n army of Red Ants demolished 110 shacks erected on privately owned land at the back of Kwa 5 informal settlement opposite Dunoon on Thursday, April 25, leaving 500 people, including children and pregnant women, homeless.

In our article about the ward councillor’s budget blown on Dunoon feast published in the Isolabantu News mid-April edition, we did not imply that the funds were misused and or embezzled.

The article fully explains that the funds were drawn from the councillor’s ward allocation budget and was utilised to celebrate multi-million rand developments in Dunoon. The article did not state the funds were abused.

Accompanied by Public Order Police, the armed Red Ants kept the land occupiers at bay, while their red-overalled counterparts used crowbars to tear down the shacks be-

fore loading the building materials onto waiting trucks.

Bedsheets, mattresses, buckets, pots and other household belongings were strewn across on the site.

There were at least 18 police officers at the site and about 200 members of the Red Ant Security Relocation and Eviction Services.

Land occupier Lungile Ndaliso, 36, said he

had built his shack on the site three months ago and had been living in it.

“We have been attempting to live here for the past 18-months and each time we build they come and demolish our shacks and confiscate our shack materials. It is so painful to watch them destroy our homes,” said Ndaliso.

He said lack of land for accommodation in Dunoon and Kwa 5 informal settlement compelled them to resort to illegally settling on the privately owned land.

Oda Nditya, 25, said he previously rented a one-room shack at the Kwa 5 informal settlement but was unemployed and could no longer afford to pay R800 per month to rent a one-room shack, as well as an extra R200 for electricty.

He said the materials for his shack cost him R2,000, but was taken away by the Red Ants, as well as his household belongings such as his bed, television set, and clothes.

Nomfuthuzo Baliso was on her way to Cape Town CBD to buy clothes for her youngest child when she was called to come back as the Red Ants were tearing down her home.

When she returned she saw her building material scattered all over the place and her household belongs strewn on the ground.

She said she had been sharing her tworoomed shack with her four children, in-

cluding her eldest daughter, Namhla, who is 21-years-old and seven months pregnant.

Cape Town North deputy sheriff Johanne Erasmus produced a copy of an interdict granted by the Western Cape High Court dated 22 June 2018. It restrains “any persons whose identities are unknown, who have and or who intend to occupy ERF 38371, Cape Town, Western Cape.”

Erasmus said he was there to enforce the court interdict and remove the illegally erected structures.

He said he visited the site on Tuesday this week and served the land occupiers that were home with notices of eviction and affixed the notices on to those whose occupants were not home.

He said when he was about to leave the site on Tuesday the land occupiers blocked the exit from the site and when he eventually left the land occupiers set two vehicles alight on Malibongwe Drive.

In a statement issued on Thursday 25 April, Milnerton police spokesperson Adriana Chandler said a man in his thirties had been arrested on Tuesday 23 April in relation to arson and throwing stones at motorists.

He has been charged with public violence and will appear in the Cape Town Magistrates Court on Thursday, 25 April 2019.

About the Koeberg PSIF, and nuclear fuel delivery

Section 26(4) of the NNR Act states that “The holder of a nuclear installation license must establish a public safety information forum as prescribed in order to inform the persons living in the municipal area in respect of which an emergency plan has been established on nuclear safety and radiation safety matters.”

What is the Public Safety Information Forum (PSIF)?

The PSIF is a meeting which takes place four times a year. It is used as a platform for residents within the municipal boundary of Koeberg Nuclear Power Station to enquire about and receive nuclear safety related information from the facility.

Which topics are discussed?

The forum will address any topic that the members feel could impact their health, environment, and safety from a nuclear emergency preparedness point of view.

Who should attend?

All persons living within the municipal area around Koeberg, all affected and interested organisations or parties, and any other persons concerned about their health and safety from a nuclear and radiation safety point of view are welcome to attend the forum. Persons wishing to attend are requested to register as a member.

Koeberg nuclear fuel delivery Koeberg Nuclear Power Station is preparing for Outage 124, which will be taking place during the latter part of 2019.

