As we all know, 2020 was an unprecedented year and, in that year, we learned to adapt. In 2021, we were intentional with finding innovative ways to reconnect with our community. I am beyond proud of the men and women of the Elk Grove Police Department and the members of the Elk Grove community who shared that same desire to reconnect. Elk Grove is a unique and special community. It is clear there was and still is a strong desire for our organization and community to continue to build that relationship and associated trust through meaningful interactions. As I have announced my intent to retire in Spring of 2022, I am honored and humbled to have served this great organization and amazing community for the past 17 years. As a resident, I will continue to support the Elk Grove Police Department and the next generation of leaders.

Through the efforts and expertise of Harriet Eddy, then principal of Elk Grove Union High School, the Elk Grove Branch Library was established in 1908, and was the first in the state of California. What started in a high school DID hallway in 1908 has grown and relocated YOU many times to meet the needs of our W KNO community. In 2008, it was upgraded to ? a building with over 13,000 square feet, which it has already outgrown! In 2021, the City of Elk Grove acquired the former Rite Aid building at 9260 Elk Grove Boulevard and are continuing design work for relocation of the library. I N T E R E S T E D ?

The Media and Community Engagement Unit was created in the Spring of 2021, with outreach beginning in August. This unit consists of a Sergeant, two Public Information Officers, and a Community Engagement Specialist. The Community Engagement Unit uses tangible strategies to engage in productive dialogue, form strong partnerships, and identify meaningful solutions. They're focused on connecting with our community

MCST Mobile Crisis Support Team
2020 presented new challenges for students, parents, teachers, and School Resource Officers (SROs). In 2021, SROs overcame the challenges of online school and assisted in reintegrating students safely. Elk Grove Unified School District Safety and Security, who contracts with the Sacramento Sheriff's Office, is the primary agency responsible for campus safety and security at all EGUSD schools. EGPD has two dedicated SROs who are assigned to the district full-time. This allows for a collaborative approach with the primary goal of keeping students and staff safe. Besides their responsibility for the safety and security of school campuses, SROs mentor the students and work #TOGETHER with campus administrators.

The Mobile Command Center (MCC) allows responders to access tools, technology, and other resources to support their operations in the field. The Mobile Command Center has been used on SWAT operations, police funerals, large community events, and it even made its first debut at this year's Trunk or Treat event in October and the Parade of Lights event in December!

The EGPD Investigations Bureau is organized to best fit the unique needs of Elk Grove. Detectives are divided into one of four units: PROPERTY CRIMES - PERSON CRIMES - FAMILY SERVICES - STREET CRIMES Each unit focuses on different types of investigations, and come together when necessary. These teams are also assisted by FORENSICS, who process crime scenes, manage fingerprint identification, and conduct other investigative tasks.

In March 2021, our community members donated several "comfort bags" to our detectives. They allow us to provide victims in need with a bag full of snacks, personal hygiene products, and a warm blanket.

I N V E S T I G A T I O N S
On June 29th 2021 at approximately 2:23am, DISPATCH received a report of a shooting in the Holiday Inn Hotel parking lot. Responding units located a subject with gunshot wounds in the parking lot and attempted life-saving measures, but were unsuccessful. PATROL conducted an initial search, obtained surveillance video, and communicated relevant information to responding detectives. While detectives and Forensic Investigators began their investigation, staff from the REAL-TIME INFORMATION CENTER (RTIC) located a vehicle of interest. While the STREET CRIMES UNIT began surveillance on a potential suspect, DETECTIVES from different units worked diligently to secure several search warrants. Crime scene evidence obtained from our FORENSICS team helped detectives establish probable cause quickly for an arrest warrant. With the help of our outside agency partners, the suspect was apprehended and booked into the Sacramento County Jail for murder.
Through the collaborative efforts of the many personnel involved in the case, as well as the use of RTIC technology, the suspect was placed under arrest in less than 15 HOURS after committing this crime. # T O GET H E R

Our Outreach Team takes the time to find those experiencing homelessness resources through referrals, advocacy, and support. The City of Elk Grove's dedication to homeless outreach is a collaborative effort between City of Elk Grove personnel, the Elk Grove Police Department, and our many partners. Thanks to this teamwork, we're using creative solutions to provide services to our unhoused community members unlike ever before! The Traffic Unit's overarching goal is to reduce traffic-related deaths and injuries by changing driving behaviors through education, engineering, and enforcement. Education efforts include community meetings, social media efforts, and safety events such as a "Bike Rodeo," which is a clinic to teach children the skills and precautions to ride a bicycle safely. Further efforts to reduce the number of persons killed and injured in crashes is enhanced through the Selective Traffic Enforcement Program through the California Office of Traffic Safety. This grant provides funding to focus on primary collision factors such as speed, distracted driving, and driving under the influence. As part of the Community Resources Bureau, the Traffic Unit regularly provides assistance at special events such as Run to Feed the Hunger, 4th of July festivities, and numerous other events.

