NEARLY 2,000 CLASSES FOR WINTER, SPRING

C

ollege of the Canyons will offer nearly 2,000 combined class sections during the upcoming winter and spring sessions. Running Jan. 6 to Feb. 8, the winter session will offer more than 300 classes, primarily general-education classes students need to graduate, transfer or meet prerequisites. The winter session will be especial-

ly robust with the addition of new classes such as Administration of Justice 185: Police-Community Relations; English 271: Mythology; Math 100: Liberal Arts Mathematics; Noncredit Business-2A: Supervisor’s Role in Workplace Compliance; and Psychology 172H: Honors Developmental Psychology. And, more than 1,600 classes in a variety of subjects will be offered during

the spring semester at both the Valencia and Canyon Country campuses, as well as online. Classes start Feb. 10. Registration for spring classes begins Monday, Jan. 6. Classes can be viewed at www.canyons.edu or in the special pullout section inside this issue.

New Pathways: College Classes at High Schools

n an effort to help prepare students for transfer or for career technical education, College of the Canyons and the William S. Hart Union High School District have created a partnership that offers college classes at high school campuses during the regular school day. The College and Career Access Pathways partnership allows 180 Hart District high school students to enroll in up to five units per term and provides all course materials, including books and equipment necessary to complete the courses. “We are very excited about this partnership with the Hart District that will give participating students concurrent enrollment status,” said Joe Gerda, interim assistant superintendent/ vice president of academic affairs. “It is tremendously beneficial in helping high school students become college and caPATHWAYS | 4

or the second year in a row, College of the Canyons has been named a Champion of Higher Education for Excellence in Transfer by The Campaign for College Opportunity. The college is one of 12 California community colleges that have significantly increased the number of students earning an Associate Degree for Transfer (ADT) degree. “Our ADT programs have proven to be effective in eliminating the barriers that stand between students and their goals,” College of the Canyons Chancellor Dr. Dianne G. Van Hook said. “Because of our dedicated faculty, we have made amazing progress and we remain committed to creating more ADT programs that are aligned with the specific needs of our students.” College of the Canyons offers 31 ADTs, which enable students to transition to California State University campuses. Known as “degrees with a guarantee,” ADTs provide students with guaranteed admission to a Cal State university if they earn an associate in arts transfer (AA-T) or associate in science transfer (AS-T) degree and meet Cal State’s eligibility requirements. New Electronic Systems Classes Debut

T

he College of the Canyons spring 2020 class schedule will include two new electronic systems classes that will help students interested in computer sciences find their path. “These entry-level classes are ideal for students who are interested in computers but aren’t exactly sure what major is right for them,” said Lee Hilliard, faculty and chair of telecommunications and electronic

systems technologies at the college. “These new classes also count toward a network technology associate degree.” Electronic Systems 121 (Internet of Things) – This class will teach students about the interconnections of computing devices embedded in products such as smart TVs, security systems and refrigerators, enabling them to send and receive data. Electronic Systems 131 (Inter-

net of Things) – This class covers Python Programming, the underlying code of the “Internet of Things,” as well as algorithms, problem solving, and object-oriented programming. Upon completion of these classes, students are encouraged to explore Brandman University’s computing technology bachelor’s degree program offered at the Dr. Dianne G. Van Hook University Center.