Members of the public are hereby informed about the delivery of fresh nuclear fuel to Koeberg Nuclear Power Station from Westinghouse (Sweden).

This is a normal part of the power station’s operation, as every 15 to 18 months Koeberg replaces one third of the most depleted fuel assemblies in the reactor core, and safely stores them on site, where they are continuously monitored by trained Eskom personnel and the National Nuclear Regulator (NNR).

During the third and fourth week of April 2019, Koeberg Nuclear Power Station will be receiving a shipment of 56 new nuclear fuel assemblies, which will be transported from the Cape Town harbour. The import permit was obtained from the Department of Energy, and the Nuclear Vessel License was obtained from the NNR. The new fuel assemblies will be stored on the Koeberg site in preparation for the upcoming refueling and maintenance outage on Unit 1, scheduled for the last quarter of the year.

It is important to note that the fresh fuel is not radioactive, and as such, is not harmful to members of the public or the environment.

Business forum backtracks on threat to halt transport interchange construction The Dunoon Business Forum has distanced itself from its coordinator Michael Caji’s statement that the forum would halt the construction of a new R41.2m transport interchange if Dunoon subcontractors do not receive greater benefits from the City appointed contractor.

Caji’s statement reported in Isolabantu News’s March late final edition.

Earlier in March, the contractor, whose name has not been provided, started construction on the transport interchange at the Dunoon taxi rank.

Caji had said the business forum was upset after being informed Dunoon subcontractors would only benefit from 2% of project’s total value.

The Dunoon Business Forum (DBF) has since mandated deputy secretary Quester Ncetezo to distance the forum from Caji’s statement.

“He was not mandated to represent the DBF. His statement was not discussed with

members of the DBF and whatever he says doesn’t come from the DBF,” said Ncetezo.

“He is a member of the public transport interchange steering committee, the percentage was not supposed to be disclosed, it is highly confidential.”

Ncetezo also said Caji’s statement had created tension between the forum and the Dunoon taxi bosses, who are excited about the project.

“We do not want to be seen as the enemy of progress. Everyone wants to see Dunoon being developed. We don’t want to be seen as if we are against the developments in Dunoon. The main thing we would like everyone to know is that we never discussed any issue of this kind (in relation to Caji’s statement),” he said.

Caji told Isolabantu News that he has resigned from the DBF. He said he founded the forum and now that tangible opportunities have been created some people in the forum are against him.

Umbhali wethu The sacramental wine in a Dunoon church was stolen during a break-in on Sunday 21 April, and a 23-year-old woman later arrested.

Western Cape’s Milnerton police spokesperson Capt Nopaya Madyibi said while police were patrolling later on the same day, they noticed the female suspect drinking the same sacramental wine the complainant had described.

“When she was questioned about the wine, she had three different stories and it was evident that she was lying and she was arrested,” said Madyibi.

She said the suspect appeared in the Cape Town magistrate court on Tuesday 23 April.

At-risk youth in Dunoon face an uphill struggle to access city facilities for youth programs

Youth arts groups in Dunoon near Milnerton have been facing an uphill struggle to get access to the city of Cape Town managed facilities, so as to be able to host their youth activities such as arts, drama, and dance.

Arts programmes and sports activities keep the youth busy in their spare time and help them to stay engaged and thereby away from potentially indulging in immoral behaviour.

Now the youth in Dunoon lack a venue to be able to host ongoing performing arts series, and local arts groups are unable to stage performances, while drama groups are unable to stage plays.

This is because the available municipal hall in the township is fully booked at all times and at the weekend it is booked by churches.

Also, they cannot afford the hall’s hiring fees.

The youth, who are mostly unemployed, reached out to Isolabantu News after exhausting all other avenues in order to get the city to address their frustration and their failure to get access to the Dunoon municipal hall and the Dunoon Resource Centre.

The city’s Dunoon Resource Centre is available but not utilised and is merely guarded around the clock by a hired security company.

