former RDP house, hurriedly upgraded to a double-storey and expanded to 15 rentable rooms in Dunoon, has been listed for sale on a popular property website with an asking price of nearly two-million rands.

If sold at this price, the double-storey building, which needs interior work as some rooms have cracks and peeling paint, would set the record for the most expensive house in this township.

The Dunoon R1,7m property which has peeling paint and cracks inside is Dunoon’s most expensive residential property.

The conversion of RDP houses into multiple rooms for rent has become a hot business in Dunoon, which is characterised by overcrowding and poor socio-

economic conditions.

Raw sewage overflowing in streets between houses is a familiar sight as the sewage system is dysfunctional. Blockages and waste overflows are part of daily life.

According to the popular property website, the latest properties sold in Dunoon include one for R180,000 in December, and most recently, a home fetched R280,000 last month.

The double-storey for R 1,728m boasts six bathrooms for the 15 rooms. Eight rooms are on top, with the rest at ground level where there is also a shop for which a trader pays R6,000 per month in rent.

Potential monthly income through rentals on this property is punted at R35,000.

Attempts were made to get hold of the property were unsuccessful.

Gregory Brooks of Brooks & Michaels Property Consultants, said it was a risky purchase.

“The value [of the property] is because of its potential [monthly rental] income.. fair enough…if council says you haven’t built it properly take it down…it is a highly risky investment. You are going to spend your money on something that you might be told to revert back to its original plans,” said Brooks.

He said even if the plans were submitted for approval, it was highly unlikely that they would be approved.

“What makes me nervous the website has recorded 23 property sells in the area and the average price is R279,000.

[This building] has the highest price that I can see and that is far out of the average price.”

He said any offer should be subject to the approved plans.

The City’s mayco member for spatial planning and environment, Marian Nieuwoudt, said the city is aware of illegal building activities in Dunoon, hence “our efforts” to assist property owners to create a safe building and living environment.

“Since February 2018 a process of law enforcement started. Although the initial results are not satisfactory, the city will pursue regulating all buildings in future,” said Nieuwoudt.

She said the formal trading of properties requires that a building occupation certificate be supplied by the seller of the property.

“The City administration has not received a request for the issuing of an occupation certificate in respect of the property in question,” she said.

Better service delivery in Atlantis A City delegation recently visited Atlantis to do a site inspection on the progress being made with service delivery, informal trading and the construction of housing units.

The delegation also visited newly built City rental units. One of the priorities identified during the visit was the installation of electricity at 40 new rental units in Kanonkop. The City has asked the service provider to proceed with the project.

The construction of an additional 160 rental units has started. In relation to economic development in the area, the delegation visited informal trading sites in Witsand to get an understanding of the challenges faced by traders.

Informal trading is an important part of the economy, as it affords traders the opportunity to earn a living and enter the formal market.

There is a definite need to regulate and assist informal traders more effectively, as this will open up economic opportunities in Atlantis.

Feeling festive: In December, Cape Town was named the “World’s Leading Event and Festival Destination for 2018” at the World Travel Awards in Lisbon, Portugal. Living with load-shedding You can reduce load-shedding pain by planning ahead.

skom has resumed load-shedding, and the City encourages residents to plan ahead and ensure that they stay connected, healthy and safe during power outages.

• Communication: Charge your cellphone, laptop, tablet, radio and other devices when power is available.

• Transport: Make sure that your vehicle always has fuel, as most petrol stations cannot pump fuel during outages.

• Cash: Keep some cash on you, as ATMs cannot operate without electricity.

• Security and safety: Check that backup batteries for electric gates, garage doors and security systems will manage loadshedding. Store torches, gas lamps and candles in places where they will be easy to find in the dark.

Follow your City on:

• Eating: If you do not have a gas stove, prepare meals before outages. Boil water and keep it in thermos flasks for hot drinks. You can also use an insulating cover on teapots, pots and pans to keep drinks and meals warm.

• Medication: Most medication requiring refrigeration can be kept in a closed fridge for several hours without spoiling, but you should check with your doctor or pharmacist if in doubt.

• Traffic lights: Intersections with traffic lights affected by load-shedding should be treated as four-way stops. The motorist who stops first has the right of way.

• Where possible, companies should consider flexible working arrangements so as to reduce traffic during peak hours.