College Funding Formula a Real Head-Scratcher

T

‘MR. COC’ TO BE HONORED

he decisions that come from Sacramento can sometimes leave you scratching your head in surprise. Common sense can be an uncommon virtue. You can’t help but ask yourself how legislators and bureaucrats thought something was a good idea. The community college funding formula comes to mind. It was created with the best of intentions, with worthy goals of improving student completion and providing more resources to financially needy students. Both are clear, simple outcomes that I support and appreciate. But the execution left much to be desired. What we have is a onesize-fits-all approach for a system of higher education that serves more than 2 million Californians whose wide-ranging higher education needs reflect the diversity of our state. Chancellor, College of the Canyons We serve recent high school graduates looking to transfer to four-year universities, working adults determined to earn their degrees, English-language learners, career skills-seekers, older adults, prison inmates, current high school students, and police officers and firefighters. Trying to devise a formula that ensures our 115 colleges have the resources to properly serve such diverse constituencies is necessarily complicated. There are many moving pieces, and the risk of creating unintended consequences is high – especially when you try to implement that change in a six-month timeframe. That is exactly what happened. What we’re left with is a funding mechanism that gave us this head-scratcher: Colleges receive more money for providing inmate education than they do for delivering training to police officers, firefighters, and other public safety professionals. Now, how is that a good idea? The details of how this works can make your eyes glaze over with boredom, but here’s the simple version. The formula distributes funds based in part on students’ attendance, their completion of certain goals, and their financial need. The split is 70 percent on attendance, and 30 percent on the remaining two categories. Certain types of students are exempted from the formula and funded based solely on their attendance because they don’t attend to earn a college degree, nor will they qualify for financial aid. High school students are exempt, as are inmates taking classes in prison. But public safety professionals are not among the exemptions. Law enforcement officers and firefighters are required by state agencies to complete ongoing training, and colleges like ours provide that. College of the Canyons is among the 30 percent of community colleges statewide that offer public safety classes that serve nearly 15,000 full-time equivalent students. So, because the funding formula does not exempt first-responders, colleges that offer this training took a 30 percent revenue cut when the formula took effect. Given the cost and specialized nature of these courses, it’s a challenge to continue delivering the training when we’re only getting 70 cents on the dollar. Nevertheless, our public safety partners counting on us for this training. So is our community. We all benefit from the protection and peace of mind that comes from having well-trained, highly skilled police officers and firefighters working to serve our communities. That’s why our top 2020 legislative priority in Sacramento will be correcting this head-scratching oversight. Nothing is ever a given in the Legislature, but I’m confident we can make the changes that are needed. It just makes sense!

n recognition of his unwavering support to College of the Canyons throughout its five-decade history, the college’s Foundation has named Bruce Fortine as the 2020 recipient of the prestigious Silver Spur Community Service Award. The award takes on particular significance this year as the college celebrates its 50th anniversary year of service to the Santa Clarita Valley. Fortine, a Santa Clarita Valley native, was a member of the original Board of Trustees, which was elected in 1967 when voters approved the formation of the valley’s community college district. “Bruce Fortine has been a part of College of the Canyons since before its inception,” Chancellor Dr. Dianne G. Van Hook said. “And his support over the ensuing 50plus years has been marked by singular dedication and relentless enthusiasm.” After an election that saw 72 candidates run for five available seats Fortine was sworn in on Dec. 11, 1967, as a member of the original Board of Trustees along with William Bonelli Jr., Sheila Dyer, Edward Muhl, and Peter Huntsinger. That initial Board of Trustees named College of the Canyons on May 19, 1969. Fortine served on the board until July 1973, when his hiring as a College of the Canyons employee required that he resign his board seat. During his time as a college employee, he created the Commu-

The $500,000 grant from the California Community Colleges Chancellor’s Office will expand online Career Technical Education offerings and provide technical support for Zero Textbook Cost (ZTC) grantees. “The grant will provide re-

Fortine returned in 1991 when he was elected again to the Board of Trustees, holding that seat until 2016. Given his involvement with the college from its earliest days, Fortine played a significant role in establishing the college as an innovative learning institution marked by ongoing excellence. He worked behind the scenes on each of the college’s five bond measures, the first of which was passed by local voters in 1970 and provided the funding to purchase the land on which the Valencia campus is located. “Without his support and that of other community members, the Santa Clarita Community College District/ College of the Canyons might not even exist today,” Dr. Van Hook said. “It certainly would not be what it is today – a great asset which provides substantial, creative, innovative, important, and lasting contributions to the community and has altered the quality of life in our neighborhoods, our businesses, and the students who chose us to help them achieve their goals.” Affectionately referred to by many as “Mr. COC,” Fortine is known for sharing his passion for the college, and connecting the college to resources FORTINE | 5

sources to increase access, improve quality, and eliminate textbook costs to four of our online pathways,” said Brian Weston, director of distance and accelerated learning. “Our online career technical offerings provide a clear path for students to take the next step towards success and pursue a rewarding career,” he added. The bulk of the grant will go toward expanding online class offerings and adding ZTC resources for CAD for Architecture, Pre-School

Teacher, Land Surveying, and Water Systems Technology. The award includes $99,790 to provide technical support statewide for ZTC grantees. “Our two projects build on the college’s leadership in innovation,” said James Glapa-Grossklag, dean of learning resources. The college has been a longtime leader in advocating for and implementing ZTC. In 2018, for example, 25 percent of all credit classes were offered online.

