City contractor scammed out of half-a-million rand PETER LUHANGA Construction of the Dunoon Public Transport Interchange has been delayed by over a week due to the contractor being tricked out of half-a-million rand for shipping containers that have not been delivered.

The contractor, RC Civils, who was awarded a R42.1 million tender to build the interchange, tried to buy shipping containers in order to house informal traders who needed to be relocated during construction.

But with the supplier not having delivered the containers, the project is now eight days behind schedule, with each day of delays costing the City R6 800, says City mayco member for transport, Felicity Purchase.

The construction site for the new transport interchange – or taxi rank – was officially handed over to RC Civils on 18 February.

Isolabantu has seen minutes of the project steering committee meeting in which mem-

bers demanded to know if the City was going to reimburse the contractor for the money lost in the scam, alleged to be in the region of R500 000.

Confirmation on the amount was sought from the City, but Purchase said the deal was between the contractor and the supplier and directed further questions to the contractor.

She said the project is eight days behind schedule, but the eight days could still be recovered over the coming months.

Relating to the traders the contractor sought to accommodate off the construction site, she said there were 14 vendors who have been accommodated at a site close the public transport interchange.

“This site was identified by the Dunoon Traders Association after the City initially proposed a different trading site in Potsdam,” she said.

Asked what oversight role the City played to ensure the contractor met their construc-

tion deadline, Purchase said the contractor was bound by the terms and conditions of their contract with the City.

“The City monitors the project implementation according to the tender specifications and project plan,” said Purchase.

Ward councilor Lubabalo Makeleni said the City must investigate dodgy companies that defrauded its contractors.

Makeleni said when he was being briefed about the progress of the project by a city official he was shocked when he was told the contractor had been defrauded of about R500 000.

“The City must investigate these companies defrauding city contractors cause they are defrauding the City as well, and by doing that they are also stealing from the poor people of Dunoon. The perpetrators must be found and arrested,” said Makeleni.

He said he had been informed that the contractor had paid the initial amount requested by the supplier in full and thereafter never heard from the supplier.

“They had to procure from another company... a fresh transaction,” he said.

Dunoon resident Kwanele Jezile who sits on the PTI stakeholders committee, said he was alarmed to learn the contractor had been swindled.

“When we heard about the project we were excited, now we are disappointed upon hear-

ing that the contractor lost a lot of money in a shoddy business transaction. I mean the City of Cape Town will know exactly where to procure things. It is a shock to us all,” said Jezile.

Regarding project delays resulting from the fraud, he said the City should make an effort to ensure there were no further delays or incidents of fraud.

“This is a 42-million rand project and if we continue losing money we are going to get a job which is half done,” he said.

Contract Administrator at RC Civils, Nuraan Arindse, said they had intended to procure 14 three-metre containers from KB Containers.

Arindse said they had been introduced to KB Containers through “word of mouth”. The containers were then ordered and payment was made via EFT, but she was unwilling to disclose how much money the company had lost.

Replying to follow up additional questions seeking clarity, RC Civils managing director Siraaj Conrad said he wanted to make it clear that no losses were for the City’s account.

When Isolabantu called the cellphone number listed on the KB Containers website, a person who identified himself as Steve answered. He refused to provide his surname and when asked to comment about the RC Civils transaction he refused to speak about it, hung up and turned his phone off.

KOEBERG EMPLOYEES BRAVE THE COLD TO MAKE A DIFFERENCE ON MANDELA DAY “Action without vision is only passing time, vision without action is merely day dreaming, but vision with action can change the world.” ~Nelson Mandela

A

midst the rain, wind, and the bitter cold that Thursday, 18 July 2019 brought, volunteers from Koeberg Nuclear Power Station and their contractor partners made their way to Pella Moravian Primary School to make more than 67 minutes count in honour of the late, great Madiba.

The school is situated on the land of Pella Moravian Mission Station.

The land/school buildings are the property of the Moravian Church of South-Africa. The school receives norms and standards funds from Government and is a Section 21 no-fee school.

