Local businesses cope with COVID-19 safety procedures

Four local businesses are doing their best to open up in a world where safety is a high priority. The difference is, two of them are in Minnesota, and two are in Wisconsin.

Jenifer Fraley, co-owner of Hår Salon in Scandia, Minn., started opening her doors on June 1. After over three years of serving her community, having to shut down on March 17 was a shock.

“My feeling at first was that it was just going to be maybe a twoweek period,” Fraley said. “And then once I started watching the news more, after the two week period, I was getting a little bit more

concerned that we weren’t going to be able to open until probably July.”

Keeping in mind the need to slow the spread of the disease so hospitals wouldn’t be overwhelmed, she stayed at home, wondering if things would ever go back to normal.

Fraley follows the guidelines issued by the CDC and does her best to make changes to keep herself and her employees safe. Clients wait outside for their appointments, with only two stylists working at one time rather than the usual four.

Stylists and clients are required to wear masks, and they follow handwashing and sanitizing procedures.

Combat medic’s experience in Vietnam has shaped his life for over 50 years

The closest thing grunts in Vietnam had to a therapist was a 21-year-old kid with ten weeks of medical training.

Bill Strusinski was a combat medic attached to a platoon of infantry in southwest Vietnam from 1967-68. He was there to save lives, but also became a kind of cure all during his tour. If you needed marital advice, or family advice, or just plain missed home — you called for Doc. Medics are universally loved and respected in combat units for their ability to help out in any situation, regardless of whether or not they actually know how to fix the problem. COVID tax impacts delay decision on Panorama Stormwater Project

The question of how to fund the township’s portion of the $360,000 Panorama stormwater project continues to stymie board supervisors as an August deadline looms for watershed district to apply for grant funding.

The Carnelian-Marine-St. Croix Watershed District portion of the project may begin

as early as summer 2021 if its funding request is approved.

Watershed staff have told the board that this project is at the top of their list right now but a delay could mean the project gets buried. The Watershed wants confirmation of the township’s commitment to its share of project funding- $120,000.

“The town needs to know where we will be with revenue before we can make a commitment,” said board chair Bill Voe-

disch. “We are absolutely driven by the revenue side based on property taxes being paid.”

The township has not yet received information from Washington County regarding the May tax collection. Local taxes collected via mortgage escrow accounts are paid to the township the first week of July.

MEDIC: Strusinski says the problem solving skills he learned in combat can apply to modern issues FROM PAGE 1

one. He didn’t know how to give marital advice, or help a terrified kid who was at his breaking point with the mental stresses of combat. But he did it anyway, all in addition to his official job of treating wounded soldiers in the middle of firefights.

It’s been 52 years since Strusinski left Vietnam.

The lessons he learned there have helped propel him to a successful career in politics as an advisor and a lobbyist.

But beyond that, they help him understand the world, and his place in it.

Many of the problems facing the country today can be related to what Strusinski went through in Vietnam.

That’s especially true in the last few months, as a global pandemic continues to create a new normal across the world and violent protests, eerily similar to those that took place for much of the same reasons in 1968, erupt across the country. Strusinski’s perspective can help people get through the problems they’re facing today, which is in part why he recently published a memoir of his experiences in Vietnam. “I used those experiences as a foundation for the rest of my life,� he said. “What I came away from Vietnam with was the ability to stay calm.

workers today are struggling with helplessness, and feeling like they could have done something different or worked harder to save a COVID-19 patient’s life.

Strusinski knows what that feels like.

The first major casualty Strusinski treated was on a patrol in open country near a small village not long after he arrived in Vietnam.

He was still an FNG (f***ing new guy) relying on the help of the more seasoned members of his platoon. During the patrol, a combat veteran next to Strusinski spotted an enemy machine gun seconds before it opened up on the squad. He warned Strusinski, and they hit the dirt just as the bul-

lets started hitting the ground around them.

Strusinski escaped physically unscathed, but the veteran who warned him about the gun got hit. Strusinski patched him up and was able to eventually get him evacuated to a field hospital, but the man died later that night. “The guy saved my life, and he died,� he said. “I had a tough time dealing with that. But then an old sergeant later on said ‘You did the very best you can and that’s all we expect. So just get over it or you’re not going to be worth a shit to anyone else the rest of the time you’re here.’ So that’s what I did.�

trauma he experienced and stop second guessing choices that were already made. Keep calm and carry on is a mantra often repeated today, and it epitomizes Strusinski’s outlook on life.

When Strusinski was about three quarters of the way through his tour, Martin Luther King Jr. was assassinated in Memphis, Tenn.

Almost half of Strusinski’s platoon was made up of black soldiers, but as riots and unrest broke out at home, his unit remained close.

Strusinski treated black and white wounded all the same, and the bonds forged in combat struck down some racial lines that existed outside Vietnam.

“We were wondering why people back in the country couldn’t get along and we could get along in a combat zone,� he said.

