WELCOME The PSA has worked tirelessly over the past 12 months to achieve the best possible employment conditions for members through strong enterprise bargaining; offering improved member benefits and services; and providing members with new opportunities.

In what has been a busy year of firsts, we launched the Young Member Working Group, built the Women’s Action Network to over 200 members, delivered a new and improved member benefits program – PSA Plus, held larger events and conferences including a special election forum, achieved many individual and group wins for members, and modernised the Salaried Enterprise Agreement.

We are also excited to announce that members will have access in 2019 to a new and improved PSA website which will provide members greater access to materials and resources.

UNVEILING OUR GOVERNMENTS AGENDA

Well, by now we are aware of at least part of our new government’s agenda.

Outsourcing, privatising, commercialising, and discarding essential services and thousands of jobs.

The “what can we privatise now factory” is hard at work.

Sadly, this is the time many workers come to the realisation that despite all the platitudes given to public sector workers by both sides of politics about how important and valued they are, the reality is very different.

We are treated as just numbers, referred to as FTEs, and every FTE is a cost.

It is true that some of the job cuts had been proposed by the previous government. The new government added to those cuts already announced and then cut even more. To add insult to injury they went down the privatisation path as quickly as possible.

The government did admit there had been no independent analysis of the decision to privatise the Adelaide Remand Centre. How can the public interest be served without analysis, without scrutiny and under a dark veil of secrecy?

The PSA will stand strong and campaign for the kind of public sector a civilised community requires. A public sector which promotes community safety, security and equitable access to high quality public services.

The now Premier directly told hundreds of PSA members in the PSA pre-election open forum in February that the Liberals “have no privatisation agenda”.

A strong public sector delivering high quality services requires respectful industrial arrangements for those who provide those services.

We now know there is a widespread privatisation agenda ranging from Financial Counsellors in Child Protection, SA Pathology, SA Medical Imaging, parts of DEW, and the Adelaide Remand Centre, with others flagged.

Our main salaried enterprise agreement contains strong protections covering situations of service and job cuts. With negotiations for a new agreement due to start mid next year we will need to be strong and active in order to maintain the protections we, and previous generations of PSA members, fought so hard to achieve.

Unions, community groups and individuals are entitled to do everything possible to hold government to account.

I attended an estimates hearing in Parliament House hoping to hear a rationale for the cuts and privatisations.

There was none. The government banged on about decisions being made in the public interest.

However the public interest was never clearly defined. We say the public interest is best served by a strong, vital and well resourced public sector. www.cpsu.asn.au

Last year, I wrote to all PSA members encouraging you to get involved with enterprise bargaining to ensure that we achieved a strong agreement with the best possible employment conditions and protections for public sector workers.

We achieved this together through robust member support and consistent and continuous member activities.

these cuts will inevitably have on South Australians in both the short and longterm.

Now we face a new challenge of a new government that has demonstrated a disrespect for public sector workers and which devalues the essential work public servants do for the community.

We need every PSA member to stand together against these service cuts and privatisations as this attack will be the thin edge of the wedge. It is a sound indicator of what is certain to come.

information on how to join. Talk to your family, friends and neighbours about the importance of essential public services and why these services should remain in public hands.

A message from the Assistant General Secretary

STAND UP AGAINST SERVICE CUTS AND PRIVATISATION IN SA

There can now be no doubt about the agenda of the Marshall Government and the gravity of the challenge before us. But as PSA members have proven time and time again, there is no challenge too great to overcome when we unite together for a common cause.

The campaign activities we have undertaken to date as part of our SA Not for Sale campaign have laid the necessary groundwork for us to build our fight against the public sector cuts and privatisation.

Throughout 2018 we launched a digital campaign with a new website sanotforsale.com.au and a very successful social media push highlighting the essential work PSA members do for our community.

We have circulated petitions, postcards, badges, posters and flyers to educate South Australians on the value of the public sector. We have held rallies, meetings, forums, featured numerous articles in print media, TV and radio to fight the threats of privatisation and advocate for better resourcing of our public sector.

In a historic first, we also held a special pre-election forum in February attended by former Labor leader and Premier Jay Weatherill, Liberal leader Steven Marshall, SA Best candidate Nick Xenophon and SA Greens candidate Tammy Franks.