Last year, employees from Koeberg Power Station assisted in the school’s vegetable garden, and painted the perimeter wall of the school. Eskom’s contracting partner, Koebec, attended to the lighting issues which the school faced in their courtyard. Due to the need identified in Eskom’s interaction with the school since 2018, this year the school library received a much-needed makeover. This library not only serves the learners of the school, but also services the residents of the community of Pella. The library building is one of the original buildings erected approximately 150 years ago, and forms a part of the history of the community. Due to ageing, the roof of the library caved in during the course of 2018, making it unsafe and unusable – this meant that the library could not be used until the roof was fixed. Eskom, in partnership with Southey, fixed and performed maintenance on the roof, and Pella Primary will shortly officially open their school library as a community library!

Besides fixing the roof and gutters of the library, Koeberg volunteers also cleaned the inside of library, and painted the exterior wall and door, which was in desperate need of some TLC. Koeberg staff also donated several boxes of books to supplement the current book collection in the school library.

Koeberg’s Land Management Team also worked hard to clear a patch of undergrowth to establish a garden next to the library, which we will soon see blooming with beautiful flowers, creating a tranquil

reading garden for library users. This is all part of the strategy of the principal, Mrs Margaret Dyson, to change the aesthetic of the library in order to encourage a culture of reading which is entrenched in the school’s ethos.

Despite the intermittent rain showers, volunteers were determined to brighten the children’s day. While some were hard at work doing physical labour, other Koeberg volunteers handed out oranges, cupcakes, party packs, and freshly prepared boerewors rolls to all the learners and staff at the school. The smiles that lit up the children’s faces when they received their goodies were priceless.

All the donations were made possible by Koeberg employees and managers, who dug deep into their wallets and hearts to fund all the activities undertaken to promote the social welfare of the school (and indirectly, the community). Not only did many of them sacrifice their time but many more who could not attend, sent their donations - all in bid to make a difference and make their contribution count.

Mrs Dyson thanked Eskom for participating, and for their interest in uplifting the community.

Eskom encourages and values community partnerships as it is aligned with the organisation’s corporate social investment (CSI) strategy. One of the employees who participated in the initiative said, “I just wanted to do something nice for a change, because I know that there are others who are less fortunate.”

Mr Lewis Phidza, the Koeberg Stakeholder Management Manager, commended the school, saying, “The school leadership’s vision is in synch with Eskom’s CSI goals and objectives, hence the school was adopted as part of Eskom’s CSI initiatives. He also thanked his colleagues for their commitment to the cause.”

Here’s to an impact that is seen, felt and acknowledged which is at the heart of what Mandela Day is all about.

Slow going for motorists as N7 upgraded

Staff Writer Upgrading of sections of the N7 are likely to result in significant delays for motorists travelling between Bosmansdam and the Melkbos interchange for the next two years.

The Western Cape government is spending R319 million on resurfacing the road, a job undertaken by Roadmac Surfacing Cape, who were awarded the tender.

The roadworks between Bosmansdam and the Potsdam Interchange started in December 2018 and are scheduled for completion in April 2021, while upgrades from Potsdam to

Melkbos Interchange started in January this year and should be finished by July 2020.

As of the end of May, the upgrades to these stretches of road have created 48 work opportunities, said Ntomboxolo Makoba-Somdaka, who is spokesperson for Transport and Public Works MEC Bonginkosi Madikizela.

Makoba-Somdaka said the work being undertaken between the Refinery and Potsdam Interchange involves the construction of two bridges at Dunoon’s Dumani Road and Barnsley Road, which will eventually link these roads across the N7.

“In order to construct these bridges, it is necessary to raise a portion of the N7 and reconstruct the entire road pavement,” said Makoba-Somdaka.

She says periodic maintenance is necessary on any road and the new work between Refinery and Potsdam Interchange is informed by the overall traffic management strategy for Cape Town developed by the provincial government in conjunction with the City of Cape Town and the South African National Roads Agency (SANRAL).

“The entire section between Bosmansdam

and Melkbos Interchange was due for periodic maintenance. The condition of the road between Refinery and Potsdam Interchange was particularly poor, which required urgent intervention to ensure the road remained safe for road users. The bridges at Dumani and Barnsley Roads will enable a future link across the N7,” she said.

Asked for input, the city of Cape Town referred all questions to the provincial government, as it was a provincial rather than a City project.