When Strusinski returned from Vietnam in the summer of 1968, the Twin Cities were wracked with the same kind of rioting and protests that have recently exploded across the country in response to the death of George Floyd. The similarities are profound, and Strusinski said it’s hard to watch the country’s lack of progress. “It’s very sad, and it’s very understandable,� he said. “I don’t think it’s rocket science to drill down and find what the root problems are and how people

Demonizing the protests doesn’t do any good, and Strusinski said just because someone doesn’t agree with the protesters' opinions, doesn’t mean they shouldn’t be able to protest. “People can burn a flag in front of me. Will I like it? No. But do I think that guy's got a right to do it? Hell yes,� he said. “Some others want (the police) to go in hit them with a big stick. I don’t look at the world that way. These people are looking for some better times.�

Trauma catches up with everyone sooner or later. And no matter what form it takes, Strusinski’s words can help people get through it. Stay calm, form a plan, do what it takes to get the job done.

Two weeks before he was set to leave Vietnam, Strusinski’s company was hit with friendly fire during an airstrike. Strusinski got called up to help deal with the casualties, but another medic who still had over six months to go on his tour took Strusinski’s place. Half way to their location, the helicopter crashed and killed everyone on board. If it weren’t for that medic volunteering to take Strusinski’s place, he would have been on that chopper. “I think about all of those close calls,� he said. “And you learn how to deal with adversity and fear. You have to compartmentalize all of that stuff and learn how to think through every situation.�

When asked if budgeting wasn’t normally based on assessments, Voedisch said yes, that would be the case, but noted that property owners affected by the Panorama project will also be subject to the township nitrogen assessment and stormwater assessment. Some may have lost jobs or income due to COVID. A representative from the affected community said the neighbors were ready to pay their assessment.

The township could apply for a zero-interest loan for its part of the work to begin in 2022. Voedisch said that the board needed to look at the cash position, the potential for a levy increase next year, and what loan repayment would do to levy percentages over the years it would take to make repayment.

Dog Issues Continue The county has not yet taken action on the potentially dangerous dogs reported at 14890 Ostrum Trail at the last township meeting.

The neighbor whose animals were the victim of the attacks continues to work with the township attorney.

Annette Friedheim’s application for a private dog kennel permit at 16740 Norell Avenue resulted in Nate Sparks, the city planner, providing the board with four possible courses of actions. The options varied regarding acreage requirements, number of dogs, requirement for a public hearing (before the planning commission or the board of supervisor), and fees.

Sparks said the township’s current kennel application fees and escrow are so low that it won’t cover the cost of a public hearing, much less any reporting or investigation: “What is in the code now has not been realistic.”

(The application form currently informs applicants that they may have to pay overages related to their application.)

The supervisors approved amending township ordinance 501.14 to add a new limited private kennel with a 2.5-acre threshold, with a $600 escrow and a $100 application fee, with an intended use plan and a public hearing before the Board of Supervisors. Friedheim’s application for a private kennel can now move forward to a public hearing.

They asked Sparks to consider how he could produce an abbreviated planners report in line with

the $600 escrow.

Building Violations and Complaints In the ongoing effort to bring 13003 177th Street into compliance with town code, the city attorney met with the homeowner and crafted an agreement that the homeowner will secure additional acreage needed for compliance by a certain date. The homeowner posted a $10,000 bond to be used to take down the non-compliant building if the agreement is not met.

Neighbors complained about cars near the road, litter and a canvas structure at 12550 Otchipwe Avenue. A drive-by inspection determined that one of the vehicles was no longer present and it was unclear what was considered litter. The canvas structure/tent was visible.

Voedisch said there are more of these structures in town than one might think and they aren’t covered by the building code because they aren’t permanent accessory buildings. “Do we want to make criminals of a dozen people?”

In this instance, the structure has drawn a complaint and it is larger than allowed in the building code for a permanent structure so it is a temporary use and only allowed for 180 days. The renters who reside at the home will be sent a letter informing them a complaint has been made and they have six months from the date of the letter to remove the structure.

Scenic, But Dusty Roads Neighbor Laurie Allman reported that she had raised the idea of designating a portion of Norell Avenue near Long Lake as a natural preservation route at a County Road 3 project meeting. Roadway design work is just beginning so this is the ideal time to talk about including context-sensitive design.

She also talked to county commissioner Fran Miron and he has asked public works about constraints this would place on them.

On a separate note, calcium chloride was recently applied to the roads for dust control at a cost of $60,446. Early reports are unsatisfactory, with dust already picking up in some areas, much more than expected.

Marine on St. Croix recently purchased a used vacuum truck (street sweeper). The township will contact the village to see if it could team up with their public works department to achieve some cost savings on street cleaning.

Road repairs identified on the spring road tour will begin next week, at a cost of $4,000.

They don’t reuse combs, capes or other tools.

The salon looks a lot different than it did just a few months ago.

“We had drinks out; coffee, water,” Fraley said. “We had suckers, a bunch of magazines people could look at. We took all that stuff away.”

