Textile sector has huge rural job creation potential

T

extiles Secretary SK Panda has said that the textile sector can potentially create 45-50 per cent of direct jobs in the rural India and be the driving force behind Skill India and Make in India initiatives, according to media reports. He was speaking at the Indian Cotton Conference 2015 organised in Gurgaon, by Indian Cotton Association Limited (ICAL) and co-hosted by Northern India Textile Mills Association (NITMA) on the topic of ‘Dynamics of Make in India’. Textiles Commissioner Kavita Gupta who also attended the function suggested for branding Indian cotton against the world labels and emphasised on technical R&D needed to increase productivity. She pointed out that the average cotton productivity in India is 528 kg/hectare against 2,196 kg/hectare in Australia and 963 kg/hectare in the

iled by delayed delivery of imported raw materials, the Bangladesh Garment Manufacturers and Exporters Association President Siddiqur Rahman, has slammed the country’s Civil Aviation Authority, the flag carrier Biman and Customs Intelligence for what it called their ‘non-cooperation’. Rahman made the allegations at a media briefing at his office in Dhaka. He alleged that readymade garment (RMG) manufactures have to import raw materials on an emergency basis spending a lot of money, but they do not get their products in time. He cited lack of cooperation among the three organisations. They should take a decision how to enable delivery of goods in due time as the importers have to suffer huge losses in the wake of delayed shipment, the BGMEA boss said. “Biman is supposed to deliver products within 24 hours but we did not get it even after a couple of weeks.”

HS Cheema, President NITMA, highlighted China’s decision to stop cotton imports and suggested that the government should provide direct subsidy to the farmers. Bangladesh Cabinet approves Jute Act

n a meeting chaired by Bangladesh Prime Minister, the Cabinet approved the draft of the Jute Act 2016 on January 4. After the meeting, Cabinet Secretary MdShafiulAlam told reporters that the draft of the new Act has been drawn up following court directives to promulgate a comprehensive law framed in Bengali by drawing on the various Ordinances and Acts issued during previous martial law administrations. The new Act borrows from provisions of the Jute Ordinance 1962 and the amendments to it in 1963, 1978 and 1983. Alam said there will be 32 claus-

es in this new Jute Act.It will provide for penalty for violations of the Jute Act on issues related to production of raw jute and jute-based products, marketing of jute products and powers vested in the government for the same, conditions for licenses, creation of a development fund and development fee and powers to ban sale of raw jute and to seize books of accounts .Violation of the Jute Act can lead to a maximum penalty of three years in prison and a fine of Tk 100,000 or both. Previous laws did not provide for fine, though it provided for prison sentence, Alam said.

ndia’s cotton fibre export was at 214 million kg or 1,263,835 bales (of 170 kg each) in November 2015 valued at US$291 million and witnessed a robust growth of 166 per cent from October numbers. The average unit price realization was at US$1.36 a kg, down US cents 10 from October. Pakistan and Bangladesh were the largest importers of cotton with combined volumes at 950,000 bales amongst the 17 countries that imported cotton from India. Exports of manmade fibre were at 14.7 million kg, worth US$22 million. These included ASF, PSF, VSF and PPSF. USA and Bangladesh were the largest importers of PSF during November while Bangladesh and Iran were the major importer of VSF, in similar comparison. Algeria was the dominant buyer of ASF followed by Turkey.

Textiles Ministry inks tripartite MoU for tech centre

he Ministry of Textiles, Ministry of Micro, Small & Medium Enterprises (MSME) & NationalTextile Corporation (NTC) have signed a tripartite Memorandum of Understanding (MoU) to set up a Technology Centre (Tool Room) at Kanpur, the Textiles Ministry said in a press release. Under the MoU, Ministry of MSME will fund the project, while NTC would provide the land in a closed, unviable mill. MSME Minister Kalraj Mishra, Textiles Minister Santosh Kumar Gangwar and Murli Manohar Joshi, MP from Kanpur were present on the occasion. The centre will be managed by a Governing Council where Development Commissioner, MSME will be Chairperson and Ministry of Textiles representative, co-chairperson. The Textiles Ministry will benefit by the skilling of youth in textile sector, thus, providing requisite skilled manpower to the textile industry. The Technology Centre would provide support in manufacturing of quality tools that would improve productivity of MSMEs and enable them to become competitive in national and international markets; it would also provide trained manpower and consultancy in related areas. Since National Textile Corporation is moving forward towards modernization, expansion and integration, the setting up of the Technology Centres would be immensely beneficial to NTC as well. Drawing inspiration from the vision of the Prime Minister for ‘Skill India’, the Textiles Ministry, through Integrated Skill Development Scheme (ISDS) targets to train 15 lakh youth in the textile sector by 2017. The Ministry is exploring several alternatives to achieve this target, including evolving synergy with ongoing schemes/ institutions and with other Ministries as well. The tripartite MoU where the MSME Ministry is a party, is one such synergistic initiative in this direction, the release said.

