Regional Chief of Police - one step closer to happening By Mila Besich-Lira Copper Area News
For well over a year, the communities of Hayden, Kearny and Mammoth have been without a police chief. As budgets continue to get tighter and revenues remaining stagnant, cost sharing is starting to become a norm for communities across the country, especially in the Copper Corridor. For the past six months the local municipalities through the “Five Mayors’ Meeting” have been woking on a process to hire a chief of police that could lead all three individual police departments. Currently Winkelman pays a contract to the Town of Hayden to provide police services in their community. Hayden took the lead to manage the advertising, posting and interviewing of the police chief, in September they made an employment offer to Sgt. David Blue who has served as an interim chief for all three of the communities over the past year. At a special meeting on Monday night the Kearny town council approved an Intergovernmental Agreement with the Towns of Mammoth, Hayden, Winkelman and Hayden to share a chief of police. Mammoth is expected to review the IGA again and approve on Tuesday, Nov. 29, 2016. A few minor verbiage changes were requested by Kearny to protect each community for each being liable if the chief has liability each of the communities. Don Jones, Mayor of Mammoth, spoke to the Kearny council on Monday and encouraged the council to support the hiring of a joint chief. “It saves us all a lot of money,” he said. Currently the IGA and calls for a one year employment contract for the multi agency position. Jones expressed his concern that the agreement should be at least two years to give the person in the position a chance to develop. The hiring of a chief to serve each community does not mean that each community will be served under a coalition police force. That idea has been discussed through the Five Mayors’ Meeting, but has not been actively discussed in over a year. No further developments have gone on there and it was shared in the Hayden and Kearny council meetings that the hiring of a shared chief was not the development of a coalition police force. A Different Kind of Desert
By Linda Lyon Special to Copper Area News For those who’ve never lived in a desert, the word likely conjures up a picture of a vast wasteland of shifting sands void of water and the life sustained by it. Residents of the Sonoran Desert know that life is abundant in the high desert. Unfortunately, grocery stores are one of the things that aren’t abundant, especially in the Tri-Community area. This lack of ready access (within 10 miles) to a supermarket or large grocery store, combined with a poverty level of 20 percent or higher describes another kind of desert – a “food desert.” Technically, only Mammoth with 24.5 percent of its residents living below the poverty line (as of 2014 data), meets the full definition. But San Manuel at 18.6 percent and Oracle at 17.9 percent aren’t
far off. The United States Department of Agriculture (USDA) defines food deserts as “urban neighborhoods and rural towns without ready access to fresh, healthy, and affordable food” and reports that more than 23 million Americans live in one. Arizona has more than 4,000 food deserts and with 13.6 percent of Arizonans living in one, far exceeds the national average of 4.8 percent of people residing in such areas. Food deserts aren’t only inconvenient; they present significant health concerns. The processed foods carried by more readily available convenience stores are typically high in fat, sugar and sodium and research shows that regular consumption of such foods can lead to obesity, shortened lifespan, heart disease and diabetes. These outcomes are especially prevalent among higher poverty residents forced not
only to make do with less healthy options, but also pay higher prices for them. And although access is key, it isn’t the only challenge since parents who aren’t raised on fresh fruits and vegetables are unlikely to seek it for their children. But, it is the first step, and Arizona’s Department of Health Services (AZ DHS) is addressing it with their Arizona Health Improvement Plan. Potential solutions include: partnering with local stores to offer healthier options, farms, Community Supported Agriculture (CSA), food recovery program, food hubs, mobile food markets, and community gardens. Several such solutions are underway in the town of Oracle. The Oracle Women’s Network initiated The Learning Garden, a concept
November 30, 2016
designed to teach people how to garden, help with a place to grow food, and share time and knowledge between neighbors. They had 30 or so people attend the first meeting this month and many good ideas were discussed. In addition to repurposing Liberty Park (the old skateboard park) as the community garden, they discussed developing an orchard. A committee of residents headed by Linda Leigh is now working with Pinal County Parks and Open Spaces to bring the concept to fruition (pun intended). The County is prepared to lease the park to the community for $1 per year for 10 years and provide startup funds and water subsidies. Linda is excited about the potential Continued on page 5

the community garden brings, but her primary concern at this point is to ensure community support for the garden is sustainable. Assuming the committee deems that support sufficient, they hope to break ground and plant carrots this coming March. Eventually, she hopes the

garden can sell produce to pay for the liability insurance and water it will require. They also plan to approach the Oracle School District about a collaboration. In the meantime, both Sue & Jerry’s Trading Post and the Patio Cafe are trying to help “deliver the goods.” The Oracle Farmers Market at Sue & Jerry’s Trading Post, is open Wednesdays from 5 to 8 p.m. April through October, and offers specialty food, live music, fresh baked goods, produce, eggs, breads, jellies and jams, as well as garden plants and herbs. Owner Sue Parra said she’d like to offer more fruits and vegetables in the future. (A small farmers market is held on Saturday mornings at the San Manuel Presbyterian Church.) The Patio Café carries a variety of packaged and fresh food items to include herbs, fruits and vegetables. They also offer meats and organic and gluten free items. The owners, David and Stacy Raneri, are committed to providing good food in a friendly atmosphere, but have also wanted for sometime to ensure the availability of fresh produce and other healthy groceries for the Oracle community. When the Oracle Market was originally run by GDI Corporation and then shuttered in 2012, David said he tried to buy the building from the Darimont Continued on page 11

