F ROM T HE P RESIDENT Our annual meeting was held on March 5, 2020, at the Crosspoint Church. Two incumbent Board Directors were reelected. Norm Counts and Kristen Vartian retained their seats on the Board. Congratulations to both of you. Each Board member gave a review of committee activities for 2019. Mayor George Fuller brought us up to date on happenings in the city and took several questions from the audience. I hope everyone who attended found the meeting interesting and informative. If you were unable to attend, you can review the meeting PowerPoint at www. stonebridgeranch.com. In this month’s issue, you will find information about the upcoming pool season and instructions for getting the 2020 Complimentary Guest Pass for five free guest visits at the pools. There is also an article explaining the School Board’s Attendance Credit Election measure on the May Ballot. Upcoming events include the Meet the Easter Bunny on Saturday, April 4, the first Evening on the Veranda on April 17, and the Teen Fishing Tournament on April 18. Board Meeting The Board meeting of February 27, 2020 was called to order at 1:00 PM. All Board members were present. The meeting began with a Homeowners Open Forum. No homeowners appeared. The next item of business was to ratify the minutes of the previous Board meeting and all decisions made since the last Board meeting. Executive Session The Board approved a change to the guideline regarding pre-foreclosure action when there is a failure to complete a payment plan and the current year assessment is late. The Board reviewed and approved the Foreclosure Report and the Report of the Appeals Committee. We also reviewed and accepted the Collections Committee Report, the Violations Report, and the Project Expenditures Report. Director of Operations Herbst updated us on the status of several legal issues and the status of continuing negotiations with our irrigation contractor. Old Business In our continuing review and updating of Board Guidelines and Policies, we reviewed and approved the Guideline for Handling Media Inquiries, the Firearms Policy, and the Whistleblower Policy.

380 Project There is nothing new to report. New Business We reviewed the presentation to be made at the Annual Homeowners meeting and the information to be given to homeowners at the meeting. We reviewed texting guidelines for our upcoming broadcast texts which will be an “opt in” service. We updated the Trash Tote Guidelines to allow for totes in the driveway if stored behind a bricked wing wall and not visible property line to property line. Any violations that meet this requirement will be closed. Association Reports Board Liaisons presented updates on committee activities reflected in Committee minutes available on our website (www.stonebridgeranch.com). The Director of Operations reviewed the status of the Winter Haven dredging project which is anticipated to begin in the April-May timeframe. The meeting adjourned at 6:25 PM. Board Approves New Complimentary Guest Card for Swim Season 2020 Summer is just around the corner! Are you and your kiddos ready to spend some relaxing hours at the Beach Club, building sandcastles and giggling in the spray of the splash pad? Are you a retired senior who likes to work up a sweat playing pickleball before heading over to the Aquatic Center for a cool dip in the pool? If you or your household members intend to swim at our pools this summer, it’s time to start prepping now. Read ahead for details regarding our new complimentary guest card, tips to obtain your Stonebridge Ranch photo ID, and steps to rent a Beach Club pavilion.

BRINGING GUESTS New this year! On non-holidays during the 2020 season, each household in good standing may bring up to eight (8) guests to either pool. Previously, this number was five (5). On recognized pool holidays (Memorial Day, July 4th, Stonebridge Ranch Day, and Labor Day), each household may bring up to three (3) guests. (See the pool schedules on pp. 18-22 in this issue.) Each guest (age 3+) must pay a fee at the pool gates to enter. We accept cash, checks and money orders. We appreciate exact cash, and we do not make change for bills higher than $20. The cost for ages 3-49 is $5. For seniors age 50+, the cost is $1. Homeowners and tenants who have obtained a Transfer of Privileges may purchase a guest punch card for $15 at the pool gates. When in the presence of a resident, this punch card permits pool admission to a single guest for five (5) visits. (It may not be used by multiple people for a visit on a single day.) COMPLIMENTARY GUEST CARD This year the Board of Directors has approved a Complimentary Guest Card. Each Stonebridge Ranch household may obtain one (1) card for five (5) free guest pool visits. To pick yours up, stop by the association office during business hours (Monday to Friday, 8:30 a.m. to 5 p.m., 6201 Virginia Parkway) or extended Photo ID hours (see the calendar on p. 18 in this issue). Details: > Use your card in any combination, for guests of any ages, to achieve your five (5) free guest pool visits. > The card may be used during non-holiday, nonevent pool hours only. It may NOT be used on Memorial Day, July 4th, Stonebridge Ranch Day