angladesh Bank has announced a raise in its credit limit for the textile mills of the country from $15 million to $20 million, according to Bangladeshi media reports. The Bangladesh Bank’s circular said that it will provide more credit to the textile mills from its Export Development Fund (EDF). year alone, Vietnam’s garment and textile exports totalled $20 billion, an increase of 10 per cent over the same period last year. Vu DucGiang, who was voted chairman of the Vitas at a congress last week, said that global integration will facilitate Vietnamese garment and textile products over the next five years. Tariffs for these products will reduce from 18 per cent to zero per cent following the TransPacific Partnership (TPP), and from an average 11 per cent to zero per cent following the Viet nam-European Union Free Trade Agreement. “When these pacts take effect, they will boost the development of the garment and textile industry in the long run,” Giang said, adding that accelerating investments in the sector will enhance the value of local products in the global value chain. Dautu (Vietnam Investment Review) online cited data of the American Chamber of Commerce, forecasting that after taking into account the impact of the TPP, Viet Nam’s exports to the United States are likely to reach $51.4 billion, with garment and textile products alone touching $15.2 billion by 2020. The garment and textile exports to this market may hit $20 billion by 2025.Vietnam has been among the top 10 garment and textile exporters in the world for the last 10 years. Last year, it ranked fifth after China, Turkey, Bangladesh and India. The country exports its products to 180 countries and territories, with the United States, the European Union, Japan and South Korea being major markets. It is also exploiting emerging markets such as Russia and Australia. Many domestic enterprises have reported significant profitability and market expansion, with some officially recognised as national brand names such as Viettien, PhongPhu, Nha Be, Garment 10 and An Phuoc. he textile sector, which contributes only 1.4 per cent of total exports last year, will register the largest gains in exports within the first decade of the implementation of the Trans Pacific Partnership agreement, according to a costbenefit analysis. Accounting firm PricewaterhouseCoopers (PwC) said the automotive sector, electrical and electronics, petroleum, chemicals, rubber and plastics products, as well as wood products will also benefit the most from greater market access. The TPP agreement, which was recently concluded in the US, will take effect from mid-2018. The export growth of vegetable oils and fats such as palm oil, as well as oil and gas is projected to moderate slightly post-TPP participation. The TPP grouping consists of 12 countries — Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States and Vietnam. “While some firms in the oil and gas, construction and retail sectors will face increased competition, most of the sub-sectors remain largely protected by the safeguards accorded in the TPP agreement.” On textiles, PwC explained that the yarnforward rule of origin under the TPP is expected to increase the export competitiveness of Malaysia’s textile industry. The yarn-forward rule applies to textiles which originate from TPP member countries only. “Higher demand for yarn produced in TPP countries is also expected to spur textile companies to expand their upstream yarn operations in Malaysia, which are higher value-added than downstream garment production,” the firm said. The reduction in tariff lines for textile products is expected to benefit Malaysia’s downstream garment producers, as 59 per cent of the country’s garment exports were to TPP countries last year. “Exports to the US are expected to benefit the most, giv-


en that 34 per cent of the sale of made-up garments were to the US in 2014.” A 10 per cent reduction in tariffs across all textile products exported to the US could result in savings of RM190 million per annum, assuming the yarn-forward rule is fulfilled. PwC said the removal of non-tariff barriers, particularly in Mexico and Peru, was also expected to increase Malaysia’s textile exports. Presently, these countries impose special sector registry requirements for the import of textiles, which increase the cost of customs clearance. “The removal of these import requirements under the TPP is expected to encourage higher trade between Malaysia and the TPP countries in Latin America.” Malaysia exported RM83 million worth of textiles to Mexico and Peru last year.

Jute mills call for removing ban on exports by Bangladesh govt

delegation of jute mill representatives met Deputy High Commissioner of Bangladesh ZokeyAhad here and requested withdrawal of the ban on raw jute exportsimposed by Bangladesh government. Indian Jute Mills Association led by Chairman Manish Poddar requested Ahad “to impress upon the Bangladesh Government that ban on export of raw jute... Needs to be withdrawn in the interest of commerce between India and Bangladesh”. IJMA said, prior to the ban a large number of contracts had been signed between Bangladesh raw jute sellers and Indian jute mills owners and traders. “As per formal commitments, about 50,000 metric tonnes of raw jute are involved in this settled contract . The imposition of ban will result in non-fulfilment of this contract. This will cause immense financial hardship to the jute mills mainly in West Bengal”, IJMA stated. Last month, the Government had said it will take up the issue of raw jute export ban imposed by Bangladesh.

Bangladesh registers healthy export earnings during July-Nov period

angladesh registered healthy export earnings of 13.73 percent totaling $2,749.34 million in this November against $2,417.43 million fetched during the corresponding period last year which is attributed mainly to moderate performance of knitwear, woven garment, jute and jute-made goods, agricultural and leather products. According to data released by the Export Promotion Bureau (EPB), export earnings in the first five months (July-Nov) showed a moderate growth of 6.71 percent totaling $12,879.83 million, which was a mere 0.01 percent higher than the strategic target of $12,879 million. For July-November period of the current fiscal, knitwear export maintained its positive trend fetching $5,236.73 million, which showed 4.78 percent growth over the same period of the last fiscal while woven garment accounted for $5,226.03 million having a growth of 11.35 percent. During the five-month period, export of home textiles totaled $276.73 million with a fall of 7.33 percent and cotton and cotton products together earned $40.58 million. The export of jute and jute goods maintained their positive trend during the July-November period of the current fiscal fetching $358.60 million, registering 2.86 percent growth. Raw jute exports fetched $73.61 million with 70.35 percent rise; while jute yarn and twine accounted for $206.18 million and other items some $28.49 million. Jute sacks and bags showed a fall of 26.48 percent during the period as exports totalled $50.32 million. The export of manmade filaments and staple fibres totaled $43.48 million; specialised textiles, including terry towel also showed a positive growth of 12.88 percent, earning $43.29 million, while export of handicrafts totaled $3.62 million during the July-November period of the current fiscal.
