When the stadium was finished, the simple model of the city was built ,because the fans called themselves as “ultras” have a bad hobby namely to damage the shops trash bins sign-posts or - in the worst case - they can attack the fans of the other team or the police. So regarding security it’s optimal to build the model of the city too.
