Marine congregation grows abundance with ‘Garden of Faith’

Nestled in the heart of Marine lies Christ Lutheran Church, a sanctuary that gives back to its community through local food drives, volunteer work, and its very own community garden.

About three years ago, a garden was built on the plot of land across from the church’s main doors known as the “Welcoming Place.”

The garden was built for the sole purpose of giving back to the community, hence the designation as a community garden.

A Marine on St. Croix woman who competed for the title of Miss Minnesota USA did not win the pageant, but she did come away with special honors.

Mikayla Holmgren, a 22-year-old woman with Down syndrome, received the spirit award and the director's award during the Nov. 26 pageant at the Ames Center in Burnsville. The audience gave Holmgren a standing ovation as she accepted the awards.

Holmgren was dressed in a royal-blue gown with a train.

She shed tears of joy

and said she was “so excited.''

The St. Paul Pioneer Press reports that Holmgren was the first contestant with Down syndrome to compete in the Miss Minnesota USA pageant. She is a student in Bethel University's Inclusive Learning and Development program.

Enrollment period begins for River Grove

Pam Arnold grew up helping out on her grandmother’s farm, nestled close to the river in Marine on St. Croix. Arnold remembers her grandmother as a trendsetter. She worked as a doctor at a time when few women pursued careers outside the home, and hired the first licensed female architect in Minnesota to design her riverfront home. She was also an advocate for the river who eventually deeded much of her land to the National Park Service to preserve, undeveloped, for future generations.

Today, Arnold is somewhat of a trendsetter herself. She farms just over 40 acres of land along the St. Croix River in Scandia and has become an advocate for the river and other environmental concerns. She raises bees and is in the process of transitioning the farm from row crops to perennial grasslands.

The open enrollment period for River Grove Elementary School’s 2018-19 school year began last week and will close Jan. 12.

Parents of new students entering kindergarten through grade six may complete a pre-enrollment application at www.marineareaschool.org/enroll-info-main/pre-app-18-19.

Those who apply during the Dec. 1 to Jan. 12 open enrollment period will be placed in a lottery scheduled for 1 p.m. Fri., Jan. 19, 2018. Applications received after Jan. 19 will be added to a waiting list in the order they are received, according to the school’s website.

The school will host an open house and Winter Fun Party Jan. 6, and will hold a meeting that day for parents interested in learning more about the school. Parents may also make appointments to tour the campus by calling the school office at 651409-3122 or emailing info@marineareaschool.org.

pounds of fresh, nutrient-rich produce annually. Vegetables such as tomatoes, cucumbers, zucchini, peppers, kale, eggplant, beans, peas and radishes are donated to families in need through Valley Outreach. None of the vegetables are kept for church members. The garden supports local food shelves as well as the families who are dependent on the local food shelves.

All of the garden caretakers are congregation members, dedicating their time to help weed, harvest, and water the garden throughout the entire growing season.

Every year when springtime comes around, families of the congregation will come together and “adopt” plants. First, children of all ages help to plant the seeds. Then, families choose plants to take home to care for until they are ready to be placed in the garden.

All church members are able to play a role in this process.

Rhett Langreck, an 8-year-old member of CLC, was eager to share that his favorite part about the community garden was, “imagining the smiles on the faces of those who get to take the vegetables home.”

So, she worked with the Washington Conservation District and Carnelian-Marine-St. Croix Watershed District to plant cover crops on the fields.

Building up soil health, however, has proven to be more difficult than just planting a few cover crops.

“The issues are way more complex than they seem,” she says.

Last year, Arnold attended a breakfast for Washington County farmers in which Conservation District staff introduced a new Agricultural Water Quality Certification Program developed by the Minnesota Department of Agriculture. Initially, Arnold says she wasn’t very interested. However, she soon realized that the program could help her to finally make the transition from cover crop fields to rotational grazing.

“Now I’ve got access to trained agronomists from the Department of Ag who can give me advice on how to interpret soil tests, how and when to apply organic fertilizers, and how to increase the organic content in my soil,” she said.

The certification also puts her in a better position to qualify for funding through the U.S. Natural Resources Conservation Service (NRCS).

