s we look forward to 2009, it’s time to take a look back at some of 2008’s most memorable Sunny Isles Beach events. A toast goes out to residents, business and community leaders celebrating life in the city where ongoing progress always creates a Happy New Year!

A

JANUARY 2008: ‘ONWARD AND UPWARD’ The first City Commission meeting of 2008 highlighted a myriad of initiatives devised to create an even higher quality of life in Sunny Isles Beach. From forging ahead with landscaping, drainage and roadway improvements - to restoring the historic Newport pier, enhancing parks, public safety and information technology, the city continued to prosper as progress kept moving “onward and upward.” In Jan. 2008, the Commission also endorsed moving ahead with devising strategies for the creation of more green, open space development as well as retaining transportation and engineering services to address challenges such as the need for more parking space. Other proactive initiatives in keeping with the city’s “onward and upward” philosophy included undergrounding utilities; acquiring uniform street signs; drainage improvements throughout the city; Sunny Isles Boulevard revitalization; updating the city’s emergency disaster plan; and enhanc-

ing communications with businesses in construction zones. On Jan. 17, 2008 when Sunny Isles Beach Mayor Norman S. Edelcup delivered the State of the City Address, he emphasized, “The state of the city’s financial condition is very secure and strong…We have been able to maintain our funding on scheduled capital improvements, and at the same time maintain a healthy general fund reserve balance.” Even more proof the city was experiencing unprecedented prosperity was evidenced by the municipal audit report prepared by the independent certified accounting firm Rachlin, LLP. According to the audit, presented at a Commission meeting in Feb., 2008, Sunny Isles Beach assets exceeded its liabilities at the close of the ’07 fiscal year by $93,166,401 net assets…The city’s total net assets increased by $14,931,394 - primarily attributed to the acquisition of property and other capital improvements. And the city’s governmental funds reported combined ending fund balances of $43,311,358 - an increase of $4,652,063 in comparison with the prior year. FEBRUARY 2008: ‘NEW WEBSITE TO SEE’ Moving ahead with advancements in technology, on Feb. 4, 2008, the City of Sunny Isles Beach launched the new and improved website www.sibfl.net The city’s website now has a new updated design enabling users to more quickly and easily access information online. “The www.sibfl.net website is yet another

example of the commitment being made by the City of Sunny Isles Beach to come up with the most cost effective ways to utilize ‘modern technology’ to create better systems across the board,” said Alyce Hanson, director of administrative services. “We’re also now offering a subscription service to city information…Sign up on the home page of www.sibfl.net by clicking on eSIBi (electronic Sunny Isles Beach information). Then the city will send you information by e-mail. The available list of categories include Adult and Senior Activities, Youth Activities, Traffic Alerts, City Events and Concerts.” MARCH/APRIL 2008: ‘EXCITING EXPOSURE’ Sunny Isles Beach earned the distinction of being named the “No. 1 emerging travel destination for 2008 in the United States” by Trip Advisor - the largest online travel community…Then in March 2008, millions of viewers saw the city’s beautiful beaches televised on MTV spring break specials…But just about every week, Sunny Isles Beach was making newspaper headlines highlighting proactive Commission initiatives perpetuating the city’s renaissance. From distributing novel USB flash drives featuring a Sunny Isles Beach promotional video – to extensive travels spreading the news about the city’s most desirable attractions, Ibis Romero, executive director of