The college didn’t have its own campus 50 years ago – not even the land on which the Valencia campus would rise in the early 1970s – so the first classes began at Hart High School on Sept. 29, 1969. College One of Best for Adult Learners

C

ollege of the Canyons has been ranked among the best U.S. colleges for adult learners by Washington Monthly magazine. Of the 10 California community colleges that earned a spot in its ranking of “Best Two-Year Colleges for Adult Learners,” College of the Canyons ranks No. 1 in Los Angeles County, No. 2 in Southern California and No. 53 nationally. Citing a lack of college rankings for adult students – defined as those who are older than 25 – the magazine analyzed data from 978 two-year colleges to create its list of the top-100 two-year colleges in the nation. “It is an honor to be included among the top 100 twoyear colleges that provide a wide array of opportunities for adult students,” Chancellor Dr. Dianne G. Van Hook said. “College of the Canyons is committed to providing all students with flexible options and services they need to balance their educational goals with full-time jobs and family responsibilities.” At the time of the ranking, students 25 and older made up 34 percent of the college’s student population in 2017-18.

Washington Monthly analyzed data from the College Board’s Annual Survey of Colleges, Department of Education’s Integrated Postsecondary Education Data System survey, as well as the department’s College Scorecard database to rank colleges using the following metrics: • Ease of transfer/enrollment • Flexibility of programs • Services available for adult students • The percentage of adult students at the college • Graduation rates of part-time students • Mean earnings 10 years after entering college • Loan repayment rates • Tuition and fees for in-district students On a scale of 19 possible points, College of the Canyons scored 17 – 4 of 4 for ease of transfer, 7 of 9 for flexibility of programs, and 6 of 6 for adult student services. A valuable resource for adult learners is the college’s Adult Reentry program, which helps new, returning and continuing students 25 years and older. Reentering students can benefit from information sessions, support groups, advisement, and campus/community referrals.

The Campaign for College Opportunity helped create a clearer path for students to earn associate degrees and admission to the California State University system when it sponsored reform legislation in 2010. College of the Canyons and other community college and CSU campus honorees were recognized during the campaign’s 15th anniversary celebration on Nov. 14. The Campaign for College Opportunity is a bipartisan nonprofit whose mission is to increase the number of California students attending two- and four-year colleges and who complete their college education.

One Step Closer to Energy Independence

C

ollege of the Canyons has been awarded $3 million by the South Coast Air Quality Management District (SCAQMD) to upgrade its existing fuel cell technology system, bringing the college one step closer to energy independence. One of only three educational institutions to receive such an incentive, College of the Canyons received the fourth highest of the $47.4 million granted to 26 businesses, organizations, government agencies and utility companies. Jim Schrage, vice president of facilities planning, operations and construction, said the award came as a pleasant surprise after Bloom Energy Corp. submitted a proposal on the college’s behalf, which was accepted in February. “Bloom was aware of our wish to improve our existing energy-efficient technology,” Schrage said. “We are always looking for ways to improve efficiency on campus.” The award will be used to remove two co-generators, upgrade an existing cooling tower and add a new chiller to compensate for the lost production of cold water currently produced by an existing co-generator. In addition, Bloom will increase the current fuel cell project capacity from 1 megawatt to 1.5 megawatts. The result will be a dramatic reduction of the college’s emissions, carbon footprint, and

dependency on the energy grid. “We will be half off the grid,” Schrage said. “We are really close to being fully energy independent.” The award will also help expand the college’s recently approved fuel cell plant on the west side of the Valencia campus, and reduce the cost of electricity produced by the fuel cell plant over the 15-year life of the system contract, Schrage said. A central plant is a facility that houses chillers, boilers, and cooling towers that serve as a single supply source for hot water and chilled water that services multiple buildings from a central location. The college has made use of central plants to reduce

waste and create an energy efficient campus from the very beginning. The college installed its first central plant on the roof of what is now Bonelli Hall, but as the campus continued to grow, the need for expansion became apparent in the early 1990s. Chancellor Dr. Dianne G. Van Hook secured funding for the South Plant, located near Mentry Hall, which was the first real central plant in the California Community Colleges system. Currently, the college relies on the original Bonelli Hall central plant, the south campus plant and a third plant on the north side of campus for its heating, cooling and hot water needs. As an additional step toward sustainability, the college added co-generation capabilities to the north and south central plants, which allows the college to produce its own electrical power via natural gas fired generators. These co-generators use the waste heat from the exhaust to produce both hot and cold water for normal central plant functions, which dramatically reduces the college’s power costs. The new fuel cell plant will provide an energy system with enough reserve capacity for the whole campus. Schrage expects the transition to fuel cell power to be completed by February.

