Founded in 1933, The Council of State Governments is our nationâ€™s only organization serving all three branches of state government. CSG is a region-based forum that fosters the exchange of insights and ideas to help state officials shape public policy. This offers unparalleled regional, national and international opportunities to network, develop leaders, collaborate and create problem-solving partnerships. Many active duty military personnel are located in remote areas abroad and have limited access to state voting information and, in some cases, their ballot. U.S. citizens living overseas also have unique challenges in exercising their right to vote. These challenges are complicated by extreme variation in how states conduct elections and how absentee ballots are processed. In late 2013, CSG and FVAP entered into a four-year cooperative agreement to improve the research and understanding surrounding the complex nature of the voting process for service members, their families and U.S. citizens living abroad.
