Return Borrowed Books Week is March 2-8, and is a friendly reminder to return borrowed books to your library.

Returning books not only clears up your own space but also keeps the joy of reading alive for others. Libraries and lenders depend on the circulation of materials, and your timely return can help maintain their collections for everyone to enjoy.

Here are a few helpful tips to stay on top of your returns:

• Set reminders

Add due dates to your calendar or phone.

• Create a lending log

Jot down when you borrowed and when the books are due back.

• Plan a return trip

Combine it with other errands to make it easy!

Check your shelves, pack up those borrowed treasures, and make someone’s day by bringing them back.

CELEBRATING BLACK HISTORY MONTH

AT THE LINCOLN REC CENTER

Not sure how to celebrate Black History Month? Brushing up on critical historical moments or celebrating with your local community is an excellent place to start. Black history is shaped by the people, places, and things we encounter daily.

You might have filtered through the Lincoln Recreation Center for various activities and programs but didn’t realize the building’s historical significance. The center was formerly Lincoln High School, a segregated institution that served as a social hub for College Station’s Black community. The school’s motto was, “Forward forever, backward never.”

As The Lincoln Recreation Center embraces “forever forward” and our proud history, we invite you to celebratory events scheduled throughout February as we observe African American History Month.

Love Bug's Valentine's Day Dance

Ages 6-10 • Friday, Feb. 7 • 6:30-8:30 p.m.

The enchanting Love Bug Valentine’s Dance is a formal event for families and youth ages 6-10. Participants are encouraged to bring a parent or guardian for an evening filled with family-friendly music, exciting games, creative crafts, and light refreshments. Participation is free!

Girls in STEM Expo

Ages 8-18 • Saturday, Feb. 8 • 9 a.m.-2 p.m.

Girls ages 8-18 can participate in an interactive and engaging exploration of Science, Technology, Engineering, and Math (STEM) in an interactive and engaging setting. Admission is free, and lunch is provided.

BIRD CITY TEXAS

The City of College Station has worked diligently with local volunteers and conservation groups for over two decades to create bird-friendly environments throughout our parks system. Those persistent efforts have helped make our community a haven for hundreds of beautiful bird species and a popular destination for bird watchers.

As a result, the Texas Parks and Wildlife Department and the Texas Audubon Society have recognized College Station as a Bird City Texas to highlight the importance of bird conservation education, habitat protection, policy change and protection, and community involvement and engagement.

Effectively managing bird conservation can generate tourism, enhance property values, and create savings in the city budget by controlling insects and rodents. It can also improve child development and community safety by encouraging better lighting and nighttime visibility while deepening our connection with nature.

College Station’s successful Bird City journey began in 2002 with the development of the Conservation Advisory Group, comprised of passionate volunteer citizens, conservationists, students, and city staff. Over 50 individuals helped complete the list of 11 mandatory actions and 16 additional actions required to become a Bird City.

The Bird City review team cited the City of College Station for controlling invasive species and helping native plants and trees thrive in our parks. We were also commended for creating conservationcentered events, community outreach initiatives, and activating new members to benefit from bird- and environment-friendly actions.

In addition, the certification aligns with College Station’s 30+year status as a Tree City USA by the Arbor Day Foundation.

We encourage you to celebrate our new designation by participating in local birding programs and conservation-related events or simply enjoying the specially designed bird blinds at Lick Creek Park.

Fun for All Playground: 8 a.m.-9 p.m. daily

Tarrow Park Splash Pad: 8 a.m.-9 p.m. daily and 8 a.m.-6 p.m. after Aug. 31.

SPLASH! SPLASH!

The splash pads at the Fun for All Playground in Stephen C. Beachy Central Park and W.A. Tarrow Park (next to the Lincoln Recreation Center) will be open daily from March 1- Oct. 31. Both spots are perfect for cooling off with features like tipping buckets and directional spray zones. Plus, the Fun for All splash pad is wheelchair-accessible and includes a gentle, weeping water shower!

Before the 2024 aquatics season begins, take a moment to look over our rules. Remember, there are no lifeguards on duty, so keep an eye on your kiddos while they play.

Splash Pad Rules

Splash pads and playground areas aren’t available for reservations. Be courteous and respectful to others while enjoying the space.

Running and roughhousing aren’t allowed.

Leave pets, food, glass, alcohol, smoking, vaping, and tobacco at home.

At the first sign of thunder or lightning, please exit the splash pad area.

Bathing products like soap, detergent, and shampoo aren’t allowed.

Avoid climbing or hanging on splash pad equipment.

Please don’t change clothes or diapers on the splash pad.

Water shoes are highly recommended for safety.

Help us keep the water clean. Polluting the splash pad in any way (like spitting or nose blowing) is strictly prohibited.

Leave toys, bikes, scooters, skateboards, and similar gear outside the splash pad area.

Splash pads may close due to weather, maintenance, or other concerns.

CSPD LAUNCHES FULL-TIME CRISIS

INTERVENTION

TEAM

The College Station Police Department is proud to announce the formation of its full-time Crisis Intervention Team (CIT), a proactive unit dedicated to enhancing community safety and well-being. The specialized unit, funded by a grant from the Office of the Governor, will play a critical role in conducting threat assessments and engaging with individuals who have previously experienced crises, ensuring they receive the necessary support to maintain stability and avoid future incidents. Cpl. Jeffrey Seale and Cpl. Gary Southerland, who will serve as CIT coordinators, have been selected to lead this vital initiative.

CSFD Uses Old Hurricane Harry's Building For Training

Battalion Chief Kevin Simmons of the College Station Fire Department’s Training Division created a rare opportunity for hands-on training in the former Hurricane Harry’s before it was demolished.