(Sept. 19), or Labor Day, nor to enter SRCA social events at either pool (e.g. Evening on the Veranda, Family Beach Parties, Teen Splash Hop, etc.) In order to obtain the card and present it for use at SRCA pools, your SRCA account must be in good standing (i.e. have a zero balance). You may not share your card with another Stonebridge Ranch household. Your card will have your Stonebridge Ranch address on it. A member of your household must present it at the time of use at the pool gate along with a valid form of Stonebridge Ranch ID. Cards shared fraudulently between households will be forfeited. Cards cannot be replaced if lost or stolen. You will surrender your card to the lifeguards at the pool gate upon your fifth (5th) use. Each use will be tracked by the lifeguards with a “punch” on the card. Renting tenants may obtain a card only after completing a Transfer of Privileges with their leasing homeowner. This is a one (1) year pilot program that will be reviewed prior to the 2021 swim season. The Amenities Committee will look closely at pool usage rates to ensure the program doesn’t impact pool capacity or prevent resident household members from use of the pool facilities.

STONEBRIDGE RANCH IDs Homeowners in good standing and their household members may visit our pools free of charge. To be in “good standing” means you have a zero balance on your SRCA account. Note: this is a change from years past. Previously, residents with an account balance of $50 or less could access the pools. In 2020, the balance must be $0. To enter the gates, you must provide proof of residency by presenting a valid form of Stonebridge Ranch ID. Children age 0-11 must be with a parent or designated guardian who is at least 18 years of age. Tenants may access the pools if they have completed a Transfer of Privileges with their leasing homeowner. Homeowners and resident household members ages 3+ may obtain a Stonebridge Ranch Photo ID at the association office (6201 Virginia Parkway). To do so, you’ll fill out the Photo ID form at the office and provide proper documentation for each person (see details further below). The staff processes Photo IDs Monday to Friday from 10 a.m. to 4 p.m. We’ll offer

extended photo ID hours on Mondays from 5 to 7 p.m. between April 20 and Aug. 3, 2020 (excluding holidays). If a property owner wishes to transfer amenity privileges to a tenant, both the landlord and tenant must fill out the Transfer of Privileges Form. The form also requires an annual $100 processing fee. (The association does not mediate which party pays the fee.) You can download the form at www.stonebridgeranch.com, request an emailed copy via srca@cmamanagement.com, or stop by the office to pick one up. Parents need to replace the photo ID card for a growing child about every three years, as the child’s appearance changes. There is no fee for replacing photo IDs for growing children. You must provide the documentation noted below to prove guardianship and residency each time you replace a child’s photo ID. To replace lost photo ID cards, the association charges a $5 fee. The fee is payable at the office by cash, check or money order (credit cards not accepted). ID DOCUMENTATION Who needs to provide what? Read ahead to learn what documentation you need to obtain your ID. > I am a homeowner, and my name is listed on the property deed. If your Stonebridge Ranch address is listed on a valid Texas driver’s license, you may use your license as your form of ID. However, you are welcome to get a Stonebridge Ranch ID so you don’t have to carry your driver’s license to the pool. Just bring your Texas driver’s license showing your Stonebridge Ranch address to the association office to prove your residency. (If you are new to the state and don’t have a Texas driver’s license yet, bring your current license as a form of photo ID, plus a bill showing your name and Stonebridge Ranch address. The billing statement can be digital and shown to staff via your smartphone.) > I am a permanent adult resident of the household, but my name IS NOT listed on the property deed (e.g. I’m the spouse or partner of the owner listed on the deed, an adult child living at home, an adult extended family member such as a grandparent, etc). Come to the association office along with the

