The mission of the Bastrop Chamber of Commerce “to improve business prosperity and, thereby, the quality of life in Bastrop County, through leadership, advocacy, and collaboration.”

At the Heart of Business and our community is the Bastrop Chamber with nearly 800 members. We cherish our rich history but have an eye on our future as Austin continues to grow down Hwy 71 towards us. This growth was accelerated after the Tesla announcement and the location of The Boring Company and SpaceX in our county. Bastrop residents and businesses of the greater Bastrop area have a deep appreciation for the quality of life our community has to offer, bolstered by the distinguished Bastrop Independent School District serving over 12,000 students in Bastrop County. Bastrop, sitting on the banks of the Colorado River, is the most historic small town in Texas with over 130 homes and buildings on the National Register of Historic Places.

IMPORTANT NUMBERS CITY

THE HEART OF THE LOST PINES

Bastrop is among the oldest towns in Texas. Located along the Spanish El Camino Real, or King’s Highway, the area was first settled in the 1820s, and the community was platted in 1832.

Bastrop was a cradle for rebellion against Mexican rule, and a number of its inhabitants fought for Texas independence. With the creation of the Republic of Texas, Bastrop became the county seat of Bastrop County. During the 19th century, the community prospered with an economy based largely on cotton framing and timber harvesting. In the 20th century, lignite extraction became the principal industry.

Today, Bastrop is experiencing a new surge in growth because of its proximity to Austin and the Austin Bergstrom International Airport. However, it has retained much of its historic character, and recently earned the title “Most

Historic Small Town in Texas” from a national research group. As the county seat of Bastrop County, Bastrop is rich in small-town charm and big city conveniences.

It’s hard to imagine this idyllic small town, known as “the Heart of the Lost Pines,” is located just a short drive away from Austin. It is in the heart of what’s known as “the Texas Triangle,” which consists of Houston, San Antonio and Dallas/Fort Worth. In addition, Bastrop is perfectly located at the intersection of three major highways, along the Union Pacific rail line and just 22 miles from the Austin-Bergstrom International Airport.

As you stroll the friendly downtown streets of Old Town Bastrop, you’ll get an authentic Texas experience without the crowds. Find great outdoor adventures, shopping, a river walk, family-owned restaurants, a winery, a brewery, a moonshine distillery, and restored historic homes.

There’s always something special happening in Bastrop, whether it’s a music festival, rodeo, Independence Day fireworks, a fall festival, a pumpkin patch, or Lost Pines Christmas.

THE CITY OF BASTROP

The City of Bastrop is governed by a council-manager form of government in which the council establishes city policy through ordinances and resolutions and the city manager carries out city policy and city operations. The city council consists of the mayor and five council members. The mayor and council are elected at-large, which means they represent the entire city and that all registered voters may vote for all six places.

LIGHTS, CAMERA, ACTION!

Bastrop has been experiencing the effects of the Austin metro’s rapid growth. The population grew 26% from 7,218 residents in 2010 to over 10,400 in 2023, while wider Bastrop County grew 20% from 74,171 residents in 2010 to over 100,000 in 2023, according to U.S. Census Bureau data.

That rapid growth, combined with the abundant availability of land, has made the area a magnet for out-of-

state companies. Bastrop’s average home prices have more than tripled over the past decade. Just from last year, March showed a more than 40% increase in average home prices. All of that means more people are moving here.

BASTROP 552 FILM STUDIO

Bastrop is a Film Friendly Community and designed the Filming Hospitality Capital of Texas. Bastrop and Bastrop County contain the locations of hundreds of movie, television and commercial scenes, as well as a few television and movie stars.

August 2023 is the targeted completion date for the $40.3 million first phase of the Bastrop 552 film studio, about 30 miles southeast of Austin. The first phase, encompassing 324 acres, includes six film studios totaling 108,000 square feet, an office building with 46,000 square feet, and a warehouse/mill shop with 108,000 sq. feet.

