City to reissue taxi operating licenses in Dunoon

W

hen the MyCiTi bus was rolled out on the West Coast, taxi owners were compensated (to the tune of nearly R80 million) for surrendering their route operating licences and permits. This was to pave the way for the taxi industry to transition to the

bus service. But now the City of Cape Town intends to reissue those operating licences and permits to the Dunoon Taxi Association (DTA), after a survey it conducted in June 2018 revealed there was a demand for minibus taxi services in Dunoon.

City to reissue taxi operating licenses in Dunoon

From page 1 In June GroundUp published an article about the City weighing up its transport options to establish if there was a high enough demand for minibus taxis in an area largely serviced by MyCiTi buses.

DTA spokesperson Desmond Nobuntu, a shareholder in the MyCiTi vehicle operating company, Kidrogen, said demand for their taxis has always been there even in the presence of MyCiTi buses.

Nobuntu said, “They [the City] are now giving us back those local route permits that

were extracted from the long-distance route permits.”

He said the City had revoked about 55 local route permits, including routes to Bayside, Melkbosstrand, Cape Town Central Business District, Bellville and Bothasig. The City was also opening other routes, including Atlantis, Wolwerivier, Malmesbury, and Saldanha up to Piketberg, according to Nobuntu.

Felicity Purchase, the Mayco Member for Transport, said, “The City has now resolved with the Dunoon executive that the establishment of a Transport Operating Company (TOC) will be considered and the City has

agreed to provide Dunoon with professional assistance in the development of the business plan for the TOC.” She also said the City has agreed to reissuing taxi operating permits in principle. The routes and number of permits will be based on viability as determined by the TOC business plan.

The reissue of taxi operating permits has irked Dunoon’s neighbours in more affluent Table View. Karen Davis, chairperson of the Greater Table View Action Forum, said the reissue of permits is “absolutely horrendous and unacceptable”.

“The taxis are operating against the recapitalisation they were paid out for. Buses coming out of Dunoon are empty; the taxis are full. The MyCiTi buses cost the City and ratepayers millions and millions … There will be a huge outrage in Table View if this goes ahead,” said Davis.

On Monday, 4 March, a City of Cape Town contractor started construction on the R41.2 million Dunoon public transport interchange at the Dunoon taxi rank. Purchase said the duration of the contract will be 24-months.

Clubbing gogos sing and dance to raise funds

“We have activities such as sewing, beading, and we share our challenges from home,” said Mjodwa.

She said if they stayed home, they suffered a whole range of abuse from their children and grandchildren.

“Our grandchildren abuse us. They take our

pensioner grant cards and draw all the money for booze,” she said.

Coordinator of the Ikamva Labantu nonprofit organisation Nonzukiso Madikane said: “We value and respect our gogos, that is why we helped them establish the clubs in their areas so they can stay safe from their children and grandchildren.”

By Iso Labantu correspondent To escape abuse at the hands of the very people meant to take care of them, gogos in Cape Town have joined senior’s clubs where they spend the entire day in the company of other elderly people with whom they sing, sew, drink tea and laugh.

Various gogo clubs have sprung up throughout the city and run rotating music concerts held in the host club’s kasi.

The aim of the concert is to raise funds to buy various items for the gogo clubs where they spend most of their time.

On Friday 8 March, nine Cape Town seniors clubs affiliated to the Ikamva Labantu nonprofit organisation gathered at Dunoon’s Laphumilanga gogo club for a music concert by the gogo and for the gogos.

Each participating club contributes R450 and takes it to the seniors club hosting the

concert. They dance to music and are treated to a feast comprising a variety of food.

Dunoon pensioner Nokuzola Mini, 63, said the concert was organised to “celebrate ourselves”.

Mini said the money contributed by other clubs for the concert held in Dunoon would be used by the Dunoon seniors club to buy the things the gogos need at the club.

She says the Laphumilanga seniors club has 56 members, with the oldest member being 91-years-old.

“We gather here [at the club] for company as at home we are lonely,” she said.

The clubs that attended the concert were from Gugulethu, Nyanga, Langa, Philippi, and New Crossroads, each club delegated three members to dance at the music concert.

Land claim beneficiary Debra Adams, 46, said it was decided to use the land to generate income for the families, and they put it out on tender, which Atterbury won. Adams said they were promised job opportunities at the site, contracts and a payout of R100,000 in dividends each year.

But she said they only received their R100,000 payout in 2015, and then only received an amount of R3,600 in June 2017.

The lack of payments in 2016 and 2018 led to them appointing Specialist Investigation Litigation Case Management (SILC), who had been paid R200,000 to look into the matter.

Beneficiary Calorine Davis said the lease agreement with Atterbury contains a clause which states that once the land is developed, the claimants would get 25% of the rental income from companies who were operating on their land, but she believes this is not happening.

Davis said there are divisions within their Community Property Association, with the CPA having been ordered by the CCMA to pay R240,000 to a previous CPA member whose appointment was unfairly terminated.

“They decide everything without consult-

“Most of the claimants live in shacks. Some are 78 years old. This whole land claim was supposed to be fruitful to all of us claimants and take us out of poverty. The land claim was supposed to be luck for us but it is now a curse. It is a disaster,” said Davis. “The government should just have paid us out.”

SILC projects director Marylee-Ann Els confirmed the company had been appointed to audit the CPA. Atterbury’s Richmond Park Development Company, Western Cape Head, Gerrit van den Berg, said the agreement was that the land was to remain the property of the CPA; a development company (RPDC) would be formed of which the CPA would be a 25% shareholder; a notarial lease will be registered over the property for 99 years in favour of RPDC. Regarding the R100,000 annual dividend payouts, he said the agreement was for a once-off payment of R40.1m, which was paid out to claimants in two tranches of R40,000 and R60,000 to each family, and an additional R4m was paid out as start-up funding for a treasury trust.

He said it was all paid on time and as per the agreement.There was no agreement to pay the amount annually as it would mean the project would not be feasible, and whoever believed that, was misinformed.Regarding the forensic audit, he said the RPDC is 100% in favour of it.

Dunoon community leaders have applauded neighbouring retail companies, as well as some spaza shops owners in the township for answering the call to help hundreds of people affected by the devastating fires of 13 and 17 February.

The fire that occurred on 13 February in West Beach 3 informal settlement destroyed 108 shacks and left about 450 people, including young children, homeless, while the fire that occurred in section 28 near to the N7 on 17 February razed 16 shacks and left about 50 people homeless.

A 38-year-old Table View man appeared in court on Monday, 11 March for allegedly raping and assaulting his girlfriend.

In a statement, Table View police spokesperson Captain Adriana Chandler said on Wednesday 6 March, the victim reported to the police station that she had been raped and assaulted by her own boyfriend.

“On Thursday, 07 March 2019 shortly after 21:00 the victim stopped police officers and informed them where they can find the suspect. The suspect ran away from the officers, but did not get far and was arrested,” said Chandler.

Hickory Road clash fails to get Nova Nacional back on track

fter some good performances in the last couple of games of Safa Cape Town’s first round in the SAB Promotional League, Nova Nacional sits in sixth place. The hard work put in by coaches and the technical team during the last few games paid off and things looked rosy for the Dunoon Franchise team.

But a 1-1 draw in the opening match of the second round against Goals 50 United FC, and a narrow loss of 3-2 against the second-placed Greenwood Athletic, drove Nova

At the final whistle, Hanover Park players pumped their fists in the air and jumped for joy at the 2-0 score in their favour. All is not lost for Nova Nacional but they have to go back to the drawing board and work harder to win their next match against Junction Rovers in Heideveld on March 23.