PSA members had the opportunity to directly question these politicians and sought their parties’ commitments on stopping privatisation and ensuring that the public sector has the resources required to continue to serve the community at the highest possible standard.

Fast forward only a few months and the Government has already put out a tender to privatise the Adelaide Remand Centre - a high security prison in the middle of our CBD - which would make our remand centre the only privatised remand centre in Australia.

The Government has also already issued threats of privatisation to our members in SA Pathology and SA Medical Imaging, and has established a “Commercial and Economics Unit” to look for other potential targets for privatisation.

These privatisation threats come on top of thousands of public sector job cuts included as part of September’s State Budget. The Budget foreshadowed the closure of seven TAFE campuses, which will have a severe impact on training and education available to South Australians and will reduce the future capacity of our State.

The closure of three Service SA centres will reduce access to services for many and is a direct attack on the most vulnerable in our community who are the highest users of face-to-face services, as

are the severe cuts to the Legal Services Commission.

The Government has also abolished the Financial Wellbeing Program that offers early intervention and support for our State’s most at-risk children and families.

Cutting this program is a direct contradiction of recommendations from the Nyland Royal Commission.

PSA members must remain united and strong.

We will continue to campaign towards a well-resourced public sector which provides equitable, affordable and accessible services to all South Australians and where our members are respected and valued.

Speak to your local PSA Worksite Representative or your PSA Organiser about the next steps for you and your colleagues to get involved, to stand up against service cuts and privatisation in SA, and join the fight for a better future for all PSA members and the communities we serve.

During that forum in front of hundreds of people, the now Premier Steven Marshall stated on behalf of his party that “we don’t have a privatisation agenda”.

STATE BUDGET CUTS AND PRIVATISATIONS The September State Budget included cuts to services and privatisations that are not in the public interest and which will undeniably disadvantage the South Australian community. This Budget has been a direct attack on essential public services and the hard-working public servants who deliver them. It will disproportionately harm our community’s most vulnerable.

The Treasurer stated when delivering the Budget that it “unashamedly is directed towards this reform agenda to create jobs, lower costs for struggling families and provide better services for all”.

However it appears to do the exact opposite. This Budget reduces jobs, will create more struggles for families and reduces services for all.

The government had a clear choice in what they chose to fund and what not to fund.

By choosing not to invest in our public sector, they have clearly demonstrated that the wellbeing and sustainability of our community – through a strong well resourced public sector - is not a priority for them. This Budget is a measure of the respect this government holds for the public sector.

The most fundamental role of a government is to ensure the community has equitable access to the services they need. Public services should be accessible, affordable, and importantly equitable, for all South Australians.

The following cuts and privatisations announced in the Budget represent a

direct attack on our essential community services: • Privatisation of the Adelaide Remand Centre.

• Closure of seven TAFE campuses including Port Adelaide and Urrbrae.

• Closure of three Service SA centres – Modbury, Prospect and Mitcham.

• Threats to privatise SA Pathology and SA Medical Imaging.

• Privatising the Child Protection Financial Wellbeing Counsellors program cutting 59 positions.

• Job cuts of approximately 1,700 FTE though the allocation of $150m for TVSPs from general revenue.

• A further 2,300 FTE equivalent job cuts through agency savings.

• Substantial cuts to Education with 200 FTE cut from head office.

• Significant cuts to Environment with 110 FTE.

• Huge cuts to Treasury and Finance with 600 plus FTE cut.

• Significant budget and staffing cuts to the Arts.

• Significant budget and staffing cuts to Legal Services Commission including the closure of the Mount Barker Legal Services Commission Office.

The PSA immediately responded to this attack on essential public services with a successful mass rally held on the steps of Parliament House. ACTU Secretary Sally McManus re-affirmed for those present at the rally what privatisation really means for the community.

“...(privatisation) has cost the public more money as governments have had to buy back failed privatisations. It has not delivered, because there is only one group of people that private companies have to

deliver for and that’s their shareholders.

Not us, not you and me, usually people overseas, usually people at the top, shareholders. Because of that, because of that logic, the only way they can make money is by putting up prices, by cutting jobs, by cutting services. And who suffers? We suffer, ordinary people suffer, working people suffer, citizens suffer”.

The PSA will continue to stand up against these essential service cuts and privatisations.