Bastrop 552 will eventually span 546 acres featuring 486,000 square feet of studio space, 300,000 square feet of warehouse and mill space, and 200,000 square feet of office space.

According to the economic impact study, the Bastrop 552 studio will generate an annual economic impact of $177.8 million, and directly and indirectly create 1,443 permanent jobs.

THE BORING COMPANY

The Boring Company was founded to solve the problem of soul-destroying traffic by creating an underground network of tunnels. Today, they are creating the technology to increase tunneling speed and decrease costs by a factor of 10 or more with the ultimate goal of making Hyperloop adoption viable and enabling rapid transit across densely populated regions.

The Prufrock team creates the world’s fastest tunnel boring machines. These machines will be responsible for creating thousands of miles of tunnel and making tunnels a viable method of transportation. A snail is playing a key role in the development of hyperloop, a transit system that moves people at speeds of up to 700 miles per hour. While the gooey gastropod called “Gary” may not look like it has the need for speed, Elon Musk has explained how he’s motivating the team to improve its tunnel-digging times.

Gary has been a regular feature of The Boring Company’s efforts ever since work started on the company’s test tunnel in May 2017. The snail, named after the character in Spongebob Squarepants, sits in a pineapple-shaped terrarium “taunting [the team] with his speed,” according to Musk. At a TED Talk the same month construction started, Musk explained that the snail moves 14 times faster than a tunnel-digging machine. The plan is to improve machines to the level at which they move faster than a snail, which will help reduce costs and improve the economics behind tunnel construction.

PROJECT AMAZING

Central Texas is the nerve center of Muskworld, and all those thousands of workers need homes. To accomplish his goals, the billionaire has become a builder. Elon Musk partnered with volume homebuilder Lennar to construct 110 homes near the headquarters of the Boring Company, Musk’s tunneling and transit firm. Called Project Amazing, the development will be located in Bastrop off of FM 1209 and FM 969 and will contain 110 homes built for workers at the nearby facilities of the Boring Company. Musk’s Austinarea workforce is expected to grow to tens of thousands of employees at Tesla, the Boring Company, aerospace company SpaceX and broadband internet startup Starlink. An original plan called for two phases of development totaling 211 homes, but the second phase was removed last year, according to Bastrop County Court documents.

Project Amazing marks another step in the flurry of building being conducted by Musk’s companies in Texas, after the businessman moved the Tesla headquarters and his personal residence here in 2021, from California. Musk has famously ambitious goals: Spark an electric car revolution, end traffic and colonize Mars, to name a few.

Lennar has already built two communities in Bastrop and 34 developments in the greater Austin area. The company delivered nearly 13,000 homes in Texas last year, roughly 2,000 more than it built the year before, according to SEC filings. While Lennar consolidates its various markets into regional categories like East and West, it considers Texas a market of its own.

While Lennar and Musk have not explicitly teamed up to build homes before, Lennar specifically mentions the Tesla Gigafactory in marketing materials for Bastrop Grove, a batch of about 150 homes just five miles from the site of Project Amazing. Lennar also invested in the Boring Company’s most recent fundraising round.

There are still plenty of question marks surrounding Project Amazing: Will Lennar 3D-print the homes like it is currently doing in Georgetown? Will Musk employees all want to live together, or will Musktown welcome outsiders, too? If Musk is going to become a homebuilder, he won’t shy away from experimentation.

BASTROP YOUTH CAREER DAY

The Bastrop Economic Development Corporation, Bastrop Chamber of Commerce, and Workforce Solutions partner with Bastrop Independent School District to host the Annual Bastrop Youth Career Day. This annual event is usually held in April.

There is vocational training and post-secondary educators on hand to interact with the students, as well as military recruiters and first responders. Job coaching and other soft skill training are available for students of Bastrop ISD. Check out www.bastropyouthcareerday.com for more details.