One of the youth representatives involved in arts and drama, Thamanqa Xego, 31, said that their numerous attempts to get authorisation to use the resource centre has been in vain.

Xego said that the resource centre was the only available option to keep the youth engaged in their spare time but that they have been unable to be granted access to the centre.

“When we try to book the resource centre, we are told the keys are in Atlantis and that we must first go to municipal offices at Paddocks and it is going to be a long process,” said Xego.

He questioned why it is that the resource centre was erected in the township when it was not being utilised by residents and yet the city paid a security company to guard it

around the clock.

The public school halls in the township are hired out at a fee and the youth do not have money to pay the hiring fee because of the lack of employment, said Sinethemba Gogela, 30.

Gogela said that the future of the Dunoon youth appears bleak with these lack of facilities for them.

“Dunoon youth do not have a future. After school hours kids that were supposed to be participating in arts activities are seen smoking tik at the park. We could have been teaching them drama if we had been given access to a venue,” said Gogela.

Gogela said: “We challenge the city of Cape Town to make the resource centre accessible.

We need the resource centre to be accessible to us. Why was it put here in the first place?”

Mayco member for community services and health, Zahid Badroodien, confirmed that the Dunoon municipal hall is always fully booked.

“The Dunoon sport and recreation centre is in high demand and is used frequently in partnership with community based clubs, groups, and stakeholders. The centre is very busy with high volumes of programmes being offered daily. The recreation and parks department tries to ensure that every user of the facility gets a fair chance to run their programmes, however, due to the demand, it is often fully booked,” said Badroodien.

He provided a list of several programmes that made use of the municipal hall in the township.

With regard to the idle resource centre, he requested that Isolabantu News pass on the youth groups contact details to the city.

“Please send us their contact details or inform them that they can contact the facility officer directly on 021 559 3621. The facility officer can also advise them about the process of applying for the free usage of the centre, which is a provision made by the City for qualifying community groups, which is evaluated on a case-by-case basis,” he said.

The marchers came from from Gugulethu and Khayelitsha. Organisations that took part included the Treatment Action Campaign, Sonke Gender Justice and — march organisers — Movement for Change and Social Justice (MCSJ). They sang and danced holding banners and placards.

MCSJ founder Mandla Majola, described the NHI as the “first step to better our public healthcare system”. He said the NHI was a fund that would ensure the implementation of proper healthcare for all and would bridge the gap between private and public sectors.

“Health is like airtime or electricity or water, you have to buy it, but it is too expensive.

So we are forced to go to public health facilities where you sit for hours in pain, waiting to be attended to only to be given Panado.

How many of us have lost people because of botched surgeries and operations in public hospitals because the staff do not care?” asked Majola.

Before the march, the MCSJ identified ten private hospitals and sent a small group of people to each hospital to picket outside to try and get help for one member in each group who was struggling to get help at a public clinic.

GroundUp followed a group of about 20 people who went to the Rondebosch Medical Centre (RMC). The picketers held up a big yellow banner saying: “Too poor to be treated”.

ey and we had not received any help at the KTC Day Hospital. The man who spoke to us said if it was an emergency then they would attend to the patients, but would then refer them back to a public facility,” said Mzazi.

Majola said: “We accompanied these people to these private hospitals because they have not received proper healthcare services in the township. We wanted help but we had no medical aid, but we have the right to healthcare.”

In a memorandum, addressed to Minister of Health Aaron Motsoaledi, the MCSJ highlights structural problems in public clinics and hospitals, such as overcrowding and bed shortages; understaffing and maladministration, such as the disappearance of patient folders and staff shortages; the rural and urban divide, such as the long commutes to and from facilities; and the disparities between private and public sectors, such as drug shortages and long queues.

They are demanding that NHI be implemented rapidly and adequately; that national government widen the awareness of NHI through initiatives like road shows and campaigns and that there be transparency in the NHI process.

The memorandum was received by Victor Khanyile, a director in the national health department, on behalf of Motsoaledi.

