziya said what contributed to the increase in sexual offences was the tendency of men who after offering drinks to women at the shebeen, thought that the women had automatically agreed to have sex with them.

“A lot of sexual offences perpetrated in Dunoon relate to that and it's common. This year in Dunoon we haven’t had a lot cases of children being raped but we have had a lot

cases of women getting raped,” said Ludziya.

She added that police visibility in the are has improved.

“The only problem is that the community doesn’t support the neighbourhood watch... they don’t want to join, they think they are putting their lives at risks if they join,” she said.

Community leader Kwanele Jezile said the number of sexual offences could be higher than the statistics show, as some cases were not reported.

“Some sort of awareness campaign to educate girls should be undertaken in the town-

ship to encourage girls to report sexual offences. On two occasions I had to chase a group of young boys harassing a girl I didn’t know. What could have happened if I didn’t happen to be on the street,” said Jezile.

Also, he said Dunoon needed a permanent police station as the population had ballooned.

Currently, Dunoon residents have to take a taxi to report a crime at the Milnerton police station about 10 kilometres out of the township.

“God take their penises away” Vincent Lali On 13 September, angry women marched to Kraaifontein police station to demand that police protect them from men who sexually and physically abuse women.

The women sang struggle songs and carried placards that read: “Hands off my vagina” and “God take their penises away.”

The protesters blocked the entrance to the police station and prevented cars from coming in or out.

Youth leader Sphesihle Ncedana said women were scared to go out at night in Bloekombos and Wallacedene. “The police must do their job and protect us from abusers who attack us at night,” she said.

Ncedana said thugs had abducted and raped someone she knew in April this year, but the police had not made any arrest. “We try to deal with men who rape or sexually abuse women ourselves, but the police intervene and disperse us,” she said.

Youth leader Belinda Rawe said residents had reported a murder of a young girl and the rape of a woman in Bloekombos, but the police had not made any arrests. “We have never heard from the police after the body was found and after the woman was raped,” she said.

“For us to trust the police, they must say that they are dealing with these cases and that the perpetrators have been found,” said ISOLABANTU is a Xhosa/English monthly community newspaper.

About the Koeberg Public Safety Information Forum

Section 26(4) of the NNR Act states that “The holder of a nuclear installation license must establish a public safety information forum as prescribed in order to inform the persons living in the municipal area in respect of which an emergency plan has been established on nuclear safety and radiation safety matters.”

What is the Public Safety Information Forum (PSIF)?

The PSIF is a meeting which takes place four times a year. It is used as a platform for residents within the municipal boundary of Koeberg Nuclear Power Station to enquire about and receive nuclear safety related information from the facility.

Which topics are discussed?

The forum will address any topic that the members feel could impact their health, environment, and safety from a nuclear emergency preparedness point of view.

Who should attend?

All persons living within the municipal area around Koeberg, all affected and interested organisations or parties, and any other persons concerned about their health and safety from a nuclear and radiation safety point of view are welcome to attend the forum. Persons wishing to attend are requested to register as a member.

Dunoon taxi bosses keep foreigners safe Soon after the outbreak of xenophobic violence in parts of Johannesburg at the beginning of September, Dunoon taxi bosses started patrolling the township streets to prevent and disperse any gathering of residents intending to loot shops and attack foreigners from other African countries.

“From the start (of the violence in Johannesburg) we had to deploy our defensive team to be alert for any xenophobic attack or violence. We deployed our team along Dumani Road, within the taxi rank, along Potsdam Road near to the bridge and near to Shoprite.

These are hotspots of violent protests,” said Dunoon Taxi Association (DTA) secretary general Frank Qotyiwe.

Qotyiwe said the association had earlier been accused of planning to initiate attacks on African immigrants in the township, and decided to counter the allegations by protecting them.

“A number of commuters are foreigners so we would not support any attacks on them,” he said, “ we are continuing with the patrols.

It’s been two weeks now.”

Community leader Kwanele Jezile said he had spent two weeks in Zimbabwe last year and was warmly welcomed.