KINDER GOES TO COLLEGE

Kindergarten students from Old Orchard Elementary School participated in the launch of “Kinder Goes to College” on Wednesday, Oct. 23. Some 68 students from the “Class of 2034” toured the Valencia campus and participated in science and chemistry experiments. The program was created by the Office of Outreach and School Relations to foster a college-going culture among young people at an early age. Audit Receives Highest Rating

T

he college district received the best rating possible in an independent audit of its bond measure expenditures. The Santa Clarita Community College District’s Independent Citizens Oversight Committee accepted the audit results, which showed that the district has properly accounted for all bond expenditures for the 16th consecutive year. Vavrinek, Trine, Day & Co. LLP conducted both the financial and performance audit, covering the fiscal year that ended June 30, 2018 and issued the district an unmodified opinion – the best rating possible – noting no adjustments, audit findings, questioned costs or instances of bond noncompliance. The firm presented its report to the oversight committee on Jan. 9, 2019. “The amount of material you examined in your review is impressive and demonstrates the strength of the district’s fiscal oversight of the bond program,” Nick Lentini, chair of the oversight com-

mittee, said about the auditors’ evaluation. The 2017-18 audits confirm approximately $229 million in resources from the first five bond issuances, which also includes earned interest and net premium in the bonds. Of that amount, more than $170 million has been expended on authorized bond projects, leaving the district with a Measure M bond project fund balance of $10.4 million and a Measure E fund balance of $48.9 million as of June 30, 2018. “The work of the Independent Citizens

Since its passage in November 2006, Measure M has funded major facilities such as the Mentry Hall expansion, The Learning Center (TLC)/Library expansion, Dr. Dianne G. Van Hook University Center, Canyon Country campus, College of the Canyons Institute for Culinary Education, and the Canyons Hall student services/administration building. The addition of these facilities has enabled the college to accommodate more students, add programs, and enhance access and opportunity as enrollment grew 44 percent from 2004 to 2017. The balance of Measure M was used to begin construction of the Science Center at the Canyon Country campus and a 1,659-space parking structure at the Valencia campus. Measure E, the $230 million general obligation bond measure approved by voters in June 2016, provided the funding to complete those two projects and will enable the college to fund future construction projects at both campuses.

Measure E Bond Sale Yields $85 Million

T

he second bond issuance of Measure E, the Santa Clarita Community College District general obligation bonds, were sold on Aug. 7, yielding $85 million to assist College of the Canyons in building out the Canyon Country campus and upgrading the Valencia campus. “We look forward to enhancing facilities at both campuses, which will allow us to expand programs and services for students and deliver on the commitment we made to voters in 2016,” said College of the Canyons Chancellor Dr. Dianne G. Van Hook. “This year marks the college’s 50th year of service to Santa Clarita, and thanks to the community’s support through Measure E, we are well-positioned for continued growth and development in the years to come.” As a part of the financing process, the District re-affirmed its credit ratings with Fitch Ratings and Standard & Poor’s, which issued an “AAA” rating—the highest rating assigned to a community college—and an “AA” rating, respectively, with stable outlooks. As a result, the district received over $544 million in orders for the $85 million in bonds being offered, which demonstrated significant investor interest in the district’s bonds. The rate drop, which came in response to action by the Federal Reserve and changes in the global economy, led to a $7 million savings for local taxpayers. “The successful outcome was due to the expertise of district staff and their financial advisors, who ensured the college was ready to take the bonds to market at the optimal time,” said Assistant Superinten-

dent/Vice President of Business Services Sharlene Coleal. Local voters approved Measure E in June 2016 for a total of $230 million to fund multiple projects at both campuses. The bonds are funding construction of the Science Center, which is located at the Canyon Country campus and serves as a focal point for students and first-time visitors. The approximately 52,000-square-foot building will primarily be devoted to physical and

biological sciences, housing eight labs, plus lecture classrooms. The Student Services/Learning Resources Building will be the new home to Student Services and The Learning Center (TLC). The four-story building will sit adjacent to the Science Building at the center of campus and will provide office and library space. Measure E also enabled the college to build a three-story parking structure at the Valencia campus, which added 1,659 parking spaces. Measure E funds will also go toward the renovation of several existing buildings at the college’s Valencia campus. Projections show student enrollment at College of the Canyons growing to reach 30,000 students per semester over the next decade or so. That increase is expected in part from new programs like Canyons Promise, which provides first-time, fulltime students with two free years of college, as well as College Now!, which enables high school students to take courses without paying the $46 per unit enrollment fee. The district’s bond finance team included Piper Jaffray as the Investment Banking/Underwriting Firm, Isom Advisors serving as Municipal Advisor for the transaction, and Stradling Yocca Carlson & Rauth serving as Bond and Disclosure Counsel.