“All these things written in the memorandum are important and need to be prioritised, without a waste of time. The minister is currently visiting different provinces and meeting MECs, HODs and senior managers in the public health sector. He is ensuring that all provinces are on board in terms of the implementation of the National Health Insurance.

I am going to make sure that the minister receives this memorandum,” said Khanyile.

Thobela Xoseni, the 30-year-old man accused of torching a dozen carriages on two train sets at Cape Town Station on Sunday, has been referred to the state’s district surgeon for psychiatric assessment.

Xoseni made a brief first appearance at the Cape Town Magistrates’ Court on Wednesday.

The magistrate advised Xoseni to get a Legal Aid lawyer as the matter was “very serious” and “would end up in the regional court”.

Dressed in a weathered black T-shirt and dishevelled blazer, Xoseni could be heard mumbling incoherently to a translator and

lawyer during a brief consultation in court.

Prosecutor Melaney Wells told the court that while patrolling the platforms, rail security guards had noticed the smoke.

“The state is also informed that there is video footage of the accused leaving the carriage,” she said.

Xoseni will remain in custody at Cape Town police station until his next appearance on 2 May. In a statement, the United National Transport Union (UNTU) called for harsh sentences for any person who damages essential infrastructure.

va’s right and left wings were a threat to PPG Langa defenders as they constantly beat them with pace, but good saves made by PPG’s goalkeeper prevented them from getting the ball into the net.

A free kick was awarded to Nova for a dangerous tackle from behind on one of Nova players. Brilliantly taken by Giovanni Jackson into the wind, it allowed Jordan John to get an inch ahead of PPG defence to head the ball in the net. PPG tried with all their might to break Nova’s defence, but solid play from Jaden Geduldt, Joshua Nelson, and AbdulGhaaliq in the midfield prevented their opponents getting to the net. Dunoon sports complex contractor beats City in court The Western Cape High court has ordered the City of Cape Town to pay R5 844 200, as well as legal costs, to Tempani Construction, who was awarded a R16.5m tender to construct a multi-use sports centre in Dunoon township near Milnerton.

The court order was made seven years after Tempani Construction started work on the much-anticipated Dunoon sports centre, with the legal dispute delaying its completion, which was originally expected in late 2014 or early 2015.

The sports complex would include a skate park, climbing wall, basketball and netball courts, as well as seating for spectators, changing rooms, and clubhouse facilities.

park, were completed and officially opened in December 2015 by then mayco member for community services and special projects Belinda Walker.

In 2017 the then north area mayoral committee member Suzette Little confirmed that the project had been stalled because of a legal dispute between the City and its contractor, Tempani Construction.

Little had said the dispute was based on claims submitted by the contractor but failed to provide full details, saying the matter was being investigated.

Manager Dillon Roamer said he was very proud on the team’s performance.

“Although I’m a little disappointed on the result, as we can only blame ourselves because we had a lot of chances to score, but didn’t take our chances,” he said.

PPG went on to win the plate final by beating Silver Spurs 2-0 in an exciting match on Monday 22 April.

disputing the order to pay the contractor’s legal costs.

Badroodien said the City is challenging the High Court’s order in this respect, and their argument would be heard on 22 May. Now, seven years after ground was broken, he said the City could “confirm that the project has been completed”. He said the certificate of completion was issued last week.

Asked how much the project has cost the City, including legal costs, Badroodien said the issues of costs is outstanding and the City is currently not in a position to provide the legal costs incurred until the High Court delivers judgment.

The Dunoon local Football Association (DLFA), an affiliate of the SA Football Associa-

tion (Safa), has welcomed the issuing of the certificate of completion.

DLFA president Amos Siwayi said the delay in issuing the certificate of completion impacted DFLA administration as they had to resort to doing the association’s paperwork, including soccer logs and fixtures, at an internet cafe where they are charged per hour for internet usage.

But now the DFLA has started moving furniture such as desks and chairs into the clubhouse, said Siwayi.

He said 10 Dunoon football clubs are affiliated to the DFLA and participate in the Safa Cape Town and the Coca Cola league games.