The Minnesota Agricultural Water Quality Certification is a voluntary program designed to encourage sustainable farming practices that are less likely to pollute lakes and rivers. Farmers who implement and maintain approved farm management practices become certified and obtain regulatory certainty for a period of 10 years. In Washington County, approximately 20 farmers have participated in the program so far, and 40 to 50 parcels of land have been certified.

According to Arnold, many of the farming practices recommended by the program seem like common sense.

“Most organic farmers are used to

thinking this way anyway,” she said.

“You don’t look for a simple fix – you think of everything as a system.”

At the same time, she appreciates the new information she’s gained from testing the soil and inputs to her fields.

“It’s not an opinion,” she said. “It’s a quantification, not a qualification, which is a good mindset to get into.”

Getting in the spirit

I

t’s under three weeks until Christmas.

Yes, I checked it twice.

The dry and warm November has lulled us into a false sense of security, but the big day will soon be upon us.

So, have you started shopping? Hats off to you if you are already done.

I have been dipping into my stash of holiday music to get into the spirit of the season.

I know there are streaming music services that have special holiday channels, radio stations that switch to all Christmas music, but I have my own favorites.

There is no arguing that Christmas has a universal appeal. Nearly every recording artist has done at least one Christmas song, if not complete album. It makes sense Publisher athat if you are a fan of an artist, you probably like their Christmas Tom Stangl song or album.

The Omaha, Nebraska based Mannheim Steamroller produced several Christmas themed collections, starting with the 1984 album “Christmas.” Their fusion of classical instruments with electronics continues to be a favorite. I own several of these albums, but I feel the original is still the best. My children, forced to listen to these collections over and over, today threaten me with physical violence if I play them in their presence.

In 1993, producer David Foster gathered a diverse set of artists and produced “The Christmas Album.” From Wynonna Judd singing “Blue Christmas” to Tom Jones’ recording of “Mary’s Boy Child,” this album is a favorite with many eclectic artists and styles of music. Natalie Cole, Michael Crawford, Tammy Wynette, Celine Dion and the duet of Roberta Flack and Peabo Bryson make up what I feel is a wonderful collection. I purchased it on cassette and then struggled to find it on compact disc.

Another of my favorite Christmas recording artists is Amy Grant. Grant, who began her career as a Christian music artist, released her first of nine Christmas albums in 1983. The albums have nice mix of original songs, holiday standards and carols.

1992’s “Home for Christmas” is one of my favorites. The original song “Breath of Heaven (Mary’s Song)” is a wonderful ballad sung from the perspective of an unsure Virgin Mary. From Handel’s “The Messiah” the song “For Unto Us a Child is Born” is blended with “Joy to the World,” making a beautiful song. Carly Simon’s “The Night Before Christmas” and a toe tapping instrumental of Bach’s “Jesu, Joy of Man’s Desiring” make this album a perennial favorite of mine.

I don’t think you can go wrong with any of her albums.

Bing Crosby’s dulcet tones on the songs “It’s Beginning to Look a lot like Christmas” and Irving Berlin’s 1942 classic “White Christmas” are among my favorites. Crosby’s version is the best-selling single in the world with sales estimated in excess of 100 million copies worldwide.

A fun Christmas song is “Run Run Rudolph,” first recorded by Chuck Berry in 1958. I think Kelly Clarkson’s cover gives the original a run for its money. (Pun intended) Another classic, “It’s the Most Wonderful Time of the Year,” is among my favorites. I’m not sure if Andy Williams or Johnny Mathis has the best version.

So if you are having trouble getting in the Christmas spirit, I highly recommend turning to music. It works every time for me.

Moneyball Deer Hunt

M

oneyball was a great baseball movie of 2011 that dealt with the topic of metrics. The basis of the movie was about the then Oakland A’s general manager, Billy Beane’s successful attempt to assemble a baseball team on a lean budget by employing computer-generated analysis to acquire new players. It was a great movie because it was based on a true story. Brad Pitt did a masterful job playing Billy Bean and one of his best quotes from the movie went something like this: “There are rich teams and there are poor teams and then there are 50 feet of crap and then there is us.”

The nerd metric guy who successfully built the system that succeeded explained the system to Beane: “Your goal shouldn’t be to buy playWild River ers but to buy wins. In order to buy wins you need to buy runs. I believe Trails there is a championship team we can afford; everyone else undervalues Jim Bennett them, like the Island of Misfit Toys.

