WHAT THE EFFICIENCY OF AVERILL PARK SCHOOLS CAN’T CHANGE Letter to the Editor: My previous letter noted that according to the Fiscal Accountability Supplement of State Education’s (SED’s) School Report Card, Averill Park’s (AP’s) total expenditure per student is well below the average for school districts that SED considers similar to AP. I also reported that AP’s lower EPS has resulted in a school tax rate that is among the lowest of districts with property value and income per student similar to that of AP. In this letter, I want to begin to clarify not only what the findings mean, but what the findings do not mean. Most importantly, AP’s relatively low tax rate does not mean that the school tax is not an economic hardship for many homeowners and businesses in the AP community. That hardship is guaranteed – regardless of how efficient the AP district is – by the way we fund education in America: through a flat tax on local property value. That method taxes lower income property owners in AP at the same rate as higher income owners; and that same rate is only slightly below the average for the 39 Capital Region (CR) school districts. Why is APs tax rate only slightly below the average for the CR even though AP’s EPS is considerably lower than the average for the CR? The reason is that the vast majority of CR districts have greater property value per student than AP. With higher property value per student, a district can charge a lower tax than AP even though they operate less efficiently than AP, i.e., have a higher EPS. So AP’s operating efficiency doesn’t change the fact that the school tax is an economic hardship for many AP households. But while such hardship remains an issue, what should not be an issue – and should never have been an issue – is how efficiently AP schools are run. Compared to other school districts in our region, the answer to that question is: “very efficiently.” To receive a copy of the SED data on fiscal accountability, with web references, write to me at georgefalco@aol.com ~George Falco, Averill Park Editors Note: The above article does not necessarily reflect the opinion or endorsement of the Editor or the Staff of THE ADVERTISER, and for all intents and purposes is impossible to verify the truth and veracity of its contents.

(518) 271-6081 CATHOLIC BEREAVEMENT SUPPORT GROUP Come and join a group who is turning to GOD, JESUS CHRIST and THE HOLY SPIRIT through a Catholic perspective. We meet at 1058 Taborton Road in Sand Lake, but will meet in different areas and at different times when group is established. We will meet every Sunday, starting on July 24th, from 2PM to 5PM. We all have trials, sufferings and disappointments but need to reach out to GOD for help instead of blaming or turning away from HIM. Our group will have a weekly meeting to listen to and talk about how to go on in life without our loved one and encouraging each other with the use of the Bible, Catechism, catholic books, intercessory prayer for ourselves, our family and possibly singing a little. We will also have spiritual and other events on different nights. These will include but not be limited to Christian Concerts, Catholic Church Events, Healing Services, dinner out, movies, baseball (Valley Cats games), basketball, football, bowling, roller skating, pool, swimming, any uplifting and non violent movies, cards, bocce ball, games and other events that we may decide on. All of the events will have a time before to talk and pray. So, come and join a group of Catholic brothers and sisters in the Lord while seeking to do GODS will for your life even during grief. Have a group of friends that believe as you do. We should all try to live by the rules of the Catholic Church and agree that the Pope is under GOD and HE was left as our guide and ruler of the Catholic Church on earth, Jesus Christ died for us all, Jesus Christ is our Lord and Savior, God loves all of us, God will forgive us of our sins by going to confession, believe in the Sacraments and Scripture and turn to GOD and away from sin. I hope to hear from anyone that is interested even if you don’t think you may fit in but are Catholic and Love THE LORD. We can all fit in if we just try. GOD BLESS EACH AND EVERY ONE OF YOU AND YOU’RE FAMILIES. For more information, contact Pat Sweet at 674-2147. ~Submitted by, Patrice Sweet