Despite the restrictions, Hår Salon’s waiting list extends into July. Haircuts are one of the things quarantined people miss the most.

Fraley is happy to report that her customers have all been following the guidelines, and she hopes that everyone can learn valuable lessons from the Coronavirus situation.

“I think it’s important just to take a step back and chill out,” she said. “I think people just need to stay home and rest their bodies.”

Just a few miles down the road in Marine on St. Croix, Minn., Matt Miller has been getting ready to open up the Brookside Bar and Grill’s patio dining area. He arranged outdoor seating with tables spaced a safe distance from each other, with no more than six chairs at a table.

The patio could seat up to 50 people.

Inside, most of the furniture has been removed, so people who enter for to-go orders have space to stay away from others. The restrooms have been made as touch-free as possible “Like everyone, we’re bummed,” Miller said. “This is just not something that anyone wanted, and it’s just unfortunate that it’s happening. And much of it’s out of our control.”

He’s decided to take the setbacks in stride and not let the situation upset him. Each day, he’s listening for health guidance from the CDC and the government.

Since Brookside closed on St. Patrick’s Day, Miller began curbside pickup in late April. He’s been happy with the support from his customers and hopes it continues, especially with the recent outdoor seating development.

Washington County has 731 confirmed cases of COVID-19 as of June 8, according the Minnesota Department of Health. The total cases in

Minnesota increased by over 4,000 between May 26 and June 8.

The Wisconsin Supreme Court struck down Gov. Evers Safer at Home order on May 13. On that day there were 13,538 COVID-19 cases in wisconsin and just four confirmed cases in Polk County. As of June 8 there were 20,835 cases statewide and 33 cases in Polk County, according to the Polk County Health Department.

Business owners in Polk County, however, are up for the challenge of balancing health and maintaining local businesses.

Cascade Bar and Grill in Osceola, owned by Wayne Erickson and his son, Tyler, faced a difficult shutdown on St. Patrick’s Day. They had just received their liquor license five days before, which was especially frustrating.

“I understood the need to do it, but I think it went too long,” Erickson said. “It’s hurt a lot of businesses.”

Recently, Erickson has been working nonstop to get the bar ready for customers. He’s taking all the precautions he can, from prepackaging condiments to using paper menus, plastic cups, and spacing tables six feet apart. Tables are limited to six people unless they’re family, and the tables and bar are sanitized regularly.

“I think it’s safe as long as you’re smart,” Erickson said.

“Do the right things. Sanitize. If people want to wear masks, they’re welcome to.”

Another challenge the bar faces is the influx of customers from Minnesota. People who have been itching to get back to normal are driving across the border to take a break from staying home.

Right now, Erickson encourages everyone to support local businesses.

“I go to the other bars around here and eat,” he said. “Support the local people. Any community should do that.”

Down the street in Osceola, the Watershed Café’s dining room has been open since the morning after Memorial Day. Rita Rasmuson, co-owner of the Watershed, has been operating the café with her husband Steve since 2014.

They’ve become a staple in the community and receive

a lot of business from across the border.

So far, one of the biggest hurdles for Rasmuson is the negative environmental impact being a to-go restaurant has on the earth. The purpose of the Watershed is to provide a sit-down environment with real plates and silverware and minimal waste. With no time to prepare, the staff immediately went to work transitioning into take-out service by using compostable, recyclable materials.

From there, Rasmuson faced more difficulties, like cutting staff hours and navigating how their food quality would hold up after a car ride. The new take-out-only service lasted until recently when the dine-in option became available.

“The next step was to limit people in the building,” Rasmuson said. “So, it was almost like we had to make a barrier to protect ourselves as much as we needed to protect our customers.”

As a family-oriented restaurant, there are concerns that if one person contracts Coronavirus, it will spread quickly. With two of Rasmuson’s sons and her husband working at the café, the whole family is intentional about complying with safety measures.

At first, some customers weren’t following safety procedures, and Rasmuson and her staff had to state the rules firmly.

“Going out to dinner’s a nice thing,” she said, “so respect it.”

Looking to the future, Rasmuson doesn’t see things going back to normal anytime soon. Restaurants will continue having a difficult time staying open if their community does not support them. She hopes the current situation will encourage everyone to shop locally for food and support farmers.

As the businesses in Polk County continue to offer their services during these times, and Washington County begins to do the same, everyone should take extra precautions and stay safe while supporting each other.

It’s vital now more than ever to respect the physical and financial well-being of our communities.

We’ve been here before

I

hope you are enjoying summer and some respite from the cares of coronavirus and the national uproar for social justice after the death of George Floyd last month in Minneapolis.

It’s been quite a few weeks, to say the least.

As someone who can vividly recall the madness of 1968, I am struck by how little things seem to change in our nation. Issues bubble to forefront and fade over time, only to reappear later in our history.

