Manyofyouwillrememberthetragiceventsof16th October2021whichsawaboatcapsizeat theManukauharbourentrancewhichleadthethedeathsofthreeofthecrewonboard, includingtheskipper.TheTransportAccidentInvestigationCommissionhavenowreleased theirreportintothesinking.Thefullreportcanberead HERE anditiswellworthreading. Whathappened
On16October2021,fourpeopleonboardarecreationalpowerboatspenttheafternoonfishingjust outsidetheManukauHarbour.Astheyreturned,theskippersteeredtheboatacrossthesandbaratthe harbourentrance.Asetofbreakingwaves,estimatedtohavebeenover2metresinheight,overwhelmed theboat,causingittocapsizeandsink.Theboat’soccupantswereinthewateruntilrescueservices arrived.Onlyonepersonsurvived.
Whyithappened
Thevesselenteredanareaofsteep,breakingwavesand,forreasonsthatcouldnotbedetermined,the enginestopped.Thevesselturnedside-ontothewavesandwasswampedandthencapsized.
Hadeverybodyonboardbeenwearingproperlyfittedpersonalflotationdevices,appropriateforthe conditions,itislikelythattheywouldhavesurviveduntilrescuerespondersarrived.
Alackoffood,exertionandtheconsumptionofalcohollikelyreducedtheparticipants’survivaltimein thewater.
Whatwecanlearn
Emergencypreparednessisafundamentalpartofplanningaboatingexpedition.Aresponsibleskipper shouldbeawareoftheirvessel’scapabilitiesandensurethatitiswellequippedtogiveoccupantsthebest chancesofsurvivalshouldsomethinggowrong.Partofthisisunderstandingwhatemergencyservices areavailableintheareaandhowlongitmaytakeforrescueunitstoarriveonthescene.
Marineradioisavitaltoolandoneofthebestvehiclesforindicatingdistresstoothervesselsnearby. EverybodywithinrangeofandlisteningtothesameVeryHighFrequencychannelwillreceivethecall forhelp.Pyrotechnicdistresssignalssuchasflaresandsmokemarkerscanalsoalertpeopleonboard nearbyvesselsthathelpisrequired.Amobilephoneisagoodback-up,butitscallsareprivateuntil emergencyservicescanverifyitspositionandrelaythecallforhelp.
Nomatterwhetheraboatingexpeditionisaprivaterecreationalactivityoracommercialenterprise,the skippershouldbriefthepassengersonhowtocallforhelptoensureeveryonehasthebestchanceof survivinguntilrescued.
Itis virtuallycertain thattheskippernavigatedthevesseloverthebarinsteadofthroughtheSouth Channel.Thisplacedthevesselatahighriskofencounteringconditionsinwhichitwouldbeprone tocapsizeandswamping–especiallyinthecaseoflossofpropulsion.
Itis likely thattheskipper’sabilityandjudgementwereimpairedbyalcohol.
Oncetheoutboardmotorstopped,theskipperhadnowaytocontrolthevessel’sangleofencounter withthewaves.
Thefishingtripwasplannedatshortnoticeandthegroupwerenotwellpreparedtosurvivean emergencyevent.
Hadtheboat’soccupantswornappropriatepersonalflotationdevices,particularlythosesuitable foruseinbreakingseas,theywouldhavehadabetterchanceofsurvivinguntiltherescue helicoptersandrespondingprivatevesselsarrived.
NewZealand’sMaritimeRulesplacenoobligationsonrecreationalboatuserstodemonstrate beforegoingoutonthewaterthattheyunderstandandpractisesafeboatingbehaviour.
Aslongasthereisnoformalsystemforadministeringrecreationalboatsandsettingtraining standardsforskippers,itis likely thatsimilaraccidentswillcontinuetooccur.
Ifyoureadthefullreportthereisalotofinformationabouttheregulationofthe recreationalboatingsectorinNewZealand.Itisclearthatthereportauthorsbelieve thatthisiscurrentlylackingandtheyadvocateforboatregistrationandskipperlicensing. Althoughsuccessivegovernmentshaveresistedthesecallsinthepast,itseems inevitablethatatsomepointtheywilllooktointroduceoneorbothoftheseproposals.
On25January2023theCommissionrecommendedthattheMinistryofTransportundertake researchtodeterminethemeritsofaregulatorysystemfortherecreationalmaritimesector,inline withoverseasbestpractice,andhowsuchasystemmayincorporatelicensing,registrationand boatdesignstandardstoimprovethesafetyofNewZealand’srecreationalmaritimesector.