As part of 20 delegates including educators, coaches and learners from South Africa, Lesotho, Zimbabwe and Tanzania 3 teachers from Cape Town are attending.

The trip to Singapore is, however, self-sponsored, and most of our learners especially those from the disadvantaged areas as Dunoon and Samora are in dire need of financial assistance to purchase their flights, said Denilson Ralekoala as the head organiser of the trip.

Thanduxolo Bhekembo found guilty for two business robberies in Summer Greens and Phoenix Village Milnerton on 4 July 2019 was sentenced for 40 years imprisonment.

On 3 August 2017 Bhekembo threatened and robbed a Summer Greens business with a firearm. On 9, using the same

modus operandi he robbed Phoenix Village Milnerton. He was arrested and linked to both cases.

Milnerton SAPS Station Commander, Brigadier BM Stander applauded police and members of public for their dedication and excellent work in ensuring that the criminal was brought into books.

It was on a Saturday, 17 March 2018 when the deceased was in his house in Dunoon when his friend, Freddie Britz visited him. An argument ensued between them. His friend stabbed him to death, and

he was arrested. The case went on trial and 25 June 2019. Britz was found guilty of murder and on 26 June was sentenced to 12 years imprisonment.

Atlantis and Dunoon youth battle it out on the soccer pitch

David Rossouw Exciting football was played as the Atlantis and Dunoonteams went head-to-head in a bid to qualify for the 2019 Basil Palanyandi Inter LFA championships.

From the first match on Sunday 14 July, Dunoon showed the visitors it would be a busy day, with the U12 team beating Atlantis 3-1.

It was the U14s up next, and Atlantis took

the upper hand, dominating possession and creating at least five goal scoring opportunities. With the halftime score at 1-0, things looked good for the Atlantis boys.

But it changed drastically when Dunoon equalized off a penalty in the second half.

Matters went from bad to worse for the Atlantis boys when Dunoon scored their second goal to claim the match 2-1, qualifying them for the playoffs next month.

In the third match of the day, the U16 divi-

sion locked horns, creating the best match on the day. Both teams entertained the crowd as they showed off their skills in an attacking game resulting in a brilliant header from Rowan Solomons putting Atlantis in the lead.

Dunoon equalised against the run of play after halftime, but Atlantis upping their game and received a handball penalty which Raul van Graan put in the back of the net to keep Atlantis ahead. Then, with about five minutes left, a brilliant goal by Ashwin Daniels

put the nail in the coffin. With a 3-1 win, Atlantis made sure they reached the play-off for the U16s next month.

Dunoon outclassed Atlantis with a 6-0 win the U18 division to qualify as the runners up in group I and the last 16. Dunoon teams will now wait to see who their opponents will be in the round of the last 16.

Hollywood Bets puts its money on Dunoon David Rossouw It was a huge surprise for the Dunoon LFA Youth department when Hollywood Bets recently announced their sponsorship of an U18 development tournament at the Dunoon sports grounds.

Brilliant football was played by all the teams at the tournament. After falling out in the semi-finals, FC Mimosa took on 11 Attackers FC in the playoff match. It went to the wire in

the first 20 minutes as it was a goal apiece. In the second half Mimosa had the upper hand and cracked two more goals to clinch the match 3-1 and the bronze medal.

Liverpool and Pioneer Soccer Club entertained the crowd in the final as the youngsters displayed their skills. As the match progressed, Liverpool showed why they are regarded the best U18 side in Dunoon, beating Pioneer 3-0 to grab the first Hollywood Bets U18 trophy. Apart from the trophy and

gold medals, Liverpool also received a playing kit from the sponsor while Pioneer took home their silver medals.

Hollywood Bets brand team leader Seanela Suningwa said they were very impressed with the Dunoon LFA’s organisation, as well as the performance of the teams.

“The tournament was run very well and the support we received from the management of Dunoon LFA was really impressive,” said Suningwa.

He said he was looking forward the next event they would be hosting with Dunoon LFA. Dunoon LFA president Amos Siwayi said it was thanks to private sector companies that football was on the rise in the township.

Siwayi thanked Hollywood Bets and said Dunoon LFA hoped to work much more with them in the future.
