At the commission’s Sept. 5 meeting: ■candidates running for seats in the commission introduced themselves. Chair Mike Benardo and commissioners Charles Reed, Samuel Goekjian and Nick Barron are not seeking re-election. And because of redistricting after the 2010 U.S. Census, two new single-member districts are being added to the commission, which means there will be eight commissioners instead of six in January. Candidates and their singlemember districts are as follows: Peter Lallas, 2F01; James Baker, Walt Cain and Adam Stempel, 2F02; Chris Linn, 2F03; John Fanning and Joel Heisey, 2F04; James Lamare, 2F05; Greg Melcher, 2F06; Matt Raymond (incumbent), 2F07; and Matthew Connolly (incumbent) and

Howard S. Marks, 2F08. ■Metropolitan Police Department Lt. Jeffery Carroll reported that while violent crime was down this past month compared to the same time last year, property crimes continue to be an issue. Carroll warned that a new trend in robbery has emerged over the past two months: suspects riding on bikes at full speed and approaching victims from behind to steal purses, bags and small electronic items without slowing down or getting off the bike. “They’re just grabbing and going, the lieutenant said. In one case, a woman placed her purse on the roof of her parked car while retrieving an item from her trunk; Carroll said the suspect then rode by on a bike and snatched the purse. A nearby video camera captured the incident, and images will be distributed to help identify the suspect. ■commissioner Charles Reed encouraged residents to tell D.C. Council members to reject the omnibus alcohol reform bill introduced by Ward 1 member Jim Graham. Reed opposes the bill because it would restrict the boundaries for residents’ liquor license protests to within 400 feet of an establishment and because it would limit the ability of neighborhood commissions to work out voluntary agreements with these establishments. ■commissioners voted 6-0 to support Whitman-Walker Health’s street closure application for the organization’s 26th annual AIDS Walk Washington event. The walk and 5K run will take place Oct. 27 starting at 8:15 a.m. at Freedom Plaza. ■commissioners voted 6-0 to support the Greater Washington Sports Alliance’s street closure application for the Rock ‘n’ Roll Marathon. The event will take place Saturday, March 16, at 7:30 a.m. This year a new start location is planned at 14th Street and Constitution Avenue, rather than at RFK Memorial Stadium, where the race has started in the past; the event will end at RFK instead. Organizers expect 20,000 runners to enter the half-marathon and 5,000 runners to enter the full marathon. ■commissioners voted 6-0 to support LivingSocial’s first annual 5K “Glow Run, to take place Nov. 3 at 7 p.m., pending approval from the city’s special events task force. ■commissioners voted 6-0 to protest the liquor license application of Chercher Ethiopian Restaurant and Mart, located at 1334 9th St., pending the negotiation of a voluntary agreement. ■commissioners voted 6-0 to protest the liquor license application of Kazanchi’s Deli, located at 1616 14th St., pending the negotiation of a voluntary agreement. ■commissioners voted 6-0 to institute an 11-member Alcoholic Beverage Regulation Administration policy committee, which will become active in the new term in January 2013. Commissioner Matt Raymond, who authored the resolution, said the committee is needed to help commissioners expedite the

influx of liquor license applications they review. The committee is modeled after one in Dupont Circle. Committee members will be drawn from the community to review and make recommendations on liquor license issues. ■commissioners voted 6-0 to support the Friends of Tenth Street Park’s “park improvement plan. Through a cooperative agreement with the D.C. Department of Parks and Recreation, the neighborhood group has agreed to weed the park, maintain its fountain and plant flowers on the site — actions the group has already been performing for more than a year. The parks department will continue to mow the grass and remove trash. ■Tim Christensen, a member of the commission’s parking task force, reported on his group’s first meeting. Among other issues, the task force discussed the Department of Transportation’s enhanced residential parking permit program, a pilot taking place in Logan Circle. The group intends to present findings and recommendations to the commission after the group’s next meeting. ■chair Mike Benardo announced that Ward 2 D.C. Council member Jack Evans is seeking input on the D.C. Department of Transportation’s plans for distributing visitor parking passes. The policy in place in some areas calls for every household in the District to receive one visitor parking permit that could be used in any vehicle for one year. Currently, residents elsewhere must go to their local police district office to obtain visitor parking permits that last two weeks. Commissioners felt the change isn’t necessary since the existing system works. They also expressed concern that annual passes sent to each household could lead to abuse, such as permits being sold to the highest bidder. Evans has asked for the public to submit comments by Oct. 30. ■commissioners voted 6-0 to support the concept and massing of two adjacent projects by Altus Realty — one at 917 M St., the other at 1212 9th St. — with the condition that each building’s materials be distinct so the two don’t look like a multibuilding office complex. ■commissioners voted 6-0 to send a letter to the D.C. Department of Consumer and Regulatory Affairs and the Office of Tax and Revenue asking the agencies to look into the use of a parking lot on the 1300 block of 10th Street, owned by the New Bethany Baptist Church. Residents raised concerns that the lot is being used for commercial purposes, in violation of residential zoning regulations on the block. The church has denied any wrongdoing. The commission also asked its parking task force to look into the issue. The commission will meet at 7 p.m. Wednesday, Oct. 3, at Washington Plaza Hotel, 10 Thomas Circle NW.
