ARRY Gwala District Municipality has commended the work done by SAPS after 10 people appeared in Durban Specialised Commercial Crime Court on Monday for allegedly milking R1.3 million from municipal coffers. The people, aged between 20 and 48 years old, were arrested for fraud,

corruption, and money laundering last weekend. KwaZulu-Natal Provincial Hawks spokesman Captain Simphiwe Mhlongo said they were granted bail between R2 000 and R5 000 after appearing in court on Monday. He said they were told to return to court on November 9. “The suspects include officials from Harry Gwala District Municipali-

ty, company directors and a husband of the municipal official. It is alleged that the municipal officials; which include a director, project manager, finance manager and administration manager; colluded with service providers in processing false claims for services that were not rendered,” said National Hawks spokesperson Brigadier Hangwani Mulaudzi in a statement.

He added that R1,3 million was allegedly shared among the officials and their accomplices. Harry Gwala District Municipality spokesperson Ndabezitha Ntenza said four people had resigned from the municipality in January this year. “One of the employees who was arrested for allegedly being involved in corruption was working for the Department of Finance,” he said.

He said the municipality is promoting clean governance and is happy about the arrests because the money was supposed to do important things for communities. “The municipality was aware of the investigation, which led to the arrests of 10 people. “The money was lost between December 2017 and February 2018,” he said.

Kokstad teen assaulted, raped and threatened at knifepoint SAPS are investigating a case of rape after an 18-year-old Kokstad resident reported that she had been raped by someone known to her last Friday. “The young girl was going to Shayamoya when the man approached her at Mphela area. Roadworks could spell disaster for Kokstad family SIPHELELE NKETO >>siphelele@media24.com

A

KOKSTAD family of 10 is living in fear of becoming homeless due to road construction that is currently underway next to their house. Margaret Lottring (66) said she has been living in the house since 1983 and was later joined by her husband, Lungile Ndindibala. Now, they stay in a house and a shack with their children and grandchildren. Due to lack of space, they also converted a toilet room into a house. “Last year, we were warned by the municipality to vacate the place for the construction of a road and we requested an alternative place, but nothing happened. “Last week, I saw municipal graders busy with road construction and I became worried of being forcefully removed from the

place,” said Ndindibala. Ndindibala said their houses have developed cracks in the walls since the construction of the road began. “People who have been living in the area were given RDP houses at Shayamoya Township 10 years ago but I was not lucky enough to get mine,” Lottring said. Her son, Ernest Lottring, said the family has approached local churches, asking them to assist them with a place to stay. Greater Kokstad Municipality spokesperson Nthabeleng Matshoba confirmed the construction of mid-block roads in the area. “Notices have been issued to the family to find another place. “The road has been realigned so as not to affect houses belonging to the family,” she said. Despite this the family are still required to move due to potential safety risks.

Regional congress results called into question by ANCYL SIPHELELE NKETO >>siphelele@media24.com THE African National Congress Youth League (ANCYL) of the Harry Gwala region has called the recent ANC Harry Gwala regional congress a “bogus congress” and asked for intervention. The congress was held at Ixopo on August 30 after being postponed several times. At the congress, former regional chairperson Zamo Nxumalo and Secretary Sindi Msomi retained their positions while Phumzile Nocanda was elected as deputy chairperson and Less Stuta the treasurer. The youth league believes that the people who were elected at the congress are illegitimate due to improper proceedings being followed. Youth league regional chairperson Zwakele Mngonyama said the congress was supposed to be called off because more than 50% ANC bran-

ches did not attend. “The youth league is not recognising the newly elected members and we request the party to organise another congress to elect rightful people. “At a previous congress, the regional league was given a slot to send out messages of support, but this time around, we were not given a slot,” he said. In response, KwaZulu-Natal ANC spokesperson Nomagugu Simelane said the party had received complaints from different structures, including the Youth League, about the regional congress, however all complaints will be addressed according to the processes of the party. “The regional congress was held legally, and the majority of the branches attended. “One hundred and eighty members who were supposed to form part of the congress decided not to attend and the congress was opened without them,” said Simelane.