I recently watched the History Channel’s three part documentary about the life of Ulysses S. Grant. It was very well done, in my opinion. Since much of his life involved the Civil War and Reconstruction, racial equality and justice and the government’s role were common themes.

I have learned more about history as an adult than I ever in school. It’s not the fault of Publisher did my teachers. The subjects are so immense, even for our relatively Tom Stangl young nation, there’s no way they can be covered in a semester or a year.

That’s one of the reasons I enjoy reading and watching these types of programs. In addition to dramatizations of events in Grant’s life, military experts and historians offer their opinions to carry the narrative of the story.

At the conclusion of the six hours we learn Grant, who was compared to George Washington in stature after his death over a century ago, faded from history as the narrative of the Civil War was recast.

The “Lost Cause” was a movement that romanticized the cause of Confederacy as just and about state’s rights and not slavery. Grant was cast as the butcher in this version of thinking and Robert E. Lee as the tragic hero.

I’m smart enough to know history is written by the victors and there are two sides to every story.

That’s why learning about Grant’s childhood as the son of abolitionists who married a daughter of a slave owner and how the dual forces formed his thinking and actions was a revelation to me.

Grant was a failure many times in many things in his life but excelled in the military and in leading men. He was the logical person to succeed Andrew Johnson as president to do his best with Reconstruction.

I found this passage from his first inaugural address in 1869 timeless, in the worst possible way: “The country having just emerged from a great rebellion, many questions will come before it for settlement in the next four years which preceding Administrations have never had to deal with. In meeting these it is desirable that they should be approached calmly, without prejudice, hate, or sectional pride, remembering that the greatest good to the greatest number is the object to be attained.

“This requires security of person, property, and free religious and political opinion in every part of our common country, without regard to local prejudice. All laws to secure these ends will receive my best efforts for their enforcement.

“I ask patient forbearance one toward another throughout the land, and a determined effort on the part of every citizen to do his share toward cementing a happy union..”

Great words 151 years ago. I just wish we didn’t need to heed them in the 21st century.

But the great thing is we can learn this lesson now, if we have the will to do so.

Pro-nuance, anti-bull

I

think nuance is my new favorite word.

I’ve noticed myself using it more than normal lately. A podcast I listen to likes to say they’re “pro-nuance, anti-B.S.” and I’ve adopted that as my de facto mantra.

At a time when feet are rooted more firmly in camps than ever before, examining subtle truths and diving deeply into the rationale for our opinions is much more useful than lashing out in grand gestures of right and wrong. The country’s been blindly towing the party line so long we didn’t notice the rope has wrapped around our ankle and is slowing dragging us all under. At no time has that been more evident than in the spring of 2020.

Togetherness abounded for about Editor two weeks in mid-March, before partisan nonsense took back control of C.L. Sill our newsfeeds and TVs, instructing us to either revolt against COVID-19 regulations or accept them without question, when in reality the most helpful path was somewhere in the middle.

Then came George Floyd and the uprising that followed, where many across the country tuned in to watch protesters face off against riot police and cheered for one side or the other like a football game.

Red or blue. It’s all left me feeling a little lost and has solidified the notion that I am a man without a political party.

I voted for John McCain in 2008 and would do it again if the election was tomorrow. I believed in him as an American and a politician. He was a good man.

I believe the same thing about Barack Obama, who I gladly voted for in 2012. Both of them made me proud to go to the polls, something I can’t say of the current inhabitant of the White House.

I’m a gun owner and an advocate of the 2nd amendment. I don’t own an assault rifle, nor to I see the need to. But if my neighbor wants to own 50 of them, it’s really none of my damn business as long as he doesn’t shoot holes in my house. Democratic led gun control efforts have not proven an effective deterrent to mass shootings and gun violence and they never will — that’s just the truth.

I’m also outspoken about the environment, public land access and the scientific realities of climate change. Republicans have been and continue to be obscenely detrimental to all three of those topics, despite overwhelming evidence that what they’re doing is wrong — that’s just the truth.

It took me a long time to shake off my biased outer layer and admit both of these things are true. But once I did, I discovered the realm of legitimate political truths was so much sweeter than the cable news wasteland that was sucking the life out of the rest of the country.

I don’t mean to present myself as some kind of all knowing, political genie here to shame the rest of you into submission, or enlightenment. I think SEE SILL, PAGE 9

I fell in love with Wisconsin dairy

M

any of you do not know much about me. You probably know I live in a small town in Wisconsin, I have four kids, and I really like food.

I grew up in a Minneapolis suburb. I loved the outdoors and fantasized about living like Laura Ingalls Wilder when I grew up. As a teen, I lived up to the “Wilder” dream of my childhood idol, attending concerts at First Avenue, dressing like Madonna, and driving a Corvette. I had a soft side, too. I loved to camp and cooked gourmet meals with my best friend—we did everything together until she moved to France.

We’ve always stayed in touch, even though we went our separate ways.

Wild Chow Though oceans apart, our discussions about food grew in-depth and Lisa Erickson knowledge. Dairy kept coming up as our main topic of interest.