Prior to the release of this Annual Report, the Elk Grove Police Department suffered the devastating loss of one of our own. Motor Officer Tyler "Ty" Lenehan was involved in an on-duty collision with a wrong-way driver on January 21, 2022 and succumbed to his injuries. For the first time in 16 years, the Elk Grove Police Department lost a hero. Thank you for your sacrifice, "Motor-24."

Our RTIC was the winner of the 2021 California Police Chief's Association (CPCA) Excellence in Technology Innovation Award. Each year, a single agency is selected for their efforts in leveraging technology through informative, transformational and effective uses.
EGPD uses Intelligence-Led Policing (ILP) strategies, which allow for a strategic, data-led approach. You may see officers conducting ILP tasks by paying extra attention to school zones, monitoring neighborhoods who suffer from late-night speeding violations, or conducting added parking lot patrols during the holiday shopping season. We meet twice a month to pick a "problem" by evaluating statistics, citizen feedback, mapping tools, and area crime trends. With each problem comes an ILP task, full of resources, tools, and innovative ways to mitigate the issue. ILP relies on community involvement, employee engagement, collaboration, and dedication to the community and the problems that affect our citizens, no matter how big or small.

As law enforcement agencies work to combat the region's catalytic converter theft problem, our crime analysts reviewed hundreds of calls for service, examined related surveillance footage provided by citizens, and collaborated with local jurisdictions. Crime analysts in the region meet regularly and work #TOGETHER to identify trends throughout the area. Our crime analysts work directly with investigators, reviewing crime trends and working alongside crime analysts across the state. EGPD also embeds a crime analyst into the Real-Time Information Center, allowing patrol officers access to real-time analysis and connection to regional trends and intelligence. # T O GET H E R

While every unit is different, we all work #TOGETHER. Often times, we have to collaborate to solve unique problems. To ensure safety at our multiple 4th of July events, and address the region's illegal fireworks problem, we decided to get creative this year! By using crime analysts, our Real-Time Information Center, Intelligence-Led Policing, and a number of other resources, here's a summary of July 4, 2021:

We created HOTSHEETS, evaluating data from prior years through heatmapping techniques. After developing heatmaps from community tips, we could more easily identify hot spot areas. Crime analysts used this data to predict where future illegal fireworks activity would occur. Using this tool, a patrol officer conducted extra patrol in an area identified in the hotsheet, and observed illegal fireworks activity right away! Volunteers in Police Service (VIPS) provide residential vacation checks, fingerprinting services, and serve in nearly every unit within our department. After their service was partially paused during the height of the pandemic, we were happy to welcome them back into service in May 2021.

Don works on the truck crew, but has stepped up in any other area asked of him and taken on several leadership roles in the city's OWL project, Great Plates Delivered, the UAS team, and many more. He takes initiative to improve the delivery of projects and is always thinking of the best way to serve Elk Grove. During a recent Atmospheric River storm event, our Real-Time Information Center (RTIC) was used as a Storm Operations Center (SOC). The SOC consisted of staff from Public Works, Traffic Operations, Police Dispatch, and the RTIC. The SOC used our comprehensive video management system to monitor flooded intersections and report them to Public Works in real time. This streamlined the reporting system and helped with response time. It also reduced the outgoing call load that Police Dispatch would typically have to make, ultimately allowing them to focus on higher priority calls. # T O GET H E R

FLY BRAVE FOUNDATION The Fly Brave Foundation serves individuals with developmental and intellectual disabilities through employment training, social and life skills workshops, and fitness programs. #TOGETHER with the Elk Grove Police Department, the FLY FIT PROGRAM buddies up EGPD officers and staff with disabled individuals (ages 5 and over) to exercise in a safe environment that encourages physical activity and a healthy lifestyle.
VISIONS IN MOTION Visions in Motion teaches independent living skills to developmentally and intellectually disabled adults (18 and older) in our community through its adult day program. They work #TOGETHER with the Elk Grove Police Department to build stronger lines of communication between our disabled community and public safety professionals. Although 2021 was a year full of angst, adversities, and fear related to the COVID-19 pandemic, it turned out to be a great year at the Elk Grove Police Department. Our employee family came back together for in-person interactions, and we were finally able to reconnect with our community. We always look forward to sharing our year in review with you through our Annual Report, and this year is no different. Our department worked tirelessly this past year to provide professional, empathetic, and quality customer service-based interactions with our community. There is always room for growth, and we will continue to strive towards that goal.