the Sunny Isles Beach Resort Association, helped the city “go global.” After returning from trips including stops in Cannes and Barcelona, Romero was quoted in a Herald article creating more exciting exposure for the city’s surge in tourism. She noted, “We were all over the place…New York, Germany, Mexico and Brazil.” Just recently, the City of Sunny Isles Beach produced a new promotional film entitled “From Sandbar to Sophistication” based on the book with the same name by Seth Bramson chronicling the city’s remarkable renaissance. The film, created with assistance from city leaders including historian Richard C. Schulman and members of the historic preservation committee can be viewed on the city’s information station SIB TV, Cable Channel 77. MAY 2008: ‘BONE ZONE OPENS’ On May 16, 2008, Sunny Isles Beach opened the city’s first dog park christened “The Bone Zone” at the northeast end of Senator Gwen Margolis Park at 178 Drive and North Bay Road. Susan Simpson, director of Cultural and Human Services explained, “Dogs will be able to run free in a sanctioned unsupervised setting, and engage in friendly play. Dog parks help socialize and exercise dogs in a safe environment; promote responsible pet ownership; provide elderly and disabled owners with an accessible place to exercise their companions; and promote public health and safety.” ‘GOING GREEN’ Beyond creating more green, open space, Sunny Isles Beach smart “Going Green” initiatives received recognition in May 2008 when the Florida League of Cities announced the publication of its 2008 City Innovations Showcase. The Showcase included “Government Center Goes Green” - a detailed description of the recycling at the Sunny Isles Beach Government Center. According to the city’s Public Works Department, the maintenance staff in the Government Center is doing its part to save money and energy by continuing with a new larger scale recycling policy. New recycle bins are just the start of the City’s conscious effort to help preserve the environment. The city is also recycling dry-cell batteries

and inkjet cartridges and has implemented a computerized system to control the lights and air conditioning usage throughout the entire Government Center. In keeping with the smart trend to “go green – and save green” the City Commission also authorized the purchase of two GEM Model EL electric pickup trucks for the Public Works Department, representing a savings of approximately $10,000 when compared to the purchase of gasoline vehicles and the elimination of expenses for gasoline and oil. The goal is to ultimately replace other city vehicles with similar more cost-efficient models. JUNE 2008: ‘HAPPY ANNIVERSARY’ On June 22, 2008, Sunny Isles Beach celebrated the city’s 11th anniversary with a festive event at Samson Oceanfront Park. The event also featured “powerhouse fun” with the exciting Offshore Powerboat Challenge Weekend June 20-22 garnering international notoriety. ‘PUBLIC SAFETY’ In June 2008, public safety was another important city priority. The City Commission passed an ordinance creating the “City of Sunny Isles Beach Dangerous Intersection Safety Act” serving to help enforce red light infractions with cameras posted at designated traffic lights. In June 2008, a resolution was also passed to facilitate the design of a pedestrian/emergency vehicle bridge on North Bay Road. JULY 2008: ‘PARKS GO WIFI’ In July 2008, Edel Fonseca, Information Technology department director, was pleased to announce residents and visitors would be able to connect to the Internet at Sunny Isles Beach city parks – becoming “WiFi hotspots.” The city’s Wireless Island Project incorporates city parks where internet connectivity will is free. The city’s official ‘go-live’ date for the WiFi network was Monday, July 14, 2008 at parks including Bella Vista Bay Park, Pier Park, Samson Oceanfront Park, Town Center Park, Senator Gwen Margolis Park, Golden Shores Community Park, Pelican Community Park and Heritage Park. “The free WiFi is just another step in the transformation that Sunny Isles Beach is undergoing,” said Mayor Norman Edelcup. “The free WiFi will give both locals and visitors a chance to still catch up on work, while getting out

and enjoying the fresh air.” JULY/AUGUST 2008: ‘NEW SCHOOL AND PARK OPEN’ One of the biggest events taking place in Sunny Isles Beach during 2008 was the opening of the Sunny Isles Beach Community School at Northeast 183rd Street and Atlantic Boulevard in August - helping to alleviate the area’s overcrowded classrooms. Yet another big Sunny Isles Beach event in 2008 was the grand opening of Pelican Community Park, located adjacent to the school. After more than six years of planning and construction, Pelican Community Park is a two-acre, $9.7 million facility on North Bay Road featuring an outdoor tot-lot playground, indoor basketball gymnasium and a Little League baseball field, among other amenities. The two-story community center includes multipurpose classrooms, an arts and crafts room, computer training room, exercise room, and a ballroom. The 10,000-square-foot basketball gym is named for developer Raanan Katz and his wife, who pledged $525,000 toward the complex. ‘SMART THINKING AHEAD’ To help protect the future of development in Sunny Isles Beach in light of current real estate market conditions, in July 2008, the City Commission passed an ordinance to permit a voluntary program for the extension of time for unexpired development approvals and transfer of development rights (TDR’s). Mayor Norman Edelcup said, “We’re being responsive…An [extension of time to build is] justified to solve a problem that may not be short term… Developers will start projects when the economic climate produces a positive impact for them.” Making a smart decision to ensure Sunny Isles Beach police officers are being fairly compensated for keeping citizens safe, the City Commission also passed a resolution in July 2008 approving an increased pay plan. According to City Manager John Szerlag, the pay plan is now comparable to the pay plans of other police departments in neighboring municipalities Hallandale including Aventura, Beach, Bal Harbour and Surfside. “To maintain a first-class Police Department serving and protecting residents, visitors and businesses and to maintain a culture of professionalism, we need to offer competitive pay and benefits compared to surrounding

