I am incredibly grateful to have the distinct honor of serving as your Mayor this year, the start of a new decade. 2020 in Laguna Niguel is going to be a year filled with excitement and activity throughout our remarkable City. Whether we are opening new facilities, welcoming new businesses, or celebrating at community events the joy of living in Laguna Niguel, the City will be buzzing with enthusiasm. I am excited to continue collaboration with the Laguna Niguel Chamber of Commerce in efforts to advance our shared goals of creating a lasting business-friendly environment and supporting Laguna Niguel businesses through strong relationships. The Chamber’s efforts in stimulating and supporting a relationship amongst stakeholders throughout the community and region is commendable – as are their education and networking opportunities. In fact, the City’s well-thought-out design and superior infrastructure; variety of housing choices; awardwinning public, private and charterschool system with a number of colleges and universities; and wealth

of shopping and dining options all make this gem of South Orange County the perfect place to call home. With so many vibrant options available, it’s easy to see why for 30 years and counting, Laguna Niguel has been growing strong. Laguna Niguel’s genesis dates back to 1959 with the establishment of the Laguna Niguel Corporation by Cabot, Cabot and Forbes, making it one of the first master-planned communities in California. The firm of Victor

Gruen and Associates was retained to develop a detailed community plan for the approximately 7,100acre site, and land sales began in Monarch Bay and Laguna Terrace subdivisions shortly thereafter. Avco Community Developer acquired the Laguna Niguel Plan in 1971 and initiated development as set forth in the original master plan. From the very beginning, Laguna Niguel has had great community volunteer participation. In fact, in 1986, it was a group of Laguna Niguel residents looking for local

LAGUNA NIGUEL governance who took the first step toward cityhood by volunteering to form a Community Services District. These committed individuals helped Laguna Niguel progress from a quiet bedroom community to a city that is bustling with services, programs and events, quality schools, and wonderful thriving businesses. Three years after the formation of the Community Services District on November 7, 1989, 89% of voters favored incorporation and on December 1, 1989, Laguna Niguel became the 29th city in Orange County. Laguna Niguel resident and Chamber of Commerce member Malinda Goller says those early movers and shakers laid the foundation for what the City is today. “A lot of people refer to LN as a sleepy bedroom community, but I don’t think it really is,” Goller says. “I think we really owe it to our forefathers and mothers who

The commitment to that community that began with the City’s founding volunteers remains today, and residents take great pride working together to build on a strong foundation, and a great way of life. Throughout the last 30 years, Laguna Niguel has grown into a dynamic, business friendly and familyoriented city. To keep that growth moving forward, City officials are focused on promoting a strong, local, small business base that results in an enhanced and sustainable economy. “What’s really very cool is there’s a lot of that ‘Norman Rockwell’ feel, you know,” says new Chamber President and CEO, Scott Alevy. “This is a place where you care about your neighbors and that’s who you do business with.” One way City leaders have committed to that vision is by creating the Economic Development Committee. That group was asked to develop short and long-term strategies to attract and retain quality businesses and services to meet the needs of residents and preserve and enhance sales tax revenue. The Committee’s first initiative was the establishment of “concierge level” services for businesses and residents seeking permits, with concurrent permit approval processes and one point of contact to guide them through. The service allows the City to cut the

dedicated volunteers, and priority on public safety, the City officials and staff are busy working to make Laguna Niguel a magnet for families and businesses. A new website to help further their efforts, www.CityOfLagunaNiguel. com/Economic-Development, was launched to attract quality shops, stores and restaurants to the community.

LAGUNA NIGUEL red tape and roll out the red carpet both for businesses and residents looking to move to the community or to make improvements to their property.  The process was recently recognized by a regional organization for its innovative efficiency. Through this process, the City of Laguna Niguel is dedicated to working collaboratively with businesses and residents so they can focus on growing their business and enhancing their homes. Laguna Niguel does not require business licenses and works closely with many of the shopping center property owners and the Laguna Niguel Chamber of Commerce to ensure any regulatory challenges faced by local businesses are addressed quickly. In addition, the City has one of the fastest building plan check reviews anywhere and responds within 10 business days. All subsequent submittals have a response time of five business days or fewer. Promoting the community’s exceptional standard of living, its

LOCATION, LOCATION, LOCATION City officials focused on growth often find the community is an easy sell, as Laguna Niguel’s assets go far beyond the obvious and make the most of the area’s incredible scenery and fantastic weather. In fact, not only do the 66,000+ residents enjoy an upscale but laid-back lifestyle in a safe community with stunning natural beauty at every angle, they also enjoy an incredible parks system with plenty of ways to make the most of their environment. The City of Laguna Niguel’s Parks and Recreation Department provides a wide variety of innovative, diverse and inclusive recreational and cultural opportunities to enhance the quality of life for residents of Laguna Niguel. You can find additional details on the City’s park amenities beginning on page 24.