ELEBRATION and happiness marked the arrival of the statue of Adam Kok III to the town of Kokstad on Sunday afternoon. Locals wearing ANC regalia and Griqua traditional outfits chanted songs while others touched the statue, which was covered in a blanket. Gathered 5 km away from the town, the community waited almost an hour for the statue and, when it did arrive, local Griqua community leaders prayed to welcome the spirit of Adam Kok and the statue. There was a motorcade of Griqua officials with the community of Kokstad led by Greater Kokstad Municipality (GKM) mayor Bheki Mtolo as well as councillors. Griqua Traditional Council chairperson Gabriel Marais was seen riding a horse alongside Griqua elders. The statue was erected in front of the Greater Kokstad Municipality building at 75 Hope Street and will be unveiled at the national commemoration of Heritage Day on September 24.

In outlining heritage activities this month, GKM mayor Bheki Mtolo said there would be a sports tournament for social cohesion on September 22 and a cultural festival the following day. “We feel pleased in having the Adam Kok statue and it will benefit the next generation in keeping his legacy. The statue will also promote unity among the people of Kokstad,” said Mtolo at a press briefing held at municipal council chambers on Tuesday. He said the municipality building, known as the GF Hynes building, will also be renamed after Adam Kok III. He added that there are many municipal buildings that need to be renamed. “History needs to be restored and recognised,” said Mtolo. He also denied claims of renaming the Kokstad town and the municipality. From the Griqua Traditional Council, Gabriel Marais has thanked government for recognising their former chief and called for Kokstad municipality to employ more Griqua people in the municipality in respect of Adam Kok’s legacy.

PEOPLE across the country experienced cold conditions after temperatures dropped to below 10°C in some areas, including Kokstad. Many residents flocked to the Southern Drakensberg Mountains to enjoy the newly fallen snow, which covered the mountainous areas. When Kokstad residents woke up on Sunday morning, Mount Currie Mountain and Nolangeni were covered with snow, which lasted a day. While driving around Kokstad, Fever reporter Siphelele Nketo noted many people who had stopped their vehicles along the N2 to take pictures, while others were playing in the snow. According to the supervisor of Kokstad Firefighters Thomekile Ngodwana, no traffic interruptions were experienced in Kokstad. Ngodwana noted that the recent snow did not last any longer than previous years’ occurrences. In Matatiele, snow covered the mountains next to the border areas of Lesotho, while bed and breakfasts and hotels in Underberg were packed by people wanting to see and experience snow, some for the first time. Andile Zwezwe, who is the municipal tourism manager for Dr Nkosazana Dlamini Zuma municipality, said Underberg welcomed people who came all the way from Durban, Port Shepstone

ELDERLY residents at the Elonwabeni Old Age Home in Kokstad were emotional when KwaZulu-Natal Premier Willies Mchunu visited the troubled institution as part of his intervention last Friday. An elderly resident requested Mchunu make their social grants available, saying they hadn’t received grant payments last month. Another elderly resident was removed from the meeting after weeping in front of Mchunu, as she felt the pain of suffering. They wanted Mchunu’s intervention to bring the institution into former glory following numerous allegations of abuse of money and maladministration were reported since January. On August 27, Mchunu visited the home and he promised to return with resolutions from the cabinet about the future of the home. “At my last visit, I was informed that there was no electricity or food, and staff members were not paid. Today, I want to inform you that everything will be sorted out,” said Mchunu when he spoke to elderly residents and staff at the institution. Mchunu said the home has good facilities and elderly residents will no longer be taken to other facilities as suggested previously. He said the Department of Social Development (DSD) was instructed by cabinet to bring food and electricity to the home and to make sure

Mchunu said he will be working with MEC of Health Dr Sibongiseni Dhlomo and MEC of Human Settlements Ravi Pillay to make the lives of elderly residents much better. “The MEC of Health promised that doctors will be visiting the institutions to check on the welfare of elderly residents instead of them having to go to hospital,” he said, adding that an administrator will be appointed for the institution to function well. He asked staff and care-givers to continue working, and added that their payments will be made available. A care-giver who has worked at the institution for 22 years thanked Mchunu for visiting the home. “We thanked the staff for not burning government properties even though they were unpaid,” said Greater Kokstad Municipality mayor Bheki Mtolo.