In the past, the City has been able to reduce the impact of load-shedding in its electricity supply areas through generation capacity from the Steenbras hydro-electric power scheme. This is not possible now, as the Steenbras scheme is undergoing maintenance until May 2019.

The walkways connecting three platforms at the MyCiTi station in Atlantis and two platforms at the station in Table View will be roofed.

This will take place without disrupting service, as the contractor will work between 23:00 and 05:00, when buses aren’t operating.

The total project cost is approximately R11 million, with some R6 million budgeted for work at the station in Reygersdal Drive, Atlantis, and R5 million for the station in Blaauwberg Road, Table View.

These are both busy stations and count among the most popular along the MyCiTi network. Residents and schools in these areas had asked the City to make the stations more commuter-friendly and protect commuters from the elements.

Several Port Jackson fig trees will also have to be moved to make way for the roofing at both stations. The trees will be replanted at other MyCiTi stations and stops.

Crime and safety were the biggest concern raised, so we’ve taken steps to help residents feel safer. It’s of the utmost importance for residents to feel that they are seen and heard. While the South African Police Service (SAPS) remains the primary protector of our people we, as the City of Cape Town, also

A message from the Executive Mayor, Dan Plato have a role to play in making sure our communities feel protected. This is why I’ve announced a R165 million allocation to to deploy 100 additional officers, 50 new security cameras and more than 40 new law enforcement vehicles.

I served as mayor during the 2010 FIFA World Cup, and it remains a very special memory. The success of this event attracted many other major events to Cape Town.

I believe it is this City’s hard work at capitalising on the success of 2010 in the past nine years that earned us the fantastic accolade of the "World's Leading Festival and Events Destination" at the 2018 World Travel Awards.

We have also allocated R115 million to clean up areas affected by illegal dumping and a general lack of cleanliness. To support this, I will soon launch a clean-up campaign

to mobilise communities to help us by playing their part to keep our beautiful city clean.

We have survived the worst of the water crisis and are grateful to all residents who responded to our call to save every drop they could. We will soon be unveiling a new Water Strategy for a public participation process, so please give us your input. This will allow us to be more resilient to future droughts.

At the ready, 24/7: This summer, there were fewer fatalities through fire.

A safer summer, thankfully The City’s enforcement and rescue services worked hard over the holidays to ensure public safety. Working with volunteers, the South African Police Service, the National Sea Rescue Institute, SANParks and others, their efforts paid off.

Statistics show a reduction in road deaths over the peak season, fewer drownings, an increase in children registrations at the Identikidz beach stalls, and fewer fires and fire-related deaths.

Collectively, the City’s three enforcement agencies arrested 737 suspects on a range of charges, including drunk driving and possession of drugs. Traffic Services arrested 5 056 motorists for outstanding warrants, while another 12 700 warrants were served.

Traffic Services’ officers also recorded just over 200 000 offences, the bulk of which related to speeding.

On the beaches and in other public spaces, Law Enforcement staff confiscated 9 968 bottles (nearly 6 400 ℓ) of alcohol.

Eliminating alcohol from public places means fewer drownings, less anti-social behaviour and fewer vehicle accidents.

The Fire and Rescue Service responded to 2 411 fire calls and 1 126 special service calls. And while there was an increase in residential fires, fewer structures were affected and fewer fatalities recorded.

The Public Emergency Communication Centre’s busiest shifts were New Year’s Eve and Boxing Day, when staff respectively fielded 1 049 and 962 calls. In December, the centre dealt with 41 209 calls, of which 77% were emergencies.

The City thanks every one of its uniformed staff members who helped make our summer safer.

criminals. Some of these initiatives include R10,1 million for security hardening measures such as burglar bars, alarm systems, high-mast lighting, etc.; R20 million for the deployment of facility protection officers, and R9,8 million for the deployment of 312 safety wardens.

These measures are having an effect, but the City cannot do it alone. Report vandalism to the police or Law Enforcement – call 107 from a landline or 021 480 7700 from a cellphone.

Watch out for, and treat, diarrhoea Diarrhoea, a fairly common ailment during warmer months, is one of the biggest threats to children under 5. An average of 600 to 700 cases of diarrhoea in children under 5 are reported in Cape Town each week.

Symptoms of diarrhoea include loose or watery stools, nausea, vomiting and fever, which can result in dehydration.

Treatment with oral rehydration therapy (ORT) is a simple and cost-effective way to prevent and remedy dehydration.