This is another area where “growth” is the key, and the Parks & Recreation Department is tasked with meeting the community’s current and future facility needs, in cooperation with the City’s Capital Improvement Program. The Laguna Niguel Parks and Recreation Master Plan was originally adopted in 1989 and was updated in 1998. It serves as an overall guide to the expansion of recreation programs and the construction and improvement of City parks and recreational facilities. Crown Valley Park attracts more than 240,000 visitors annually and has recently undergone extensive renovations and improvements. A new Community Center adds to the Park’s amenities. The park is also home to: • Crown Valley Pool • The Laguna Niguel Labyrinth • Niguel Botanical Preserve • Laguna Niguel Family YMCA • A Sprayground • An Amphitheater • Two new playgrounds • A variety of sports fields Throughout Laguna Niguel, the Parks & Recreation Department provides a number of fun and familyoriented free and low-cost events and serves the residents in multiple ways year-round. In addition, the parks host a number of local nonprofit sports organizations, providing ways for area youth to make the most of their time outdoors. Taking advantage of some of the most breathtaking scenery in the country, one third of the area inside Laguna Niguel’s city limits is permanently designated as open space, distinguishing it from other area communities. City and county parks are connected by a series of walking trails that meander through or around neighborhoods, and an extensive trail system runs throughout the community. When you combine that with a mix of amenities and incredible outdoor recreational options backed by thriving retail, dining, and entertainment choices, it’s easy to see why so many call Laguna Niguel home.

y all counts, Rischi Paul Sharma’s story is one of the American Dream. Originally from an idyllic small farm in rural Indiana, his life’s journey has taken him to Southern France; Indiana University School of Law; and, since 2006, to where he and his wife Alexis call home, Laguna Niguel. L

aguna Niguel City Council Member Sandy Rains’ journey to achieving the American dream has been one of overcoming challenges. This daughter of immigrants gives credit for her success to her parents who immigrated from Greece. “My parents came from poverty and persecution to build a new life,” Sandy says. “They instilled in me the gratitude for the opportunities we have as Americans. I learned early in life the value of work ethic and character.” Being raised in a poor community of immigrants with English as her second language taught Sandy to have compassion for all social and cultural differences. “My journey started many years ago as a newspaper delivery girl and working in the family catering business,” she says. “I started my own business and never looked back. Having the flexibility to put faith and family before work was my driving force.” Sandy’s guiding principle for success is to focus on people not profits. “We give not from abundance, but for who we become as a result of our gifts to others,” she says. “Serving has been a key principle in our family. I feel blessed to be living this life and want to give back.” Sandy is married to a retired Army Major and author 16 I

FRED MINAGAR

Laguna Niguel Mayor Pro Tem

L

aguna Niguel Mayor Pro Tem Fred Minagar likes to build, and his career as a civil engineer on both sides of the continent has made him thoroughly qualified to assist the Laguna Niguel community as it builds its future. Minagar and his wife moved to Orange County from New York City in 1989. In 1993 he launched his private engineering and planning consulting firm, Minagar & Associates, Inc., growing it from ground zero to a nationally recognized firm. Minagar also began building his public service career on the Laguna Niguel Traffic and Transportation Commission. Throughout the next two and a half decades Minagar applied his engineering sensibilities to the Laguna Niguel community on the Planning Commission; Traffic and Transportation Commission; City Council and the Mayor’s office, among other public service leadership organizations. “I would like to thank my colleagues on the City Council for expressing their confidence in me to serve as our beautiful City’s next Mayor Pro Tem,” Minagar told Patch Media in November 2019. “And I am honored to have the opportunity to serve under the leadership of Mayor Laurie Davies.” Minagar’s skills were also demonstrated regionally by his election to two terms as Chairman of the Transportation Corridor Agency as well as serving on the Orange County Council of Governments and the Southern California Association of Governments. In the mid 1990s to early 2000s, his support of the movement to defeat the El Toro Airport highlighted Minagar’s dedication to enduring community infrastructure and quality of life. This proposed repurpose of Marine Corps Air Station (MCAS) El Toro launched a decade-long county-wide political upheaval. Minagar is proud to have supported the movement to defeat the plan. With grass-roots organizations and other like-minded activists, the El Toro Reuse Planning Authority fought for a ballot measure that protected Laguna Niguel and nearby communities from untold noise and air pollution.