communities,” City Manager John Szerlag said. It’s an honor to be the Mayor of a city that has such a great police force,” added Mayor Edelcup. “Thanks goes out to Police Chief Fred Maas who has worked diligently to build this Police Department…I’m happy to see this [compensation issue] has been resolved and we’ll be [periodically] reviewing this [pay plan].” SEPT./OCT 2008 ‘WEST SIDE SUCCESS STORY’ With the goal to promote optimal development on the west side of Collins Avenue, the City Commission approved a resolution in Sept. 2008 ratifying a non-binding letter of intent between the city and Dezer Development Company to form a public/private partnership to construct a mixed use project consisting of a conference center, medical offices and a car museum on the property located next door to Government Center (18080 Collins Avenue). According to City Manager John Szerlag, the development will include the following public amenities if approved by the appropriate government agencies: • A 17,000 square foot Conference Center to accommodate a minimum of 500 people for a sit down meal • A 35,000 square foot Medical Facility Offices to be operated by Mount Sinai Medical Center • A 39,000 square foot Car Museum • A 10,000 square foot restaurant to complement the museum • A skywalk over Collins Avenue to permit public access to Trump International and the beach • At least 100,000 square feet of commercial office space “Based on the Letter of Intent, Dezer Development will contribute or finance significant funds currently estimated between $22.35 million to construct the project,” Szerlag reported. “Additionally, Dezer Development has agreed to pay the city annual lease payments of $350,000 upon completion of the project. The lease payments will be subject to annual increases in accordance with the Consumer Price Index. “Simply put, the city will have a consistent source of revenue from this project since the lease payments are required to be made for 99 years. A consistent source of revenue is vital for the city’s fiscal welfare in light of expected revenue shortfalls from

LIFE IN THE CITY New Year’s Resolutions BY BARI AUERBACH From losing weight and quitting smoking – to saving more money and spending less time “sweating the small stuff,” everyone’s making New Year’s resolutions...But here in Sunny Isles Beach, the resolutions are just a bit unique: • No more sick days! This resolution is most prevalent among sunbathers basking in the glory of “Florida’s Riviera.” It’s hard to resist calling into work sick so you can lounge along the shores of glorious white, sandy beaches while just about everyone else around the country is freezing to death! So the next time you’re tempted to tell the boss you’re not coming in, try to hold out for the weekend for the greater good...After all, it wouldn’t help the U.S. economy if everyone were fortunate enough to be able to spend every day at the beach! • Curtail indoor activities! Now that the city has so many parks, a popular Sunny Isles Beach resolution will be to stop staying inside for any great length of time. Who wants to watch soaps like “All My Children” on TV, when you could be watching all the children who now live in the city playing while residents of all ages enjoy congregating amidst green, open space. So why “park” yourself in front of the TV? The city’s parks are much more invigorating and if you simply can’t miss a show, just get a Tivo and be good to go! • Step up civic involvement! The start of a new year is always a great time to fulfill resolutions to get more involved in the community. Good thing the city anticipated there might one day be a spike in civic involvement