“It makes me feel ashamed to see some South Africans attacking black African brothers,” said Jezile.

However, he said the government must take drastic measures to ensure that “whoever is coming into the country is documented and that all legal process is followed before entering”.

When the violence flared up in Johannesburg, Dunoon residents discussed the events at length on the township’s popular social networking site, with xenophobia being condemned by leaders, said neighbourhood watch coordinator Noluthando Ludziya.

Lawyers acting for the City argued at the time of the first urgent application that there was not sufficient time to respond. Instead, they negotiated an agreement, which was then made an order of the court. It was intended to remain in force until the matter could be heard in November.

The new urgent application for Plato, Smith and Bosman to be imprisoned should be suspended until the November application had been determined, Lucien Lewin, the lawyer acted for the seven, said in papers.

But the seven said the harassment and confiscation of personal property by law enforcement officials did not stop and that it appears that the City had not communicated the terms of the order to its law enforcement officials.

The primary purpose of the court application appears to be to get the respondents to order their officials to stop confiscations and the harassment of homeless people, rather than to actually have them imprisoned.

Carin Gelderbloem ended up on the streets eight years ago after her husband died and she could no longer afford the rent on her home.

Raymond Joseph An urgent application by seven homeless people to have Cape Town’s Mayor, a member of the Mayoral Committee and the City’s head of safety and security imprisoned for 30 days for contempt of court will be heard in the Cape High Court this week on Thursday 26 September.

Lawyers acting for the seven will argue that Mayor Dan Plato, Mayco member for Safety and Security JP Smith, and Cape Town’s executive director of Safety and Security, Richard Bosman, are in breach of a 5 September court order in which the City of Cape Town undertook not to confiscate their personal property or to harass or abuse them.

The order also extended this undertaking to include other homeless people living on the streets of Cape Town. The seven had gone to court after accusations of sustained harassment and fining of street people in Cape Town using the 2007 Streets, Public Places and the Prevention of Noise Nuisance and the 2009 Integrated Waste Management

Ludziya said residents recalled the impact of the xenophobic attacks in 2008.

She said community leaders and the neighbourhood watch had gone to the taxi rank to ask for assistance to prevent the xenophobic attacks spreading in the township. “ A lot of taxi owners rent shops underneath their extended RDP houses to Somali’s. They

rent out rooms in their extended RDP houses to foreigners. The xenophobic violence damage shops and homes. Taxi bosses don't want that happening,” she said.

She said another meeting was held at the taxi rank on Thursday, 19 September and it was agreed no xenophobic violence will be tolerated.

“I tried to argue and informed them of the court order but was ignored,” Gelderbloem says.

Two nights later, while she and a group of homeless people were sheltering from the rain outside St George’s Cathedral, she says they were approached by CCID officials and told “to move and go back to where we were born.”

“I politely informed them that Mark Williams (a field worker for CCID) had told me that CCID could not move us when it was raining. They ignored my pleas and forced us to move into the rain,” says Geldebloem.

“I told them about the order, and that they could not do this to us, but was immediately told by one of them that it was not his business. It was clear to me that these CCID members were not informed by the City about the order.”

Interviews with other homeless people around Cape Town revealed that they too were facing harassment and the confiscation

of their private property, says Geldebloem.

Caryn Gootkin, an activist and board member of Souper Troopers, a non-profit organisation that works with street people, said in an affidavit that she had confronted law enforcement officials who had been ordered to remove structures built by homeless people at Die Bull on Upper Orange Street.

“I then asked them whether they knew about the high court order which was granted …and prevented the City from confiscating the belongings of homeless people,” says Gootkin in her affidavit.

“They replied that they did not know of any such order. I also asked them whether they knew JP Smith (the third respondent). They advised me that he was their boss, and that they, therefore, took instructions from him. … they told me that they were not management and that they did not ‘make the rules’. They were only tasked with enforcing them, which included taking the structures down and instructing the owners of these structures to throw them away.”

The City was asked to respond to the allegations but had not done so by the time of publication.