Later, my time on the UW System Board of Regents and the Wisconsin Technical College Board opened my eyes to how integral and interwoven dairy is to Wisconsin. I learned how Wisconsin became the dairy state, about Babcock, how researchers in Madison discovered warfarin, and so much more related to dairy.

Eventually, we started doing research, which resulted in a book about dairy and cheese in Wisconsin. The depth of tradition, love, and passion in dairy knocked my socks off. I wanted to be part of that passion.

In early 2019, after we finished our book, I accepted a job with Crystal Ball Farms Dairy as the dairy plant manager. I couldn’t be happier. I am part of carrying on the tradition of dairy in Wisconsin and the nation.

June is dairy month. Join me in celebrating dairy and supporting Wisconsin dairy farms.

THE POSTSCRIPT A little awkward

I

t’s harder to keep in touch with people these days. Things are opening up but it’s going to be a while before we hop in a car and visit people the way we used to.

I met the pastor of my church while walking.

She told me the youth group had been meeting via Zoom and the kids were overcome with shyness, seeing their faces on the Columnist screen. I wanted to say, “Don’t Carrie Classon they realize they can be seen when they show up in person?” But I sympathized with the teenagers.

When my husband, Peter, and I tried Zoom for the first time it was a little awkward.

“Shouldn’t the camera be higher?” I asked. “You can see right up our noses!” We found a cardboard box and adjusted the laptop angle.

“Why is it so smudgy?”

“I had sticky tape over the camera,” Peter told me.

Peter cleaned the tape residue off the lens and I realized I looked a lot better smudgy.

But we’ve been trying to make a point of calling people up more often. (Peter calls it “drunk dialing,” although we’re not.)

Preheat oven to 325°F. Lightly grease two 8-inch round cake pans; set aside.

In a small bowl, combine the flour, salt, and baking powder. Set aside.

In a large mixing bowl, using a hand mixer, beat eggs, sugar, vanilla, and almond extract, until thickened. Add the dry ingredients and mix just until combined.

Heat the milk in the microwave. Add the butter, stirring until the butter is melted. Add the milk to the batter, stirring to combine.

Divide the batter between pans. Bake until a toothpick inserted in the center comes out clean. Cool cakes.

Geri and I chatted for quite a while. We both had news and a lot of shared memories.

“You and Peter have to come and visit sometime!” Geri said. I promised we would next time we were anywhere near.

“Clarence is going to be mad when he finds out you called me up to clean your house and ended up inviting us over,” I told her.

“No, no, we would love to see you! It was great talking with you!”

“It was good to hear from you, Geri.”

And it was. Talking to Geri made my day. I suddenly felt less worried about those “Hi! We were just thinking about you!” calls Peter and I have been making.

Yes, it’s a little awkward making conversation with someone you haven’t talked to in a long time, but sometimes a little awkward is okay, I decided. Sometimes a little awkward is a lot of fun.

Sometimes it takes some effort.

Sometimes I’ve wondered if these unexpected phone calls are more a bother than a pleasant surprise to the folks we call.

Yesterday, I got a surprise call myself from Geri.

I haven’t seen Geri since I moved 1400 miles away years ago.

She’s quite a bit older than me and not someone I knew well, so when I saw her name pop up on my phone yesterday, I was very surprised. I didn’t know I even had her phone number, to be honest.

“Geri!” I said, “this is Carrie!”

There was a moment of awkward silence.

“Geri, did you butt dial me?”

“Carrie? This is Carrie Classon?”

“Geri, you butt dialed me, didn’t you?!”

“No! I was trying to call someone else. Someone to clean my house.”

Geri has a huge old wooden house sitting on a hill. It even has a turret on one corner. There are nooks and crannies and stairs everywhere. I would not want to clean Geri’s house.

“Geri! I am not going to clean your house!”

“Oh no! But it’s so good to hear your voice. How are you doing?”

I knew Geri was getting up in years and her husband, Clarence, was older yet. So I asked, somewhat timidly, “How’s your family?”

“Oh, we’re fine. But we’re old! I

If you want to catch walleyes there is only one thing you need to know,” said Ben Elfelt of Shafer, Minn. His tongue-in-cheek reply was, “Where the walleyes are.” In this second search for the perfect boat, I talked to Elfelt, Polk County Park and Trails Coordinator, successful walleye guide of Prime Time Guide Service, married to Kim, a very good angler herself, and father of almost 2 year old Eleanor. More about how to catch walleyes later.

Like most of us Ben started out in his dad Tony’s boat. “Dad was a panfish angler. He owned a nice little 16’ Lund. I was thinking musky and walleyes as an 11 year old kid and wanted to take his boat out on my own. Dad said I could take the boat out on my own when I could swim across the lake and back wearing a Wild River life jacket.” Soon Ben could us the boat at his pleasure and eventually Trails Tony’s 16 footer was his. They also had a pontoon boat, but Ben quickly Jim Bennett realized that’s a pleasure craft, not a boat to seriously fish in.