If you keep your resolution to step up civic involvement, you’ll definitely have to make another resolution to learn the lingo spoken at many Commission meetings...From TDR’s, FAR’s and MUR’s – to density, setbacks and overlay districts, a lot of the terminologies may sound foreign. But don’t worry - you can always hire a city interpreter to facilitate comprehension. In fact, even though there are so many different languages already being spoken in South Florida, language schools are thinking about adding a course entitled “conversational zoning.” • Drive safer on Collins! Everyone should definitely make a resolution to be more diligent about observing the rules of the road – especially on Collins Avenue. For example, putting on makeup, eating, reading and talking on cell phones should ideally be put off until after you’ve finished changing lanes. “Impatience” isn’t a virtue either, so resolve to breathe deeply and refrain from leaning on your horn – even if you get stuck behind someone going 20 mph in the 35 mph zone; a frequently stopping bus; or a lost tourist. “Murphy’s Law” always dictates you’ll get the ticket for speeding up to pass! • Appreciate the little things! A landscaped median here – a stormwater drainage project there...Unsightly signs taken down; new lighting going up; more parking; less rundown properties. In Sunny Isles Beach, all the “little things” add up to major improvements with many more to come. That’s why the one resolution that’s super easy to make is enjoying a “Happy New Year!”

FIU Osher Lifelong Learning Institute offers Historic Beach tour The Florida International University (FIU) Osher Lifelong Learning Institute (OLLI) at the FIU Biscayne Bay Campus has initiated a community partnership with the City of Sunny Isles Beach, with Sunny Isles Beach cosponsoring the transportation for an OLLI @FIU tour experience. The tour is listed in the OLLI winter 2009 catalogue as: “The Famous and Historic Beach Tour with FIU OLLI Historian-In-Residence, Seth Bramson, Guide Extraordinaire,” will take place on Thursday, February 19, 2009. “This is a one and only adventure – from Sunny Isles Beach to the tip of South Beach. Participants will be greeted by officials at the Sunny Isles Beach City Hall as the tour begins in this history-friendly city. This excursion to historic locations and the famous South Beach Art Deco district provides views of the great hotels that are the highlights of tourism; if you join the tour, the learning experience provided by Seth Bramson includes the history of the famous restaurants, the historic and new schools, and residential hideaways.” Included on the tour is lunch at the historic Miami Beach Golf Club for a

truly delicious experience. In addition to local cultural and historic tours, OLLI@FIU offers an exciting and varied educational and cultural program for adults 50 plus at its location at 3000 Biscayne Boulevard, North Miami. The program provides a stimulating learning experience, featuring a large array of courses to remain vital and engaged. OPEN HOUSE Learn more about OLLI@FIU at its up-coming Open House on January 8, 2009 from 11:00 a.m. to 2:30 p.m. Information about the Beach Tour will be available at the Open House. It’s Official: Washington finally admits that we’re in recession Al Sunshine 4 YOUR MONEY For more than a year, we’ve suffered through a weakening economy. We’ve seen our local housing and real estate markets melting down as more and more homeowners face losing their jobs and their homes. We’ve seen huge job losses and some of Americas’ biggest retailers shutting their doors. We’ve seen the U.S. auto industry facing the worst sales in decades and being reduced to asking for government bailouts to keep their factories open. It’s been horrible news for a long time. But only recently did Washington admit we’re in a recession and have been in one since last December. Isn’t that kind of like the captain of the Titanic saying he’s heard there might be icebergs in the North Atlantic? Or General Custer saying there might be some Indians near the Little Big Horn? Why did it take so long for Washington to know there was a historic economic slowdown brewing and why did they wait so long to do anything about it? Didn’t they see prices rising the past few years? Didn’t they see U.S. jobs being cut as companies expanded offshore hiring to cut expenses without any regard for their employees? Didn’t they see families moving into homes they couldn’t afford without anyone making sure they were qualified for the big mortgage payments they agreed to? There’s plenty of blame to go around with all the economic systems that failed. But my first question remains the same: How long did anyone up in Washington know about our failing economy and why wasn’t more done months ago to fix this mess before it got totally out of control? There are two ways to look at it: 1. They weren’t paying attention. 2. Too many people made too much money and it was all intentional. I recently had lunch with some friends who are in federal law enforcement. We wondered about all the billions of dollars worth of taxpayer money that’s being handed out to some of the biggest banks in the country. And we wondered who’s checking it and making sure the money is

going to be used as it was intended? We agreed the potential for financial fraud on a trillion dollar scale is tremendous. If it took this long for Washington to tell us “it’s a recession,” then how long will it take for anyone to tell us “Oops, the money’s gone and we’re not really sure where it went.”