Lowest income earners and the most vulnerable in our community are the most reliant on face-to-face essential public services. By cutting these essential services - like Financial Counsellors in Child Protection, and closing service centres in Service SA, TAFE SA, and Legal Services Commission - the Government has not just reduced access, but has diminished equitable access, to essential public services for all South Australians.

EB ROUNDUP The current South Australian Modern Public Sector Enterprise Agreement: Salaried 2017 (SAMPSEAS) is serving members well.

Our enterprise agreement consultation clauses are proving essential in an environment characterised by cuts and restructures.

Consultation simply means that PSA members are able to contribute to, and potentially influence, decisions that affect their working lives. The basic principle is that decisions are better if they are informed decisions. And what better way is there of being informed than including those directly involved in the work, and affected by the decisions?

Consultation is not a barrier to introducing change, as some would have it. Consultation, when done well, facilitates change and can ensure the successful introduction of change.

The new clauses specific to protection from unreasonable workloads are proving vital in the new environment of service and job cuts. Some agencies are simply implementing job cuts without consideration of resulting workload issues. However, SAMPSEAS Clause 15.2 requires that any proposed change must, as part of consultation, include an assessment of the potential impact on workloads and the measures proposed to manage those impacts.

The PSA has been active in working with members and Worksite Representatives to ensure members’ rights under the

respective consultation clauses are implemented.

Members will have seen the SAMPSEAS salary increases flow through from the first full pay period in October. The next pay rise is due in October next year. Salary increases after that will be subject to the outcomes of negotiations for a new agreement. Many members have also benefited from the ASO1 reclassification audit.

Our new SAMPSEAS clause for members’ rights to be represented is proving beneficial in ensuring, for example, that Worksite Representatives’ role in representing members in the workplace, and attending hearings in the South Australian Employment Tribunal (SAET) is respected; and that elected honorary office holders’ legitimate roles are respected and facilitated.

Nine reviews have been, or are being, undertaken under the terms of SAMPSEAS Clause 39.

Our nation leading SAMPSEAS clauses on Mental Health First Aid training and Domestic and Family Violence have attracted attention, appreciation and respect in many quarters – including from leading employer associations.

The PSA is currently negotiating a number of other enterprise agreements, including Education (covering SSOs); Parliament

House employees; University of SA and Flinders University; Adelaide Festival Centre; and Assistants to MPs. Where possible and relevant the PSA is seeking to have included in those agreements our achievements in SAMPSEAS. Enterprise agreements are fundamental to recognising respect in the employment relationship.

FINANCIAL COUNSELLORS AXED

IN STATE BUDGET

DESPITE COMMISSIONER NYLAND RECOMMENDATIONS The September State Budget decision to cut 59 Financial Counsellors who support at-risk young people comes despite the Nyland Royal Commission recommendations 158 and 159 to expand the services to manage post-care financial support.

The Child Protection Systems Royal Commission recommendations 158 and 159 proposes; 158 “Amend the Children’s Protection Act 1993 to require the Minister to provide or arrange assistance to care leavers aged between 18 and 25 years.

Assistance should specifically include the provision of information about services and resources; financial and other support to obtain housing,

education, training and employment; and access to legal advice and health care.”

159 “Expand financial counselling services to manage access to postcare financial support from the Agency provided in accordance with Recommendation 158.”

Financial Counsellors offer specialised and unique support to assist families to manage their financial situations where children are at risk of abuse or neglect.

This can include support for budgeting, seeking rent relief, housing, food relief, dealing with debt, working with Centrelink etc.

They are also vital in reuniting children and parents by ensuring a stable and secure financial base and safe housing in preparation for the child/ren’s return.

The service provided by Financial Counsellors is an important early intervention program that not only supports young people exiting state care, but provides them with sound financial knowledge to positively participate in the community, assists them to find work and housing, and also helps to access Government benefits.

It seems completely ill-considered to outsource or to privatise this service to NGOs, especially when the Child Protection Department is approximately 250 staff short and the child protection budget has grown.

Financial Counsellors provide a holistic approach where there is integration between them and social workers that allows an immediacy relevant to peoples needs.

The purpose of the Department for Child Protection must be to prevent abuse and neglect and minimise the number of children in care by strengthening families.

This cut is likely to result in an increase of children at risk, higher removal rates, fewer children returning to their families and more youth homelessness.

The PSA opposes these cuts and demands the Government reverse this decision. The PSA will continue to meet with affected members and campaign against this privatisation.

