L - R: Erin Goodermote, Shiann Faluszczak, Julia Schepici, Brigham Logue, and Charlene Schermerhorn – missing from the pictures were members Courtney Luskin, Shane and Amanda Thrasher. The Regional 4-H Hippology contest was recently held at the Cornell Cooperative Extension (CCE) office of Albany County and coordinated by Schoharie CCE. Hippology is a competitive event that tests 4-H members’ horse industry knowledge through horse judging, a written exam, equipment identification and interactive stations on feeds, diseases, physiology, breeds and uses. This region encompasses 9 counties in the Capital District area. Thanks goes out to our Rensselaer County Coach Charlene Schermerhorn, as well as the many county and regional volunteers who assisted with the facilitation of the contest. Many practices and homework assignments were given throughout the spring getting members ready for the event. Rensselaer County members were on mixed and county teams and participated as Novice, Juniors and Seniors. Our novice members were Shane and Amanda Thrasher who participated in this event for the very first time. The Junior Team consisted of members-Shiann Faluszczak, Julia Schepici, Erin Goodermote and Brigham Logue. The team placed 1st with Erin placing 4th, Brigham 6th and Shiann 8th individually. Rensselaer County Senior members Courtney Luskin played on a combined senior team which placed first. Other Senior Team members were Kassie Hetherly of Albany County, Connor Bryant of Saratoga County and Jennifer Van Alpen of Columbia County. Individually, Courtney placed 1st, Connor 2nd, Kassie 3rd and Jennifer 4th. All 4 juniors and senior members have qualified to represent the region at the State Hippology Contest which will be held at the State Fair at the end of August. This event allows a great venue for challenging youth to sharpen their teamwork skills as well as their Horse Industry knowledge. Another benefit to the event is providing an environment where youth from different counties can get to know each other and start developing life-long networks. Thanks one more time to our coach, parents and volunteers who made practices and contest possible. For information about this and other 4-H Programs, contact your Cornell Cooperative Extension office. CCE is an Equal Opportunity Employer and Programmer.

“FACTORS LEADING TO THE AMERICAN CIVIL WAR” by Ken Miller

RENSS. CO. PERMIT RECORDS TO BE SEALED UNTIL NYS REFORMS SAFE ACT Rensselaer County Clerk Frank J. Merola is calling on his fellow county clerks to seal all pistol permit records in their offices until New York State provides a blueprint and the necessary funding to clerks to investigate and process the Public Records Exemption form submitted by those permit holders not wishing their records divulged publicly. “Once again, New York State is hitting the counties with an unfunded mandate in the disguise of ‘public policy’.” Mr. Merola said, “In their zeal to be at the head of the class in gun control, the Governor and the State Police seemed to forget how County Clerks were supposed to handle the huge amounts of forms that have come into their offices. I neither have the staff or he funding available to deal with these forms, so the easiest thing for me to do is to seal all Rensselaer County pistol records until the State comes up with a guideline and the money to deal with these exemption forms.” The Governor and State police have been vague as to the processing and investigation of the FOIL exemption forms allowable under the SAFE act. County Clerks originally thought the forms were to be submitted, investigated and processed by the State Police only to be told that it was to be their responsibility as the Record holders. The Rensselaer County Clerk’s office does not have the manpower or funding available to investigate and process the close to 2000 forms that have come into the office. As a result, Mr. Merola has decided to seal all pistol permit records in Rensselaer County and is calling on his fellow County Clerks to do the same. “I am not going to ask the County Executive and legislature for additional manpower and funding just to do the job that the State Police should be doing.” Mr. Merola said, “Sealing permit records provides privacy for all permit holders from needless public intrusion and this is the way Rensselaer County will be going. I call on my fellow clerks to join with me in sealing all their records and not unduly burden their county taxpayers with the costs of an unfunded mandate.” County Clerk Merola also encourages all permit holders who have not done so to submit their exemption requests to the County Clerks office, 105 Third Street, Troy, NY 12180.

The meeting, which is free and open to the public, is sponsored by the Pittstown Historical Society.

LOCAL COLLEGE GRADUATES RECEIVE A DIGITAL DIPLOMA for the FACEBOOK AGE When local students graduated from college this month, they didn’t just receive a traditional paper diploma. Many also received a digital version from their colleges, in the form of a badge on a personalized Merit page. Almost 500 colleges across the country are making sure that new graduates have a validated online showcase of their college achievements on meritpages.com. Local residents are among the two millions students whose accomplishments, ranging from making the dean’s list to studying abroad to graduating, were verified with digital badges by their colleges. Some local students earning badges include: Connor Gannon of Johnsonville, who graduated from Herkimer County Community College. Shannon Gardner of Nassau, who graduated from SUNY Oswego. Ali Stewart of West Sand Lake, who graduated from SUNY Oswego. The badges are not only a way for students to share their achievements with friends and family on Facebook, Twitter, and other social networks, but they automatically build a professional online presence — and that’s critical in making students more attractive to potential employers.

