On Tuesday, May 15 from 7 a.m. to 9 p.m. in the High School Auxiliary Gym, Averill Park (AP) residents will vote on a proposed $53,519,565 budget for the 2012-2013 school year. The proposal decreases spending by $1,524,753, or 2.77%, from the current year – the third consecutive year of budget decreases and represents a 3.95% increase on the tax levy. How is a 3.95% tax levy possible? The Tax Levy Cap (TLC) has been referred to as a “2% tax capâ€?. The law actually requires an eight-step formula to determine how much a district can increase their TLC. For AP, 3.95% is within the “capâ€?. How did the district develop this budget? The district sought community feedback/suggestions through a series of budget forums. Ideas and opinions expressed in these forums, along with 1,404 online survey responses, helped shape the proposed budget. What is so challenging with this year’s budget? • State Aid decrease to $16,689,258 * Includes Gap Elimination Adjustment – three year total of $10.8 million * Equal to 2002-2003 level • The conclusion of $1.1 million in Federal Job Restoration Funds • The judicious draw down of $8.5 million of fund balance and reserve funds over the past 5+ years resulting in an average tax levy increase of 2.67%. What are specifics in the proposed budget? Eliminates: 34.4 positions – 2 Administrative, 22 Instructional, 9.9 Non-Instructional and 0.5 Related Service Positions; for a 3 year total of 80+ positions. Preserves: Full-day Kindergarten, Transportation, School Nurses, Substance Abuse Counselors, Music (gr. 1-8), Art (gr. 1-8), Advanced Placement courses, many Electives and Languages other than English classes, Junior Varsity and Varsity sports, and Technology classes. What has the district done to reduce costs or rethink operations? Over the past 3 years significant savings have been realized in areas such as: • Cooperative Bidding/Shared Services • Health Insurance Changes • Building Consolidation • Early Retirement Incentives for Staff • Energy Efficiencies • Transportation Optimization. PUBLIC NOTICE Notice of Adoption of Resolution & Order - Authorizing Increase Of Maximum Expenditure - For Town of Nassau Sewer District No.1 Subject to Permissive Referendum PLEASE TAKE NOTICE that the Town Board of the Town of Nassau, after a duly held public hearing, adopted a resolution and order that authorized an increase of the maximum amount to be expended for sewer improvements proposed for Town of Nassau Sewer District No. 1. In the resolution and order, the Town Board determined that it was in the public interest to authorize such increase from $2,720,000 to $3,500,000 based on an amended Map, Plan and Report that provides an updated estimate of construction costs for installation of the proposed sewer improvements for Sewer District No. 1. In said resolution and order, the Town Board also authorized modification of the proposed method of financing from a combination of grants and/or loans to only a 0% 30-year loan from the Clean Water State Revolving Fund (CWSRF) administered by the Environmental Facilities Corporation due to the unavailability of grant funding for the proposed sewer improvements. As a necessary consequence of the increased construction costs, the unavailability of grant funding, and an increase in Rensselaer County annual sewer district charges, the estimated annual cost to the typical property in the District (a one-family home) has been raised from $731.20 to $1,168 in the first year in which debt repayment, operation and maintenance charges are to be paid (estimated cost for an unimproved property is now $584.00; for a two-family home it is now $2,336.00). PLEASE TAKE FURTHER NOTICE that the aforesaid resolution and order, adopted on April 25, 2012, is subject to a permissive referendum and will not take effect for 30 days or until a referendum is held in the event the requisite number of petitions subscribed and acknowledged by owners of properties located within Sewer District No.1 requesting that the resolution be submitted to a referendum of all property owners within said District are submitted to Town Clerk within 30 days of the date of the adoption of said resolution. A copy of the above-described resolution and order, amended Map, Plan, and Report, and form petitions are available at the Town Hall, 29 Church Street, Nassau and on the Town website at Dated: April 27, 2012 By Order of the Town Board Town of Nassau Sandra L. Rings, Town Clerk

Adopt A Pet... Pet of the Week What A Handsome Boy! BUDDY: Lab / Shepard mix (we know mom was a lab mix). Ten years young. Buddy was one of the pups of "Keeper" the dog who was the reason for Keeper Rescue being formed ! He was returned to rescue after almost 8 years because his family had to move due to job loss and could not take Buddy. We have had him back in rescue 2 1/2 years now !!..His vet work is all current and he appears to be very healthy and a young 10 years old ! He loves to go for walks and to McDonald's for a burger. He has a quirky, fun personality and is well behaved. He is not good with other animals so he needs a home where he is the only pet. He is a bit shy at first with people but after a cookie and a hand shake he's fine. He is a runner so we need a home where he will not be able to take off. A calmer home is for him. One of our volunteers has been taking him out on Sunday's for a ride, walk and burger and thinks that he is a GREAT dog !! If you want a sweet older man in your life Buddy might just be the one. He is a great boy and deserves a home !!Â

TROY PUBLIC LIBRARY WITH TRANSITION TROY The Troy Public Library and Transition Troy are pleased to announce the showing of “The End of Suburbia: Oil Depletion and the Collapse of the American Dream” on Thursday, May 31st, at 5:30 p.m. at the Main Library. “Since World War II, North Americans have invested much of their newfound wealth in suburbia. It has promised a sense of space, affordability, family life and upward mobility. As the population of suburban sprawl has exploded in the past 50 years, so too has the suburban way of life become embedded in the American consciousness.” (Description from Transition Troy is a collaboration of residents committed to leading our city into and through this period of social and technological transformation. This program is free and open to the public, but please call the library at 274-7071 to register. Troy Public Library is located at 100 Second Street, Troy.

Rensselaer County Sheriff Jack Mahar and Joanne Malpass at West Sand Lake Fire House for National Drug Take Back Day. The Rensselaer County Sheriff’s Office collected 168 pounds of unused and unwanted prescription drugs during Saturday’s event at the West Sand Lake Fire Company on Route 43. Sheriff Mahar is calling National Drug Take Back Day a success. It was the third time the Sheriff’s Office participated in this national program. Organized by the Drug Enforcement Administration (DEA), the event invited the public to drop off unused drugs to be disposed of safely — no questions asked. The Program was created by the DEA for the purpose of providing a safe means for the public to dispose of their unused, unwanted or expired prescription drugs. This year 661 pounds of unwanted medications were retrieved by 564 people in Rensselaer County alone. “Not only does the program reduce the risk of prescription drug abuse and the risk of accidental overdose by small children, by participating in this program you will also have a positive impact on our environment”, says Mahar. “Flushing medicine down the toilet or throwing drugs in the trash can pose health hazards by seeping into water systems.” The drop off site accepted all medications including liquids as long as they were in a sealed container. All medications collected were brought to the DEA for destruction.

SAND LAKE CENTER FOR THE ARTS EXHIBITS WATERCOLORS OF LIZ MCGEE The watercolors of Connecticut artist Lizbeth McGee grace the Sand Lake Center for the Arts gallery from May 15 thru June 30. The delicate renderings of the objects of the real world are transformed by the artist’s sensitivity. McGee refers to the creative process; “When I scan the world of creation, it is a luminous watercolor filled with endless glazed nuances…the interaction of color, shadows and composition…I begin to paint the watercolor in my mind; I determine what paint mixture would make that sparkling color, what brush would make that texture.” The gallery is open on Wed. and Fri. from 10 - 12noon, by appt. and during regularly scheduled events. Call 518-674-2007 or visit for more information. The Center is located at 2880 NY 43, Averill Park.