We need players that get on base.”

The old time baseball brains thought Beane had lost his mind because he was throwing away everything that baseball had been built on for 150 years! But his success defied the way baseball was built and Oakland became a power.

Why do I bring this up you ask? Because it looks like Wisconsin’s Department of Natural Resources (DNR) deer management has taken the same road as Billy Beane and the Oakland A’s! It’s called Wisconsin’s Deer Metric Information System. It’s designed to allow people to access the system and learn what's going on with the deer herd and its management. To

use the system you simply start out at the DNR main page and type in key word, 'deer metrics.' That will take you to the launch page. Once on the site you type in the name of the county you’re interested in and you’re ready to explore.

Once there you will notice four main headings: harvest and population, deer herd health, deer impacts and hunter dynamics. You can explore harvest trends, private or public land harvest, gun or bow harvests and more. You can access any county, get background of the data, see how information was collected and learn how to use the metrics and interpret them and see future needs the department may use to enhance the program.

You can also find specific information such as hunter densities, deer management unit maps as well as historical information and what the system looked like in a specific year. You can also check on deer health by looking at charts regarding Winter Severity Index on a statewide or specific view. There is also a section regarding deer diseases such as Chronic Wasting Disease, a very hot topic. You can check out deer’s impact on forestry, farm crop damage and deer/car collision data and hunter dynamics that are simply hunter reports of deer seen, other sightings and observations they have reported.

It wasn’t that long ago that the DNR was stripped of much of its power by politicians which allowed the general public to get more involved in deer management. How is that working? Check out the Deer Dynamics but don’t expect to see the movie starring Brad Pitt.

Who’s the Valley’s favorite candidate?

Holiday baking just got easier

H

ave you started your holiday baking yet? I have, but don’t have anything to show for it.

We seem to eat everything I bake. There are so many perfect treats to choose from for the holidays. Some are super stars. People can be picky around the holidays because of the many options.

The way I figure out what everyone likes is by what is the first thing to disappear from a tray. Usually it’s between something with chocolate and peanut butter and mint, unless snicker doodles are on the plate. They always go first.

Snickerdoodles are loved by Wild Chow everyone I know. They may not be the favorite, but they are the first to Lisa Erickson consistently disappear. Plus, they are easy to make and difficult to screw up—always a plus when I’m doing too many things during the holidays!

Make things easy for yourself and make these this year! The only problem is you may end up making them multiple times if you make them now or even next week! There are many days until Christmas!

Snickerdoodles ½ cup butter ½ cup shortening 1 ½ cup sugar 2 eggs 2 tsp. vanilla 2 ¾ cup all purpose flour, unbleached 2 tsp. cream of tartar 1 tsp. baking soda ¾ tsp. salt 1 tbsp. cinnamon ¼ cup sugar, for rolling (for Christmas cookies, use colored sugar) Preheat oven to 400 degrees. Line two cookie sheets with parchment paper and set aside. Mix the ¼ cup of sugar and cinnamon in a small bowl and set aside.

It’s Debatable Now that Sarah Hyden-Smith and Iris Long had carved out a platform for Juliet’s last-minute mayoral campaign, it was time to talk strategy.

There was no budget for an expensive ad campaign. After all, Juliet’s most menacing opponent owned the town’s only radio station, and being the ethical journalist she was, Iris couldn’t just give Juliet free space in the newspaper.

Fortunately, ministers and editors are generally skilled wordsmiths, and Sarah and Iris knew words pack a punch. As Iris saw it, their only hope was to engage Cooper and “Silver Tongue” Dick Bland in a public debate.

“Surely,” Long said while in deep thought, “there are more people in the Valley like us.”

Hyden-Smith agreed. “Most folks have just heard Juliet added her name to the ballot. They have no idea what she stands for.”

Iris concurred. “Let’s face it.

There have got to be dozens – maybe hundreds – of voters who feel the same way we do. We need to let them know they have a choice.”

“But I’ve never debated,” Juliet interjected. “Do you think my inexperience will make me look foolish against two seasoned speakers?”

“You’re a smart woman, Juliet,” Sarah shot back. “That’s what will come through.”

The group knew that getting Silver Tongue to debate would be

easy. He loved to speak on stage.

