SPECIAL OPERATIONS BUREAU The Special Operations Bureau, managed by Major James Dunkelberger, supports the department’s mission and goals through specialized support to the uniformed services of the department’s Community Oriented Policing Bureau. The Special Operations Bureau consists of the Criminal Investigations Division and Special Operations. This includes Youth Services, Police Explorers, Traffic Unit, Hostage Negotiations Team, Property and Evidence, Victims Services, Burglary Task Force, Special Weapons and Tactics (SWAT), P.R.I.M.E. Unit, Dive Team, Training Unit, Crime Scene Unit and the Criminal Investigations Division. 20

THE CRIMINAL INVESTIGATIONS DIVISION The Criminal Investigations Division is made up of various units that investigate an array of criminal activity. In 2020, these detectives were assigned 3,510 cases. The unit cleared 103 by arrest and another 866 cases, either exceptionally or as unfounded. GENERAL INVESTIGATIONS UNIT The General Investigative Unit (GIU) investigates residential and vehicle burglaries, thefts, criminal mischief, arson, and robberies.
