Dear Neighbors & Friends:
A MESSAGE FROM THE MAYOR
We are gearing up for an exciting and informative event—our Carlsbad Mayor's Energy Summit on October 17th. This will be my first summit as Mayor, and I look forward to discussing the future of energy in our region. The agenda includes three informative panels, a presentation on Small Modular Reactors (SMRs), an update from Missi Currier, CEO and President of New Mexico Oil & Gas Association (NMOGA), and introductions from up-and-coming companies like Permian Resources and Aris Water. Sarah Thomas, the first female NFL official, will be our special guest speaker, sharing her experiences and insights on breaking barriers and leadership.
We are also thrilled to honor the Spirit of the Workforce Award recipients at the summit. Please join us for the 100-year celebration of oil and gas in New Mexico as we discuss the energy industry's impact on our community over those years and its future. For more information regarding the summit or to register online, visit www.carlsbadenergysummit.com to reserve your spot.
I want to extend a heartfelt thank you to this year’s sponsors: our Title Sponsor, Chevron. Platinum Sponsors ExxonMobil, Devon Energy, Mewbourne Oil Company, Permian Resources, and Oxy. Gold Sponsors Xcel Energy, HUB, Genesis Endeavors, Double E Pipeline, Aris Water, and ConocoPhillips. Silver Sponsors Intrepid, Marathon Oil, Murrill Electric, Western Commerce Bank, P&R Enterprises, Baker Hughes, Carr Riggs & Ingram, Flogistix, AR Foreman, Targa, Artesia General Hospital, and Civitas. Exhibit Sponsors Wescom, Oak & Irving Wealth Management LLC, Expanse Electrical, CNB Bank, AAL Fire & Safety LLC. Salado Isolation Mining Contractors (SIMCO), Pioneer Bank, and New Mexico Ready Mix. As well as our InKind Sponsors, The Country Giant, Pecos Valley Broadcasting, Carlsbad Radio, KCCC Broadcasting, McDonald’s, La Tienda, Albertsons, La Quinta, Fairfield, and the Stevens Inn.
I’d also like to extend a thank you to our wonderful community partners: Carlsbad Community Foundation, Carlsbad Department of Development, Carlsbad Chamber www.cityofcarlsbadnm.com
of Commerce, and Eddy County. Also, thank you to all our wonderful planning committee and city employees. Including our facility maintenance and rec center crews. They work tirelessly behind the scenes to ensure everything is set up for this event. Everyone's support and hard work have made this summit a reality. Without their contributions, we couldn’t offer our community such a valuable and informative event.
In other news, we are continuing to make improvements throughout the city. The Carlsbad Riverwalk Recreation Center will remain closed through mid-November as part of ongoing enhancement efforts. These upgrades will benefit all of us in the long term, and we appreciate your patience as we complete these projects. We'll keep the public informed and provide updates as often as possible.
I'm also pleased to announce that the much-anticipated Lake Carlsbad Golf Course irrigation project will begin soon. This project is vital to ensuring the longevity and quality of one of our most beloved outdoor spaces.
Finally, I would like to congratulate President Andrew Beardmore and the Southeast New Mexico College staff for their outstanding achievement in being ranked 5th in the nation for top community colleges. This recognition is a testament to their hard work and dedication to providing excellent educational opportunities. There are many more projects and goals to be accomplished in the future, and we are excited about what lies ahead.
We look forward to continuing our strong partnership with SENMC to expand postsecondary education for our community.
Sincerely,
CarlsbadMayorRickLopez
Your Community Historian
DearCarlsbad:
With much gratitude, I introduce myself as Carlsbad's inaugural community historian. My mission is to preserve, share, and celebrate the vibrant history that defines our city. As Carlsbad grows, it becomes even more crucial to honor and rememberthepeople, places, andeventsthathaveshapedourcityovertime.
My role would not have been possible without the remarkable individuals who came before me, some I know and many I don’t but revere from afar. To those who have left us: Jed Howard, Josephine Hendley, Ray V. Davis, Lee C. Myers, Bill Balgemann, Rees Lucas (my father), and Virginia T. Lucas (my greatgrandmother), and to those still with us: Carolyn Olson, Mannie and Tom Bemis, Kenda Josselet, Bob Stockwell, Levi Taylor, Donna Blake Birchell, John LeMay, Carol Kammen, Stephen Bogener, and others whose contributions I’ve yet to uncover or forgot to mention, I extend my deep appreciation. Thank you for nurturingandinspiringmypassionforlocalandregionalhistory.
