SACRED HEART SCHOOL AND PARISH ANNUAL GIVING TREE Members of the Sacred Heart School and Parish erected the tree within the main hallway and the children decorated it with ornaments highlighting the specific needs of many people for Christmas. Parish and school families are asked to select one or more of the colorful ornaments and then shop for that item. They then wrap the gift and use that same ornament as a gift tag, returning it under the tree. The school children further support this effort by donating an age-appropriate toy that someone their age would mostly likely enjoy. Those donations will be used to “fill in the gaps” that often arise. Special helpers will then separate and deliver them to their special people. It is hoped that this little thing will be a BIG one in that person’s life.

RENSSELAER COUNTY LEGISLATURE APPROVES 2014 BUDGET Third Consecutive Budget to Stay Under Tax Cap, While Maintaining Services and County’s Fiscal Position The Rensselaer County Legislature voted Dec. 2 to approve the 2014 county budget, maintaining needed county services and the county’s strong fiscal position while staying under the state tax cap. The 2014 county budget is the third consecutive county budget to stay under the tax cap, with the county complying with the tax cap each year the tax cap has been in place. The adopted budget includes a minimal property tax increase of three-quarters of one percent. The budget, when proposed in October, originally included a tax increase of just under one percent. The proposed increase was reduced thanks to a cooperative effort between the County Executive and legislators, with an additional savings of $100,000 achieved during the effort. “The 2014 county budget maintains needed county services, protects the positive fiscal standing and bond ratings the county has earned and for the third consecutive year, stays under the state tax cap, during the prolonged recession. This is a solid plan that will help guide the county in 2014,” said Chairman of the Legislature Martin Reid. The budget includes a slight decrease in the legislative budget in 2014, with legislative spending now at a level comparable to the early 1990s. “The County Executive and majority legislators worked together to generate an additional $100,000 in savings and further reduce the amount of the property tax increase next year. These savings are accompanied by a legislative savings during 2013 and continues our focus on being cost-effective during challenging economic times,” said Vice Chairman of the Legislature for Finance Phil Danaher. Legislators and the Executive also will also focus on improving county roads and bridges, with plans expected to be presented to legislators in 2014. “This budget also reflects innovative shared services agreements that have helped control costs and assisted job creation projects like the expansion of Regeneron Pharmaceuticals in East Greenbush,” said Vice Chairman of the Legislature Stan Brownell. “The fact the county is moving ahead with plans to improve county roads and bridges is good news, especially given the challenges created by mandates and a tough economy,” said Majority Leader Ken Herrington.

GRAFTON LAKES STATE PARK TO HOLD 29th ANNUAL

Grafton Lakes State Park will host the 29th Annual Winter Festival and Ice Fishing Contest on Saturday, January 25, 2014. The Winter Fest will feature winter exhibits, vendors, family-friendly and recreational activities. The event is free of charge and main events run from 10-4. Take a guided snowshoe hike, learn primitive fire making, or warm up with interactive exhibits inside. New outdoor events this year include a dog walk for furry friends as well as an introduction to animal tracking. A snowshoe obstacle course and snow bowling will entertain children as well. The 7th Annual Polar Plunge benefitting the Cystic Fibrosis Foundation jumps into Long Pond at 1pm. To pre-register, please call Margaret Philips for more information at 479-3739. The annual ice fishing contest will run from 5:30am-3pm on all the ponds in the park. Participants can register starting at 5:30am until 11am at the park’s pole barn, accessible via the Winter Entrance. SECOND WAVE OF SNOWY OWLS MAY BE ON THE WAY We’re experiencing what could be the largestever influx of Arctic Snowy Owls into the Northeast and Great Lakes states. Kevin McGowan, a biologist at the Cornell University Lab or Ornithology, says this influx may be only the first wave. He also explains why snowy owls are attracted to airports. McGowan says: “The sudden influx of these birds, called an ‘irruption,’ may be the first wave. More Snowy Owls are poised to head south looking for food and will be attracted to wideopen expanses, such as airports, because they resemble their native tundra. “Now that we know this is happening, airports can prepare for it by connecting with local wildlife removal experts, as the Port Authority of New York City has done. In most cases, we’ll be talking about a few birds per airport. “More than likely these Snowy Owls are moving south from the Arctic because of a shortage of their favorite food up north – lemmings – or because of a bumper crop of young. We can expect them to stick around through early spring before they head back to the Arctic. “This year’s Snowy Owl irruption is the largest we’ve seen in decades and this is an awesome opportunity for people to see these birds. A really great way to find out where they are in your area is to check out the live maps at eBird, which tracks reports of the Snowy Owls at http://www.eBird.org. Parents know that reading to their children every day is important. In a busy schedule, windows of time may open unexpectedly when there are no books in sight. For parents who have their tablet or device always on them, there’s an easy solution. Troy Public Library now offers TumbleBooks, digital animated, talking picture books that help parents and kids share the joy or reading together in a format kids will love. Comprised of over 300 fiction and nonfiction E-books, the TumbleBooks collection is based on print titles but these books for beginning readers have added animation, sounds, music, and narration. Some stories also include games and activites. TumbleBooks are accessible through the library’s website at www.thetroylibrary.org, wherever there is an internet connection.