MEROLA: GOVERNOR NEEDS TO GET FACTS STRAIGHT ON SAFE ACT Rensselaer County Clerk Frank J. Merola is taking exception to comments Governor Cuomo made regarding County Clerk’s handling of the exemption form section of the controversial SAFE. The Governor in his statement implied that any Clerk not agreeing with his position on the SAFE act is not “following the law”. “New York State doesn’t need another “shoot from the hip” Governor who speaks before examining all the facts.” Mr. Merola said, “The Governor shouldn’t tell me or any other County Clerk what to do and how to do our jobs. More importantly, he should examine his own law. There is no timetable involved for clerks to process these forms that I know of. I am perfectly willing to follow the law, but I have other priorities in my office that command my staff’s immediate attention.” The main point of contention is the unfunded mandate portion of the SAFE act that passes investigative and administration responsibilities of these permit exemption forms, which would exclude a pistol permit holder from any list produced as a result of a FOIL request down to County record holders, such as Clerks, who have neither staff or money allocated in their budgets to accomplish this task. Under the SAFE act, all state level pistol records are sealed, although the State inexplicably refused to seal all county records. “The Governor would have saved a lot of work for all County Clerks if he had been consistent and sealed the county as well as the State records.” Mr. Merola said, “Who is going to handle the lawsuit that may arise if we release one record that should have been exempted, but was missed due to lack of manpower and funding. I have no problem following the SAFE act provisions, but if the Governor wants the Clerks to be his enforcement agents, he should provide adequate guidance, funding and staffing to aid enforcement. Until this happens, county pistol record, will remain sealed.”

IF YOU CARE, LEAVE IT THERE New Yorkers should keep their distance and not disturb newborn fawns or other young wildlife as many animals are in the peak season for giving birth, the New York State Department of Environmental Conservation (DEC) cautioned. It is not unusual to see a young bird crouched in the yard or a young rabbit in the flower garden, both apparently abandoned. Finding a fawn deer lying by itself is also fairly common. Many people assume that young wildlife found alone are helpless and need assistance for their survival, however, in nearly all cases this is a mistake and typically human interaction does more damage than good. Those that see a fawn or other newborn wildlife should enjoy their encounter but keep it brief, maintain some distance and do not attempt to touch the animal. Often, wild animal parents stay away from their young when people are near. For all of these young animals, the perils of survival are a natural part of life in the wild. For more information visit the DEC website at: www.dec.ny.gov/ animals/6956.html.

purrfect kitty of the month I’m Woofie, a 7 year old male kitty, and I’m looking for a good home. I have a lot of love and affection to give in return, so it will be a good deal for both of us! I’m quite friendly & I come looking for attention. Also, I’m a very fluffy guy. I have long black hair that I like to have brushed. I am considered a “special needs kitty” by our group as I have FIV, which is Feline Immunodeficiency Virus. I am friendly with other kitties, but I should only go to a home solo or with other FIV cats. But, please don’t let my condition stop you from checking me out! I would so love to have a home! As with all Purrfect Companion kitties, Woofie is up-to-date on routine shots, house trained and neutered or spayed. For more information on Woofie, please contact the following Purrfect Companions’ representative: Maryann at 331-2221 or at kitties.purrfectcompanions@yahoo.com. Please use this phone number ONLY for adoption purposes! Purrfect Companions is a non-profit, all volunteer rescue organization. We are always looking for good volunteers to help with the kitties or assist at our adoption clinics. If you’d like to donate a little time to these worthy animals, please give us a call at 463-8709. Our adoption clinics are held 12:30-4:00 most Saturdays and Sundays at Petco, Northway Mall, Albany NY. Stop by and see some of our other kitties! We may have one that is just “PURRFECT” for you!

RENEW, THE GREEN VBS St Timothy’s VBS, August 5-9, 8:30 AM to 12:30 PM, Grow in Faith, have fun, change the world. If you were to ask any gardener, they’d tell you that good soil seldom just happens. It is the result of a gardener’s hard work, weeds are pulled by hand, rocks and stones are picked out, and hard dirt is tilled to create easy passageways for the root system. So how does God do this when the seed of Love, whose name is Jesus, is planted in us? One of God’s favorite gardening techniques is telling parables. This summer at VBS, the children will dig into the story about the Sower and the Seed and watch the gardening God at work! (Matthew 13:1-15) Each day the children will hear part of the story and engage in songs, crafts, games, hands-on experiments and planting to emphasize the theme of the day. Even our daily snacks are theme coordinated. Make plans now to register your children for five days of wonderful fun. The fee per child is just $20.00. Call 326-5276 and leave a message, your call will be returned. Registration closes 7/15/13.