Matrics embark on educational tour FEVER REPORTER GRADE 12 pupils from Shayamoya Area Secondary in Kokstad embarked on an educational tour in Johannesburg from August 19 to August 26 where they were exposed to many exciting experiences. The tour was organised by tourism teacher Loyiso Bavuma. Instead of having a matric farewell, the school chose an educational tour for pupils to learn about potential careers. “Pupils visited Nelson Mandela house at Vilakazi Street in Soweto, Hector Peterson Muse-

um and Kaizer Chiefs Village where they interacted with staff and assistant coaches. When they visited the Market Theatre, they watched some television plays,” said Bavuma. The pupils also enjoyed travelling on the Gautrain from the Park Station to Pretoria and watched a football game between Mamelodi Sundowns and Highlands Park in Pretoria. The tour was concluded with happiness after pupils went to Gold Reef City where they were taught about minerals. Bavuma said the tour helped pupils to identify lifelong careers.

MATATIELE DAY OF PRAYER The Municipality, in partnership with Uzusithwale and various religious and faith based organisations in Matatiele, will host a prayer day. This calling on the higher power to bless the jurisdiction of Matatiele and all faith leaders and churches from across denominations are invited to join. Prayer items include unity in Matatiele, good governance, crime reduction, road fatalities reduction, poverty alleviation, and God’s intervention on the unemployed and vulnerable groups. Furthermore, the prayer aims to build social tolerance and cohesion among the people of Matatiele. The prayer will also include a peaceful march, which will start from the Traffic Department at 9 am and proceed to Matatiele Town Hall, to raise awareness about women and children abuse. Church members are encouraged to attend the day in their preferred dress code. OUR ELECTRIFICATION AGENDA

CONTINUES Matatiele local municipality continues to radically address service delivery backlogs, with electricity being one of the main priorities. A number of new projects that were launched recently at wards three, four, five, nine, 18, and 26 bear witness to this. Last week, the municipality introduced a contractor to electrify 293 households at Ramaqele and Thaba Bosiu villages in Ward 13. As per the Preferential Procurement Policy Framework Act, (PPPFA) regulation of 2017, SNR Electrical is required to subcontract 30% of the total contract amount to local emerging contractor or suppliers, and the following items are included in their Bill of Quantities as items that they will subcontract to a local company/ supplier: social facilitation, training of two electrical students from these areas, supply of electrical materials and house connections respectively. This project is expected to take six months and create jobs for local people. In the current fiscal year, the municipality is planning to reduce the backlog by 1 960 connections in these life-changing multimillion rand projects. “We are a Destination of Choice and Excellence.”

WARM greetings to Kokstad and the community at large. NATIONAL HERITAGE DAY CELEBRATIONS The National Celebrations for heritage day will be held in Kokstad, and the build programmes are in progress. On Sunday, September 9, the Griqua community, led by the Mayor and other stakeholders in Kokstad, received the statue of Adam Kok III at the N2 t-junction. Other upcoming programmes include the soccer match between municipal staff and councillors and foreign nationals residing in Kokstad. These sport games will be conducted on September 22. As part of social cohesion in sport, various countries will be participating in the soccer games; namely Ghana, Nigeria, and Congo. Greater Kokstad Team, Greater Kokstad Municipal staff team and

