As legislative representatives of District 3, including the towns of Brunswick, Pittstown and Schaghticoke, we are happy to provide our constituents with a report on actions taken at the December 13, 2016 legislative meeting. December is one of the Legislature’s busiest months. In addition to the December 13 meeting, legislators met December 1 to adopt the 2017 county budget. We are proud the budget is the sixth consecutive budget under the tax cap. Rensselaer County is one of a handful of counties with budgets under the tax cap since the cap was implemented. Along with remaining under the tax cap, the 2017 budget maintains needed services, and protects the county’s solid bond rating and fiscal position. As legislators, we supported using $300,000 in legislative savings to reduce a very modest tax increase, and to increase funding for road repair and improvement. At the December 13 meeting, we appointed Robert Loveridge as a representative of District 4. Bob served for years as Superintendent of the county correctional facility, and has been active in Kiwanis. Legislators met December 20 for a brief clean-up meeting to end 2016. We were very excited to see the county qualify for three more Farmland Protection programs. The program was started over a decade ago by Ken Herrington and has protected a total of 6,000 acres. In 2016, the county received funding to protect seven farms. The three new projects include the Copses Farm in Pittstown and Schaghticoke, Wager Farms in Poestenkill and Brunswick, and Schmidt Farm in Schaghticoke and Pittstown.We joined other legislators in donating personal funds to purchase a new refrigerator in the resident’s kitchen at the Van Rensselaer Manor. We also donated legislative funds to help the Youth Department purchase toys for Christmas. Our best wishes for a happy, safe and prosperous New Year. His film Guelwaar is about Africans, by Africans, shot on location in modern Africa. Guelwaar is the name of a district leader in Senegal who is dead at the beginning of the film. His family gathers; but then there’s a problem: his body disappears from the morgue. The Rensselaer County Legislature approved the 2017 budget at a special meeting Thursday, with the budget the sixth consecutive spending plan to stay under the state tax cap, Chair of the Legislature Stan Brownell announced. The budget was approved unanimously with legislators on both sides of the political aisle voicing support for the budget and the fact the budget stayed under the tax cap. The vote was 17-0. Rensselaer County is one of a handful of counties to have every budget under the state tax cap since the cap was enacted six years ago. The county has navigated a sluggish economy, increased state and federal mandates and higher costs in other areas in recent years. “Rensselaer County can be proud that we have stayed under the tax cap for six consecutive years, thanks to careful management and an emphasis on doing more with less. That is good news for our taxpayers,” said Brownell. The Legislature voted to utilize $350,000 in legislative savings to focus on key areas in the budget. The Legislature directed $100,000 to be used to reduce taxes from 0.8 percent to 0.6 percent. An additional $200,000 will help expand road repair and improvement, and a remaining $50,000 assigned to a shared services fund. “These funds come from savings and careful budgeting in the legislative offices in recent years, and we are proud to be able to contribute to protect taxpayers and improve roads,” said Vice Chair of the Legislature Alex Shannon. “We recognize how important a quality road network is for our residents and businesses and want to do even more to improve this service in 2017,” said Majority Leader Ken Herrington. The 2017 budget will also maintain needed county services, and also protect the county’s strong bond rating and series of independent audits earned in recent years, said Vice Chair of the Legislature for Finance Phil Danaher. “This is a solid budget, and a budget that will help encourage future investment and job creation in Rensselaer County,” said Danaher.