Mix six level teaspoons of sugar and half

a level teaspoon of salt in one litre of clean water, and give this solution to a child to prevent dehydration caused by diarrhoea.

Start ORT as soon as a child starts having loose stools. Common symptoms of dehydration in children include passing little urine, a dry mouth, tongue and lips; fewer tears when crying; sunken eyes; weakness, and being irritable or lethargic.

If in doubt, take your child to one of the City’s 105 clinics, or call the City’s emergency call centre on 107 from a landline or 021 480 7700 from a cellphone.

The City is doing its best to safeguard its assets against vandalism and theft, but communities are also urged to take ownership of the facilities and protect them.

Several facilities have already been vandalised since the beginning of the year, costing the City millions in repairs – money that could have been spent elsewhere – and disrupting service delivery.

Libraries, clinics, sports complexes, community centres and parks are particularly vulnerable. Recently, the Seawinds smart park in Manenberg was almost totally destroyed. The R7,6 million community facility was opened on Heritage Day, 24 September, 2017 (pictured).

The City has received its 15th consecutive unqualified audit opinion from the Auditor-General for the 2017/18 financial year. This confirms its strong financial position, despite the effects of the extraordinary drought.

The report does however also include findings regarding supply chain management processes that were not properly complied with in terms of the Municipal Finance Management Act. These mainly relate to contracts that were amended after award without tabling the reasons in Council. All expenditure was fully accounted for and used to deliver services to residents.

These issues are being addressed and remedial measures taken.

The new general valuation (GV) roll will be implemented on 1 July 2019, reflecting the market value of some 875 000 properties as at 2 July 2018.

Property owners can view their valuations at www.capetown.gov.za/ propertyvaluations.

The GV is used to bill fair rates to property owners. Rates income pays for shared public services, such as roads, streetlights, parks, beaches, area cleansing, libraries, clinics, law enforcement and fire services. The new rates payable will be published on the City’s website in April 2019.

Residents who think their property has been incorrectly valued can object: • directly via the City’s e-Services portal on www.capetown.gov.za (from 21 February to 30 April 2019); • by submitting the objection form available at www. capetown.gov.za/ propertyvaluations to valuationsobjection@capetown. gov.za (from 21 February -30 April 2019); or • by visiting one of the City’s public inspection and objection venues listed on the City’s website (from 21 February to 29 March 2019).

Dismissed MyCiTi strikers go back to taxi business

Peter About 50 former taxi drivers trained as MyCiTi bus drivers are back looking for work at various taxi ranks after they were fired while seeking to be insourced by the City through means of an illegal strike.

About 260 MyCiTi workers embarked on an unprotected strike on 15 October 2018. Comprising cashiers, drivers, and cleaners, the group of strikers converged on the steps of the civic centre in the central city almost every working day for four months, often clashing with heavily armed police.

Their demands for better working conditions from the City-contracted Vehicle Operating Companies who employed them, was supported by the EFF. But the EFF’s motion to insource the

workers, which they tabled in council on 31 January, was voted down by the DA. Seeking to provide for their families, several bus drivers have now gone back to the taxi rank to ask their former employers – the taxi bosses who now own the VOCs - for casual taxi driving jobs from their former employers.

Former Dunoon taxi driver Loyiso Wavatha worked for a Dunoon taxi boss for eight years before he was trained as a bus driver and started driving MyCiTi buses in 2013.

Now he has no job and has three young children and a wife to support.

Wavatha said he went to the Kidrogen VOC offices at the stables depot on Monday 18 February to beg for re-employment.

He said while they were there, a minibus taxi arrived full of taxi bosses, who

climbed out brandishing sjamboks and chased them away.

He said the next day, Tuesday 19 February, Kidrogen called the drivers to report to the company’s office, but when they got there, they were shocked to be handed dismissal letters instead of reemployment offers.

He said when they then went to the Dunoon taxi rank, the same taxi bosses who the VOC had set on them with sjamboks, received them warmly and offered casual driving jobs.

Taxi bosses are shareholders of the VOC and during the transition of the taxi industry to the bus service, they were paid to surrender their minibus taxi operating licenses to compensate the loss of income. They were also paid for surrendering their minibus taxis to the City.