~ Grief & Bereavement Counseling ~ Military Family Veteran Support Perliano@ fairpoint.net • (518) 766-5713 PRE-PLANNING A FUNERAL Death is not a topic many people prefer to discuss. However, discussing funeral planning and making arrangements can be a smart financial move and one that limits large decisions at a time of heightened emotions. Every year millions of people in North America make the decision to pre-plan a funeral. The process is also known as pre-need planning. Individuals can even take out insurance policies that direct benefits to funeral expenses. The main purpose of pre-need planning is to alleviate the financial burden and decision-making during times of grief and stress. It’s never too early to begin pre-planning a funeral. Making a list of information that will go to a trusted family member, executor of one’s estate or a funeral director is one way to start. Here are some items to include: * Name; * Date of birth; * Place of birth; * Social security member; * Location of will; * Military service; * Place of disposition, whether a cemetery or crematorium; * Organ donation preferences; * Funeral and/or wake preferences * Name of funeral home and director; * Copies of receipts and contracts for any services purchased; * Any other important information, such as location of safety deposit box information, attorney names, etc. There are very good reasons for pre-need planning. All arrangements can be thoroughly considered and spelled out so they meet a person’s desires. If he or she has a preference in cemetery or prefers to be interred at a mausoleum, these requests can be expressed and not assumed by family members. Pre-planning also enables a person to shop around for the most affordable services, caskets and funeral homes. Because the average cost of a funeral is between $10,000 to $15,000, it is important to spend money wisely. Pre-planning also helps avoid inflation of costs later on, enabling a person to lock in the cost of services now. Stress and grief can make family members unable to cope with decisions during the time of death. As a result, one of the most important reasons for pre-need planning is to make the process one in which close friends and family members can come to grips with the death, rather than having to run around for a few days and make arrangements in haste. This way loved ones can simply remember a person how he or she was instead of choosing clothing, disposition places, service wording, and the like. A funeral director can walk a person through the process of pre-planning a funeral. He or she is often licensed to sell cemetery plots and can take much of the work out of the process. A community or family-owned business may have a rapport in the area and offer the best deals or the desired level of personalized service.

HAVE YOU THOUGHT ABOUT...

Serving Averill Park For Over 50 Years Do you have a current will, healthcare proxy, and power of attorney? Call us for a FREE Consultation

518.674.3766 518.674.3805

Who gets your property, your money and all your belongings when you die? Who takes care of your children when you die? Who makes health care decisions for you if you can’t? Who has the authority to handle your financial and other affairs if you become incapacitated? Reasons to have a will If you die without a will, your belongings will be distributed according to state law. A judge will determine who should handle your estate, including who might take care of your minor children. In a will you make the decisions that will best protect your family and your property. You can take steps to minimize tax consequences and keep costs and fees down. In most cases, it pays to plan ahead with a qualified professional. As hard as end of life planning can be, it may be harder for your family after you have gone – at the time of their loss, and without your help and guidance. Plan now to help limit the hardship for others at the time of your death. Reasons to have a Health Care Proxy and/or Living Will Who do you want talking to doctors on your behalf if you can’t? You can designate someone you trust and give directions of what care you want. Reasons to have a Power of Attorney If you are incapacitated, you need someone to take certain actions, to protect your assets and property. Without a properly prepared Power of Attorney, your family might have to resort to an expensive guardianship proceeding to take care of your financial dealings – bank accounts, insurance, car or house problems, or other financial issues. It could be a waste of time to prepare these documents on your own or using pre-paid forms — have an attorney help you draw up and execute them properly. ~Submitted by, Malcolm McPherson, LLP

CHOIR OF ST. JAMES AUDITIONING NEW MEMBERS The Choir of St. James Episcopal Church, Great Barrington, MA, is presently scheduling auditions for openings in all sections, to be arranged at mutual convenience with its director, Charles Olegar (charlesol@juno.com). Since leaving its 150 year-old building on Great Barrington’s Main Street several years ago, the St. James congregation has been holding services at Crissey Farm in the Jennifer House Commons (on Rt. 7), its choir serving a central role in weekly Sunday morning worship.