Since moving to Laguna Niguel, she has volunteered as Board Member of both the Laguna Niguel Chamber of Commerce and the Laguna Niguel Lions Club and was a founding member of the American Legion Auxiliary Unit 281. Winstead has served on both the Investment, Banking and Audit Committee and the Traffic and Transportation Commission for the City of Laguna Niguel. She also had the distinct privilege of chairing the Traffic and Transportation Commission during the last two years of her term (’17 & ’18) and was Chair of the Chamber of Commerce (’19). Winstead currently serves on the City’s Parks and Recreation Commission and the Military Support Committee. hen I discovered Laguna Niguel, I made it a goal to move here,” says Winstead Law Group, APC, President and Founder, Stephanie Winstead. “This is where I wanted to start and raise my family.” In 2009 she and her husband accomplished this goal. Later that year Winstead Law Group, APC, was born. While an exceptional attorney, she was not an experienced business owner. To help grow and market her business, her father-in-law suggested she become involved with the City and join Laguna Niguel’s Chamber of Commerce. TAMARA LETOURNEAU Laguna Niguel City Manager

W

hen Tamara Letourneau came to Laguna Niguel as the new City Manager in August 2019, she brought with her a surfeit of experience. With more than 30 years in city and county management, Letourneau’s touch has been felt in municipalities from Yorba Linda to Costa Mesa; from Sierra Madre to Arcadia. And her arrival in Laguna Niguel quickly made a positive impact. Among her first projects tackled was developing and completing the first-ever strategic plan for the City. “Laguna Niguel: 2050–The Pursuit of Happiness” is a 30-year forecast to shepherd the community through the next decades with responsible foresight grounded in the desires of the populace. With just under 70,000 people to consider, getting feedback was no small feat. But Letourneau and her colleagues used every electronic and hard copy resource available. “We mailed surveys to every business and household in the community because it was so important,” Letourneau explains. “And yes, many people are getting their news and information on their smart phones, but not everyone. And we have to continue to remember that. We actually had more mailed back than were submitted electronically.” That input framed the core goals of the Strategic Plan. Adopted by the Council in November 2019, the project is posted on the city’s website. Letourneau says the response is no surprise in this gem of a community. “This is a very special place,” she says. “And the goal is to continue to work on these projects but always to keep the values of the city in mind, which is that Main Street feel and that close-knit community that it is.” She believes honoring those principles is crucial to future growth. “We have to be mindful in everything we do. That we’re not changing (Laguna Niguel’s) character while moving forward.” Letourneau appreciates the level of engagement she’s found throughout the community. “When the City Council is supportive and works together, the staff is top notch and works together as a team … that we’re all working together with the community, with the Chamber, with the businesses. And that’s why the city has developed the way it has. And I want to see that continue. She adds, “It’s about communication. cott Alevy may be Laguna Niguel’s newest and biggest advocate, and he’s excited to tell you why. “This is a great place to live, work and dream,” the Laguna Niguel Chamber of Commerce’s new President & CEO says. “I’m still a new guy here, but this is my home. Our members want to make a difference and they do so every day – not just in their own lives, but in the lives of their neighbors and customers.” A proud U.S. Air Force veteran, Alevy has spent his career in public service, public relations, nonprofit management and, early on, broadcast journalism. But it’s the potential impact community-based organizations offer that really gets him excited… particularly in the Chamber, where newfound outreach and advocacy are key elements. “Our events and services for our members are a key,” he explains. “Take our Educating Professionals series, for example, where seasoned business operators have something to share, like financial information, legal insight or social media savvy. Our members walk away with a strong and tangible advantage over their competitors because they took the time to learn from others.” 2019 Chamber Chair Stephanie Winstead played a key role in bringing Alevy on board. She’s confident Alevy’s success with the Chamber is because for him, this isn’t just a job. “He’s in this because it’s in his heart and soul. He enjoys the networking and interaction aspects.” Alevy is excited that Laguna Niguel is rich with citizens who are committed to participating in the process of building the city together. “Volunteerism is alive and well in this community,” he says. He points out the success of the city’s 30th Anniversary community carnival as an example. “We had more than 50 volunteers contributing more than 270 hours over two and a half days. And our Ambassadors form a core of around 20 volunteers who put in hundreds of hours each year. Just amazing!” Alevy believes that this dedication, and a strong partnership with the City government, will help the community grow while keeping its “Main Street charm.” But he is willing to consider other influences as well. “I think the Moulton Niguel Water District just might be putting something in our water to make this place so special.” www.lnchamber.com • (949) 363-0136 w w w. I

