There are young children who mistake the discarded used condoms for balloons and blow them up, resulting in parents fearing they might contract sexually transmitted diseases.

Children play in streets of sewage PETER LUHANGA The fetid stench of faeces is omnipresent as contaminated greywater runs in rivulets through the informal settlement while residents carry on with their everyday activities.

On the beautiful sunny Tuesday morning of 20 August, women were washing dishes next to their homes, while metres away a stream of sewage-contaminated greywater flowed downstream. Across the stinking stream a communal standpipe stood situated next to a row of blocked flush toilets from which the smell of excrement wafted on the light breeze.

Not far from the row of blocked communal toilets, a young child was pushing a broken toy car while other children walked barefoot around the filth. One child eating chips from a packet dropped one into the contaminated water, then picked it up and put it into his mouth.

In an effort to prevent an outbreak of disease, some community leaders have on numerous occasions attempted to get hold of the City of Cape Town, to the extent of visiting the municipal offices in Parow and Bellville to raise their concerns. They were promised that Expanded Public Works Programme (EPWP) workers would be sourced from the City’s database of job seekers and employed to clean up the area. But nothing has materialised in the last year and conditions are deteriorating.

As a last straw, the community leaders invited Isolabantu News to come witness the unsanitary conditions in the settlement.

Resident Sandiswa Dayimane asked why the city provided flush toilets but did not employ anyone to look after them.

Dayimane says their flush toilets haven’t been cleaned for almost two years.

“Our toilets don’t flush. We collect water in a bucket and pour it in the toilet to push the faeces down, but instead they overflow as the toilets are blocked,” she says.

erage in their homes, residents relieved themselves in a bucket at night, and then discarded the contents into stormwater drains before rinsing the containers out at the communal standpipes.

Just outside the entrance to Zukiswa Mazwe’s shack is a blocked stormwater drain from which stormwater contaminated with faeces and urine from discarded nightsoil overflows.

Mazwe has no job to go to but cannot stay at home during the day due to the stench. He says he no longer prepares food at home but buys it from street vendors and eats it there, only going home to sleep.

“The stench is inescapable. Even though I buy food, in the end, I get back to sleep in the stench. I walk past the faeces to get inside my house… the faeces gets stuck on my shoes,” he says.

Community leader Zukiswa Gidiminisana says residents used to club together and donate R5 per family to buy toilet cleaning detergents and they would clean the toilets themselves.

But Gidiminisana says dire poverty meant families struggled to come up with R5 a week and the initiative ground to a halt.

She says children in the settlement suffer from continual diarrhoea as a result of the unsanitary conditions.

Water and waste mayco member Xanthea Limberg said the appointment of a new set of janitors to work at Ethembeni informal settlement, was “slightly" delayed due to details such as addresses of applicants on the jobseekers database being inaccurate or out of date at the time of recruiting. One of the requirements of this programme is that janitors employed to work in specific areas are residents of that particular informal settlement.

City as part of the EPWP. She said the city remains committed to ensuring high levels of service delivery in informal settlements, while offering equitable job opportunities to their residents.

“The City would like to apologise for any inconvenience caused by this delay. It is important to note, however, that the janitorial service is a top-up cleaning service, and all residents have an important role to play in protecting the reticulation network from blockages by disposing of materials such as rags, condoms, rubble, etc. in bags and/or bins,” said Limberg.

She also said that illegal informal settlements that have been formed in the area

pose many challenges as they have been built on top of the City’s sewerage infrastructure, making it difficult to access and thoroughly clear blockages. This led to recurring blockages and overflows.

She said if an overflow should occur, the City offers multiple channels to residents to log complaints and report faults, and each resident may make use of one of the following platforms that is most convenient to them: via email: water@capetown.gov.za for water-related queries; SMS to 31373 (maximum 160 characters); visiting a walk-in centre; logging a service request by phoning the call centre on the telephone number 0860 103 089; sending a WhatsApp message to 063 407 3699.

Dunoon women under attack, reveals Women’s Day workshop CONNOR LUHANGA Sexual violence and the abuse of women was discussed at an information session hosted by a fourth-year social work student from the University of the Western Cape (UWC) in Dunoon on Women’s Day. About 25 women attended the event at the Zusakhe Educare Centre on Friday 9 August.

The social work student, Siziphiwe Ntoyakhe, who lives in Joe Slovo Park, Milnerton, said she decided to host the event in Dunoon because unlike Joe Slovo, Dunoon has a high rate of sexual violence and abuse of women, among other societal ills.