homeowner listed on the property deed. Bring your Texas driver’s license showing your Stonebridge Ranch address AND a billing statement showing your name and Stonebridge Ranch address. > I am the child (age 3+) of a resident homeowner. Parents: bring your children ages 3 and up to the association office during photo ID session hours. To prove each child’s residency and your guardianship, bring one of the following: a birth certificate, adoption certificate, or passport for each child. (If you don’t want to bring physical copies of your child’s documents, you may provide a picture on your smartphone to show to staff.) > I am a tenant and the leasing homeowner has agreed to a Transfer of Privileges. You and the homeowner must both fill out the Transfer of Privileges form. Bring it to the office with the annual $100 processing fee. The leasing tenant and resident members of the tenant household all need to come to the association office to present the documents noted below. Processing takes 3-5 business days. Your Stonebridge Ranch IDs will be valid until 4/30/2021 for entrance to all SRCA amenities and events. Lost or stolen Transfer of Privileges cards may not be replaced. Adults: bring your driver’s license showing your Stonebridge Ranch address and a billing statement showing your name and Stonebridge Ranch address. For children: bring a copy (or photo on your smartphone) of your children’s birth certificate, adoption certificate, or passport. BEACH CLUB PAVILION RENTAL If you wish to bring more than eight (8) guests to the


Beach Club on a non-holiday, renting one of the seven (7) pavilions is the way to go! All other picnic tables, pavilions, etc. throughout Stonebridge Ranch are available on a first-come, first-serve basis (including those at the Aquatic Center). If a Beach Club pavilion has not been rented for private use, it is available to beachgoers during pool hours on a first-come, first-serve basis. Note: > Beach Club pavilions may be reserved during two time slots, either from 10 a.m. to 1 p.m. or from 2 p.m. to 5 p.m. When the pool is open from Noon to 5 p.m., only the 2 p.m. to 5 p.m. slot is available. > Residents may reserve no more than two (2) picnic pavilions for private use per day. > Corporate parties at pavilions during pool hours are limited to Tuesday through Friday. > You must make your pavilion reservation in person at the association office at least 3 business days in advance. (For example, if you want to rent a pavilion for a Saturday, you need to do so by the Wednesday before.) Your reservation will not be made until you have paid the rental fee and

submitted the Pavilion Rental Agreement. > The weekday pavilion rental fee is $25. The weekend rental fee is $40. We accept only check or money order. > No more than 25 guests may enter the Beach Club as part of your pavilion rental. Each non-resident guest must also pay the Beach Club guest fee or present a valid guest pass at the gate to enter. > The homeowner renting a pavilion must bring a guest list to provide to the gate guards or stand at the gate to confirm their guests until all arrive. > If you want to bring in catered food during your pavilion rental, you must obtain prior permission as part of your paperwork submission. (Exception: fast food delivery such as pizza does not need to be pre-approved.) > Beach Club pavilions are not available for rental on Memorial Day, 4th of July, Labor Day, or Stonebridge Ranch Day (Sept. 19). During these swim holidays, the pavilions may be used on a first-come, first-served basis. > Call the association office at 214-733-5800 for any questions related to rentals. ◀

Board of Directors Recommends Voting FOR Proposition to Purchase Attendance Credits This article was written using information provided by the McKinney Independent School District (MISD). Did you know? A vote “against” the May 2 proposition to purchase Attendance Credits could raise your property taxes by $232 each year for the average single-family home. The story of this potential increase begins in 1993, when the State of Texas enacted what has become known as the Robin Hood Law. This law “recaptures” tax dollars from property-wealthy districts such as the McKinney Independent School District (MISD) and sends them to Texas districts which receive less funding from property taxes. The aim of the program is to fund an equitable education for all Texas students regardless of their home location. Because of this law, MISD is required to make yearly “recapture” payments to the state. Since 2014-15, McKinney ISD has made all recapture payments using a method called “Purchasing Attendance Credits.” This method allows the district to pay their state-required