ASO1 TO ASO2

CLASSIFICATION AUDIT During the recent Enterprise Bargaining negotiations the PSA successfully negotiated the ASO1 Audit as a mechanism to address the large number of ASO1 staff across the Public Sector who are underclassified.

To date, 261 ASO1s have now been reclassified to ASO2 as a result of the classification audit.

South Australia Police (SAPOL) had the largest number of ASO1 staff in the public sector. With the audit of ASO1 positions in SAPOL now completed. The PSA is proud to report that 97.7% of ASO1s in SAPOL have been assessed to be working at a higher level and will be reclassified.

The PSA has worked closely with SAPOL to ensure the process was

undertaken correctly and the required timeline was met.

This is a massive win for members.

Congratulations to all PSA members who will now be appropriately remunerated for the level of work they are doing.

South Australian Modern Public Sector Enterprise Agreement: Salaried 2017 40. ASO1 CLASSIFICATION AUDIT 40.1 The employer commits to audit all ASO1 employees who have completed 12 months service at the ASO1 level as at the date of approval of this Enterprise Agreement in order to determine whether it is more appropriate that they should be classified at the ASO2 level.

CRITICAL QUESTIONS REMAIN UNANSWERED The Government’s announcement to privatise the Adelaide Remand Centre (ARC) has left critical questions unanswered as why this service has been selected and how this sell-off could possibly be in the best interest for the community.

To date neither Premier Steven Marshall, Treasurer Rob Lucas, Minister Corey Wingard nor Chief Executive (CE) David Brown have provided any relevant information supporting the decision to privatise the ARC. Key questions remain unanswered such as why the Adelaide Remand Centre was chosen over other institutions; what work was undertaken to establish the costs at each prison site used in that determination; how a private provider will offer the same levels of service that is currently provided at the ARC - including all health, social work, and close watch services; and what was factored into the

provision costs used to establish a basis for the privatisation.

Privatised prisons often run on minimal staff in an attempt to keep running costs down which results in increased safety risks to both prisoners and those correctional staff working in the prison environment which should be a huge concern for the community.

Correctional Officers take their workplace safety seriously and any decrease to the number of Correctional Officers at a prison, which is common in private prisons, puts workers and the community at higher risk.

All members should be on notice – privatisations, announced and threatened, are now on the agenda regardless of what is in the public interest.

At the time of printing, the PSA had lodged an application in the South Australian Employment Court, attended a compulsory conference, and attended a directions hearing.

The PSA will continue to keep members informed and will fight to keep SA prisons public.

DOMESTIC AND FAMILY VIOLENCE LEAVE The ACTU’s We Won’t Wait campaign is calling on all political parties to support 10 days paid domestic and family violence leave to be included in the Federal National Employment Standards.

Domestic and family violence leave in the South Australian Public Service has been available for some time in various forms. Advocated for by the PSA, with the Commissioner for Public Sector Employment pro-actively supporting and implementing measures to assist people experiencing domestic and family violence, the provisions available to South Australian Public Sector employees are well ahead of the national standards.

Workers in the Public Sector currently have access to 15 days special leave with pay when experiencing domestic and family violence in addition to all other forms of leave.

Domestic violence can happen to anyone.

800,000 women and 1 in 20 men will experience family or domestic violence this year.

In many cases, to escape a violent relationship you have to take time off work.

Many of the services that support women and their children are only available during business hours. Without paid leave, people experiencing violence simply do not have time or resources to find a new, safe, place.

Having economic independence and job security is critical to ensuring that any worker experiencing violence can take the steps they need to leave.

Employees need to know that their workplace is committed to supporting them through paid leave to speak out, seek help and take action if they are experiencing domestic violence.

Paid family and domestic violence leave will help save lives.

Like all industrial rights and entitlements, particularly when they are newly introduced, adjustments and improvements need to be made over time based on the real world application of the enabling industrial instruments and clauses.

of negotiations, which were eventually accepted by the Government, which put beyond doubt that the 15 Days Special Leave for Domestic and Family violence is a stand-alone form of leave (clause 14.2) and can be accessed prior to any other forms of leave at the discretion of the affected employee (clause 14.3).

These clauses were drafted by the PSA due to a deficiency in the Commissioner’s Determination (CD) 3.1 where the entitlement is contained as access to the leave was not written explicitly enough. Departments were using their own interpretations of CD 3.1 as to when employees could access the leave, generally incorrectly trying to require them to use their own annual leave and sick leave first.