Extreme festival battle royal heads to Killarney

A

s the Extreme Festival national racing circus heads to Killarney International raceway on Saturday 28 September for its second visit of 2019, the big news is that All Power Audi's Simon Moss is not leading the headline Global Touring Car championship.

Works Volkswagen driver Keagan Masters took a maiden GTC race win at the East London Grand Prix Circuit on August 31 and that, along with a string of good results during his rookie season in South Africa's premier motorsport series, has put him six points ahead of Moss in the Drivers' standings. But Moss is accustomed to being The Man in GTC racing, and he will be going all out to regain the championship lead at the penultimate round of the series.

The two contenders will be facing a strong challenge, however, from the second Factory Jetta in the hands of Daniel Rowe, as well as local hero Johan Fourie's privateer BMW M2. Michael van Rooyen's Toyota Gazoo Corolla is still something of an unknown quantity; pencil him in as a dark horse.

The GTC 2 category looks like it will become an all-Golf affair, which will make the racing even closer; championship leader

Bradley Liebenberg stretched his advantage last time at East London but will most likely come under strong pressure at Killarney.

The Falken Polo Cup is South Africa's ultimate one-make series, delivering some of the closest - and most robust! - racing on the calendar. Killarney regulars will be cheering home-town heroes Jurie 'Umpie' Swart and Jano van der Westhuizen, but some of the toughest competition they are likely to face will come from a petite blonde. Tasmin Pepper is back from a successful season in the Formula W world championship and ready to show 'the boys' back home what she's learned racing against the fastest women on the planet.

“The City of Cape Town has identified motorsport events as one of the priority sectors to further explore going forward and our support for the Extreme Festival National Racing Championship is part of our strategy to position Cape Town as the premier motorsport hub,” says the City of Cape Town’s mayco member for safety and security, JP Smith.

“Cape Town has a long-standing motorsport culture and these championships provide enthusiasts with an opportunity to enjoy their favourite sport. We believe this event will contribute to further solidifying

the city’s reputation as the world’s festival and events capital. We are looking forward to not only the action on the track but also to work with the event organisers to make this an all-round experience for all the spectators.”

The tightest showdown of the day, however, is likely to be in the SA Superbike races, where reigning champion Clinton Seller (King Price Xtreme R1) and international star Steven Odendaal (Petra R1) will take on hometown heroes David McFadden (RPM/Stunt SA R1), newly crowned Regional champion Hayden Jonas (WP Motors/Samurai R1) and Brandon Haupt (Fueled Racing R1), in his first outing at national level since returning from a long layoff due to injury.

Right now Haupt is at the top of his game and if any local rider can take the fight to the visitors, it's him.

In the 600cc Supersport category things will be almost as tough for Gauteng's Blaze Baker (JBR Racing R6) as he takes on Capetonians Kewyn Snyman (Hillbilly R6) and Jared Schultz (ASAP World R6), each of whom has already won at National level this year. They'll be keen to use home-track advantage to show the championship leader the way round.

A similar challenge awaits the visitors in

the Red Square Kawasaki ZX-10R Masters Cup. FG Distributors' Jacques Ackerman has focused his entire racing effort this year on this one-make series, and if that elusive first podium finish is going to come, this is where it will happen.

Perhaps inspired by Ackerman's efforts, hotshot Clubman rookie Lubabalo Ntisana (LB Auto ZX-10R) has entered the Gautengbased Bridgestone Thunderbikes races. As this is an inland series, its riders are an unknown quantity – but that cuts both ways.

Killarney will be uncharted territory for them, and Ntisana could well spring a surprise here.

Scott Temple has already wrapped up this year's Investchem Formula 1600 title in his Road to Race/1st Race Mygale, but the scene is set for a cliff-hanger showdown from second between Gauteng drivers Nicholas Van Weely (Magnificent Paints & Hardware van Diemen) and Tiago Rebelo (TRMS Mygale) in second and third, and the 2017 champion, Capetonian Julian van der Watt, back to winning ways this season and already up to fourth in the points standings.