“Joe Slovo is better than Dunoon. In Dunoon, there are a lot of households headed by women. The women (at the information session) are saying their children neglect them. They confiscate their pension,” said Ntoyakhe.

She said she had invited two ladies to be motivational speakers at the event.

One of them, Pamela Nzimande, who is a counselor at Hope House Counseling Centre in Table View, said there was a high percentage of people in Dunoon suffering from substance abuse. This particularly affected women, because they are mothers.

“Their children go home to steal things to sell to maintain their drug habit. That is how women are affected,” said Nzimande.

She said some of the women attending the workshop had confided to her that they had been raped.

In order to assist, she said together with Ntoyakhe, she is going to start a support group established as a new non-profit organisation to provide counseling services to women who have been raped or otherwise traumatised.

“Some women have pointed out that they experience trauma. They see people getting killed in front of them,” she said.

WHEN WISE WORDS WIN “Debate is combat, but your weapons are words." ~ Melvin B Tolson

T

here is much truth to that statement, and this year’s Koeberg Schools Nuclear Debate proved that words - when chosen correctly – make or break a team in a war of words when the debaters from the various schools battled it out for the title. It was like watching a war being waged but instead of between countries, it was between school debating teams. One moment one school had the upper hand, and the next moment the tables were turned. They had the adjudicators nailed to their seats, and often the scores, and discussion determining a winner became a debate in itself amongst the adjudicators. This should give you an idea of the level of competition and the level of preparedness of the high school learners who participated in this year’s debate competition.

This year saw two clusters comprising several schools each, debating for a spot in the semi-finals in order to battle it out for a spot in the finals. The top two schools in each cluster proceeded to the semi-finals, which were held on Thursday, 15 August 2019 at the Koeberg Visitors Centre.

The learners really did themselves and their schools proud in the way they used their arguments to confound their opponents - a wonderful promise of the change that they could potentially make in their schools, communities, cities and the world by simply using their words and ideas the way they did in this year’s debate competition.

The semi-finals saw Atlantis Secondary School going up against Bloubergrant High School and Inkwenkwezi Secondary School going up against Melkbosstrand High School. The Grand Finale saw Bloubergrant High School, represented by Thola Fuamba, Muhaimin Khan, Kimberly Kachuwa, and Panashe Mnunyikwa, going head-to-head with Melkbosstrand High School, represented by Matthew Stewart, Aidan Greeff, Micah Lurie, and Tawana Chibaduki, in a nail-biting debate, filled with theatrics and drama, which saw expired milk cartons flying and wigs being donned, all in a bid to strengthen their argument that Koeberg’s operational life should not be extended beyond its 40-year planned life.

After a fight to the finish it was Bloubergrant, as defending champions for two years in a row, who yet again walked away with the coveted title of Best School Debating Team for 2019.

Six schools competed in the several rounds of the competition, namely, Atlantis Secondary School; Wesbank Secondary School; Inkwenkwezi Secondary School; Melkbosstrand High School; and Bloubergrant High School. It was three days of intense debating which saw the adjudicators and audience members sitting on the edge of their seats. The war was real for the debaters; it was about outwitting, outsmarting, outlasting, and turning the tables on their opponents. Noone was prepared to concede.

What a competition it was, filled with victories, innovation, and lots of laughter.

There was even something in it for the teams who didn’t win; there was learning in the disappointments. There were no losers.

This war of words brought wisdom, and as Nelson Mandela said, “Education is the most powerful weapon which you can use to change the world.”

Congratulations to all the learners who participated. Eskom extends sincere thanks to the schools for accepting the invitation to participate in the debate competition, and wishes the learners well as they embark on their September examinations over the coming weeks.

Parliament asked to investigate province’s purchase of ‘overpriced’ land

PETER LUHANGA A request of Parliament to investigate the province’s purchase of land near Dunoon comes as a spat between GOOD party general secretary Brett Herron and human settlements provincial minister Tertius Simmers deepens.

Simmers has lambasted the Herron, who is also the GOOD party’s provincial parliament member, for “blatantly misleading” the public in stating that the Western Cape government acquired the 17ha Racing Park property in Killarney Gardens near Dunoon at an inflated price of R64,6 million.

Herron was mayco member for transport and urban development in City of Cape Town before his resignation in November last year.

Simmers has been quoted in a recent arti-

cle on the land sale as stating Herron was a mayco member and should therefore “show us” where he at any stage expressed his opposition to the provincial government’s purchase of the property.

“His current assertions smack of opportunism and hypocrisy,” stated Simmers.