Getting Raymond behind a podium, however, would be more difficult. It was Juliet’s idea to call Raymond the next day, during his Friday “Renderings With Raymond” broadcast, to challenge him publicly.

Juliet stayed up half the night, thinking about her call to Raymond. She would need to trick him into agreeing to a debate.

Raymond was no dummy. He knew he was a clear favorite, and debates are generally meant to benefit the underdogs. Her words would be crucial.

Friday marked six days until the election. Caroline’s Beauty Salon had its usual crowd, as women of the Valley prepared to look their best for church services on Sunday.

As usual, the radio played “Renderings With Raymond,” while customers sat under hair dryers and in seats along the large window looking out over Bearden’s Corner.

At 2:20 precisely, as Vera Pinrod was about to say something concerning the evils of Harry Potter, who she had recently begun referring to as “the devil’s son,” the room grew silent as Raymond announced, “Let’s take another call.”

Juliet began her call just as she had prepared, exuding confidence, “Yes, Mr. Cooper. This is Juliet Stoughton.”

Obviously surprised, Cooper seemed more amused than concerned by her call. “Is this the same Juliet Stoughton that is alledgedly running for mayor of

Lennox Valley?”

Expecting that response, Juliet was ready. “Yes it is. The very same.”

“Well, how can I be of service to you today, Juliet?” Cooper said almost coyly.

“I would like to challenge you to a debate next Tuesday night.”

“A debate?” Cooper chuckled.

“Miss, I know that you are new to the complexities of campaigns, but there are only six days left until the election. I’m quite sure this last-ditch effort of yours couldn’t even be planned in such a short period.”

Juliet was ready. “Mr. Bland said you would say that.”

“What do you mean by that?” asked an obviously perturbed Cooper.

“I made the same challenge to him this morning. He said he would be happy to debate, but you would be afraid to face me on stage. He said you would probably make up some excuse about it being too close to the election date.”

“Listen here, missy,” Raymond almost shouted into the microphone. “You name the place and time, and I will be there to show you what a real mayor looks like.”

Iris and Sarah both smiled as they sat together by the radio as Juliet answered, “Tuesday night.

Seven o’clock. At the Methodist Church.”

For a moment, Raymond Cooper was speechless. But just for a moment.

Early ice is not safe, wear life jackets on cold water With daytime temperatures still climbing above freezing even in the northern parts of the state, the Minnesota Department of Natural Resources is reminding outdoor enthusiasts to stay clear of early ice and use extreme caution when recreating on dangerously cold water.

Although some locations in the northern and western regions of the state were reporting ice formation at the end of November, the recent fluctuations in weather have led to degraded ice conditions and warnings from public safety officials to stay off the ice until at least 4 inches of new, clear ice is present.

“No fish is worth the risk of going through thin ice,” said DNR conservation officer Lt. Adam Block. “At this point, it is going to take several consecutive days of below-freezing temperatures before enough solid ice has formed to support foot traffic, and even longer before ATVs and snowmobiles should be on the ice.”

A recent tragedy occurred in northern Minnesota when two anglers lost their lives after breaking through thin ice on their ATV. Several emergency ice rescues have also taken place over the last few weeks. Last winter, two

Block stressed that once ice formation picks up again, it will be important to stay vigilant about safety on the ice, since conditions can be unpredictable and vary greatly even on the same body of water.

“In addition to check-

“A life jacket is the one piece of equipment that exponentially increases your odds of not drowning from cold water shock, hypothermia or

General ice safety guidelines No ice can ever be considered “safe ice,” but following these guidelines can help minimize the risk: • Carry ice picks, rope, an ice chisel and tape measure.

• Check ice thickness at regular intervals – conditions can change quickly.

• Bring a cell phone or personal locator beacon.

• Don’t go out alone; let someone know the plan and expected return time.

• Always wear a life jacket on the ice (except when in a vehicle).

The minimum ice thickness guidelines for new, clear ice are: • 4 inches for ice fishing or other activities on foot.

• 5-7 inches for a snowmobile or all-terrain vehicle.

“A fall into extremely cold water can incapacitate you within seconds,” said Lisa Dugan, DNR recreation safety outreach coordinator. “Air temperatures have been relatively mild, but don’t let that deceive you.

