Auckland benefits from CRL’s Mana Whenua relationship

The recent Māori Language Week has been an appropriate time to reflect on the relationship between the City Rail Link and Mana Whenua.

In 2012, CRL approached Mana Whenua of Tāmaki Makaurau (Auckland), to talk about the project, the area it would travel through and to ask them if they had kaitiaki responsibilities in the area and whether they wanted to be involved.

A Mana Whenua forum was established with the eight Iwi that responded “yes”. Since then, the relationship between the project team and Iwi has been formalised through the project’s consent conditions, and more importantly through mutual respect and trust which has developed through ongoing relationship.

Mana Whenua are practitioners of kaitiakitanga (guardianship) – they have a responsibility to protect the environment and its inhabitants.

Sustainability and resource consenting are the key areas for discussion. Mana Whenua are also making a major contribution to design and are committed to meeting regularly to provide advice and to give feedback. CRL Communications

Manager Carol Greensmith says the eight iwi represented “have a different lens that they bring to the table. We’ve benefited, they’ve benefited and Auckland will benefit as a result of this relationship.”

The Iwi have input into the final station design. “This means that when passengers get off a train at one of the new CRL stations, they will know which country that they are in,” she says.

City Rail Link Construction Reinforced by Local Steel Industry

50mm steel bars are required to construct large reinforcing cages used in the formation of deep diaphragm walls which support the existing foundations of the former Chief Post Office building.

Steel reinforcing being manufactured in Auckland for the City Rail Link project is the first of its type ever made in New Zealand.

The high strength 50mm diameter reinforcing steel bars will support the historic Chief Post Office while rail tunnels are constructed beneath the building to keep to keep ground water out of the excavation which is below sea level. The land on which the former CPO building was constructed is reclaimed as is much of the Downtown area up to Fort Street.

Sourcing steel from overseas of this size was problematic due to minimum production run quantities.

CRL’s contractors, Downer Soletanche Bachy,

liaised with local suppliers around the possibility of manufacturing steel locally. Pacific Steel, based in Otahuhu, took up the challenge. Pacific Steel is New Zealand’s only reinforcing steel manufacturer Pacific Steel use local raw materials manufactured in Glenbrook, and were engaged to manufacture 350 tonnes following initial trials.

Project Director, Chris Meale, said that thanks to Pacific Steel coming to the party, this project constraint has been overcome.

“It’s great that our contractor has been able to work collaboratively with a local business for mutual benefit and that in doing so we have created a first for the local steel industry” he said.

New Albert St pedestrian bridge opens To allow the public to view construction works, two viewing platforms have been constructed across the bulk excavation works on Albert Street.

A new pedestrian crossing with viewing windows has now opened next to the intersection with Swanson Street. Access is from outside the ANZ building on the western side through to the Grasshopper Thai Restaurant on the eastern side.

The viewing platforms enable you to watch progress as the contractor, Connectus Joint Venture, constructs the cut and cover rail tunnels that will enable the City Rail Link.

Please be extra careful when crossing Albert Street through the construction sites, as all traffic lines are live.

Sandrine starts D-wall construction inside Britomart CPO Sandrine, a 90-tonne piling rig, was commissioned to excavate deep underground trenches which enable the construction of diaphragm walls that will underpin and support the historic Chief Post Office (CPO) building and new City Rail Link tunnel box.

Over the past few months, contractor Downer Soletanche-Bachy, Joint Venture has been carrying out the incredibly sensitive and technical task of demolishing the ground floor of the CPO building to allow the 15 to 18-metre-deep diaphragm walls (or D-walls) to be constructed.

The interior sections were demolished down to basement level to enable the construction of approximately 164 metres of guide walls prior to the construction of the D-walls.

Once Sandrine has completed her D-wall work inside the CPO, in early 2018, the weight of the building will then be transferred off its existing foundations and onto the new D-walls. The CRL’s open cut and cover tunnel excavation can then begin.

Last concrete poured for Customs traffic bridge Connectus workers have poured the last reinforced concrete deck slab for the traffic bridge at the Customs St junction.

This bridge will keep Auckland moving and protect Auckland’s utility services, while construction is under way.

Luke O’Connell, the Connectus traffic deck supervisor, says the construction started in September 2016 and the team has worked really hard since. “So it will be a great accomplishment when we complete this step of the project.”

This last section of the traffic bridge is planned to be completed early October. The intersection of Customs and Albert streets will be then reinstated to the public.