recapture via a one-time annual payment. MISD prefers this method of recapture payment because it is the most-cost effective. Of the Texas school districts required to pay recapture, 100% use the “Purchase Attendance Credits” method because it is the most efficient and cost-effective. In the county election this May, there is a measure on the ballot regarding the recapture payment. It is known as the Attendance Credit Election. This is a state-required, one-time election. It asks voters to empower MISD to continue making their mandatory recapture payments via the “Purchase Attendance Credits” method. The ballot language notes this as “Authorizing the Board of Trustees of McKinney Independent School District to Purchase Attendance Credits from the State using local tax revenue.” If this measure fails (i.e. voters do not empower MISD to continue making a one-time, annual recapture payment via the “Purchase Attendance Credits” method), MISD will be subject to a loss of $2.3 billion. This will happen through a process known as “Detachment of Territory.” In McKinney’s case, this would mean the State of Texas would “detach” approximately 13.5% of MISD’s total property value in order to send the related tax dollars to other school districts in Texas. In order to make up for the resulting loss in revenue, MISD would need to raise the Interest & Sinking tax rate by approximately $0.066 in order to continue


to service the district’s current debt schedule. This would equate to an approximately $232 yearly tax increase per average MISD single-family home (valued at $351,462). After reviewing the issue, the Stonebridge Ranch Board of Directors recommends voting “for” this ballot measure. We are covering the topic here in Stonebridge Ranch News because the vote will impact your property tax payment in the coming years.

TO SUMMARIZE A vote “for” the measure authorizes the McKinney ISD Board of Trustees to purchase attendance credits from the state using local tax revenue as it has done since 2014–2015. A vote “against” would deny such authorization and would result in the State of Texas detaching property from McKinney ISD and annexing it to another district. If the measure passes, your tax rate will not increase due to “Detachment of Territory” changes. If the measure fails, your tax payment will go up. Early voting in this ballot election begins on Monday, April 20. Election Day is Saturday, May 2. Polling locations include the Collin County Elections Office at 2010 Redbud Blvd., Ste 102; Evans Middle School at 6998 Eldorado Pkwy; McKinney Fire Station #5 at 6600 Virginia Parkway; Slaughter Elementary School at 2706 Wolford Street; and Webb Elementary School at 810 E. Pool Rules Foster a Relaxing Environment for all Guests

> Similarly, golf carts may not be parked on grass, sidewalks, etc. Golf carts may be parked only in parking lot spaces and must be operated on public streets in accordance with City of McKinney ordinances (see https://www. mckinneytexas.org/1514/Golf-Carts). > Children age 0-11 must be accompanied by a person at least 18 years of age. > Working service animals are permitted within pool gates, but pets are not permitted. > Appropriate swimsuits are required. (Cut-off jean shorts and thong bathing suits are not permitted.) > Infants and small children must wear swim diapers AND plastic pants. > Every hour the lifeguards call a Safety Break. Bikes are not permitted within the pool gates and may not be parked against fencing, trees in landscaped areas, etc.

LAKE ACCESS & PADDLE BOAT RENTAL During Beach Club open hours, Stonebridge Ranch residents age 18+ may sign a waiver to rent association-owned paddleboats and other watercraft on Stonebridge Ranch Lake. To do so, use your Stonebridge Ranch ID to enter the main Beach Club gate. There you’ll sign the waiver and pay the rental fee ($2 per 30 minutes for paddleboats, $5 per 30 minutes for the sailboat or aqua cycle). Next, you’ll visit the lifeguards at the pier gate to pick up your life jackets. Children ages 0-11 must be accompanied on the watercraft by someone age 18 or older. You may use the sailboat only if you have previous sailing experience. During Beach Club open hours, residents with ID are permitted–at their own risk–to launch their own kayaks and sailboats at no charge from the pier. Teen Fishing Tournament

Saturday, April 18 9 a.m. to Noon, Stonebridge Lake 6201 Virginia Parkway We’re excited to announce the 7th Annual Teen Fishing Tournament on Stonebridge Lake. We’re hoping for great weather, and hopefully the big fish will be biting, too! This tournament is for Stonebridge residents ages 12 to 18. Anglers are required to bring their own equipment and bait (live or artificial). Fish will be measured to determine size, and trophies will be given out for the two largest bass, two largest catfish, and for the smallest fish (any species). No preregistration is required. Check-in begins at 8:30 a.m. in the upper parking at the Beach Club by the lake. (Note: only teens ages 12-18 are permitted to fish in this event. For younger anglers, our 22nd Annual Hook, Line & Sinker Children’s Fishing Tournament will be held on Wellington Pond on May 2nd. STONEBRIDGE RANCH NEWS