Water temperatures are dangerously cold across the entire state, which means it’s more important than ever to wear that life jacket.”

State statistics show that one-third of boating fatalities typically occurred during the “cold water season,” and that in the vast majority of cases the cause of death is drowning due to not wearing a life jacket.

So far in 2017, three boaters have died on cold water, and 12 total boating fatalities have been reported.

“The last three years boaters have enjoyed extended seasons with mild fall temperatures and early ice out in the spring,” Dugan said.

“With increased days on the water came higher fatality numbers and a dangerous trend, which should not be ignored.

Ten of the 12 deaths involved male boaters who sadly drowned while not wearing a life jacket.

This is a continuing and troubling trend that will only plateau or reverse if boaters in that high-risk demographic choose to put safety first by putting on their life jacket.”

In run for governor, Township candidate details strategies

Minnesota gubernatorial candidate and May Township resident Rebecca Otto has unveiled three pieces of her five-part “RenewMN” campaign.

So far, she has called for universal health care, a carbon toll that would help fund household energy efficiency projects, a $15 minimum wage phased in over 5 to 7 years and two years free post-secondary tuition.

Health Care Otto, currently serving her third term as Minnesota’s state auditor, has said that publically financed health care system would “unleash the innovators because your job is no longer tied to your health care.” Otto’s plan is not the typical “Medicare for all” approach. Instead she would direct state, federal and payroll health care dollars to a fund, do away with premiums and reduce duplicative administrative efforts.

Renewable Energy

In a campaign video released in mid November (https://youtu.be/rxkNqfOh1x4), Otto called renewable energy “the next generation of good paying jobs.”

“We should be leading the nation in the clean energy economy,” she said, adding that Minnesotans should be developing and manufacturing clean-energy products and exporting them out of the state.

‘15-5-2’ Plan The plan to raise the minimum wage and offer two years free tuition is

meant to address the opportunity gap and improve socioeconomic mobility.

“People don't want low wages and government supports,” Otto said in a press release about the plan. “They want good-paying jobs. At the same time we have employers that can’t fill good-paying positions due to a lack of training. This plan addresses the pressures of the 21st Century economy—the downward pressure on wages due to global outsourcing and automation, and the upward demands for higher education and skills needed in today’s job market. It will reduce poverty and homelessness and improve school outcomes even as it reduces the need for taxpayer-funded supports and strengthens Minnesota’s economy. It is a win-win-win.”

Contenders The Minnesota gubernatorial election will be held Nov. 6, 2018. The race has many contenders from both parties. Six have filed to run as Democrats and nearly a dozen as Republicans.

Other DFLers who have declared candidacy are St. Paul Mayor Chris Coleman, state representatives Tina Liebling, Erin Murphy and Paul Thissen, and U.S. Representative Tim Walz.

Those vying for the GOP ticket include state representative Matt Dean, Hennepin County commissioner Jeff Johnson, former Republican Party chair Keith Downey, Woodbury mayor Mary Giuliani Stephens, state Senator David Osmek, former military intelligence specialist Phillip Parrish and attorney Lance Johnson.

Primary elections are scheduled for August 14, 2018.

Hunters register 161,057 deer through third weekend of season

H

ere we go into the darkness. The days will shorten and the nights will lengthen until December 21 — the shortest day — after which the sun begins its slow return.

It’s no coincidence that we’re obsessed with light this time of year. Last weekend we had Light Up Osceola and the Love Lights Ceremony. The week before that was Taylors’ Falls Lighting Festival.

And next Sunday is Lucia Dagen at the Gammelgården Museum in Scandia. For the uninitiated, Saint Lucia, a Roman by birth, is said to have brought food to Christians in hiding. According to folklore, she lit her way through the catacombs with a crown of candles.

Editor The story resonated with ScandinaSuzanne Lindgren vians, who took the story from Christian missionaries and ran with it, celebrating Lucia with unprecedented enthusiasm on the solstice.

(Because of calendar reform Lucia Dagen is no longer celebrated on the solstice, but on December 13.) Is it a coincidence that Lucia references “luce,” Italian for “light?”

I doubt it.

There is something so instinctually comforting about a light in the dark and cold. And certainly the strings of Christmas lights bring a sense of magic to the five o’clock darkness.