Ben later found out that he didn’t need a driver’s license to get around Forest Lake. “With my Lund on Forest Lake I didn’t need a car. I’d pick up my friends and we’d boat to wherever we wanted to get to around town.” Next Ben became a very good muskie hunter. Then he went after walleyes and found them easily also.

As a kid Ben dreamed of fishing Mille Lacs Lake, Cass and Winnie. After graduating high school, getting into college and then marrying, Ben decided he needed a bigger boat. “I saw a For Sale $500 sign by this nice big newer Crestliner. But the owner said that the boat for sale was actually a Lund Predator nearby that needed some work. As newly married college students, they couldn’t afford a big boat so with a little love and hard work Ben fixed up the boat, then thought he would try his hand at a little guiding.

All of us think we can be guides. We can’t. Ben could. He told me he was getting old fast at age 25, throwing musky baits and realized he could catch walleye while other people struggled. He decided to try his hand at guiding.

“You have to be where the walleyes are. They move seasonally and I soon found out that electronics were the key to finding them. I really took my time locating them on a little black fish finder with

a 4” screen.” Ben was successful right off the bat and hooked up with a couple bait shops to get his name out there. He knew right away he needed a bigger boat.

“Walleye fishing is all about boat control. A bigger boat is more stable. I needed a better trolling motor and outboard. I started looking every day, mostly online, and soon realized that boats in South Dakota were 15-20% cheaper than here. I found a Lund Pro SEE BENNETT, PAGE 6

V tiller and pretty much bought it over the phone. Set it up with a Hummingbird fish locator and Minn Kota trolling motor that could be linked together wirelessly. With a simple remote I could run everything from the back of the boat.”

I fish with Ben occasionally and we catch fish, 20 to 30 walleye and or crappie a night, normal for Ben, not me. I asked him about his best times on the water guiding. “There were many times we lost count. I knew the anglers were happy when I asked them if they wanted another picture taken with a fish they just caught and they’d answer, ‘No. We have enough.’”

The Covid outbreak forced Ben to stop guiding and his County Parks job got a lot busier as he was in more demand on the front lines of the pandemic, working longer hours. “I enjoyed the break from guiding. I was too busy to fish. But my mind got me thinking

about Lake Superior and Michigan, kind of like I dreamed about Mille Lacs as a kid. I told Kim I was going to out to buy a new fish finder. What I failed to tell her was it was attached to a 22 foot Starcraft covered boat with 3.0 inline Mercury engine, already rigged with downriggers and outriggers for Great Lakes fishing. Kim kind of shook her head.” She had seen Ben succeed as a walleye guide. “It was another good deal. Just like all my other boats, this one also needs a little loving to get it up and running.”

I got a text the other night from Ben about the Starcraft with some pictures of the big boat with the floor ripped out and the covered cabin in pieces on the ground and the message, “I got it to turn over!”

Following the discovery of chronic wasting disease in a wild deer in Dakota County in March, the Minnesota Department of Natural Resources will expand current deer feeding and attractant bans to include Dakota, Hennepin, Ramsey, Rice, Scott and Washington counties beginning July 1.

“To prevent the spread of chronic wasting disease, it’s important to limit close contact among deer,” said Michelle Carstensen, DNR’s wildlife health program supervisor. “By keeping feed and attractants out of our backyards, Minnesotans can discourage the congregation of deer that spreads this deadly disease.”

In counties where deer feeding is banned, people need to remove any grains, fruits, nuts and other food placed in ways that could entice deer. People who feed birds or small mammals need to make sure that deer cannot access the food. The feed should be kept at least 6 feet above ground level.

Normal agricultural, forest management or wildlife food-planting practices are allowed.

In areas where the attractant ban is also in place, people must remove any liquid food scents, salt, minerals and other natural or manufactured products that attract deer.

CWD is an always-fatal neurological disease that affects the cervid family, which includes deer, elk and moose. Since CWD was first detected in a captive elk in Minnesota in 2002, the DNR has tested more than 90,000 wild deer. To date, 88 wild deer have been confirmed positive for CWD in Minnesota. tons of Americans hold the same, dual-sided, well thought out (if I do say so myself) beliefs, but are being drowned out by the incessant blathering of people like Tucker Carlson and Rachel Maddow.

We’re what author Steven Rinella would call ‘radical centrists,’ which has completely ceased to be an oxymoron. We need to speak more loudly for truth, and for nuance.

Through this, we’ll discover things that aren’t achievable with surface level, Facebook quality opinions. And the nuanced, deep dive truth about the situation we currently find ourselves in is — there are systemic problems with the way police departments operate in this country.

What’s also true is you can be a patriotic, police supporter with a thin blue line bumper sticker to boot, and still agree that changes need to be made. Recognizing there are issues in the system doesn’t make you anti-cop. We need to support police in this country, but we also need to admit their system is fundamentally flawed. We can do both.