B.E.S.T. LEADERSHIP PROGRAM

The B.E.S.T Leadership Program is a partnership between the Bastrop, Elgin, and Smithville Chambers of Commerce. The program was founded in 2004 as a means to cultivate community and business leaders in Bastrop County. This program identifies and encourages current and potential leaders by acquainting them with local needs and building an understanding of how individual talents can work together to build a more successful community.

Participants are given unique insights into city, county and state level government which allow them to build a more in-depth perspective of their own community’s opportunities and challenges. Participants also receive training in the art of leadership itself, strengthening their ability to make a positive impact at home, work, and in the public forum.

The Bastrop Chamber of Commerce hosts a monthly luncheon (except July) at the Bastrop Convention Center providing businesses, members, and residents the opportunity to network and learn more on topics of interest that are important to our community and county. Attendees will hear updates and presentations from different featured speakers each month with each luncheon having a specific theme. Annually our First Responders and Veterans from across Bastrop County are recognized and honored as part of the programming.

MEMBERSHIP 101 & 201

Membership 101 is designed to inform prospective, new, and even long-term members of the ways to utilize and receive the most benefits from their membership investment. Attendees will hear about programs, initiatives, events and get advice from Chamber staff on how to take full advantage of everything your Chamber has to offer!

Membership 201 is a mini workshop so members can

learn how to login to their Member Information Center (MIC), update their company profile, populate their webpage, register for events, and even pay invoices. We suggest that you bring your laptop so that Chamber staff and work one-on-one with attendees.

WE BELIEVE IN BISD

Founded in 2013, the “We Believe In BISD” is an initiative of the Bastrop Chamber of Commerce and is a statewide recognized and award-winning program that has been duplicated across the state of Texas. Its purpose is to unite the community and local businesses to support the school district. The goal is to bring the public together to show their support for the district and highlight the amazing things going on in the Bastrop Independent School District, and public schools across Texas.

Bastrop is home to world-class companies and homegrown businesses that are ripe for expansion. As a community historically known for agriculture, Bastrop has experienced rapid expansion in industries that include tourism, film and media, manufacturing, retail and professional services. Businesses have been attracted to Bastrop for its historic charm, strategic location near Austin, strong workforce, and the abundance of available and affordable land.

Agilent Scientific Instruments, for example, chose Bastrop as a site to grow their logistics center. As a research, development and manufacturing company, they needed a location that would allow them to easily reach customers throughout the state and the country, while providing them with the space needed to grow. Safety from natural disasters is one of the reasons they chose Bastrop. “Following in the wake of recent natural disasters and severe weather events, we are taking steps

to further ensure continuous service to customers. BASTROP BUSINESS & INDUSTRIAL PARK

Bastrop’s Business and Industrial Park, owned by BEDC, is 263 acres of wooded hills and lush flats strategically located at the juncture of State Highways 71, 95 and 21.

APPROVED PROJECTS

BEDC has approved three projects in the Business Park this year: Moca Ventures Nebraska, LLC; Coltzin, LLC; and TA Bastrop, LLC. Moca Ventures is a financial technology company that is building a “Google-like campus” on 26.5 acres in the Business Park which could eventually employ up to 700 people.

On November 15, BEDC approved a pair of agreements with Coltzin LLC, a food manufacturer and TA Bastrop LLC, an industrial adhesives manufacturer,

to reimburse the companies for purchasing property in the Business Park: $230,000 and $300,000 respectively. Reimbursements are contingent on minimum thresholds for capital investment and job creation. Both agreements

WORKFORCE DEVELOPMENT

When you think of high school students, recent graduates, and GED seekers, do you also think about economic development? Bastrop Economic Development Corporation

Part of an economic developer’s job is to improve the local labor force and enrich the lives of residents by supporting workforce development opportunities. Bastrop, located in the heart of Texas, under an hour from Austin, has phenomenal low-cost workforce training opportunities that translate into well-paying, in-demand careers that don’t require a four-year college degree. It’s like a fast track to a prosperous future.

