Leopardstown Racecourse Lands

MOTION

That this Council agrees that, as a semi-state body in receipt of significant state funding every year, Horse Racing Ireland must make appropriate development land (zoned A, residential amenity), available Dún Laoghaire-Rathdown County Council for the provision of public and affordable housing. This Council also agrees to write to: • • •

The Minister for Agriculture, The Minister for Housing, Planning and Local Government and, The Board of Directors of Horse Racing Ireland,

requesting them to convene a meeting, as a matter of urgency, with the Chief Executive of Dún Laoghaire-Rathdown County Council, to discuss what mechanism will be used to make the land available to this Council for public and affordable housing. This motion also requests that the Minister for Housing, Planning and Local Government provide a written report to this Council on the outcome(s) of the meeting.

C. SIZE OF THE SITE The site in question is of approximately 4. 5 hectares of unused land. The land is bordered by the Gren Line Luas. The site has an unused Luas station, known as Racecourse. DĂşn Laoghaire Rathdown owns most of the land on the other side of the Luas track. This combined with other council owned land could yield 400 housing units.

D. BALLYOGAN LOCAL AREA PLAN The map below illustrates the boundary of the local area plan as agree in the 2016-2022 county development plan

The latest update on that plan is: MEETING OF DUNDRUM AREA COMMITTEE 26TH FEBRUARY 2018 LOCAL AREA PLAN FOR BALLYOGAN AND ENVIRONS Question: Councillor C. Curran “To ask the Chief Executive for an update in relation to SLO 135 of the 2016-2022 County Development plan "To prepare a Local Area Plan for Ballyogan and Environs"?” Reply: Considerable preparatory work, background research and data collection has already been undertaken in respect of the Ballyogan & Environs Local Area Plan (LAP). The intention is to piece together a comprehensive Draft LAP over the next three months or so. There is a reasonable expectation that the Draft Plan would be ready to go out on a six week long public consultation process, sometime during Q2 2018. In tandem, the preparation of the Pre-Draft Consultation ‘Issues Paper’ is nearly complete. It is anticipated the four week long Pre-Draft
