Message from Elena Brokaw Director of Parks, Recreation & Community Partnerships On July 1st the Community Services Department merged with the Parks and Civic Engagement Divisions to create the new Department of Parks, Recreation and Community Partnerships. It’s a bit like remarrying your old flame—after more than 20 years of separation “Parks” and “Recreation” are back together again! But the merger will be innovative as well as traditional—“sparked” by a new Community Partnerships division that incorporates elements of the former Cultural Affairs, Social Services and Civic Engagement Divisions. The new division will be a resource for the entire organization, helping the City communicate, engage and partner with the whole community in setting priorities and implementing key initiatives to achieve what matters most to our residents, even in these tough times. The focus of Community Partnerships will be improving neighborhoods and the community at large by building upon existing relationships and establishing new ones with local non-profits, businesses, individuals and stakeholders that complement our City resources. The division will host an office of cultural affairs for arts classes, grants, public art and cultural programs, civic engagement, volunteering, fundraising, public information and communications, marketing and outreach.

Here’s a quick snapshot of the other three departmental divisions. THE PARKS DIVISION maintains more than 800 acres of parkland and facilities serving various interests from sailing, surfing, tennis, league sports, skateboard parks, playgrounds, dog parks and picnic areas as well 35,000 publicly owned trees in the city’s medians, parks and parkways. THE RECREATION DIVISION offers classes in youth specialty and non-competitive sports as well as Nature, Summer Camps, Aquatics, Sailing/Kayak & Westpark Center programs. THE GOLF, SENIORS & ADULT RECREATION DIVISION focuses on youth and adult competitive sports including Tennis and the Ventura Youth Basketball Association (VYBA). Despite all these changes, the goal is ever the same—to provide and maintain, even more innovatively, the fine community programs, facilities and services our city is known for to the residents of Ventura.

American Red Cross Swim Lesson Level Descriptions Determining the correct level for your child prior to registering is crucial. It’s not always possible to transfer incorrectly placed children from one level to another once the class begins. Read the following descriptions carefully or call 654.7511 for assistance to help select what level is right for your child. Parent & Child (P&C) [6 months-3 years] Parents will receive guided instruction on ways to help their child become comfortable in the water through song and play. Parents learn how to work with their child and how to introduce bubble blowing, assist with arm and leg motion and holds for front and back float along with safety information. Preschool (Pre) [3-4 years] Recommend: at least one lession of P&C. Introduction to water without parent. Blowing bubbles, breath-holding, kicking, floating, arm stokes and possibly going under water. Emphasizes water adjustment, safety and fun. Level 1 [4-5 years +] For children with little or no experience with swim lessons, this class focuses on water adjustment, blowing bubbles, submersion, assisted floating, gliding and arm/leg action. Level 2 [4 years +] For children with no fear of the water, and can swim a short distance independently (under water or doggy paddle). Class focuses on floating and gliding on back/front unassisted, breathing, freestyle, backstroke and elementary backstroke. Level 3 [6 years +] Child must be able to swim freestyle at least 10 yards unassisted and be comfortable in deep water to enroll. Class focuses on coordinating freestyle and elementary backstroke, proper breathing, swimming distances of up to 15 yards, and beginning diving skills. Level 4 [7 years +] Child must be able to swim freestyle 20 yards without stopping and be comfortable in deep water to enroll. Class introduces breaststroke, backstroke and butterfly, refines freestyle and elementary backstroke technique, works on diving skills and increases swimming endurance. Level 5 [7 years +] Child must be able to swim freestyle breathing to the side at least 50 yards without stopping. Class refines five stroke techniques, introduces sidestroke and works on surface dives. For additional classes for level 5 and above see competetive stroke instruction.

Private Swim Lessons [3 years-Adult] Certified instructors work one-on-one with you or your child towards specific swimming goals geared towards individual ability level and age. A draft Westside Summary Policy Report was released for public comment through July 30, 2010. Also, look for the release of the Draft Westside Community Plan in October 2010, and a public meeting to take comments in November 2010.
