I: a View 1. Overview The Western Sahara issue grouped under decolonization and self-determination (cf A/RES/1514 of December 14, 1960). in 1963 it was considered as non-self governed territory by the United Nations, and in an advisory opinion on October 16 1975, the International Court of Justice acknowledged that it is through the information provided to it that it does not consider the existence of any sovereign links between the territory of Western Sahara and the Kingdom of Morocco or the Mauritanian entity. For that reason the Court did not find any links has a legal nature could hinder the implementation of General Assembly resolution 1514 on the decolonization of Western Sahara, in particular through the principle of self-determination through a free expression of the inhabitants of the territory. On 31 October 1975, Morocco seized the Western Sahara territory And a war exploded between the two parties in the conflict Morocco and the Polisario over this intermittently control since 1975 until 09 September 1991, the date of the cease-fire and putting the region under the auspices of the UN peacekeeping force through the United Nations Mission for the Referendum in Western Sahara, known as Minurso. Within a plan accepted by the two parties in the conflict in 1988, approved by the Security Council in its resolution 690 (on 29 April / 1991) requires the empowerment of the Sahrawi people of its right to self-determination through a referendum choosing either independence or accession with the Kingdom of Morocco.

Comit茅 de Defensa del Derecho de Autodeterminaci贸n del Pueblo del Sahara Occidental codapso@gmail.com

Because the Moroccan intransigence and its continued restrictions on the voting lists in addition to the deficit shown by the United Nations as a result of the negative role of some parties, could not hold the referendum on time, which led to the extension of the Minurso mandate several times with little In 1997 Mr. James Baker was appointed as a Special Envoy of the Secretary-General to discuss options for a peaceful settlement, and in 2003 He presented a peace plan adopted by the Security Council in its resolution 1495, leading to the referendum plan provides for integration with Morocco or independence and provide other options such as agreed by the parties Caretaker government or local self-government, Morocco has rejected the plan but later Morocco flip-flopped from its commitments While he dismissing the entire referendum at the end of the year, which means escape from the United Nations African settlement plan. In the first of August in the same year, the Secretary-General of the United Nations has appointed Mr. Peter van Walsum to monitor the political process as a personal envoy to replace Baker, who resigned in June 2004. On October 28 2005, the UN Security Council adopted resolution 1634 which extends the term of MINURSO until 30 April 2006, and calls upon Member States to contribute to the financing program of confidence-building measures to allow more communication between family members divided by the conflict. and calls upon States Member to contribute to financing of confidence-building measures program to allow more communication between families divided since the beginning of the conflict.

On April 30, 2007, the Security Council adopted its resolution 1754 asking the parties to enter into direct negotiations without preconditions, taking the efforts made since 2006 and the developments over recent months into account in order to reach a just and lasting political solution acceptable to both sides on the floor of self-determination of the Sahraoui people Indeed, the two sides began negotiations in all rounds in Manhasset, United States of America the first round was held on June 10 and 11, 2007, followed by a second round on 18 and 19 August 2007, and then a third round in 7 to 9 January, 2008, and then a fourth round on 17 and 18 March 2008 All have not achieved significant progress because of the intransigence of the Moroccan party

in the end of April 2006. However, the Moroccan state signed a large agreement To explore for oil and gas near the city of Boujdour with Cosmos Energy alternative to the American company Kerr-Mc on 3 May in the same year. Morocco also granted exploration license in the north-east of the territory to group of petroleum Companies include : “Iland Oil &Gaz” “GP Oil and gas Ventures Limited ” On 05 December 2006. The phosphate sector Attrition Especially in the last two years after its rates have risen in the international market Despite all that the Saharawi workers who Spain abandoned them in the seventies last century are the first effected because the Moroccan state, barring them of their rights to social security and promotion and pulled them down from all administrative levels they occupied during the Spanish administration, reduced their salaries to the half not to mention the denial of retirement….. Their file still faces by procrastination in resolving their situations And give them their acquired rights. All of this adds to the pollution risk witch threatening the ecological balance by draining the remnants of processor phosphate As well as chemicals made by plants and oil refineries in the sea, which threatens the safety of residents near the sea holidaymakers and sea creatures, not to mention the excessive exploitation of quarries of sand along coast of the territory And continuing targeting of vegetation due to cut wood and Saharan trees Moreover, what the wild animals suffered (deer, Hawks , birds ..) of indiscriminate hunting by Moroccan officials (civilian and military) and foreign (Golf CC) witch threatened all this by the extinction in the absence of reserves and .

G. - victims of mines: Mines still claim victims every day in addition to many of the varied casualties & the international community doesn’t heed or pay attention .while Morocco still refuses to give a clear mapping of places planting mines used by its army in Western Sahara As refuses to remove or at least to locate fields references to places of their existence or to prevent people to approach from it especially from areas known a permanent move of Saharan herdsmen and livestock breeders who move and travel constantly in search of pasture, thing which will increase the number of victims unless it takes urgent action. The presence of mines estimated six million mines had left more than 300 dead and 600 injured, there are a lot of them along the separation wall built by Morocco since the eighties extending length of 2000 km and in other nomad populated areas ,in the time that Polisario Front signed the appeal of Geneva in November 2005 -*destroyed three parts of its stock*- which is for non-governmental parties an extension of the Ottawa Convention of 1997, which prevent the use, production, acquisition, transfer and stockpiling of antipersonnel landmines and other explosive devices updated to the victims under any circumstances, The Kingdom of Morocco still refuses to sign the Convention, which requires broad international pressure sign and remove this threat to claim the lives of dozens of innocent people.

3 - Curriculum Vitae Curriculum Vitae

Sidi Mohammed Daddach born in . 1957 in Guelta Zemmur) is a Sahrawi political activist and former political prisoner. Imprisoned for more than two decades by the Moroccan authorities, Daddach has become an important symbol of Western Sahara's struggle for self-determination. He has spoken forcefully about Morocco's human rights violations, and drawn the world's attention to the hundreds of Sahrawis who have "disappeared" after the Moroccan invasion in 1975. Daddach was again arrested in 1979, and sentenced to death for having attempted to join the Polisario Front, Western Sahara's liberation movement. His sentence was commuted to life imprisonment in 1994.[1] In 2001, he was released by royal amnesty, after years of campaigning for his liberation by Amnesty International and other human rights organizations, such as the Sahrawi group AFAPREDESA. In 2002 he was awarded the Rafto Prize for his efforts[2], and after some difficulties obtaining a passport, he was finally able to go to collect the prize in Norway, where he also met his mother for the first time since 1975 - she presently lives in exile in the refugee camps of Tindouf, Algeria. He is one of very few leading human rights-activists who have not been jailed during the political protests that began in May 2005, dubbed the "Independence Intifada" by Sahrawi sympathizers. Still, he has been repeatedly pressured and harassed by Moroccan security services since his release