People who eked out a living from servicing the taxi industry - gaatjies, taxi drivers and taxi washers - were promised jobs at the VOC. “The city compensated taxi bosses for loss of income for surrendering their minibus route operating licenses and vans…we were promised jobs in the bus industry with better working conditions and company benefits, but all this was not realised,” said Wavatha. “When we went to demand to be employed directly by the City we were met by heavily armed law enforcement and police. We see ourselves to have been used. The city used us to make profits.”

City’s mayco member for transport, Felicity Purchase, said the city cannot insource the employees. Purchase said the city facilitated a forum for the aggrieved parties to meet and resolve the impasse after the unprotected strike started on 15 October.

She said the unprotected strike was in contravention of the Labour Relations Act. The city had committed itself to the long-term operational empowerment of the minibus-taxi industry by signing 12year contracts with VOC’s in November

2013, and the contracts were negotiated as part of our strategy to empower and formalise the minibus-taxi industry.

Also, she said most of the workforce, such as drivers and cleaners, came directly from the taxi industry and benefitted through permanent employment and other benefits from the VOCs. Wavatha said some of the 50 dismissed drivers were now driving taxi’s which did not have route permits or operating licenses.

“VOC’s have resorted to employing bus drivers from job recruitment agencies.

These new drivers were not part of the initial taxi transformation deal which stipulated that workers for the bus service should be employed from taxi associations impacted by the rollout and implementation of the bus service,” he said.

Purchase said VOC and station management contractors followed due process in terms of the Labour Relations Act in dealing with those employees who participated in the unprotected strike.

She said some of the striking employees returned to work in December 2018 and received written warnings However, some employees did not return to work and were dismissed after they failed to attend disciplinary hearings.

Dunoon Taxi Association (DTA) spokesperson Frank Jola confirmed the association has welcomed a number of dismissed bus drivers and advised them to approach their previous former taxi boss who put their names forward for bus driver training. The taxi boss who is a shareholder in the VOC would then have to ask the company to reconsider re-employment.

However, Jola said the DTA was unable to compel Kidrogen to rehire the dismissed bus drivers.

“We can’t say because they were expelled from the bus company they can’t drive taxis. Our doors are open to accommodate them.”

He also said the DTA supported the drivers being rehired by the VOC.

The blaze destroyed over 100 shacks, and about a dozen RDP houses. Luckily there were no fatalities. A woman who sustained second-degree burns narrowly escaped death. She was taken to a local hospital.

Many lost everything in the fire – furniture, television sets, clothes and crucial documents such IDs, SASSA cards and birth certificates for their children.

Xoliswa Mbetheni was at work in Epping when her neighbour called her and said there was a fire. When she returned home she found her three-room doublestorey shack reduced to ashes. She had been sharing her home with 13 family members, including her seven children.

“I feel sick. I am devastated. To think that I have to rebuild and buy all the things I had, belongings worth over R20,000, makes my head spin,” she said.

When Nyaniso Qinisile returned from work he also found only charred zinc materials left of his double-storey shack.

Thulani Mathiso had been helping his neighbour fix the roof of a shack when they heard people screaming fire. Residents tried in vain with buckets of water to contain the blaze.

“It was chaos. Everyone joined in trying to stop the fire, but it was so fierce …

We lost everything,” said Mathiso.

Ward 104 councillor Lubabalo Makeleni (ANC) blamed Eskom load shedding for the fire. He said he was told that when the power supply came back on there was a spark at an electricity box.

City of Cape Town Fire and Rescue said the cause of the fire had not been determined.

Bulelwa Mayende, assistant to Makeleni, said 108 shacks and 11 RDP houses were destroyed, and 447 people, including infants, had been left homeless.

Record presidency as Siwayi stays on the pitch

DAVID ROSSOUW For a record fifth time, Amos Siwayi has been elected president of the Dunoon Local Football Association (DFLA).

It was a tight race from the bench, but Siwayi narrowly pipped Thozamile Ntakana to the position, winning one extra vote in the re-election, after the first election came to a draw.

Ntakana, who has taken care of the DFLA finances for the last two seasons, wasn’t given a chance against the longstanding Siwayi, but to delegates’ sur-

prise, he proved he has gained the trust of the clubs.

Nonetheless, the DLFA history books have been rewritten, as a female vice president was elected to the association for the first time; Zimasa Mziwempi will cover the third portfolio of vice president, We are bound to see a lot of this young official in the near future.