FBI WARNS AGAINST CYBER SCAMS Before you check off your holiday gift list, beware, cyber scammers may be on the prowl. And according to the FBI, crooks are getting savvy this holiday season. Some are even setting up fake websites that look legitimate, even sending phony electronic greeting cards to consumers. “They go, oh, it’s a Christmas card, let me open this thing up,” warns Kevin Burton of the FBI’s Cyber-Division. “And what happens after you click on that attachment is that it could download some malicious code.” “Malicious code” means it can be hidden in the email and become activated when you open their file. When it activates, it starts running as a “worm” in your computer system. In some cases, they can unleash viruses that can destroy your computer’s operating system. But in other cases, they can secretly steal your passwords and send that information to identity thieves. Burton cautions that it can include credit card information and banking information which will allow them to compromise your accounts, sell your information and essentially do you economic harm. So what’s the best advice when it comes to protecting yourself? Update your virus software. If a cyber thief does come knocking, he’ll have difficulty getting in. If you are a victim of a cyber crime, you can find help at the FBI’s Internet crime complaint center at ic3.gov. Also, look at the lower corner of your web browser before entering any credit card or payment information, especially before making your next online purchase. Lock for a small icon showing a “Lock.” That means it’s a secure website designed to make it harder for anyone to capture your personal information and use it without your permission.

Where are dogs allowed in the city? BY ROBERT C. SOLERA Community Development Director “THE BONE ZONE” IS FOR DOGS Because the City of Sunny Isles Beach does not allow dogs on the beach or in City parks, and because there are many dog owners who need a place to take their dogs, the City created a dog area – “The Bone Zone” – at the northeast end of Senator Gwen Margolis Park, 178th Drive and North Bay Road. In “The Bone Zone,” dogs may run free in a sanctioned unsupervised setting and engage in friendly play. Divided into two sections – one for small dogs (less than 25 pounds) and one for large dogs (25 pounds and more) – the dog area contains Dogi Pot pet stations for owners to clean up after their pets, a water station for washing off and providing a refreshing drink, and benches for owners to relax while their dogs play and socialize. All visitors to the Bone Zone must adhere to the following rules: • Enter The Bone Zone from the street. Dogs are still not allowed in the open area of the park. • Dogs must be on a leash until they are safely and securely in either the small dog or large dog section. • Owners must clean-up after their dogs. • Owners must fully close the access gates.

• As is the law in Miami-Dade County, no pit bulls are allowed at any time. • All dogs must be vaccinated and licensed in Miami-Dade County. A collar and tags should be worn at all times. • Owners may not leave their dog at the dog park unattended. • Children must be accompanied by an adult while in the dog park. • Users of this facility do so at their and their pets, own risk as this is an open dog park facility. • Owners are legally responsible for their dogs and any injuries caused by them. • Dogs showing aggression towards people or other animals will be removed from the park; animals that exhibit a history of aggressive behavior will not be permitted. • Puppies using the park must be at least four months old. • Dogs in heat are not permitted. • Street parking for the Bone Zone is available. Parking in the church lot is not permitted. CITY PARKS AND BEACH NOT FOR DOGS Except for “The Bone Zone,” dogs are not allowed in City public parks or on the beach as per Miami-Dade County’s Code regulating animals and fowl and City Ordinance No. 98-51, Section 5-4. Violators are subject to an immediate fine of $50. These regulations help protect both our citizenry and their pets. Within our community, the City’s Code Enforcement and Licensing Division enforces this section of the code.