Harvest climbs 16 percent from 2016 Minnesota firearms hunters registered 161,057 deer through the third weekend of deer season, according to the Department of Natural Resources.

Preliminary results through the third weekend show that the number of deer registered was up 16 percent from 2016.

Of the deer harvested, 53 percent were bucks, compared to 63 percent during the same period in 2016.

In Zone 1, in northeastern Minnesota, total firearms harvest was up 36 percent. In Zone 2, which covers the majority of the state and runs from Canada to Iowa, harvest was up 10 percent and Zone 3, in southeastern Minnesota, was down 5 percent.

“The conditions were generally good for hunters participating in the last week of the Zone 1 season and for the start of the 3B season in the southeast,” said Erik Thorson, acting big game program leader, “which provided a boost to the statewide firearms harvest.”

Based upon the number of antlerless permits available and the number of permit areas that allow multiple deer to be taken, the DNR is projecting the 2017 total deer harvest to be around 200,000.

The 2016 total harvest was 173,213 and to date firearms and archery hunters have harvested about 180,000 deer this year.

In much of Minnesota, the firearms deer season ended Nov. 12, and the northern rifle zone season ended Nov. 19. The late southeast firearms deer season is open through Sunday, Nov. 26.

The muzzleloader season begins Saturday, Nov. 25, and continues through Sunday, Dec. 10. More information on deer management can be found at mndnr.gov/deer.

For many, this is a busy time of year and that’s probably a good thing. The bustle of holiday gatherings ushers us right through the solstice, creating a sort of social warmth. A little bourbon in the eggnog doesn’t hurt either.

But I hope this dark season affords you a little time to rest and reflect too. There’s a kind of reverence that accompanies these long nights. In a culture that always seems to be telling us to speed up and do more, it’s a great reminder to slow down, reflect, sleep, dream and plan.

Some forms of progress can’t be immediately observed or quantified.

Just think of the bears and the bats, taking the whole winter off. Sleeping. They may be on to something.

The winter solstice is also known as the hibernal solstice, from the Latin “hibernus,” or “wintry.” As you may have suspected, that’s also the root of “hiberna,” or “winter quarters.” What else would one do in their winter quarters but sleep?

Winter may not be the easiest season to get along with, but if one can maintain a warm disposition there is a certain romance to it. Wishing you bright fires, cozy bedclothes and a hot mug of drink, be it tea, cocoa, toddy or ‘nog.

Washington County will join litigation related to opioid crisis The Washington County Board of Commissioners agreed Nov. 28 to retain an outside law firm on contingency to commence civil litigation against opioid drug manufacturers and wholesale distributers.

More than 60 similar lawsuits have been filed by states, counties, and cities around the United States.

Such litigation seeks to hold manufacturers responsible for misconduct related to opioid oversupplying portions of the market. Any relief obtained would directly serve Washington County and its residents.

No lawsuit has been filed to date by any governmental entity in Minnesota, although several Minnesota counties and cities are considering litigation.

In late October, the U.S. Department of Health and Human Services declared the opioid epidemic to be a public health emergency.

The board was provided with statistics regarding the opioid crisis in Minnesota, including: • In 2016, there were 153 accidental opiate-related deaths in Minnesota, compared with 97 in 2015.

• According to the Minnesota Department of Health (MDH), 23 Washington County residents died of drug overdose in 2016; 11 of these deaths were attributed to opioids.

• The rate of opioid overdose deaths in Washington County is 4.6 per 100,000 persons. The state rate is 7.1 per 100,000.

• Falls, motor vehicle injuries, and poisoning are the leading causes of unintentional injury deaths in Minnesota. Falls and poisonings have been on the rise, fueled, respectively, in part, by an aging population and abuse/misuse of prescription drugs.

• Drug-related deaths are included in the "poisoning" category of unintentional deaths.

• MDH data on opioid overdose deaths from 20002016 shows 99 deaths in the county. The last five years show a significant change in the trend: six deaths in 2012; seven deaths in 2013; 14 deaths in 2014; 10 deaths in 2015; and 11 deaths in 2016.

• The greatest number of opioid-involved deaths continues to be due to commonly prescribed opioids (e.g., oxycodone, hydrocodone).