Our amendments have made it clear of the order of precedence in accessing this form of leave and we now have a solid position should any disputation occur and an appeal be required.

For clarity, members employed under the South Australian Modern Public Sector Enterprise Agreement: Salaried 2017 can access 15 days special leave with

ON ROLLING CONTRACTS? pay when experiencing domestic and family violence without having to expend any other form of leave first. The clauses in the enterprise agreement provide the operational distinction between the granting of this leave and all other forms of Voluntary Flexible Working Arrangements.

Further to successfully gaining clarity on the leave entitlement, the PSA was successful in negotiating clauses which protect workers experiencing domestic and family violence with respect to their performance and conduct. These clauses recognise and include consideration that experiencing domestic and family violence may have an adverse effect on an employee’s workplace performance or conduct.

We believe that these clauses (Clauses 14.5, 14.6 and 14.7) are the first of their kind in an enterprise agreement in Australia.

These clauses deal with a common issue where employee performance or conduct is adversely impacted as a result of an employee experiencing Domestic and Family Violence, and obligates the employer to take this into account in assessing any workplace performance or conduct.

Often the case is that the domestic and family violence an employee is experiencing only becomes evident after an issue regarding workplace performance or conduct is raised. The clause also assists affected members as it allows disclosure of experiencing DV to a single source, rather than having to retell their story over and over to many sources.

This will significantly reduce the need for members to explain their situation more than is absolutely necessary.

Our expectation is that members will benefit greatly from these clauses, and that it will empower them to access assistance sooner.

NEED TO READ The PSA has had some great successes recently in obtaining ongoing status for members who have been on rolling temporary contracts for years. This has included one PSA member who had been employed since 2013 whose contract was not initially renewed.

This member has now been converted to ongoing.

There are a few agencies who seem to be misusing Section 45 of the Public Sector Act 2009 where they ‘surf’ the parts (b), (c) and (d), without specifically advising of the change when the contracts are renewed.

An employer may not unilaterally or without advice or consultation change an employee’s terms and conditions.

When contracts are continually extended it is very important to make sure that your existing conditions within the new contract are not changed without your knowledge. If they have been changed, you need to seek advice prior to signing.

If you contact the Members’ Rights Hotline seeking contract advice, the PSA will ask you for a copy of all of your contracts. This is important to ascertain the pattern of employment.

It is important to keep copies of all your ‘signed’ contracts in a safe place, so they can be easily sent through to the PSA if you believe you may have a claim.

ZAHRA FOUNDATION AUSTRALIA Zahra Foundation is a South Australian based charity established in 2015 to honor Zahra Abrahimzadeh who was tragically murdered by her husband in 2010. In 2014 the three children of Zahra worked closely with the domestic violence sector to consider ways in which they could support women in a similar situation to their mother.

Education, employment, and hope for a better future was important to Zahra and so HOPE was identified as the core value for the foundation. With domestic violence crisis support services focused primarily on safety and housing, it made sense for the foundation to compliment these services by providing support and promoting hope and opportunities for women through a post-crisis response.

The foundation supports women affected by domestic and family violence with a specific focus on economic empowerment. We specifically aim to address the economic/financial abuse and disadvantage most often experienced as a result of domestic violence. Financial abuse has only recently been recognised as a form of domestic violence alongside the more recognised forms such as physical, emotional, sexual, psychological and spiritual.

A key distinction between economic abuse and financial abuse is that economic abuse also includes the control

of someone’s present or future earning potential by preventing them from obtaining a job or education.

In the context of men’s violence against women, financial abuse includes: • control of the finances • restricting/limiting access to bank accounts • providing an inadequate allowance • monitoring what a woman spends money on • not allowing the woman to work • sabotaging a woman’s employment • taking a woman’s pay • fraudulently obtaining or using a credit card • refusing to work or contribute financially There are many barriers to women leaving violent and abusive relationships, including fear for her safety and losing her children, threats, shame, cultural or religious beliefs, but for many women, financial capacity is one of the biggest.