Signs have been posted in all the City parks notifying dog owners that they are in violation if they allow their dogs into any of the parks. The Department’s Enforcement Officers actively enforce these regulations. These laws are implemented to prevent the spread of parasites and diseases carried by dogs and cats that are contagious or communicable to humans. These parasites and diseases, such as round worms, hookworms, toxoplasmosis and even rabies; may be transmitted through contact with animal defecate, or through an animal bite. These laws are enforced – not as an attempt to restrict the enjoyment of pet ownership – but rather to ensure the health, safety and welfare of the citizenry and visitors of Sunny Isles Beach. An unleashed dog running at large is the most common offense that may lead to more serious consequences. The majority of dog bites occur as a result of this type of negligence on the part of the dog owner. Enforcement action can range from civil fines, to capturing and impounding a loose dog. Additionally, criminal action can be brought against those who violate the Animal Cruelty and Dangerous Dog Statutes. Florida is a no-fault state and dog owners are liable for any damage done by said dog. Penalties can include imprisonment or fines in excess of $10,000.00, as well as other civil liability. The best thing any dog owner can do is to ensure that their dog is kept under competent supervision, leashed, or contained in an

appropriate manner. As required by City and County law, vaccinate your dog(s) and cat(s) against rabies. DID YOU KNOW? Sunny Isles Beach enforces MiamiDade County’s Animal Control Ordinance, Chapter 5, as adopted. Section 5-4: Prohibits dog owners’ from bringing their dogs into any public park or public beach. Violators are subject to a minimum fine of $50. Section 5-5: Requires animal owners’ to immediately remove any animal defecation deposited by their pets on public and, in some instances, private property. Violators are subject to a fine of up to $200. Section 5-6a: Prohibits anyone, who owns or harbors any dog(s), from allowing their dogs to run at large unleashed onto any public and in some instances private property. Violators are subject to a fine of up to $350. Regional Dog Parks open to all residents of Miami-Dade County: • Greynolds Park East 16700 Biscayne Boulevard 305-945-3425. The Bone Zone will be open seven days a week, Monday through Sunday, from 7:30 am – 8:30 pm. There may be some closings during hours of operation, due to special city functions or events. These will be posted prior to the closing.

Installation of Satellite Dishes Multiple family residential requirements BY ROBERT C. SOLERA Community Development Director As a reminder to all residents in the City, on May 12, 2005, the City Commission adopted City Ordinance 2005-229, which outlines the approved locations for satellite dish antennas installation. This provision ensures compliance with the health, safety (items placed on the outside of a building can turn into projectiles that pose a safety issue to other residents and visitors) and aesthetic objectives of the City. Below is an excerpt of the ordinance: No satellite dish shall be installed on exterior walls of buildings. Satellite dish shall be located within the exclusive area of a condominium…(the satellite dish shall not be located on the outside of the balconies or walls of the apartment, breaking the envelope of the building).

Fishing Pier closed for renovation Where can we fish?

SOLERA Community Development Director The historic Fishing Pier at Pier Park at 16501 Collins Avenue is temporarily closed for renovation leaving residents and visitors without their favorite fishing spot and wondering where else they can fish in Sunny Isles Beach. As an option, the City of Sunny Isles Beach allows fishing in the Intracoastal under the 163rd Street Bridge at Bella Vista Bay Park. There is ample parking for residents and visitors and, for now, parking in this area is free. Due to the possibility of hooks, lines and other fishing equipment injuring swimmers or sea birds, fishing is not allowed in the Atlantic Ocean from the beach. The other reason is that bait and shiny fishing equipment could attract larger sea species closer to shore posing a danger to anyone swimming in the area. The Code Enforcement Division enforces Section 108-4 of the City’s Code of Ordinances that indicates the following: Except in designated areas, no person shall fish in the Atlantic Ocean by use of hook and line, seine, trap, spear gig or other device. The Code Enforcement Division coordinates the enforcement of this

