Summary/Purpose This report provides an overview of the Draft Landscape Assessment Report, including Landscape Management Framework, for the Big Hill and Mandurang Valley landscapes (herein referred to as the ‘the Draft LMF’). Council endorsement of the document is sought in order to place the Draft LMF on public display. The public display period is an important stage of the project that enables community comment and feedback regarding the findings, recommendations, priorities and implementation program of the Draft LMF. Policy Context Council Plan Reference: Built and Natural Environment: o Strategy 1.9: ‘Provide clear planning policy direction and to improve systems so that sound decisions are made promptly for land use and sustainable development.’ Action 1.5.2: ‘Complete the Rural Areas Strategy and undertake any necessary Planning Scheme changes.’ Strategy Reference: The Rural Areas Strategy (2009). Background Information On 6 July 2011, Council endorsed a project brief describing the purpose and scope of a Landscape Assessment of Big Hill and the Mandurang Valley (‘the Landscape Assessment’). The purpose of the Landscape Assessment is to examine the character and values of the study area landscapes, to understand how they might be affected by change in the future and to establish a long term vision with corresponding guidance for landscape planning and management.