BEDC is lucky to have exceptional workforce development partners such as Austin Community College (ACC) and the Smithville Workforce Training Center. Let’s turn the spotlight on how the first steps toward a career in welding can be completed in just a matter of weeks.

BEDC worked with Austin Community College to locally offer the Introduction to Arc Metal Welding course (WLDG 1001), a 48-hour total class resulting in an ACC Institutional Award. The class costs $451, but most of the recent student class earned scholarships from the Smithville Workforce Training Center ARPA grant fund. ACC reports that new workers start at around $29,643 annually. The median pay is $47,326, while highly experienced workers can earn up to $68,944.

This class is the basic training needed for students to move into the welding industry, but bringing it to Bastrop was anything but basic. It was a five-year process with BEDC bringing

community partners to the table. Once Bastrop Power and Light donated the space to host the class Austin Community College developed, the Workforce Solutions (WFS) training opportunity became a reality. After the completion of the pilot program, 14 graduates received certificates.

“We have two recent expansions in our community — TCS Mechanical and the Boring Company — who need welders,” said Jean Riemenschneider, BEDC Business and Workforce Manager. “This is why it is so critical for us to have these trade programs active in our community. We have other companies looking for welders as well. All told, Bastrop may have a need for upwards of 700 welders. We are pleased to see this workforce solution become a reality.”

Upon completion of the Introduction to Arc Metal Welding course, students may have the opportunity to enter the workforce immediately with a trial period, or they can pursue further education. ACC offers stackable credentials that apply to advanced certificates or can often count toward associate degrees.

BUY BASTROP

The Bastrop EDC is funded primarily with a one-half cent sales tax. Local sales tax is a huge portion of the City’s and Bastrop County’s budget. Did you know that if you purchase a $100 taxable item at a Bastrop retail store, the sales tax is $8.25? Of that amount, $6.25 goes to the State Comptroller for use in state government, $0.50 goes to Bastrop County to help fund roads, the sheriff’s department, etc., and $1.50 goes to the City of Bastrop. Those sales tax dollars fund streets, parks, the police and fire departments, and economic development. Similarly, if you shop in Austin, $1.00 goes to the City of Austin and $1.00 goes to their mass transit authority. Thank you for shopping in Bastrop and helping to support our community’s progress!

Bastrop is the kind of town that Zillow dreams are made of, with a downtown so charming you whip out your phone and scroll through property listings while imagining the life you could live here. Located about 100 miles northeast of San Antonio, Bastrop retains the best of small-town Texas (a quaint main street! American flags draped everywhere!) while still reaping the big-city benefits of nearby Austin (25 minutes to the airport!)

Bastrop offers a wide variety of housing options. Known for stunning historic homes, downtown Bastrop has over 130 sites listed in the National Register of Historic Places. Bastrop is currently in the midst of a huge business boom with the area addition of Tesla’s gigafactory,

upcoming movie studio and more and the housing market is definitely reflecting that. New housing opportunities are being added, but housing in the area is extremely limited and demand is high. If you’re looking to move to the area, be prepared for a sellers market.

NEW BUILDS ADELTON

Through a collaborative, multi-step build process, each home is developed to the highest construction standards and design quality. THE COLONY

The Colony, Bastrop’s premier 2,300-acre masterplanned community, has experienced astounding growth over the last several years. Just 20 miles east of Austin, The Colony has long been known for its rolling hills and open green spaces. This past year saw the extension of hike and bike trails by another 3 miles as well as the

unveiling of a dog park and Overlook Park, a 3-acre park adjacent to the Colorado River.

The proposed Viridian development, which will be built north of Texas 71 and south of Sam Houston Drive, will include a variety of parks, open green spaces, single-family homes and a core commercial district, according to its concept plan. About 265 acres will be used for the singlefamily homes, parks will make up 88 acres and 12 acres have been set aside for commercial use.