one of the teams will be made up of players from Zimbabwe and Lesotho. The games are set to start at 9 am at Bhongweni Stadium. On Sunday, September 23, there will be a Cultural Festival at Bhongweni Youth Centre at 10 am. Here we are expecting all cultures and traditions in the Greater Kokstad to come and demonstrate their pride and joy in the spirit of Unity in Diversity. The finale will be a dialogue later on that day, at 6 pm in the Town Hall, which will be led by Minister of Arts and Culture Nkosinathi Mthethwa, Mayor of GKM Cllr BM Mtolo and representatives from the Griqua Council, and one special young person. The dialogue will be broadcast live on SAFM and Umhlobo Wenene FM; there will also be the live crossover with Ukhozi FM. September 24 marks the national celebration of Heritage Month, which will be preceded by the unveiling of the statue and the renaming of the municipal building. I want to clarify this once more — we are re-naming the municipal building after Adam Kok III, there is no name changing of the town as it is already named after Adam Kok III. I would like to extend the invitation to the people of the KZN Province, in particular the Kokstad residents and the municipalities in the District of Harry Gwala, neighbour-

ing municipalities, and the country at large. MOTH CLUB; ELLIOT STREET I would like to take this opportunity to thank the Kokstad community for alerting the municipality on any issues on the ground that require municipal attention. As a municipality, we have a customer care system that allows us to make a follow up on any complaint registered or reported to us. On our previous viewpoints, I requested members of the community to use the 039 797 6600 number to report anything that needed to be reported. The municipality has received the complaint on the above mentioned street and I want to assure affected community members that the matter is being attended to. The team that is working on the storm water system is currently attending the area of Horseshoe and they will be done during the week of September 24. Thereafter they will attend to this area. The staff composition of the department is not enough to cover all areas in Kokstad at once; the arrangement then is that the team will attend to critical areas first where, when it rains, flooding of the residences occurs, and then other areas are covered as per the normal schedule. The municipality regrets the inconvenience caused in this regard. Until next time.

N preparation for the Annual Matatiele Fashion Show 2018, young people displayed their beauty and courage at auditions held at the Holy Trinity Parish in Matatiele last Saturday. A group of young hopefuls was selected to model at the fashion show, which will be held on November 24 at the Matatiele Town Hall. The event is organised by Ziyama Creations, BizEnts and Matat Designers Club. Local fashion designer and

event founder Zimasa Ndamase said the event will be presented in a unique way, offering more entertainment this year. “Young people will be developed to boost their self-esteem and confidence in modelling at the event. “We have selected 60 young people who will be modelling,” said Ndamase. The fashion show was initiated in 2014 to market the work done by local fashion designers. Some of the fashion designers who will be displaying their creations at the event include Mackenzie Greer, Khahliso Nthunya, Sam-

DISABLED women from Kokstad and surrounding areas have called for better treatment, as many feel they deserve the same amount of attention as other people in the country. On August 24, they commemorated Women’s Month by hosting an event in the Khanyiselani Development Trust boardroom where various speakers delivered motivational talks. Disabled women from the Mount Currie Disabled Women’s Organisation attended the event with their chairperson Nontsikelelo Phakane, who called for women to be given equal opportu-

nities in both government and private sectors. She said the organisation was established in 2009 to empower disabled women with skills and motivation, saying: “Disabled women from Kokstad have formed a partnership whereby they will make school uniforms for local schools.” The event was jointly organised by Khanyiselani Development Trust, Khanyiselani Pre-School and Mount Currie Disabled Women’s Organisation. Guest speaker Ntombizodwa Mdingi of Khanyiselani Clinic said she encouraged disabled women to portray abundant love in their families and told them to grab any opportunities that would allow them to work and feed their families.