Lack of money, access to resources and social isolation from family and friends are all tactics of abusers that contribute to a woman’s inability to leave. It is important for us to address this since women are already financially disadvantaged, regardless of having a lived experience of domestic violence: • The gender pay gap means that on average women earn $244 p.w less than men • Women contribute a disproportionate share of unpaid caring and domestic work • Women live longer than men, but retire with less money and assets • A lack of workplace flexibility to accommodate caring and other responsibilities • Women’s greater time out of the workforce impacts career progression and opportunities Zahra Foundation works to address the financial and economic impact of domestic violence in a number of ways. Firstly, through the delivery of a tailored, trauma informed “Pathways to Empowerment” program. The program is a nine-week program that supports women to address any barriers they may be facing and helps them to reconnect with themselves and to the possibility of further education, employment or volunteering opportunities. Over 80% of clients who complete the program move on to their chosen pathway and all women report an increased level of confidence, safety, resilience and connectedness.

Our financial counselling program specialises with addressing domestic violence related debt.

Many women leaving abusive relationships will report financial abuse, however, may not have identified this as a form of domestic violence during the relationship.

Women will often be the ones left without access to money and a significant amount of debt often accumulate by the perpetrator. Add to that the complexities and cost of relocating for safety, setting up a new home, family court costs and child care.

Our financial counsellor can help women to access additional funding sources such as Wyatt Trust grants and NILS loans to assist them with the cost of re-establishment and ensure that women understand their rights and concessional entitlements. For women with low financial literacy skills, our financial counsellor can mentor women, role modelling how to navigate systems and advocate for themselves. We refer women to online tools and other resources to support them with budgeting and where to access relevant financial information.

Zahra Foundation also supports women in crisis who are connected to a specialist domestic violence service. Our Opportunity Knox program allows grants of up to $500 to help families with the cost of sustaining or obtaining education or employment.

With the help of a support worker, clients can access assistance for items such as school uniforms, laptops or tuition fees.

Throughout the year we also deliver a series of one off workshops that support women with resume writing, career planning and educate women on financial abuse. We attend a range of community education events to raise awareness of the issue, to promote our services and participate in a range of forums to share our learnings and identify current themes.

We have a small team of highly dedicated and skilled staff who work hard to support our clients achieve amazing outcomes. We have had many women who have gone on to further study at TAFE and have seen three women progress to University after completing our Pathways program.

We cannot achieve the important work we do without the help of the wider community.

Throughout the year we host a number of events including our Women on the Run fun run scheduled for March 2019.

CASE STUDY Sarah was referred to us a by a domestic violence shelter in Adelaide. Sarah first attended a financial literacy forum co-ordinated by Zahra Foundation and facilitated by PKF Adelaide Accounting, Centrelink, Zahra Foundation’s financial counsellor and a lawyer from Women’s Legal Service. The workshop was run in a small group setting as a way for women to access relevant financial information in a safe and informal way.

From this workshop, Sarah connected with our financial counsellor for individual support with budgeting and help to address a number of financial hardship issues preventing her from exiting homelessness.

This relationship then led to a referral to our Pathways to Empowerment program.

The program increased Sarah’s confidence and she was inspired to enroll at TAFE and completed a Certificate in Women’s Studies followed by a Certificate 4 in Community Services. To support her study Zahra Foundation purchased a laptop for Sarah through our Opportunity Knox program.

Sarah’s long term plan was to enroll in a Foundation Skills program at University however given her past achievements she was admitted directly in to study a Degree in Criminology commencing in 2019.

KNOW YOUR RIGHTS Christmas and New Year Public Holidays 2018

Choice of being paid double time and a half or payment at time and a half and an additional day off in lieu Clause 6.2: provides employees the choice of either being paid at the rate of double time and a half (250%) or payment at the rate of time and a half (150%) and allowed an additional day off in lieu equivalent to the time worked on the respective public holiday. (This provision has some qualifying criteria which is detailed in Clause 6.2)

The following information is provided to inform PSA members on the appropriate penalty rates that apply for shifts and overtime worked (including recall to work) for the Christmas and New Year public holidays 2018.

The legislation relating to Public Holidays is contained in the South Australia Public Holidays Act 1910.

The SA Public Sector Salaried Employees Interim Award Clauses 6.2, 6.3 and 6.4 detail provisions for public holiday work.

For employees who participate in a programmed day off as part of their roster Clause 6.3: Where a public holiday falls on a day which is the employee’s programmed day off the employee will be given an alternative day off either immediately preceding or following the public holiday or as soon as practicable thereafter.