ordinance with the Police Department as well the Cultural and Human Services Ocean Rescue staff. The Community Development Department has sent letters to each one of the Hotels and Condominium Associations along the East side of Collins Avenue reminding them of these guidelines. The life guards are distributing courtesy notices to all those citizens and visitors that are found in violation of the Ordinance. Under Section 108-5, the Community Development Department may impose a civil penalty to violators in the amount of $250. DID YOU KNOW? Fishing is prohibited from any of our beach areas. Section 108 states that: Except in designated areas, no person shall fish in the Atlantic Ocean by use of hook and line, seine, trap, spear gig or other device. Violators are subject to a minimum fine of $250. Until the Fishing Pier is open again, feel free to fish in the Intracoastal Waterway at Bella Vista Bay Park located under the 163 Street Bridge. Some people seem to treat the subject of “the budget” like a game. They think, “if the interior designer thinks I’ve got less than I have I’ll get the whole thing done more cheaply” or “if the interior designer knows how much I’ve got they’ll make sure they spend every penny”. Your budget should be the amount that you are happy to spend to achieve the result that you desire. It is your responsibility as the client to have a clear idea about your budget before you start looking for your designer. You are paying for the designer’s design expertise; ability to source from trade-only

suppliers of furniture, fabrics and accessories; and the time they save you from having to organize and supervise builders, painters, joiners, plumbers, etc. By being honest with your interior designer about your design priorities and your budget, you will receive a design you love. Make sure the designer you choose has a defined fee structure you understand and make sure you get this in writing. Give the designer your budget with as much specific information as possible about your expectations within that budget and clearly state your priorities; if you are expecting to get wood floors throughout your home as your most desired request then make this known. You may want to keep a percentage of your budget in reserve in preparation for any surprises. If the budget runs over (due to surprises like dry rot, electrical or structural problems that are uncovered), you have a cash reserve. If the project runs smoothly, treat yourself with something special for the housewarming party you will want to throw to show off your new home! In addition, the current At Large Commission seat will be converted to a Residential Area Seat. The population boom in Sunny Isles Beach prompted the initiative to redraw the city’s voting districts along with the goal to avoid having more than two future elected officials residing within one area of the city. Going forward, Commission candidates will have to live in each of the four respective districts – but the Mayor will still be able to reside in any district. Every resident will also continue to have the right to cast their vote for all four Commission candidates and the Mayor. On Nov. 4, 2008, residents also approved an amendment to the city’s charter relating to consolidating municipal and county elections - thus enabling Sunny Isles Beach to substantially lower election costs and experience a rise in voter turnout. The charter amendment passed will serve to change the date of the city’s general election from the second Tuesday following the first Monday in November in odd numbered years to even numbered years in conjunction with county-wide elections. City Attorney Hans Ottitnot reported, “Term limits have always been the law of the city - and is still the law. In order to [consolidate elections] in a legally sufficient way, we have to extend [current Commission member’s] terms by one year [for one time only]. “ The terms of Mayor Norman Edelcup and Commissioners Gerry Goodman and Roslyn Brezin will now expire in November 2010; Commissioner George “Bud” Scholl’s and Vice Mayor Lewis Thaler’s terms will expire in 2012. “Consolidating the city’s elections with county-wide elections has several major benefits including cost savings and increased voter participation.” Ottinot said. According to city figures, while a stand-alone election costs $48,236, the cost of an election held in conjunction with the county is $5,115.

Luke was involved in a number of incidents and good arrests in his first year on the Department with us...We are proud of all our officers who show great promise working in this city, for you.” *Police LEO awards Sunny Isles Beach Police Chief Fred Maas recently wrote a column informing the community about the Police Department’s prestigious law enforcement awards. “[The number] 13 proved to be lucky for Sgt. Tom Hopkins of the Sunny Isles Beach Police Department,” Maas wrote. “That is the total number of Sunny Isles Beach Police Department police personnel who have won the prestigious LEO award for our agency since the inception of the Awards program in 2000. Sgt. Hopkins was nominated for his 33 year law enforcement career of dedicated service in the Safety Category, specifically for his efforts on the anti-jaywalking campaign and the Homeless Assistance project he spearheaded. “In addition to Hopkins, K-9 Officer Rob Ostrov was a runner up in his category for specialized services. Ostrov is a well known expert handler in his field and is noted for his training and helpful attitude towards other agencies who elicit his help.”