In early January, firefighters traded their dancing boots for firefighting “bunker” boots and spent the morning practicing search and rescue scenarios.

“A venue like Harry’s has the potential to be a high-risk emergency,” Simmons said. “Life safety is our priority, so this training is about searching a larger area with limited light, focusing on safety, crew integrity/accountability, communications, and orientation. We used thermal imaging cameras to locate and evacuate people, and then locate the fire.”

Northgate Planning Area

The City of College Station has embarked on a journey to create a shared vision and plan for the Northgate area, one of our city’s most dynamic and cherished places. Developing the Northgate Small Area Plan allows residents, businesses, and stakeholders to come together to envision the future of an iconic part of our community.

The comprehensive planning initiative is designed to guide growth and development in the Northgate area. The plan focuses on supporting businesses, enhancing pedestrian-friendly spaces, and celebrating Northgate’s unique character so it remains a thriving hub for residents, visitors, and students.

The Northgate Small Area Plan covers University Drive from Wellborn Road to Texas Avenue and extends to the northern city limits. Key areas of interest are Northgate, the Northgate Entertainment District, Century Square, Hensel Park, Northpoint Crossing, and the North of Northgate plan area.

An at-large stakeholder committee is an integral part of the planning effort. The bi-weekly committee meetings are on Tuesdays starting Feb. 4. We hope to complete the plan for City Council consideration in June.

CSPD AIDS 2025 PRESIDENTIAL INAUGURATION SECURITY

The College Station Police Department was honored to assist the Washington, D.C. Metropolitan Police Department with security for the Presidential Inauguration parade on Jan. 20. A team of 16 officers traveled to the nation’s capital to support this historic event, working alongside law enforcement agencies from across the country to ensure the safety of all participants and attendees. The opportunity reflects CSPD’s commitment to service and collaboration on a national scale.

Way Back When

W.A. Tarrow was a teacher and principal at Lincoln High School and College Station Elementary for over 20 years. In 1953, Tarrow helped organize the Community House, a daycare and social services organization initially funded through private donations and volunteers. Tarrow served as the Community House’s first president and received the 1966 Lane Bryant Award for distinguished community service at New York City’s Plaza Hotel.

FY 2025 BUDGET

Did You Know?

The Fiscal Year 2025 City of College Station budget totals $541.5 million, including $367.1 million for operations and maintenance and $174.4 million for capital projects. The operating and maintenance budget increased by about 2.8% compared to FY24. The General Fund (the part of the budget supported by property and sales tax revenue) is about $124.9 million.

The budget was prepared according to the City Council's policy direction, the Strategic Plan, fiscal and budgetary policies, and previous City Council direction.

MUNICIPAL COURT

The College Station Municipal Court is responsible for managing citations issued by enforcement departments. Citations are processed according to the defendant’s legal options, plea, or lack thereof. Municipal Court duties include setting court dates, notifying defendants of the judge’s decisions or prosecutor’s recommendations, processing warrants, and checking case compliance.

You don't need to appear in court for any case. Documents can be submitted via email.

Presiding Judge Edward J. Spillane III

Î Presides over jury and bench trials.

Î Issues and processes subpoenas, summonses, warrants, capias, capias pro fines, and attachments to compel the attendance of witnesses, parents of juveniles, and the appearance of defendants.

Î Grants continuances when sufficient cause is shown that a case should be postponed.

Î Conducts indigent hearings

Î Keeps and maintains a docket containing each case filed and the court action taken

Î Rules on motions for new trials

Î Prepares or assists in reporting traffic convictions to the Texas Department of Public Safety.

Î Serves as a magistrate of the State of Texas.

Municipal Court Prosecutor Claire Love

Enforces applicable state law and municipal ordinances by prosecuting cases where the court has jurisdiction. Her duties include case investigation, filing charges through the preparation of complaints, discussing pending cases with defendants or counsel, and presenting the state's case before the court.

The City of College Station also offers customers free landscape irrigation checkups. They take about 30-45 minutes, and you’ll receive a written report on recommendations to reduce your water bill.

College Station Utilities offers rebates to electric customers who conserve energy.

Some thermostats allow you to connect remotely from your smartphone, saving energy and money! Customers with an eligible thermostat can receive a $30 rebate.

Customers who purchase and install a new central air conditioning unit (with a SEER rating of 16 or higher), airto-air heat pumps, or geothermal heat pumps are eligible for an $800 rebate.

KEEP YOUR PETS SAFE

All dogs, cats, and ferrets in Brazos County must be licensed, tagged, and vaccinated.

Even if your pet is licensed in another area, they’ll need a Brazos County tag. These tags provide:

• 24-hour support for lost pets

• Up to $500 in trauma coverage

• Rides for lost or injured pets

• Rabies vaccine reminders

• Reduced impound fees

• Funding for our local shelter

Pet license tags are $15 and can be purchased from local veterinarians or the Aggieland Humane Society.

WATER SERVICES

Water Services' Paul Schoenfeld, Lorenza Nutall, and Tieler Whitaker responded to a water leak report at 3 a.m. in the middle of a dead-end street. The isolation of the main water source temporarily impacted about 20 customers. The crew waited for emergency locates, then replaced about 10 feet of two-inch pipe. The water was back in service by 6:30 a.m.

Principal Planner Heather Wade recently earned her American Institute of Certified Planners certification. AICP is the only nationwide, independent verification of planners' qualifications. The credential assures colleagues and communities that these professionals have the necessary knowledge, experience, and commitment to ethical planning.

To become certified, planners must reach a high level of education and work experience, master a diverse knowledge base and critical skills, and pledge to maintain high professional conduct and ethical standards.