Clause 10.2.1: For Fisheries Officers where a public holiday falls between Monday to Friday in a four week period, the actual hours of duty required to be worked in that period is to be reduced by 7.5 hours for each public holiday which so falls.

Protective Security Officers The SA Public Sector Salaried Employees Interim Award at Part 13 details specific provisions for Protective Security Officers.

Clause 13.13: Other than casual employees, an employee who is not required to work on a public holiday will be paid for the time the employee would have normally worked on such day.

Traffic Inspectors The SA Public Sector Salaried Employees Interim Award at Part 11 details specific provisions for Traffic Inspectors.

Clause 11.3.5.2 (iv): On a public holiday which falls on Monday to Saturday inclusive – at a rate of double and a half for all time worked, with a minimum payment as for three hours work.

CHILD PROTECTION

WORKSITE REPRESENTATIVE STATE FINALIST Congratulations to Lisa who was nominated by her colleagues in the National Child Protection Worksite Representative Awards for leading members to address serious workload issues in the Elizabeth office.

Membership at the Elizabeth office grew from a very low base to 100% of the Social Worker staff.

With support from members meetings with the PSA, staff were able to express their deeply felt concerns at the lack of action by the Department for Child Protection to fill vacant positions. Staff took action, and together they successfully campaigned to fill the vacancies and won an additional eight FTEs.

At the time, the office was 20 staff members below complement. After the PSA attended the South Australian Employment Tribunal, the Department offered extra permanent positions as well as placing several extra front-line and senior staff at Elizabeth to relieve the backlog of cases unallocated.

Well done to Lisa for being awarded the SA State Finalist and members at the Child Protection Elizabeth office for this fantastic outcome.

As featured in the August Review, interested PSA members were invited to join the PSA Golf Team which resulted in two new very welcome additions.

Congratulations to the South Australian team who won the annual Rocla Cup golf tournament in October for the first time since 2011. The inaugural Rocla Cup was first held in 1966 and is played alternatively in SA and Victoria. This year’s win brings the overall results to SA - 23 wins, Vic - 25 wins and five draws.

The South Australian Country Fire Service has a long and proud tradition of helping sister agencies interstate and overseas with staff and resources whenever possible. The continuing impact of climate change on fire behaviour means that the co-operative relationship between fire and emergency service agencies during fire seasons becomes more important every year.

Due to an extraordinary number of fires across British Columbia, Canada sought assistance from fire agencies in Australia and New Zealand. I was one of a number of Australian emergency service personnel who had the privilege of being seconded in my case as a public information officer - during the month of August.

Upon arriving at Vancouver Airport and receiving an initial briefing, we then spent two and a half days driving cross-country.

The dynamic and difficult to predict progress of these fires meant that at first, it was not clear where we would most be required and thus deployed. Eventually it was decided that we would be deployed to the Stikine fire based at Dease Lake to manage just one of the large fires burning across the undulating and difficult to access wilderness areas of British Columbia.

BUSHFIRE RISK MANAGEMENT FACILITATOR SOUTH AUSTRALIAN COUNTRY FIRE SERVICE Communicating the complexity of the fire situation was at times a difficult task.

One aspect of this was ensuring that community members understood that although there was a large central fire, there were also numerous additional small fires which made it very hard for firefighting personnel to control the situation.

Dease Lake, and the adjoining towns of Iskut and Telegraph Creek, is the land of the Tahltan First Nation. This First Nation comprises of the Tahltan and Iskut bands, led by Chief Rick Mclean and Chief Marie Quock respectively. Both were heavily involved with the communication of key information at community meetings, and I enjoyed learning firsthand how well all members of the community worked together with state and federal agencies to protect people’s safety and support those people impacted by property damage as quickly as possible.

The Canadian people’s reputation for friendliness and politeness was evident throughout my deployment. As all visiting emergency service personnel were camping, our Canadian hosts kindly warned us that the local bears were sometimes attracted to the smell of toothpaste - a warning heeded by all.

There was not a great deal of time to properly appreciate the amazing natural beauty of the British Columbian wilderness, but glimpses of it through the car window during the road trip back to Vancouver will stay with me.

The professionalism of the Canadian, New Zealand and Australian interstate agency staff was on show during long days and nights of hard work, and it was a privilege to play my small part alongside them and the many community members who volunteered their time to protect lives and save as much property as possible from the Stikine-Dease Lake Fire. Happily, the fire was eventually put out by snow, which arrived with the change of season.