City announces 2009 Photo Contest Winners BY ALYCE HANSON Administrative Services Director To promote the City of Sunny Isles Beach, the City’s Administrative Services Department sponsors an annual photo contest. To qualify, a photograph must be of a scene taken in the city. This year, contestants submitted more than 300 photographs. Many local residents entered the contest as well as visitors from Indianapolis, Indiana and Paris, France. At the December 18, 2008 City Commission Meeting, the City revealed the winning photographs and Mayor Norman Edelcup recognized the winners of the 2009 Photo Contest by presenting each with a trophy. Wallace Winning images are featured in the City’s 2009 Calendar that is being distributed at the Sunny Isles Beach Government Center, 18070 Collins Avenue. Sunflower Society celebrates Veterans Day BY MARJORIE YORK “Saluting our Veterans” was the theme for Sunflower Society’s sensational event held on November 11, 2008 at Emerald Coast Restaurant in Sunny Isles Beach. The beautifully decorated vases with red, white and blue adornments on each table and the military posters on the walls made the guests feel very patriotic. The originally designed hats worn by President Veronica Fuchs and mistress of ceremonies Bess McElroy that matched the color scheme of the day were admired by everyone. Joan Pomerance sang “God Bless America.” After a delectable buffet lunch was enjoyed by all, President Veronica Fuchs welcomed the crowd. She introduced the sponsors: Shelly Ackerman for Community Network who spoke about his nurses’ registry and Mary Buchanan who described the benefits of being a resident at Grand Court Lakes or Grand Court Village in Pompano Beach. Mistress of ceremonies Bess McElroy read a Veterans Day proclamation from President Bush and made the afternoon fun by asking the audience trivia questions about military related subjects. What a wonderful way to celebrate Veterans Day by honoring those individuals who served their country by being in the armed forces. Cornell Crews was introduced by Betzaida Ferrer, and world renowned artist Conni Gordon got her introduction from Marjorie York. Veronica Fuchs presented Peter Fuchs, Sonny Mange, Terry Ross and also mentioned Hal Fisher who

could not attend the event due to illness. Army, Navy, Marines and Air Force were all represented. Each honoree was given a certificate of appreciation from Sunflower Society, a flag and their candle got lit as they spoke about their experiences during the war years. Stanley Shapiro was also acknowledged and received a flag as did al veterans who were in attendance. Peter Fuchs, distinguished conductor of the Hallandale Symphonic Pops, provided the entertainment on the piano. It was enjoyable to sing along to the patriotic songs and he truly made the event an overwhelming success. A lovely assortment of raffle prizes was collected from the community by the Sunflower Society Board of Directors. The winners were delighted with their gifts. Photographer of the day was Alberto Galvis. Special thanks went to corresponding secretary Bess McElroy for designing the exquisite programs and to Treasurer Barbara Molament for planning the seating arrangement. Vice President of Public Relations Marjorie York said it was a sad year for Sunflower Society at its founder Connie Morrow passed away on April 30, 2008, and she gave special recognition to Connie’s daughter Dr. Michele Morrow who is the secretary of the organization. “It is a bittersweet moment for me,” Marjorie continued, “as Connie was not only my co-chairman for the art projects, but my closest friend whom I shared all of my thoughts and ideas with each day.” Sunflower Society has many ongoing projects including the free after-school art class

Marjorie explained that the proceeds from the luncheon would be used for the art class as the Miami-Dade Department of Cultural Affairs only provides a small grant for that

program. She praised grant writer Betzaida Ferrer who is so knowledgeable and helpful in obtaining grants for the organization’s projects. Veronica then surprised Marjorie with a gift for all of her dedication and hard work on behalf of Sunflower Society. Vice President of Membership Adele Zales urged everyone to renew their membership or to join the Sunflower Society so that they can be apart of the exciting events that are being planned.