Refund to Save Taxpayers $8.3 Million

C

ollege of the Canyons refunded $31 million of outstanding general obligation bond debt. The district’s taxpayers will have cash flow savings of $8.3 million over the next 23 years. This represents an overall savings of 12.96 percent of the bonds that were refunded. “The Santa Clarita Community College District worked quickly to take advantage of the current low interest rates to refund the bonds and save local property owners money in the process,” Chancellor Dr. Dianne G. Van Hook said. “Due to the college’s solid credit ratings, our bonds always attract interest from strong and stable investors.” The Santa Clarita Community College District Board of Trustees voted Nov. 6 to refund these particular general obligation

bonds from Measure M. The sale was completed on Nov. 14. This is the third time in six years the college has refunded bonds to lessen the tax impact on property owners. A 2016 refunding yielded $35 million of savings, which represented more than a 23 percent reduction. That refunding also lowered taxes for area property owners. The Government Finance Officers Association, a national non-profit organization dedicated to providing guidance to improve government management, advises that agencies should consider refunding bonds if they can save taxpayers at least 3 percent. The college district’s overall savings of 12.96 percent of the bonds that were refunded indicates how advantageous it was to refund now.

ollege of the Canyons has received the state funding necessary to begin planning much-needed renovations to Boykin Hall, a 44-year-old science laboratory facility at the Valencia campus, thanks to the efforts of Sen. Scott Wilk and Assemblywoman Christy Smith. “As one of the college’s oldest buildings, Boykin Hall has been long overdue for a renovation,” Chancellor Dr. Dianne G. Van Hook said. “We are so grateful to receive state funding to modernize the building that has served as the bedrock for the college’s science programs.” The 2019-20 state budget includes $397,000 that will fund preliminary plans and working drawings for the renovation project. The funding comes from Proposition 51, the 2016 statewide facilities construction bond. “We need to make the investments required to remain competitive in fields such as science and engineering,” said Wilk (R-Santa Clarita). “We have the moral obligation to give every opportunity to the next generation to succeed.” Throughout the 2019 legislative session, Wilk and Smith advocated increasing Prop 51 funds for community college construction projects, and worked to ensure College of the Canyons was included in the state budget. “The college has been very ambitious in meeting its goals of serving a student population that has increased dramatically, so it meant a lot to us to bring this across the finish line,” said Smith (D-Santa Clarita). Total cost of modernization is $9.4 million. The state is expected to provide $4.4 million in Prop 51 funding in the 2020-21 budget, in addition to the $397,000 already received. The college’s share – $4.6 million – will come from Measure E, the bond measure approved by voters in 2016.

It also qualified the college to receive state matching funds used in building the Dr. Dianne G. Van Hook University Center. Other key projects include the College of the Canyons Institute for Culinary Education, the Mentry Hall classroom expansion, Library and The Learning Center expansion, Applied Technology Education Center at the Canyon Country campus, and the Canyons Hall student services center. Together, Measure C and Measure M qualified College of the Canyons to receive $56.2 million in construction funds from the state.

Over the last year, my fellow committee members and I have continued to monitor the work being accomplished at College of the Canyons as a result of funds made available through the voter-approved Measure M and Measure E general obligation bonds. The purpose of this update is to provide an overview of the progress of the bond programs and to assure the citizens of our community that their tax dollars are being spent as intended by the ballot measures. We are pleased to report that our committee is satisfied with both the tangible progress and fiscal management of the college district’s general obligation bond programs.

Free Certified Tax Preparation Offered

I

f you made less than $65,000 in 2019, you may qualify to have your federal and state income tax returns filed for free by College of the Canyons business accounting students who are certified with the Internal Revenue Service. Offered through the federal government’s Volunteer Income Tax Assistance (VITA) clinic, the free tax-preparation ser-

vice will be offered every Saturday from Feb. 8 through April 11. “The VITA clinic provides a valuable service to local community members and gives business accounting students with hands-on working experience in their chosen field,” said Ali Naddafpour, a business and accounting instructor at the college. “Our VITA students are certified to prepare

and e-file federal and state income tax for qualified individuals.” The VITA clinic will be open from 9 a.m. to 5 p.m. every Saturday through April 11 in Hasley Hall (Rooms 233 and 234). The VITA volunteer program is sponsored by the IRS and designed to help lowto moderate-income households. Experienced tax practitioners and IRS agents will

also be on site to assist with review. Individual sessions may run one to two hours in length. While walk-ins are welcome, appointments are recommended. MEN’S AND WOMEN’S STATE CHAMPIONSHIPS

Both the men’s and women’s golf teams dominated the greens by capturing state championships in 2019. The men’s team won the California Community College Athletic Association State Championship by a whopping 18 strokes, adding its ninth state title in the process. And, the women’s team followed its 2018 state championship with a second consecutive state title and fourth overall. Both teams are led by head coach Gary Peterson.