The only way to fix this problem is to listen. Listen to the communities that have been the victims of these policies for decades.

I talk a lot. Too much really. Erin sometimes accuses me of enjoying arguments (guilty). But now’s not my time to talk, nor is it the police departments’ time to talk. It’s our time to listen to people of color all across this country and think deeply about how we can support the change that so badly needs to happen — that’s just the truth.

e are still at the beginning of the summer movie season, and I was wondering if more production companies might be considering VOD (Video on Demand) releases as the studios get nervous about not making money back on their films. I think The High Note falls into this category. One thing I was particularly excited about was that film was not animated. The animation films I have seen Contributing for twenty dollars apiece have not been anywhere Writer close to being worth the purchase price. UnfortuPaul Backstrom nately, I would be paying another twety dollars for this film, a lot more than I would have paid to see it in the theater. Will The High Note finally break my streak of subpar VODs or are all VODs doomed to being bad?

The High Note is about a superstar singer, Grace Davis, played by Tracee Ellis Ross, and her over worked personal

assistant, Maggie Sherwoode played by Dakota Johnson. They are presented with a decision that will change the trajectory of their respective careers.

The good news is that it is heads and shoulders above the last few animation films I’ve seen. However, that is a pretty low bar to get over. The High Note isn’t bad, but unfortunately it also isn’t very good. This is the first film writing credit for Flora Greeson. She plays it pretty safe with her screenplay, a little too safe.

The story felt bland, very one dimensional. Her characters have minimal and predictable story arcs. She might have sensed the predictability of her screenplay because in the third act she pulls this bizarre twist out of no where. It was so bizarre, that I rewound the movie and watched the scene again. There was no need to have this type of twist because honestly it doesn’t add to the film, and actually takes the audience out of the film.

For a film that is centered on music and musicians, the soundtrack was pretty dull. There wasn’t a song that I really fell in love with or even stayed in my memory after the movie. This was very disappointing especially since over the last year or two we have had some great

movies about musicians. Bohemian Rhapsody and Rocketman, which have really capitalized on the movie soundtrack.

The actors are what really carry this film. The High Note does feature some pretty recognizable actors like Dakota Johnson (she is the daughter of Don Johnson and Melanie Griffith), Tracee Ellis Ross (she is the daughter of Diana Ross), Bill Pullman, and Ice Cube. Each of these great actors did a good job of taking some potentially boring characters and making them fairly two dimensional.

Overall, I would give this movie a C+ (An Above Average Movie). I have not been blown away with the movies released on VOD (Video on Demand) and The High Note follows this trend. If you are really aching to watch a new movie and don’t mind paying twenty dollars give this a view, otherwise I would pass on this one until it comes out on Netflix.

The High Note is rated PG-13 for some strong language, and suggestive references. The film was directed by Nisha Ganatra while Flora Greeson wrote the screenplay. The High Note stars Dakota Johnson, Tracee Ellis Ross, and Kelvin Harrison Jr.

DNR seeks input on ATV Trail proposal The Department of Natural Resources invites public review and written comments on a proposal by Range Riders ATV to obtain grant-in-aid funding for additions to the all-terrain vehicle trail system in Itasca County in northern Minnesota.

Grant-in-aid funding is allocated from a dedicated all-terrain vehicle (ATV) account to local governments to provide new ATV trails, trail

connections and trail maintenance. Money in the dedicated account is generated through ATV registration fees and a portion of the gas tax associated with ATV use.

The proposed trail, known as the Len Hardy Memorial ATV Trail, would provide a 9-mile trail connection between the city of Nashwauk and the Alborn-Pengilly Trail.

The trail would follow 7.75 miles of existing roads and a

hardened snowmobile trail (which is a former logging access route), as well as 1.25 miles of new trail on land formerly used by the mining industry. It would make connections to the Alborn-Pengilly Trail and the Goodland Trail. The Range Riders ATV Club would maintain the new trail.

The DNR will accept written comments on the proposal until 4:30 p.m. Monday, July 6.

Keeping Minnesota’s wild deer population healthy remains the goal of the DNR’s response to CWD. The DNR’s three-pronged approach to prevent the spread of the disease was detailed in an earlier news release. The agency’s CWD response plan can be found on the DNR website.

Current deer feeding and attractant bans

Currently 31 counties in north-central and southeastern Minnesota have deer feeding and/ or attractant bans in place. The bans in five of those counties will be removed on July 1. So, with six counties being added and five removed, a total of 32 counties will have feeding and/or attractant bans in place on July 1. The 31 counties with bans currently in effect are: Deer feeding and attractant ban:

Aitkin, Cass, Crow Wing, Dodge, Fillmore, Freeborn, Goodhue, Houston, Hubbard, Mille Lacs, Morrison, Mower, Olmsted, Steele, Todd, Wabasha, Wadena, Winona.

Carlton, Chisago, Douglas, Isanti, Kanabec, Kandiyohi*, McLeod*, Meeker*, Pine, Pope, Stearns, Wright*, and the portion of Renville County north of U.S. Highway 212*.