hen Capata CPA founder Gary Capata launched his own accounting firm in the mid 80’s it didn’t take long before he relocated his family and business. “I was looking for places in Southern California,” he explains. “I saw Laguna Niguel and fell in love with it. The design of the city just flows together.” As his business grew, Capata invested his energies in helping the community grow as well. “I wanted to get involved and joined the Chamber of Commerce,” Capata says. “That’s one of the main reasons why the firm has been successful. When you get involved, you get out more than what you put in.” In addition to the Chamber, Capata has served on the Laguna Niguel City Council—twice as Mayor—plus several other commissions and civic organizations. It’s a lot of activity, but Capata says the people of Laguna Niguel make it worth the effort. “People are collegial,” he adds. “The community safety, the community spirit, there’s a feeling of belonging. 2020 VISION

A City with its Eyes on the Future

D

uring its 30th anniversary year of 2019, the Laguna Niguel City Council tasked the City Hall professional staff to create a strong strategic plan for the City’s future. In November 2019, City Manager Tamara Letourneau presented the in-depth Strategic Plan to the Mayor and City Council, and they voted unanimously to accept and adopt the plan. The presentation made it very clear and simple. It is important to note that the Strategic Plan was not a simple template nor some other city’s process pulled off the shelf. It was definitively all for and about Laguna Niguel. In the end, it is a “living document” that will guide the City’s governance and operation for the next several decades. The months-long process included proactive outreach to the citizenry and in-depth analysis of those findings and factual data. Literally thousands of Laguna Niguel residents and business leaders provided their input. The end result was a solid strategic plan entitled: “LAGUNA NIGUEL 2050: THE PURSUIT OF HAPPINESS” 28 I

After a series of workshops, proactive input via online and mailed surveys, person-to-person discussions and considerable input from the City staff who work daily with elements of the City’s operation, the result was a definitive mission and vision statement, core guiding values, goals and strategies. Together, they paint a picture of how the City will look and operate in 2050 and what it will take to get there. A mission statement provides the framework and direction for the organization. It states the purpose and provides the marketing focus. The mission statement gives rationale for programs that are carried out by the organization and guides the prioritization of opportunities. Meanwhile, a vision statement articulates where an organization strives to be in the future. It provides targets of excellence toward which an organization (or city) will strive and provides a tangible basis for its goals and objectives. The Strategic Plan does not pretend to predict the future, but rather I

provides an image of success. A set of goals determined by a set of values. A roadmap to the future. Every person who reads the Strategic Plan has their own existing image of the City, and reading the plan helps them conjure up their own different vision of where we are headed. That is the intent. Following the individual input, the series of strategic plan workshops and analysis of the gathered information, the City developed the following Mission and Vision statements: MISSION STATEMENT The City of Laguna Niguel is dedicated to preserving a safe, flourishing and community-oriented environment through thoughtful engagement, financial responsibility, and a commitment to innovation. VISION STATEMENT The City’s values are the underlying set of core beliefs stakeholders have deemed to be important. Core values help to define how the City operates, guides its behavior, and are the foundation of operational activities. They set the standard by which all facets of the City’s operation and its long-range planning will be measured.


