TROY - When it comes to filling out the 2020 census form next year, most Capital Region households will be asked to do it on a computer or over the telephone, but some urban and rural areas that are traditionally hard to count also will get the paper form. This week, the U.S. Census Bureau identified the census tracts that will receive paper questionnaires as the census is rolled out in 2020 before the April 1 Census Day. “We’re in a transition with the census. This is the first time we’re being asked to complete the form online,” said Mark Castiglione, executive director of the Capital District Regional Planning Commission. The Census Bureau said, “Most households will first receive a letter asking them to complete the census questionnaire online with information about how to respond online or by phone in English plus 12 non-English languages. Areas less likely to respond online, approximately 21.8% of households, will receive a paper questionnaire along with the invitation to respond online or over the phone.” The census tracts that are least likely to respond are places with the following characteristics: a large population of residents older than 65; lower internet subscriptions and response rates; and a low rate of responding to

the ongoing American Community Survey conducted by the census bureau. The Capital Region urban areas that are to receive paper forms are familiar for low census participation rates, according to studies by experts. Troy’s North Central, South Lansingburgh and portions of South Troy neighborhoods are scheduled to receive paper forms. In Albany, the targeted areas are downtown including Sheridan Hollow, Arbor Hill and the South End. Schenectady tracts getting the paper forms are downtown and include Hamilton Hill. The southern half of the city of Rensselaer also is included. The campuses of the State University at Albany and Skidmore College in Saratoga Springs also will receive paper forms. Rural areas are Hoosick and Grafton in Rensselaer County; Albany County’s Rensselaerville; and Providence in Saratoga County. The North Greenbush section of Wynantskill also is included. “This conforms with areas that have traditionally been hard to count,” Castiglione said. The VITA Appointment Scheduler will pre-screen participants by asking a few simple intake questions to see if they qualify to have their state and federal taxes done by one of our volunteer income tax preparer’s. Duties include: filling out appointment survey, scheduling tax appointments and mailing follow-up paperwork. Volunteers may also be asked to make reminder calls for up-coming appointments. Saratoga National Historical Park Announces Winter Hours CAPITAL DISTRICT - Transition to winter hours of operation will begin at Saratoga National Historical Park on Sunday, December 1, 2019. TROY -- A city resident was indicted by a Rensselaer County grand jury for allegedly knocking down a 75-year-old woman at the Troy Waterfront Farmers Market on Oct. 12, according to court records. Naquan Ruiz, 29, who was paroled from state prison on Oct. 3 after serving a sentence of almost 7 years on drug and assault charges, faces charges of felony assault and misdemeanor assault, according to the Nov. 15 indictment. The felony charge is due to injuring the woman who was older than 65 and more than 10 years older than the defendant. Two men charged in Scotia Citgo heist SCOTIA -- Scotia police charged two Amsterdam residents with a Nov. 6 armed robbery of the Citgo gas station on Sacandaga Road. Christopher I. Rodriguez and Hector J. Cordero, both 29, are charged with first-degree robbery; Cordero is also charged with conspiracy, police said. Scotia detectives were able to identify the suspects through video surveillance and a search warrant was used at Rodriguez's home. He was arraigned and jailed. Detectives executed a search warrant at Cordero's home, but he was not there. He was taken into custody Monday by Amsterdam police, then turned over to Scotia detectives. He was arraigned and jailed in lieu of $20,000 bail, police said. Chief Daniel Harrigan, in a statement, credited thorough work by detec-

tives and the aid of other agencies. He called on local and county officials to purchase street cameras. "Doing so will help quickly identify suspects and keep our community safe. Technology like this is essential for our police officers," he said.

Man accused of forcible touching BETHLEHEM -- A Delmar man faces charges after he had inappropriate contact with an underage boy who helped him make renovations on his home, town police said. Carl D. Smith, 55, was charged with forcible touching and child endangerment on Monday. Police said they searched his house as part of the arrest. Police said Smith's victim was younger than 16 years old and had helped Smith with renovations on a house Smith bought in town. The child told his parents about the incident and police were called. "We are working to see if there are other potential victims as the victim was doing work for the suspect, and other younger persons have been involved in doing similar work in the past," Commander Adam N. Hornick said. Smith was arraigned and released pending a Dec. 17 court appearance. Smith is a longtime local musician.

Driver seriously hurt in Gloversville crash GLOVERSVILLE -- One of the drivers in a threecar crash Wednesday on Route 30A was taken to a Syracuse hospital with serious injuries, city police said Thursday. Two cars were traveling south on Route 30A, one by Jacob D. Fleck, who was not injured, and another by Thomas L. Vaughn, who went to Upstate Medical Center in Syracuse for treatment of his injuries. Arnold D. Rulison, driving north, in a pickup truck was evaluated at

Nathan Littauer Hospital and released. Their ages and addressees were not provided. The collision happened between Harrison Street and South Kingsboro Avenue. Police: Broadalbin man raped young girl A Fulton County man is charged with rape, accused of having sexual intercourse with a girl under 12 several times at a Madison County home, State Police said. Steven E. Morey, 48, of Broadalbin was arrested earlier this month on a charge of predatory sexual assault against a child, criminal sex act and first-degree rape, according to police. Morey was arraigned and sent to the Madison County jail without bail, troopers said.

Minor injuries in Thruway accident NEW BALTIMORE -- A Brooklyn woman was treated for minor injuries Wednesday night after she stepped out of her disabled car on the Thruway and was struck by another vehicle, State Police said. Mei Chen, 47, left her disabled car in the northbound passing lane along a Greene County portion of the highway when she was hit by the vehicle that had moved to the shoulder to avoid her broken-down car, troopers said. The other driver was not injured.

Robbery suspect arrested in Albany ALBANY - A city man is charged with a robbery Wednesday night on Washington Avenue. At about 5:30 p.m., officers responded to Washington Avenue and Henry Johnson Boulevard where the victim told them that while standing near the intersection, he dropped money on the ground and when he tried to pick it up the suspect punched him in the face and ran off with his money. Officers

soon saw a man matching the suspect's description on State Street and tried to stop him. The man was caught after a brief chase. Dylan Walters, 27, was later identified as the suspect and was charged with robbery, arraigned and jailed on $25,000 bail.

Cops: Dogs attack horses, man charged QUEENSBURY - A town man faces charges after his two dogs got loose and attacked horses, State Police said. Sanjay Kapoor, 53, was charged with misdemeanors of reckless endangerment, criminal mischief, criminal contempt and reckless endangerment of property, troopers said. Police say they responded to a Nov. 13 call from a Northumberland resident who said dogs got into his pasture and attacked his horses, injuring a yearling. Police said Kapoor was in violation of a court order deeming the animals to be dangerous, which required them to be contained at all times.The dogs were sent to a shelter. --Staff reports