*As previously announced, starting July 1 the DNR will remove the feeding ban from Kandiyohi, McLeod, Meeker, Renville and Wright counties, as CWD was not detected in any wild deer for the third-consecutive year of wild deer disease testing in central Minnesota.

Scandia is debating whether to revise its local dog ordinances—or whether it can do without them.

The Scandia City Council considered the city’s ordinances related to dogs running at large and public nuisance dogs last week, looking to clarify them or possibly consolidate them into a single ordinance.

During the June 3 discussion, though, councilman Jerry Cusick, a retired Washington County Sheriff’s deputy, suggested that the ordinances could be repealed entirely. Cusick argued that most county sheriff’s deputies wouldn’t be

aware of a local ordinance and were likely to apply the state law when called to an incident.

Instead of crafting a city ordinance, Cusick said the city could simply let the state law stand, or at least be included by reference.

“If anything, we could maybe redefine what ‘at large’ is,” Cusick said. “Why make it more complex than we need to?”

Councilman Steve Kronmiller noted that the subject had been brought up to address the number of complaints about dogs that are habitual trespassers on neighboring properties.

City attorney Chris Nelson said the local ordinance may only be necessary where they supplement state law and where they define a local enforcement authority and process.

Other business: • The council approved a social distancing plan to allow the annual Scandia Fast Pitch Softball tournament at the city’s lighted ballfield on June 26-28, pending whether it will be allowed under the state’s executive orders.

• The council appointed Lynne Moratzka to the city’s Tourism Committee. Moratzka is the director of the Gammelgarden Museum.

• The council hired Christina Mazzucco as a part-time seasonal parks and grounds maintenance worker.

The next Scandia City Council meeting will be held June 16 at 7 p.m.

The council approved a resolution that will allow the city’s businesses to temporarily expand their outdoor sales and service areas, beyond what would normally be allowed by city zoning.

Nearing Retirement? What Questions Should You Ask? The recent market volatility has affected just about everybody’s ¿nancial and investment situations – so, if you were planning to retire soon, will it still be possible?

Of course, the answer depends somewhat on your employment situation. With so many people’s jobs being affected by the coronavirus pandemic, your retirement plans may also have been thrown into confusion. But assuming your employment is still stable, what adjustments in your ¿nancial and investment strategies might you need to make for your retirement?

Here are a few areas to consider, and some questions to ask yourself: • Retirement goals – Now is a good time to review your retirement goals and assess your progress toward achieving them. You may want to work with a ¿nancial professional to determine if the current environment has materially affected your goals or if you need to make modest adjustments to stay on track.

• Retirement lifestyle – You probably created your investment strategy with a particular type of retirement lifestyle in mind.

Perhaps you had planned to become a world traveler when your working days were over. Of course, in the near term, extensive travel may not be possible, anyway, but once we move past the pandemic, your freedom to roam will likely return. But if your investment portfolio is not where you thought it might be, can you (or do you want to) adapt your lifestyle plans? And can you accept the same Àexibility with your other lifestyle goals, such as purchasing a vacation home, pursuing hobbies, and so on?

• Tradeoffs – Based on your retirement goals and your

willingness to adjust your retirement lifestyle, you’ll want to consider your options and tradeoffs. For example, would you be willing to work more years than you had originally planned in exchange for greater con¿dence in your ability to enjoy a comfortable retirement lifestyle? By working longer, you can continue adding to your IRA and 401(k) or similar retirement plan, and you may be able to push back the date you start receiving Social Security to receive bigger monthly bene¿ts. You might also review your budget for opportunities to reduce spending today and potentially save more toward your retirement goals.

• Social Security – You can ¿le for Social Security bene¿ts as early as 62, but you can get 25% to 30% more each year if you wait until your full retirement age, which is likely between 66 and 67. As you created your retirement plans, you likely also calculated when you would take Social Security, but you may need to review that choice. If you postpone retirement a few years, what effect will that have on when you choose to take Social Security and, consequently, the size of your bene¿ts?

You won’t want to make a hasty decision, because once you start taking Social Security, you can’t undo your choice.

This is certainly a challenging time to be entering retirement, and you’ll have some questions to answer. But even in the midst of uncertainty, you still have many choices. Consider them carefully and make the decisions that work for you.

In a medium-sized saucepan, whisk together sugar, flour, cornstarch, salt, and eggs until smooth.

Gradually add the hot milk to the sugar and egg mixture, stirring constantly. Over medium heat, stir constantly until the mixture thickens and comes to a boil. Cool completely.

Slice the cakes in half horizontally. Set one of the four layers aside. On a cake plate, place one layer and frost with pudding as you would frosting. Top with the next layer and frost. Place the third layer on top and frost the entire cake on sides and top. With the last layer, over a bowl crumble the cake. Press the cake crumbs into the pudding all over the frosted cake. Cover and refrigerate until ready to serve.