Schoolchildren seeking donations for Veterans
San Manuel students are once again collecting donations to thank Veterans in the Tucson VA hospital during the Christmas season. According to First Avenue teachers, “We are collecting thank you gifts that they are not given by the government or the hospital.” “These can be as small and simple as stamps and envelopes and writing paper or as big as battery operated radios and CD players with headphones,” said the Bulldog Veterans’ Comfort Items Team of Isabel Austin, Linda Ramsay, Deb Mansager and Laurel Wilson. “Back scratchers are also very popular,” according to the team. Last year San Manuel and Mammoth schools donated more than 10 boxes of personal hygiene toiletries and 100 hand written Christmas cards to the Veterans’ Hospital. “This year we are collecting things that
are more ‘presents’ than hygiene,” the team explained. Suggestions include baseball caps and knit hats, watches, gloves and scarfs, book lights and audio books on Cd. Large print puzzle books, playing cards, calendars and hand held electronic games are also appreciated, according to the team. Gift cards are welcome and Walgreen’s and Walmart are near the Veterans’ Hospital the team said. “We plan to deliver all of our gifts to the Veterans’ Hospital on December 14, so our veterans will have gifts to open on Christmas Day,” Mansager said. Donations can be brought to the First Avenue “Winter Christmas Village Family Night” on Tuesday, Dec. 6 from 5-6:30 p.m. or be dropped off at the First Avenue office (First Ave. and Giffen) before Friday, Dec. 9, the team said.

National Symphony Orchestra double bassist, Jeffrey Weisner to perform Sunday at OrCA Oracle Arizona - This exciting first Signature Series Concert of the 2016-2017 season will feature National Symphony Orchestra member Jeffrey Weisner performing new and classic works for double bass. Oracle Piano Society Artistic Director, Stephen Cook will join Mr. Weisner on the piano for a performance of Schubert’s Arpeggione Sonata. The concert will also feature Alexandra Gardner playing Mint Conditioner, Hans Werner Henze performing Serenade for sola bass as arranged by Lucas Drew, David Kirkland Garner’s rendition of When the Old Man Smokes, and Franz Schubert’s Sonata in A minor for Arpeggione and piano arrangement by Stuart Sankey, performed by Stephen Cook on Piano. A native of Los Angeles, Jeffrey Weisner leads a diverse musical life as orchestral performer, soloist, chamber musician, and teacher. He has a special dedication to education and to the creation of new music for his instrument. Having attended Boston University, where he studied with Lawrence Wolfe and Ed Barker, he later studied under Harold Robinson at the Peabody Conservatory, where he received his masters’ degree. He has been a member of the New World Symphony and the Delaware Symphony. He performs on two instruments: a bass made by Xavier Jacquet in Mirecourt, France in the late 19th century; and the “Ex-Thompson,” a bass of unknown origin possibly from the Iberian Peninsula) which may date from the early 18th century. Mr. Weisner has been a member of the National Symphony Orchestra (NSO) in Washington, D.C. since 1995, and also performed with the San Francisco Symphony for its entire 20032004 season. From 1995-2007 he was the bassist of the Eclipse
Chamber Orchestra. He is a member of the Phillips Camerata. In 2005, he joined the faculty of the Peabody Conservatory in Baltimore, Maryland. At Peabody, he created “Peabody Writes for Bass,” a program that brings together young composers and bassists for the creation of new music for multiple basses. Mr. Weisner recently released his first solo album, Neomonology, on innova Recordings, the record label of the American Composers Forum. It features new works for solo bass by composers Armando Bayolo, David Smooke, and Michael Hersch, all of which were written for him. As a chamber musician, Weisner has performed in a variety of venues, including many performances at the Kennedy Center in Washington, D.C. with his orchestral colleagues. He has also performed chamber concerts in communities across the United States through the NSO’s American Residencies program. In 2010, he performed three concerts at the Chesapeake Chamber Music Festival in Easton, Maryland. He presented a chamber recital on the Sylvia Adalman Concert Series at Peabody in 2008, featuring, among other works, the Piano Quintet of Kevin Puts with the composer at the piano. He has also appeared with the Peabody Trio in a performance of Brett Dean’s “Voices of Angels” for piano quintet. This event, which promises to be rife with soul-stirring performances, will begin at 3 p.m. on Sunday, Dec. 4, at the Oracle Center for the Arts, located at 700 E. Kingston St. in Oracle. Look for the giant star west of Catalina and follow that to “Walk to Bethlehem” at Vista United Methodist Church. Members and volunteers have been working for the many weeks building, baking, sewing and setting up for this biennial event that is free and open to the community. Celebrate the true meaning of Christmas with us. This is an interactive, family-friendly journey through ancient Bethlehem, occurring on the night Christ was born. family but was not willing to put his house up for collateral. The Darimonts then stepped up and ran the store until they were forced to close it again. The Raneris decided to give another go at buying the property. They obtained a USDA grant to fund initial labor costs along with a loan from the agency to pay for stocking the shelves. Unfortunately, they were unable to find a bank that would provide them a mortgage. So, they converted part of their dining room into a market of their own. In David’s words, part of what their market does is “redistribute excess produce.” Many of their providers David said, are local growers with whom he barters – tomatoes in exchange for a meal for example. The arrangement seems to be working well and offers another option for healthy eating in the town. In Mammoth, residents are fortunate to have expanded variety with more coming. Luis Lopez and his wife Viridiana own and run Rancheros Carniceria Meat Market. Located next to the town’s Circle K, the market is currently about 1,200 square feet and will be soon be expanded to about 3,800 just down the road. Luis said the primary reason for the move is so he can provide more produce for the community. The Market currently has one refrigerated produce case and the expansion will allow for three produce dry tables and one 12 foot wet case. Since there are only a couple of vendors that deliver to the store though, Luis is forced to make runs into Tucson five days a week to fill his cases and shelves. His meat vendor delivers Angus Blue Ribbon beef from Utah, but he said he is also exploring selling some locally sourced meat. There is one additional downside to shopping for groceries in Mammoth. In September 2015, the town council implemented