WILDLIFE TRACKING AND FIRE BY FRICTION Start your new year off right by learning new outdoor living skills. The Dyken Pond Environmental Education Center will offer two outdoor trainings in January. David Muska from Ondatra Adventures will be teaching a Fire by Friction class on January 14 from 1-4 pm. In this class you will learn time-tested techniques to starting fire with friction. Participants will build their own friction kits to take home. Popular each year, three wildlife tracking sessions are offered by Alcott Smith, nationally recognized tracker, naturalist and veterinarian. Options are: Saturday, January 21, from 9am-12pm and/or 1pm-4pm; and Sunday, January 22, from 9am– 4pm. Sign up for one or all three sessions. In past programs, we have followed tracks to a porcupine in its den, found kill sites and have found deer and coyote beds recently used for sleep. This will be a six-session program on how to understand Shakespeare’s plays. Week one, we will discuss some important keys to reading Shakespeare’s plays and to the specific play under scrutiny. Then in the following five weeks, we will discuss Shakespeare’s great history play Henry IV Part 1, one act at a time. This program will allow the participants to put Henry IV in a variety of contexts, such as its relationship to his other history plays and to the modern existential world. The Averill Park School District has begun the process of registering boys and girls for the 2017-2018 Kindergarten Classes. BRITTONKILL SCHOOL DISTRICT KINDERGARTEN CENSUS The Brittonkill Central School District is currently updating census information for those children residing in the district who will be eligible for Kindergarten for the 2017- 2018 school year. FINANCIAL AID GRANT for JUNE 2017 TAMARAC HIGH SCHOOL GRADUATES The Finance Committee of the Center Brunswick United Methodist Church announced that it will award $1000 to a student to be selected from the Tamarac High School Class of 2017. The money may be used for any type of expenses related to further education. Students do not have to belong to this Church or any other church or religion to be eligible for this award. Interested students must apply for this award no later than April 1, 2017. Application forms can be obtained from the school’s guidance department or directly from the Church. This award is given in memory of Harold and Mabel Keyes, whose last will and testament created the trust that provides the funding for it. Harold and Mabel were prominent members of the Center Brunswick United Methodist Church for many years. Mabel taught in the Brunswick schools that preceded Tamarac, and continued teaching Sunday School for many years after she retired. Through this award, her love of helping young people learn and grow will continue to reach the youth of our community. STUDENTS ELECTED TO STUDENT SENATE LEADERSHIP at HVCC Several students were elected to leadership roles in the Hudson Valley Community College Student Senate recently. Daniel Kusky of Averill Park, was elected as Treasurer. Kusky is studying in the Individual Studies academic program. Stephen Pelletier of Petersburg, was elected as Vice President. Pelletier is studying in the Liberal Arts and Science: Humanities and Social Science academic program. Manik Elahi Shibata of Troy, was elected as Secretary and Member of the Board of Trustees. Shibata is studying in the Computer Information Systems academic program. The Student Senate promotes and coordinates student activities, authorizes the establishment of new clubs, and promotes students’ interests on campus. It also assists with a budget that supports the college’s extracurricular program of more than 50 different clubs. The Student Senate is led by a president, vice president, secretary and treasurer, and senators and officers are elected every year by the student body. In any given year, the Senate has openings for freshmen and seniors representing all four academic schools on campus. Students also elect a freshman class president and senior class president.

GRAFTON LAKES STATE PARK TO HOLD 32nd ANNUAL WINTER FESTIVAL Grafton Lakes State Park and the Friends of Grafton Lakes State Park will host the 32nd Annual Winter Festival on Saturday, January 28, 2017. The Winter Fest will feature outdoor events along with indoor exhibits, food vendors, and family-friendly recreational activities. The event is free of charge and runs from 10:00 AM-4:00 PM. Adults can join in a guided snowshoe or cross country ski outing, or borrow snowshoes for a free demo around the park. For the kids, Winter Fest offers its popular snow bowling hill, snowshoe races and a snowball toss, as well as rides with the charming Northland Newfoundlands. Other outdoor offerings this year include free snowmobile rides, a skating rink on Long Pond, and an ice hockey tournament on Mill Pond and a Polar Plunge (call park for pre-registration information for these events: 518279-1155). Visitors who need to warm up can escape the cold by stopping inside to enjoy indoor exhibits, live animal presentation and refreshments. TAKE THE PLUNGE! Registration Open for Polar Plunge at Grafton Lakes State Park Registrations are now being accepted for participants in the Polar Plunge at Grafton Lakes State Park. The Winter Fest is in its 32nd year with events occurring all day on Saturday, January 28, 2017. The plunge happens promptly at 1:00 with check-in beginning at noon by Long Pond beach. Participants will take turns jumping into the frigid water while the New York State Police Ice Dive team provides safety. Spectators are welcome and provide a nice wind block for the event. The Friends of Grafton Lakes State Park will provide a fun prize for Silliest Costume, but come in whatever “swim attire” you like. The Plunge will once again this year raise funds for the food pantry of Our Lady of the Snow Parish. Your participation will help provide food to families in need in the New Year. This event is open to the first 50 people who pre-register. The fee is $20 and includes a t-shirt. Heated changing areas are available nearby, but bring warm clothes for before and immediately after.
