COXSACKIE — Seven uninhabited islands sit in the Hudson River between Columbia and Greene counties, only a few hundred feet of water separating them from the villages that dot the riverside. The largest is a mile-and-a-half long; the smallest nearly disappears during high tide. All are only accessible by kayak or other small craft. In January 2020, then-Gov. Andrew M. Cuomo proposed incorporating the islands, which are all state land, into a new riverine park, billing it as “New York’s first linear, water-based park” in his budget briefing. The effort would involve improvements to

five state boat launches — at Schodack Island State Park, Crailo State Historic Site and in the communities of Athens, Coxsackie and Hudson — so kayakers and other boaters could explore the Hudson River estuary’s wild northern third, referred to as the Hudson Eagles Recreation Area. Though only the Coxsackie launch has been completed, it opens a door to accessing the river islands and experiencing their splendor. Getting to the islands varies widely in difficulty depending on what day — and what time — a boater decides to launch, according to Michael Krstovich, the owner of Screaming Eagle Outdoor Adventures in Athens. “It’s the Hudson River ... it’s different every day,” he said. The main factors are the current and the wind, Krstovich said. The Hudson Estuary — the part of the river south of the Federal Dam in Troy — is tidal, and therefore flows north as the tide is rising and south as the tide is falling. The indigenous Lenape tribe called the river “Mahicantuck,” loosely translated as “the river that flows two ways.” Then there’s the wind. The unobstructed nature of the river allows winds to blow at speeds far greater than on land. As well as being difficult to paddle against, the winds can kick up small, choppy waves. The winds blow strongest in July and August, Krstovich said. “We get these high-heat days, and we get thermals that come off the mountaintops, and they just roll down into the river valley, and the

Hudson River is like a wind tunnel.” The best bet is to launch in the mornings and evenings to avoid the winds, Krstovich said. Boaters can also check tidal charts before they launch so they can paddle with the current. Nature abounds on and around the islands. Paddlers can see ospreys, great blue heron, double-breasted cormorant, great egret, red-tailed hawk, green heron, rough-winged swallow and various ducks and gulls on their journey, as well as catch sight of bald eagles, which have become a common sight in the area over the last few years. For all their beauty, the islands are not natural. Beginning in the late 19th century, the U.S. Army Corps of Engineers began altering the river to create and maintain a shipping channel. Rensselaer County Legislature Majority Highlights from the September Meeting The Rensselaer County Legislature continues to take steps to protect the residents of Rensselaer County, especially our children. This month the Legislature approved legislation providing school resource officers in the Brittonkill School District and the Berlin School District. A Sheriff’s Deputy has been assigned to each district and is already providing students with a safer learning environment and positive interactions with law enforcement. The safety of all of our county residents is always a priority, and it is why the Legislature Majority continues to adopt resolutions that urge Governor Hochul and those state officials who support pro-criminal legislation to repeal those parts of bail reforms that allow dangerous criminals to be released, hours after committing heinous crimes. These laws, supported by Democrats, have tied the hands of judges, and have demoralized the efforts of police by creating a revolving door for criminals. Instead of focusing on the criminals that use illegal guns, Governor Hochul and Democrats in the state continue to attack legal gun owners and their constitutional rights. The

Rensselaer County Legislature Minority Office - September Monthly Report 2022 Health – In order to maintain in person learning and support prevention strategies and curtail the spread of Covid-19 at all Rensselaer County schools, the Legislature unanimously approved the purchase of 116 air purifiers, additional test kits and continue the funding for part time testing coordinators. This purchase is 100% grant funded. Schools – As school safety continues to be a public concern to all, the Berlin and Brunswick Central School Districts, have signed a three-year inter-municipal agreement with the County’s Sheriff Department to have School Resource Officers present at their respective schools. As a result, many of the smaller islands were connected together into the islands we see today. John Lipscomb, vice-president and co-director of the science and patrol program at the conservation group River-keeper, said before European intervention, “the structure of the river was determined by the geology and the geography of the Hudson watershed and its valley.” Prior to the 19th century, the upper third of the estuary was shallow and consisted of a series of braided channels and a multitude of small islands, the result of deposited sediments from the upper Hudson and Mohawk rivers as they tumbled towards the Hudson Valley, where the consistent elevation made the water slow to a crawl, Lipscomb said. Some of the islands were connected to the mainland

with dredging spoils, Lipscomb said, becoming peninsulas. Some of these peninsulas — Shad Island, Beeren Island, Schermerhorn Island and others — still bear the name of their original landforms. Hudson Middle Ground Flats, a mile-plus stretch of forested island between Athens and the city of Hudson, was once a shoal, Lipscomb said, but was elevated into an island by the dredging spoils. Stockport Middle Ground, about five miles north near the delta of Stockport Creek, is also an elevated shoal. Schodack Island, now an eight-mile peninsula running north-south under the Castleton-on-Hudson bridge, was once a series of smaller islands, according to Lipscomb. Today, kayakers and other boaters can land on the sandy beaches of Hudson Middle Ground Flats and Stockport Middle Ground and spend the day exploring the forest within. Others have come before. Though officially state land, denizens of Hudson and Athens have built shacks on Hudson Middle Ground Flats, and several structures stand on the island. Most of the island is so low in the water it cannot be walked upon — but it can be kayaked over. A channel meandering through the center of the island can be accessed from the island’s south. But the two islands closest to the new state park’s boat launch in Coxsackie are Coxsackie Island and Rattlesnake Island. The former is about a mile north of the boat launch (less than a 20-minute paddle when going with the current), with the latter about a mile past that. It could take days to explore all the islands, but it is time well spent. Even if the isles are altered by man, nature has settled in, and finding wilderness in the northern Hudson Valley is just a short paddle away.
