TUESDAYS AT NOON CONCERT SERIES Renowned pianist, composer, and jazz stylist Lee Shaw returns to St. Paul’s Church, Third and State Streets in Downtown Troy, to conclude this year’s Tuesdays at Noon series on May 20th at 12 Noon. Downbeat described her style as, “Strong muscular piano on the one hand, and whimsical, delicate piano on the other . . . a two-handed player.” A youthful octogenarian who has more energy, passion, and intellectual curiosity than many people a fraction of her age, Lee Shaw has had her own swinging, acoustic jazz piano trio for more than 40 years, during which time she performed in numerous clubs, concerts, and festivals in the United States and Europe. You are welcome to bring your lunch. The church is handicapped accessible. For information, contact 783-7286 or 273-3542. The series of 45-minute free concerts will resume on October 21. As legislative representatives of District 3, including the towns of Brunswick, Pittstown and Schaghticoke, we are happy to provide our constituents with a report on actions taken at the April 8, 2014 legislative meeting. We are happy to report to District 3 residents good news on county finances. Rensselaer County has been one of several counties that has stayed within the state tax cap, and also earned very positive fiscal ratings. As legislators, we work to maximize every taxpayer dollar and pursue all reasonable savings. The Legislature does its part by keeping spending under budget, with the legislative budget coming under budget in 2013 by $46,000. Legislators voted at the April meeting to transfer that savings to the Taxpayer Protection Fund, which has been utilized in recent years to protect needed services and reduce tax increases. Along with the savings by the Legislature, days following the meeting the county was informed the county’s bond rating was being raised to the AA level. The upgrade of the county’s already strong bond rating noted the effective fiscal management by County Executive Jimino. We are particularly proud of the Legislature’s role in supporting fiscal policies that result in an upgrade of the bond rating during a difficult economic recession. In 2010, the Legislature generated a savings of $900,000 from a re-bid of the county insurance contract. At the April 8 legislative meeting, the Legislature entered into an agreement with Compass Company Consultants to serve as consultant on the new contract. Compass served as consultant on the 2010 agreement. The Legislature voted to appoint District 3 resident Jacqueline Stellone to the Capital District Regional Planning Commission. The Legislature will be co-sponsoring an electronics recycling event on May 10 from 9:30 a.m. to 2 p.m. at the Rensselaer Technology Park in North Greenbush. A wide variety of appliances, computers and electronic items can be recycled for free at the event. After leading Cornell Cooperative Extension of Rensselaer County over a three decade period, David Hawley is retiring as Extension director to work with the state. We thanked Dave for his service to Extension and to county residents. The next meeting of the Rensselaer County Legislature is Tuesday, May 13, 2014. Residents are welcome to contact us at the legislative offices by writing to the Rensselaer County Legislature, 1600 7th Avenue, Troy, NY 12180 or by e-mailing us via the official legislative website at www.rensselaercounty.org.

BRITTONKILL BOE SCHOOL BUDGET & BOARD ELECTION VOTE On behalf of the Brittonkill Board of Education, I’d like to remind all residents in the school district that the school budget and board election vote is Tuesday, May 20. This year, the Board is proposing a $21,730,716 budget— requiring a 1.82% tax levy increase—which will allow us to continue our already-existing programs, as well as increase our high school counseling services (from 1.6 to 2.0 FTE), add middle school clubs, add $10,000 to our sports program, assign $100,000 for much-needed capital improvements, obligate $30,000 for architectural services to investigate a future capital project, purchase a 28-passenger school bus, and add two new courses, AP Literature & Composition and Film in American Society. Most of the increases restore services that were cut during the recent recession. Because we proposed a tax increase that is under the tax cap, if you are STAR eligible you will receive a rebate from the State in the amount of your tax increase. In essence, the tax increase this year should cost you nothing. It’s important to note that the proposed budget is lower than it was in 2009. This is the first year we have not had to make reductions in staff or spending since 2008. The Board also has two propositions on the ballot for your consideration. The first is a request to create a Capital Reserve Fund. This fund would allow the district to save budget leftovers to help finance a future capital project; this will reduce the amount we will have to bond for the next capital project and is a fiscally prudent way to plan for future work. The second proposition is to create a seat for a non-voting student member on the Board. The student would not be able to attend executive sessions and could not vote. Both measures require voter approval. The budget vote is on Tuesday, May 20 in the Tamarac Multipurpose Gym. Polls are open from 8 a.m. until 8 p.m. Find out more by going to http://brittonkill.k12.ny.us. We hope to see you there. On behalf of the Board of Education, Matt Wade, Board President

APCSD BUDGET VOTE Letter to the Editor: On May 20, the Averill Park Central School District community will vote on the 2014-2015 budget. There are three areas on which to vote. The budget, which keeps the tax increase at the tax levy cap of 2.02%, has no reductions in staff or program, the first such budget since 2008-2009. The second area is a bus referendum, which will permit the district to replace 8 buses at no additional cost to the local taxpayer. Finally, there are two available seats on the Board of Education. The vote on the budget, the bus purchase and Board candidates runs from 7:00 AM until 9:00 PM in the auxiliary gym in Averill Park High School. As in the past, we will ask all voters to participate in an exit survey. We encourage you to come and vote! ~ Sincerely, Jim Hoffman - Superintendent of Schools