One of my first projects, under the auspices of the Historic Preservation AdvisoryBoard, willbedocumenting history of the buildings in the original townsite of Eddy. This area holds the early foundations of our community, and I’m excited to bring its stories and heritage to the forefront.
In the coming years, you'll see the transformation of the old Odorless Cleanersbuildingat405WestFox www.cityofcarlsbadnm.com
Street into a Research Library and Archives designed for locals and visitors of Southeastern New Mexico to explore and enjoy. More details about this excitingprojectwillbesharedsoon.
I also invite you to join the Southeastern New Mexico Historical Society meetings, held on the first Monday of each month from September through May. Our next meeting will be on Monday, October 7th, at 7:00 PM in the Carlsbad Museum Hall of Fame. Our guest speaker, Tom Bemis, will present a few stories from his upcoming book, ‘Recollections from the Rafters,’ offering a unique perspective on local history. The monthly meetings are an excellent opportunitytolearnmoreandshareourcommunity’shistoricallegacy.
I encourage you to get involved by sharing your family stories, contributing artifacts and memorabilia, or learning more about Carlsbad and Southeastern New Mexico’s past. Every story adds to the fabric of who we are. If you’d like to contribute or learn more, email me at jwlucas@cityofcarlsbadnm.com or visit me MondaythroughFridayatCarlsbadMuseum.

Beautification
How Beautiful Are You?
We aren't talking about your self-esteem or appearance, but rather your measure of civic pride. Do you take steps to make our community a cleaner and safer place to live and visit? Do you think having a nicer-looking environment is a vast undertaking? Let me tell you, it’s possible once you begin to realize that your daily actions affect all of us here in Carlsbad. The definition of 'beautiful' means something different to everyone. We can all agree we want to live in a cleaner Carlsbad, full of lush trees, parks, murals, arts, and attractive modern community gathering spaces free of litter and graffiti; our newcomers to town and passing through tourists would also appreciate it, even if not aforethought. It's crucial to acknowledge that each of us holds the power to create wonderful spaces in our environment by making strategic, beautiful choices.
One beautiful act to begin with is simply throwing away our waste items when we finish with them. Whether you are walking along the Pecos River in the morning or cleaning out your car when you stop to refuel, remember the waste items we all collect belong ultimately in a tied bag headed out to Sandpoint Landfill. Please use the many receptacles along our riverwalk and at gas stations so your trash can be disposed of properly and not found in the river or along the road. Tying up waste bags prevents trash from flying down the street when the garbage truck arrives on collection day. Our wild southeast New Mexico wind certainly doesn’t help with this either!
Next, we can keep our yards and alleys mowed and cared for. Cleaning weeds, tall grass, and debris is a great way to show care for the beautification of your property. Your neighbors will see that you value their health and safety too. The City of Carlsbad makes it easy for
residents to dispose of extra yard waste and bulky items by providing an open seven-day-a-week convenience station at 301 E. Plaza St. and the grappler service. If you have a residential garbage account with the City of Carlsbad, you can place your items on the front curb (not in the alley) and call our 311 line at 575.887.1200 to put in a request for pick up at no additional charge. It’s that simple to rid yourself of extra clutter that could crowd up your home or yard.
One final beautiful act to start is to say ‘no’ to the plastic bag in the checkout line. The City of Carlsbad just passed the Single-Use Plastic Carryout Bag Ordinance on September 24th, prohibiting standard single-use plastic bags from being utilized by restaurants, mobile food establishments, and retail establishments. We are all familiar with these bags and have picked many out of mesquite bushes and fence lines over the years. The implementation date will be on February 1, 2025, for a two-year trial. You can get started now, though, by bringing your reusable bags into the store and saying no to the single-use plastic carryout bag when offered one. There’s no need to wait until next year to start making the change!
If we all do a tiny part in making our community a clean and safe place to live and visit, we all benefit. Our town's cleanliness will boost our civic pride and, in turn, our community’s economic development, tourism, and quality of life. Carlsbad is full of unique economic and cultural diversity, and if we can step up and pursue our beautiful acts together, we can collectively make a world of change.