As part of the strategic planning process, the following core values were identified: • Integrity • Excellence • Innovation • Security • Quality • Service The City then set goals and standards for six elements. They are:  • Goal 1: Public Safety  • Goal 2: Fiscal Sustainability  • Goal 3: Open Space and Environmental Preservation  • Goal 4: Infrastructure and Technology  • Goal 5: Economic and Community Development  • Goal 6: Communication and Community Outreach The action plan for implementing these findings contains key steps for implementing each of the strategies and identifies the individual or department responsible for completing the strategy. The plan further identifies the financial and staff resources forecast and establishes timelines and success indicators to ensure that each of these goals are achieved. HOUSING, INCOME AND DEMOGRAPHIC GROWTH AND TRENDS In the case of Laguna Niguel, the number of dwelling units has steadily increased since 1990, from 18,892 units to 26,834 units in 2019. Owner occupancy has also steadily increased, while renter occupancy has seen slower growth since 2010. Laguna Niguel median home values have increased consistently and steadily since the City’s founding. In 1990, the median home value for a Laguna Niguel home was $311,800. 30 years later, the median home value for Laguna Niguel homes in 2019 is $876,870. The median income for residents of the City of Laguna Niguel continues to trend upward as well. Median household income of City residents currently sits at $105,466, up from $61,501 in 1990. That figure was at $80,733 in 2000, and $93,427 in 2010. Since 2000, various resident age groups within the City have increased, while others have decreased. For instance, the City has seen a 5% decline in residents between 5-14 years old and a 10% decline in residents 35-44 years old in the past twenty years. Meanwhile, the City has seen a 6% increase in residents ages 55-64 and an 8% increase in residents 65-74 since 2000, while seeing an increase of 12,096 residents 55 years old and older - a cumulative 16% increase of that demographic age group.

GOALS AND STRATEGIES The goals illuminated in the Strategic Plan are multi-year in nature and set the framework for policies and decisions going forward. Those six goals, which state the elements of the City’s General Plan and Way of Life, have been identified by the City and are listed above. It’s not enough to state your goals. The City wisely determined its strategic priorities and its path to reach those goals. That strategy is key to achieving sustained success. Strategies are the means to achieve goals. In the case of Laguna Niguel’s newly adopted Strategic Plan, they are the projects, priorities and plans to achieve the goals. Strategies are measurable and are the specific projects for which the City staff and the community will be held accountable. Strategies provide a way for progress to be tracked. A set of strategies has been created for each of the six goals. Each of the goals for this Strategic Plan are identified, along with a set of strategies to achieve each goal. The process includes the adoption of an Implementation Action Plan, which will be updated annually. You can’t get where you want to go without knowing how to get there. The City of Laguna Niguel has a road map to its future…and it’s called “Laguna Niguel 2050: The Pursuit of Happiness.”

ENVIRONMENTAL SCAN In preparing this Strategic Plan, an environmental scan was conducted to provide a framework for understanding some of the issues the City of Laguna Niguel has faced and would be likely to face in the future. A variety of academic, governmental and social sources were used, as well as practical and knowledgebased internal documentation. The environmental scan contains population trends and projections and numerous other sources of demographic information. • Laguna Niguel’s first mayor and our current State Senator, Hon. Pat Bates, will be honored with a Legacy Award at the first annual “Women Who Mean Business” luncheon on June 12th, celebrating achievement by the women of our community. • “Dancing With The (Laguna Niguel) Stars” will be a fun-filled and entertaining evening, featuring dancers from six local charitable organizations in October. Affinity Groups: Both the “Health & Wellness” and “Financial Services” Power Partners groups meet over lunch monthly to discuss their industries’ challenges and environment and make lasting and active business connections. Referrals work! Educating Professionals Series: Professional advice is the core purpose for the Educating Professionals workshops, which provide hands-on education and insight to emerging professionals and veterans. Annual Events: The Chamber plays a key role in several annual community-wide events and celebrations, including the July 4th Pancake Breakfast, the State of the City luncheon, the City Council Reception, the holiday parade, tree lighting and menorah lighting each December, and the Community Fair in the summer. Special Events: The Chamber is introducing four new special events in 2020 – one each quarter. • The inaugural Annual Installation and Awards Dinner highlights January. • The “Health & Wealth Expo” on April 25th at Plaza de La Paz will feature three dozen members exhibiting their products and services.