This means that all operators of emergency care services which are already in existence have until the end of November to submit applications to the KZN Department of Health so that their business operations can be assessed in order for those who comply to be granted a licence to render emergency care services in the Province. The licence will permit the operator to work only within a specific health district, and will be valid for a year and reviewed annually. These Emergency Medical Services Regulations, 2017 affect all emergency care services operations, including the KZN Department of Health’s own emergency care services, which must also be assessed before being granted a licence. The primary aim of these regulations is to improve the quality of patient care and rid the sector of fly-by-night operators, whose conduct has, at times, placed patient’s lives at risk. The licence application process will be overseen by an independent advisory committee which will make recommendations to the head of the department. The department is in the process of establishing an independent licensing and inspectorate unit which will administer the licensing and inspection processes, and act as a Secretariat to the advisory committee. This unit is part of the KZN Department of Health and will receive and process all applications before presenting them to the advisory committee. The unit is currently based at eThekwini District office, 83 King Cetshwayo Street, Mayville. Stringent measures and proper due diligence will be applied in determining who qualifies to provide these services. The licence application fee is R8 000 per operator and the inspection fee is R2 000 per station; R300 per ambulance; R300 per response vehicle; and R500 per rescue vehicle. The annual licence renewal fee is R2 000 per operator; R300 per ambulance; R300 per response vehicle; and R500 per response vehicle. There is also an additional R1 000 inspection fee per station. Payment details will be provided by the licensing and inspectorate unit which is being

established. A licence application may be withdrawn and the application fee reimbursed if the application is withdrawn before being processed by the advisory committee. However, the application fee will be forfeited once the application serves before the advisory committee. Any operator who continues to provide emergency care services without a licence shall be guilty of an offence and may be liable, upon conviction, to a fine of up to R500 000 or a jail term of up to five years, or both. In determining qualification for the licence, the advisory committee will consider the provisions of regulation 10 of the Emergency Medical Services Regulations, 2017 and may also consider the below, among other factors: • GENERAL REQUIREMENTS — Emergency care services must be supervised by a manager who is qualified and appropriately registered with the HPCSA. All operators are required to have a base station with rest facilities,permanent,plumbed,clean and hygienic ablution facilities. Furthermore, they must show capacity to clean contaminated equipment and linen, as well as vehicle washing facilities with the appropriate features and waste management services; or have an agreement with appropriate providers for such services. • SERVICE LEVELS — Operators may be licensed for any or a combination of Intermediate Life Support; Advanced Life Support; Aeromedical Services; Event Medical Services; or Educational Institution for Emergency Medical Service, and the minimum requirements for each service are outlined in the Annexure to the regulations. • MINIMUM STAFF REQUIREMENTS — The staffing requirements for each level of emergency care and for each category of emergency care vehicle are outlined in the regulations. Furthermore, staffing levels must be appropriately aligned to the population size, demographic and the epidemiological characteristics of the health district served. • VEHICLES — All emergency care vehicles must comply with national road traffic and safety legislation. Ambulances are required to have a siren, be properly configured to ensure complete access to patients for paramedics; have a two-way radio or cellular communication system or both, and be fitted with red warning lights that must be visible

World Suicide Prevention Day observed S

EPTEMBER 10 was World Suicide Prevention Day and organisations all over the world did their bit to raise awareness about the phenomenon. The recent suicides of beloved figures Professor Bongani Mayosi, American fashion designer Kate Spade and celebrity chef Anthony Bourdain have left the world stunned by the effects of suicide and depression. All of these public figures were hugely successful and surrounded by family, friends, and admirers. This reminds us of how prevalent depression and suicides are all over the world. The South African Depression and Anxiety Group (SADAG) are inundated with calls and have had to increase the number of counsellors on shift to manage the influx of callers. SADAG aims to raise awareness about the warning signs of suicide, provide free online Facebook experts, as well as provide those that have lost a loved one to suicide with a place to share, connect and get help. Suicide can devastate entire families and communities. “We need to get people help before it is too late,” said the organisation’s operations manager Cassey Chambers. She said SADAG received calls everyday from youth who are sad, depressed, had been raped or bullied, or adults who have lost their jobs, people who are recently divorced or struggling with financial issues, and callers who are not able to afford health treatment or are suffering from the loss of a loved one. SADAG are here to help. “In South Africa, one in three people will or do