Colorado River Collegiate Academy is a nationallyranked, award-winning early college high school that allows students to earn both a high school diploma and an Associate degree from Austin Community College. CRCA has graduated 170 students with dual diplomas since 2018.

Bastrop ISD offers the Texas ACE after-school program for elementary through middle school students that focuses on academic and social/emotional needs of students, including high-impact tutoring and enrichment activities. Another option for elementary students is our fee-based STARS program (Students Together Achieving Remarkable Success). STARS is a state licensed, after-school and full-time summer program designed for working parents. It is offered at all elementary schools until 6 pm. each weekday. The school year program provides homework help, physical activity, exploration of student interests, and opportunities for students to spend time with friends in a safe environment. The Bastrop County Courthouse is a historic courthouse built in 1883 and it served as the county jail from 1891 to 1974. This Renaissance Revival style building was added to the National Register of Historic Places in 1975. Step back in time, inside you will find a collection of early Bastrop historical photos decorating the walls. The Old County Jail is also a tourist spot for ghost tours and movie buffs. For more than 70 years, folks have visited Bastrop State Park to enjoy its history and marvel at the Lost Pines. The park lies in the heart of the Lost Pines, an isolated stand of tall loblolly pines in Central Texas. Scenic hiking trails weave through scented trees and primitive campsites offer a secluded getaway for visitors. Most of the park’s strikingly beautiful facilities were built in the 1930s by the Civilian Conservation Corps, including 13 rustic cabins that overlook a lake. Popular activities include camping, picnics, swimming, riding bikes, hiking, fishing, geocaching, taking in a nature program, and looking for wildlife. Stay overnight at a campsite or historic cabin. Campsites range from walk-in tent sites to full hookup RV sites. Bring a group to stay at the group barracks (with dining hall, dorms and space for tents). Hike seven miles of trail. Explore the growing forest, look for the new generation of loblolly pines, and witness the resilience of nature. Pick up a Trails Map before you set out. The swimming pool is open May to September. Bike or drive scenic Park Road 1C between Bastrop and Buescher state parks. The hilly 12-mile road takes you through recovering

and forested areas of the Lost Pines. Turn down the radio and enjoy this quiet drive. Fish in the ½-acre Lake Mina. The park lends fishing equipment, and you do not need a license to fish from shore in a state park.

Visit El Camino Real Paddling Trail in Bastrop! The put-in for this paddling trail is located at Fisherman’s Park at the corner of Farm Street and Willow Street in downtown Bastrop. This wide, slow-moving six mile trail will take you about 1.5-4 hours depending on flow and stops for picnics or to enjoy the scenery along the way.

LOST PINES NATURE TRAILS

The Lost Pines Nature Trails Project is a multi-phase project to develop recreational biking and walking trails on a 30 acre tract of land along the Lower Colorado River, adjoining and connecting 60 acres known as the Pines & Prairies Land Trust (PPLT) Colorado River Refuge. This project will initiate restoration of the wetland and riparian habitats, will restore the existing trails, and continue developing ADA accessible trails on the property. Once completed, the two projects will encompass nearly 90 acres of towering riparian forest land, wetlands,

springs, majestic bald cypress, pecan trees, and unusual geological outcroppings along three miles of serene river frontage. Developing new recreational hike, bike and ADA trails will help reverse existing damage from flooding, erosion, and misuse. This segment of land will provide multiple opportunities for locals and the traveling public to enjoy nature, tourism, recreation, and education.

MCKINNEY ROUGHS NATURE PARK

A multi-use trail system of up to 18 miles of trails through the Lost Pines is available to hikers, mountain bikers and equestrian users. Visitors can enjoy guided group activities such as team building, challenge course obstacles, kayaking and river rafting trips, and UTV tours to observe the native flora and fauna in the area. Also featured at McKinney Roughs Nature Park is Zip Lost Pines - the longest dual zip line in Texas! Other park amenities include various rental facilities, suitable for group sizes large and small, ideal for weddings, school groups and other