Raising revenue is no doubt tough in a depressed area, but this consumption tax is another hardship in a town 27 miles to a major grocery store. Speaking of major grocery stores, the long promised Fry’s at the entrance to Eagle Crest Ranch and SaddleBrooke is now scheduled to break ground in February of 2017 with an opening in the first quarter of 2018. Brian Harpel, Director of Development for The Pederson Group, said the store was originally scheduled to be built this year, but a representative from the Fry’s Corporation contacted his group in early September to say that budgetary issues required postponement of four deals in Arizona. When asked whether the store will be one of the big Marketplace designs, Brian said it won’t be the biggest store, but

“the 78,000 square foot store will have very similar amenities.” Although the addition of this store, five miles further north than Bashas’ won’t do much to alleviate the “food desert” reality of the Tri-Community area, it will undoubtedly improve convenience, access, and options for many that live in the region. For now, Tri-community area residents are forced to make the best of their lack of ready access to grocery stores. Many obviously feel the benefits of living in their beautiful area and relatively safe communities outweigh the hardships. As growth continues to move North, so will conveniences, but until then, it is encouraging that there are residents in their communities committed to helping those who don’t have other options. Neighbors helping neighbors after all, has always been an American value.

Siblings ready for Santa; mail your letters now Siblings Peyton (2) and Ryland (3) McMillion are ready for Santa and came to work with their dad just so they could write their letters to Santa with their Christmas wishes. They are the children of Chris and Leanne of Red Rock. Dad works at Dub’s Plumbing in Oracle and is a volunteer firefighter with San Manuel Fire Department. Peyton is crazy for anything Minnie Mouse and knows that Santa will pick out the best Minnie Mouse thing for her. Ryland, who is all boy, wants Stinky the Garbage Truck (but he wouldn’t say no to a fire truck or a dump truck or a monster semi truck or …). Tri-Community children can mail their wishes to Santa in the special mailboxes that can be found throughout the area. In Mammoth, head over to La Casita Restaurant. In Oracle, the box is located at Oracle Patio Cafe and Market. San Manuel children can leave their letters at the box
Peyton and Ryland work on their letters to Santa.
at the San Manuel Library. Santa has also set up a special email address if you want to send your wishes to him electronically. The email address is email@example.com. And please when emailing include the town where you live so that your letter can be published in the right newspaper. This year, Mr. Claus has given us permission to accept letters through our Facebook page (www.Facebook.com/ CopperArea). Just send us a private message (PM) with your child’s letter to Santa. Please be sure to include the town where you live so we can publish it in the right newspaper. Hurry and get your letters in quickly so they can be forwarded to the North Pole in plenty of time for the big day. The deadline to mail letters in Santa’s special mailbox is Dec. 16. Santa needs time to get all the requests fulfilled. Letters will be published on Dec. 21.