Herron has since provided proof that he showed his displeasure at the purchase of the Racing Park property, a transaction he has requested Parliament’s Standing Committee on Public Accounts (Scopa) to investigate Herron says the decision to purchase the land was taken by the former housing MEC Bonginkosi Madikizela without any consultation with him.

“I was unaware that they went ahead with this dodgy deal until I was sent the deed of transfer, this week, which shows the land was

Women’s Day lunch a success “The best way for people to get to know each other and build friendships is by breaking bread together, and that’s why Roxanne and I had the idea of serving a celebratory lunch in honour of Women’s Day,” says Cape Town entrepreneur Naushad Khan.

Naushad and his wife, Roxanne Khan, were inspired by the sacrifices made by generations of South African women who have campaigned hard for women’s rights to safety and equal opportunity in the workplace, and had the idea of bringing Capetonians and their visitors together on Women’s Day. This year the Khans decided to spread the love far and wide and distributed food to shelters and homes across Cape Town and Paarl.

City based shelters included The Homestead, The Haven Night Shelter, Kensington Homes, Elim House, and The Haven.

“We’re reaching about 4500 people this year,” says Roxanne, who is also involved in several groups and committees that help to uplift women in different communities.

“It’s just incredible how this little idea has grown. It takes a lot of effort to organise this with the help of our staff, along with other corporates and numerous volunteers, but it doesn’t feel like work in the slightest. The joy we experience on the day is so uplifting that, whenever challenges cross our path during the year, just the memory of the vibe around

the tables helps to lift our spirits,” she says.

All the ingredients and catering items are sponsored through their corporate network and the hot meal is prepared by the Cape Town International Convention Centre. Ingredients are sponsored by Grandwest, Brimstone, Novus Print, Tygerberg Business Dynamics, and RanicommSA. This year, local media company Khulani Media got involved and five of their publications distributed food in various areas. Cape Flats News fed hundreds in Bonteheuwel whilst Isolabantu News distributed food to residents in Dunoon who were affected by recent fires in the area.

Dzindaba and Winelands Echo reached out to communities in the Paarl area, feeding hundreds of women and children who enjoyed a hot plate of chicken biryani and a cool drink.

Treasure Magazine managed to host a Women’s Day luncheon in Gugulethu where local women and children attended a special programme as well.

“It is heartwarming to be able to feed so many people on this day,” says Roxanne, “but it would not be possible without all the support from sponsors and volunteers. A special thank you to the Khulani Media publishers who personally collected and distributed over 1000 meals this year.”

“Perhaps MEC Simmers should be asking the HOD why the ‘very expensive’ land was acquired?

“I understand that MEC Simmers was not in the department at the time. I suggest that instead of resorting to hysteria that he focuses on the facts and the legitimate questions I am asking,” said Herron.

He further said he believes Simmers’ department has incurred wasteful or irregular expenditure at the instruction of “politicians” who were avoiding using land already owned by the City and earmarked for housing in 2014 but still standing vacant even though it was situated on a transport corridor alongside a Golden Arrow bus and taxi terminus and on two MyCiTi bus routes.

Additionally, Herron said there are a number of questions that need to be addressed: How was the land valued at R64m? What was the motivation for the purchase of the land when the city had already acquired 72ha of land for Dunoon’s expansion and already owned 20ha of land in the area?

He said if Scopa refused to investigate the matter he would refer it to the Auditor-General’s office.

The R64m purchase price could create over 400 BNG (breaking new ground) houses for the people of Dido Valley near Simonstown who had been waiting for housing for decades but whose housing project was stopped due to a shortage of funding, said Herron.

“The diversion of funding from actually building housing, or acquiring land in areas where there is a severe shortage like in Masiphumelele and Hout Bay, to purchase land

5 that is over-priced and not needed, is a disgraceful setback for speeding up housing delivery.”

Simmers says the property is situated adjacent to the Doornbach land, on which parts of Dunoon is located. Doornbach is owned by the City of Cape Town, who conducted an investigation into the acquisition of the Racing Park property.

“The City of Cape Town did not have the funds to acquire the property, and the previous Minister for Human Settlements agreed to purchase the property, with councillor Xanthea Limberg agreeing to the proposal,” said Simmers.

He said the property was acquired through the Housing Development Agency (HDA) as the Western Cape government had no power to acquire immovable property in terms of housing.

The deed of sale was signed on September 2018 at the market value of R64.6m, excluding transfer fees and holding costs. The requests for the purchase of two further pieces of land – erf 35162 and erf 35161 - still needed to be submitted for approval to the department by the HDA. He said about 1200 housing units can be developed on the Racing Park land. However, should other amenities such as schools need to be accommodated, the area available for housing would be reduced. Development would only take place once all statutory planning processes were finished.