• In 2016, in the Twin Cities area, opioid overdose deaths were driven by heroin and synthetic opioids.

Heroin-involved deaths increased by 41 percent.

Synthetic opioid involved deaths (e.g., fentanyl) increased 142 percent.

• Minnesota Student Survey data for Washington County shows that 6.6 percent of 11th grade students reported that they had used prescription pain relievers at least once in the past 12 months, 5 percent reported using psychedelics, 4.6 percent used over-the-counter medications, and 7.3 percent used prescription drugs, such as Ritalin. This compares to 44.4 percent using alcohol, and 26.9 percent using marijuana.

• In 2016, 6.6 percent of 11th grade boys and 7.2 percent of 11th grade girls reported they had used prescription drugs "not prescribed for you" in the past 30 days.

• In Washington County in 2016, there were 12 arrests for synthetic narcotics, 21 for opium, cocaine, etc., compared to 444 for marijuana and 371 for “other,” including methamphetamine.

Minnesota program reaches more teens trafficked for sex State calls on communities to combat sex trafficking An evaluation of the state’s Safe Harbor Program has found most at-risk and sexually exploited youth in the program reported feeling more hopeful and better prepared for the future.

Wilder Research has completed its second evaluation of Minnesota’s Safe Harbor program, a statewide system for helping at-risk and sexually exploited youth that went into full effect in 2014. The Safe Harbor evaluation report found that from April 2015 to June 2017, Safe Harbor grantees provided services to 1,423 youth and young adults – a significant increase from the 359 youths and young adults

served during the program’s first year of operation.

About 60 percent of Safe Harbor participants are from Greater Minnesota. Throughout the state, the average age of participants was 16. In the first years of the initiative, the age cutoff for obtaining Safe Harbor services was 18.

In July 2016, the age cutoff increased to 24. Most participants in the program are female (83 percent), but more than 150 male youth participated as well.

White youth and young adults comprised 37 percent of the participants, followed by 26 percent African/African-American, 14 percent multiracial, and 9 percent American Indian/Alaska Native.

Program impacts include increased

awareness of sex trafficking, increased housing options for youth and improved law enforcement response, and youth reporting improved feelings of hopefulness and satisfaction with the services they received.

“Minnesota’s Safe Harbor law is a model for the nation and is helping more of our young people who are victims of sex trafficking,” said Minnesota Health Commissioner Dr. Ed Ehlinger. “We need to build on this program’s success by working in our communities to provide our youth better opportunities and a way forward that does not involve sexual exploitation.”

To help communities prevent sex trafficking, the State of Minnesota and

partners have created the Safe Harbor Protocol Guidelines – a 300-plus page document that provides communities a set of strategies for combatting sex trafficking.

The Safe Harbor Protocol Guidelines include guidance about directly serving youth and also describe how to set up partnerships, systems and procedures for preventing and dealing with sexual exploitation and sex trafficking.

“We are really proud of the collaborative effort we led, on behalf of our state, to engage hundreds of community-based stakeholders, law enforcement, prosecutors, judges and other system professionals throughout Minnesota in creating these guidelines,” said Ramsey County Attorney John Choi. “We hope this will be a helpful resource for local communities as they work to enhance their Safe Harbor protocols and local response to better identify and serve youth who have been sexually exploited and/or trafficked.”

At the request of the Minnesota Legislature, the Ramsey County Attorney’s Office developed the Safe Harbor Protocol Guidelines in partnership with the Sexual Violence Justice Institute at the Minnesota Coalition Against Sexual Assault.

Safe Harbor plans to roll out the protocols through community partners including Safe Harbor grantees.

In September, MDH awarded eight grants to regional navigators. Regional navigators throughout Minnesota are the main points of contact for sexually exploited youth and concerned agencies. Navigators connect youth with services, build regional capacity to respond to sexual exploitation and serve as regional experts for communities. They provide training and technical assistance and assist with developing protocols.

Safe Harbor has also added five new supportive services grantees and now has 10 housing grantees across the state. The Minnesota Department of Health works in partnership with the Minnesota Department of Human Services to help youth and ensure they are treated as victims and survivors, not criminals. Recent changes in state law allow youth to receive counseling, safe housing, legal protection, medical and mental health services, and substance abuse treatment.