have a mental illness at some point in their lifetime. There are 23 completed suicides in South Africa every day and a further 460 attempted suicides every 24 hours. “A total of 75% of the people who commit suicide tell someone first. Parents, teachers, community leaders, family members, friends or partners — everyone needs to learn how to identify depression and the warning signs of suicide and how to get help. “People can also start support groups. Harding faces water shortages THE Ugu District Municipality has warned the community of Harding about possible water shortages due to high temperatures resulting in no rain this week. Water levels at Harding dams have dropped significantly and pose serious threat to the water supply in Harding and surrounding areas. The municipality has instituted strict water restrictions in the area to curtail water consumption to ensure that the existing water supply sustains communities for a prolonged period until the arrival of significant rainfall. The municipality has been supplying water through water tankers from Port Shepstone to significant parts of the Harding areas which has placed substantial strain on municipal resources to cope with the demand. “Municipal council, in its last sitting, resolved to institute due processes of declaring Umuziwabantu a disaster area as espoused by the Disaster Management Act. “And while this process is ensuing, the municipality has embarked on a vigorous drought awareness campaign where it will be engaging with all the key stakeholders in Harding and surrounding areas,” said Siphelele Cele from Ugu District Municipality. She said it is no more a fairy-tale that Harding and surrounding areas are faced with water shortages due to the prolonged drought in the area. CORES of people braved the chilly weather on Saturday, September 8, as they participated in large numbers at a local fun run and walk hosted by Kokstad Link Pharmacy Runners Club and sponsors. Organisers were pleased with the turnout and called for more people to participate at next year’s event. One of the event organisers, Lia Ntoa, said over 400 people participated at this year’s event. She thanked sponsors for supporting the event, including runners. “We promote running for people to stay

healthy,” she said. Attendees had the option to participate in a 5km walk and run or an 8km run and winners were awarded prizes. At the event, Sinovuyo Lila, Asanda Dzelwa and Thahle Yanga showed excitement when they finished the 5km run. Vuyisani Notshutsha came first in the 8km race, at a time of 30 minutes, and was followed by Wesley De Kock at 31:45 and Denela Mabusela at 31:48. Participants also enjoyed aerobics, music and beverages and were entertained by radio personality Simbongile Mbo from Alfred Nzo Community Radio.

OKSTAD man Thandabantu Rhafuza has assured people that nothing will deter him from running because running is his source of life and happiness. Rhafuza completed the 5km walk during the Kokstad Link Pharmacy Marathon, held in Kokstad last Saturday, on crutches, inspiring many people with his determination. Rhafuza was welcomed by Tsidi Lesapho, who assisted runners with water and beverages at the marathon. Rhafuza was involved in a car accident in November last year and has been using crutches for walking ever since. “I am very happy to finish my race. I wanted

to participate at the marathon to inspire other people. “Running reduces chances of getting diseases like sugar diabetes and flu,” he said, adding that many people were surprised to see him walking with crutches at the marathon. Rhafuza encouraged other people to run as a way of eliminating poverty and to improve their fitness. Last year Rhafuza won the Kokstad Link Pharmacy Marathon, a 21km race. In past years he also participated in a number of marathons including the Comrades Marathon, Two Oceans Marathon, Soweto Marathon and Richards Bay Marathon under the Nedbank Athletics Club. “I participated nine times in the Comrades Marathon, except for this year because of my leg injuries,” he said.

Businessman funds tournament to empower future footballers SIPHELELE NKETO >>siphelele@media24.com UMZIMKHULU’s Zwelinzima Senior Secondary School were crowned victorious at the Kay Motsepe tournament, held in Bongweni Stadium on September 1. The event was funded by local businessman Patrice Motsepe. The side defeated Centocow High School from Bulwer 4-3 on penalties and were later crowned winners of the tournament. The Zwelinzima team will be now go on to play in the provincial tournament, being hosted in Durban on September 22.

Co-ordinator of school’s football in the Harry Gwala District Dickson Mahlaba said four schools played against each other at the tournament. The schools were Masameni SSS from Ixopo, Zwelinzima SSS from Umzimkhulu, Shayamoya High from Kokstad, and Centocow High School from Bulwer. “The tournament was meant to nurture young talent in football and we are grateful for the funding from businessman Patrice Motsepe,” said Mahlaba. Mount Currie Secondary, from Kokstad, represented Harry Gwala District at the provincial tournament last year but was defeated.