Mollie Gilchrist, of Johnsonville will travel to New Zealand, focusing on electric power development and environmental management. Gilchrist is a Political Science major. Michael Koberger, of Schaghticoke will travel to Cordoba, Spain, focusing on cultural diversity in the context of technology. Koberger is a Mechanical Engineering major. Rylee Merrill, of Wynantskill will travel to Cordoba, Spain, focusing on cultural diversity in the context of technology. Merrill is an Economics major. Quisqueya Witbeck, of Rensselaer will travel to London, England, focusing on theater and dance to gain appreciation for the perspectives of playwrights, directors, performers and the audience. LOCAL BOY SCOUT TROOP THANKFUL FOR TWO EAGLE SCOUTS This being the Thanksgiving season, Boy Scout Troop 529 has much for which to be Thankful. Two Troop members recently received the Eagle Scout award, the highest rank in scouting. Nathan Parmelee and Daniel Shiffer worked their way up from Tiger Cubs to Scouts, and, with their troop-mates, helped each other complete the Eagle requirements. For his project, Nate led a team to renovate the parking lot and planter boxes and barrels at Joseph’s House Shelter in Troy. The Shelter’s staff now enjoys a clean and tidy parking surface, clearly lined spaces, and visible, helpful signage. Old, dead foliage was replaced with colorful, seasonal Eagle Scouts Nate Parmelee, left and Dan flowers. Shiffer, right, with good friend and fellow Dan’s project was to lead a team to renovate the Eagle Scout, Charlie Rodda, celebrate their ground under a pavilion used by the Children’s Court of Honor in June, 2013 Museum of Science and Technology (CMOST). The pavilion accommodates outdoor classes and school gatherings. The result is a stable, dry, durable surface. Dan now takes classes at Hudson Valley Community College. He plans to pursue a degree and career in computer engineering. Nate recently graduated from Marine Boot Camp. After more training with the Marines, he will become a reservist. He will then pursue a degree in aviation at SUNY Farmingdale with the goal of becoming a medical pilot. Troop 529 Chartered Organization, the Defreestville Fire Department, applaud the hard work and character development exemplified by Dan and Nate, and look forward to future Eagle awards from among the ranks of the troop. The Troop is also thankful for Charles McKay and Dan as they continue as Junior Assistant Scout Masters. They are helping to guide the younger members who seem to be enjoying activities that will help them advance in rank. This has been a great year for Boy Scout Troop 529.

AVERILL PARK ANNOUNCES KINDERGARTEN REGISTRATION 2014-15 The Averill Park School District has begun the process of registering boys and girls for the 2014-2015 Kindergarten Classes. If you, or someone you know, has a child who will be five years of age on or before December 1, 2009 please contact the district registrar at 674-7050 extension 2819 to make sure that the child is listed on our school census. This will guarantee that you will receive all upcoming kindergarten information by mail. A 1962 graduate, LTC(R) Nicholas M. Laiacona earned his undergraduate degree from Siena College in 1966, and graduate degrees from Troy State University and Florida Institute of Technology. After a successful career with the US Army, LTC(R) Laiacona worked as a defense contractor, retiring in 2011. LTC(R) Laiacona was honored with the 2013 La Salle Institute Distinguished Alumnus Award, and is also a member of the La Salle Institute Board of Trustees. EMPIRE STATE PLAZA ICE RINK OPEN FOR 2013-14 WINTER SEASON The Empire State Plaza will welcome back one of the Capital Region’s most beloved winter traditions with the formal opening of the ice rink. The rink will be open 11 a.m. to 8 p.m., seven days a week, and skating is always free. Lockers and skate rental are now located on the Plaza level adjacent to the rink. Murphy, the Adjutant General, announces the recent reenlistment of members of the New York Army National Guard in recognition of their continuing commitment to serve community, state and nation as part of the Army National Guard. SKATING CLUB“HOLIDAY HAPPINESS ICE SHOW” Hudson Mohawk Figure Skating Club invites families to share the joy of the season at its “Holiday Happiness Ice Show,” Saturday, December 21st, from 4 – 6 pm at Troy’s RPI Field House. The event will feature many talented area skaters, including HMFSC’s Novice, Junior and Senior Houstonettes synchronized teams.