My role was to ensure a steady flow of up-to-date information about fire behaviour and safety information flowed from operational staff to the community. This information was delivered via numerous community meetings, press releases and radio and newspaper interviews with local media outlets. www.cpsu.asn.au

The PSA Women’s Conference is always an important event on the PSA calendar as it gives like-minded PSA women the opportunity to come together to reflect upon progress, to identify areas we still need to change to reach genuine gender equality, and to network across the public sector.

The 2018 conference was the largest held by the PSA more than a decade with 150 women members attending, all focussed on “Unity in Diversity”. Diversity across culture, gender, and background is important as understanding each others’ stories allows us to successfully collaborate both at work and in our community.

The keynote address given by ACTU National Campaign Co-ordinator Kara Keys, explored the wide-reaching impacts of gender inequality in our society and how we can build a better future for working women in Australia.

MEMBER PROFILE: YVETTE EGLINTON

SENIOR PROJECT OFFICER DEPARTMENT FOR ENVIRONMENT AND WATER

I am a Senior Project Officer for the Department for Environment and Water in the Marine Parks Group. I also work on Access and Inclusion in our National Parks. My role within Marine Parks involves compiling and evaluating the socio-economic data relating to Marine Parks as well as helping evaluate the environmental data among other things.

Prior to Marine Park implementation I was part of the team that helped design the marine parks. My role with access and inclusion involves advising on access issues within the National Parks. I also see my role as inspiring the Department to want to improve access and bring about change as we all deserve to access the benefits of getting out into nature no matter our ability.

You may think why am I involved in access and inclusion? Well, I am in a wheelchair.

Over nine years ago I had a cycling accident in which I sustained a spinal cord injury that left me as a paraplegic.

I worked in the marine parks program prior to my accident as one of the field co-ordinators and operators so I was involved in the diving, driving the boats and conducting marine monitoring. Thankfully I worked with a very supportive team and was welcomed back with open arms after my accident, only in a different capacity.

I could use my knowledge of marine habitats gained during years of field work to help design the marine parks. Prior to my accident I was very active, I was a triathlete and loved the outdoors, I loved getting out in our National Parks. But since becoming a wheelchair user I didn’t visit our

national parks as I didn’t know what was accessible and what wasn’t. I spoke to the manager of the Department’s nature based tourism group and stated that I wanted to be involved in improving access in our parks. Late last year I finally got to start working on access and inclusion. We now have a Parks Access For All working group and we have made some great progress towards improving access in our parks.

I joined the union after my accident. I had my accident on my way to work and it was not compensable as it did not involve a motor vehicle. I found out that if I had

been a member of the PSA I would have had travel to work insurance and would have been covered. I thought that is a good reason to join as you never know what will happen. I am also a member of the union as having a disability can make you feel very vulnerable when it comes to renewal of contracts as I am not permanent or ongoing, I am only on short term contracts. I feel my disability could be seen as a liability so it is nice to know that I have the union supporting me.

FOODS THAT HELP SLOW DOWN THE AGEING PROCESS

You can’t stop the clock, but you can make better food choices to help with healthy ageing and disease prevention. While there isn’t one particular food or diet that can make you younger, nourishing the body with colourful, seasonal and fresh produce has a positive impact on your overall health.

Research scientist specialising in nutrition and health at the CSIRO, Dr Natalie Luscombe-Marsh, says ageing is a complex process and there are many factors that contribute to how well we age, like: o Genetics o Environment o Socio-economic status o Lifestyle factors like stress, exercise smoking and alcohol consumption o As well as learned behaviours “There’s no doubt, poor diet choices can have a negative impact on ageing and contributes to an increase risk of many preventable diseases including heart disease, stroke and diabetes,” she says.

“Limiting the number of discretionary foods known as ‘junk foods’, which are highly processed products that are high in sugar, salt and unhealthy fats, is key to longevity and good health.”

“Try eating at least six colourful, natural whole foods daily, to reap the maximum health benefits,” she says.

“There really isn’t a ‘Top 10’ list of socalled superfoods that hold the key to youthfulness. “Instead, aim to make your plate colourful and full of fresh, seasonal and tasty foods that are aligned with the recommended Australian Dietary Guidelines.”