“This property is next to the Richmond Industrial Park along the N7 and the Rivergate Industrial Park, as well as close to the MyCiti bus route. This negates Mr Herron’s assertion that residents will be living ‘far from your place of work and transport’. I’d like to advise Mr Herron to refrain from making statements that are not factual, as he is exposing his shortcomings as a leader,” says Simmers.

Dunoon family search for missing man

Family members desperate for answers to the whereabouts of a missing man from Dunoon's Siyahlala informal settlement are continuing their search nearly a week after he vanished.

“They kidnapped him. We searched all hospitals and mortuaries in Cape Town and we didn’t find him,” said Michael.

Six suspects appeared in the Cape Town Magistrate Court on 20 August after being arrested for the possession of stolen property and the possession of ammunition in Dunoon three days earlier.

On Saturday, 17 August 2019 the six suspects, one armed with a firearm and three with knives, broke into a house in Milnerton and ordered the

house owner in his bed while they took three cellphones and clothing valued at R9 950.

Two of the suspects, aged 22 and 28 years-old, were later arrested for house robbery, which led to the arrest of the other four suspects at their hideout. Police searched the premises and recovered the stolen property, as well as the ammunition.

Inquest for man found inSiyahlala dam Milnerton SAPS have registered an inquest and the investigation is ongoing into the death of an person found in a dam at Siyahlala squatter camp in Dunoon.

Milnerton SAPS spokesperson, Captain Nopaya Madyibi said police divers were called to the scene on 18 July 2019 at about 10am and lifted the

deceased out of water.

The father of a 32-year-old deceased man was also present when the body was taken out of the water.

Madyibi said there were many different stories around his death, and warned that people should not take law into their hands but must report crime to the police.

Annual Dunoon Boxing tournament grooms young stars

bout 200 aspiring male and female boxers participated in the annual tournament aimed at grooming amateur boxers into professionals.

The boxing tournament, a flagship event of the Dunoon Recreation Hub and the City of Cape Town's Recreation and Parks Department, also encourages youth to take part in the sport.

The event, which is in its seventh year, has seen local contenders proudly represent

South Africa at top sporting events. Many of them have returned to contribute to the Dunoon Recreation Hub boxing programme by coaching youngsters and serving as role models in the community.

“The Dunoon boxing tournament is an important programme in our development structures, as sport is vital to the holistic development of young people and their physical, social and emotional health,” said mayco

member for community services and health, Zahid Badroodien.

The tournament brought together amateur boxers aged between 11 to 40 from the community of Dunoon and surrounding areas who competed for the best spot in their respective weight classes.

“This is an event where participants are given an opportunity to showcase what they have been taught, and to positively influence others to pursue healthy lifestyles through

the sport of boxing,” said Badroodien.

The Dunoon Recreation Hub has partnered with the Inkwenkwezi Boxing Club since 2012, contributing significantly to the development of boxing in Dunoon.

“Boxing has become a popular sport in Dunoon, and we endeavour to develop talent for the future,” said Inkwenkwezi Boxing Club chairperson Andile Simolwana.

Fireworks from youngsters on the football field David Rossouw As the soccer season nears its end, brilliant football was on display by all the youth teams of the Dunoon LFA on Sunday, 18 August. But the standout game on the day was between the U12 teams from Eleven Attackers and Nova Nacional, with the match mostly controlled by the midfielders who did not give each other an inch.

In the first half, there was very little to choose between the players. Both teams defended excellently and left no gaps for goal scoring. With the score at 0-0, the players went to interval for refreshments.

Both teams attacked during the second half with better ball possession and were unlucky not to score. With about 10 minutes remaining, Eleven Attackers mastered a loose ball as a result of a Nova Nacional error in midfield.

Ntando Qukula took advantage of a steal from Phillip Wanga and speed off to the goal box. Following a solo run, he place the ball centimetres away from the Nova Nacional goalkeeper for a brilliant goal in the righthand corner.

Persistent attacks from Nova Nacional prevented them from equalizing, as Eleven Attackers defending hard to protect their 1-0 lead, but eventually the equalizer came and at

the final whistle both teams jumped in the air with excitement. With the knockouts one the way, many fireworks can be expected by the youth teams in a month’s time.

According to the HOD of competitions, Andile Skizo, the football has improved a

lot this year due to more development programmes being hosted by his department.

“We hope our programmes will help to better youth football in Dunoon. We are very proud of the achievements,” said Skizo.
