August 19th Culture Days, a Canada wide Celebration

New Water Meter Reading and Billing System Coming Soon O ver the next few months the City of Barrie will be preparing to assume full responsibility for water meter reading, water and wastewater billing and customer service from the current provider, PowerStream. In the next year, the City of Barrie will be switching to a new water meter reading system and you can expect a new Barrie water bill in your mailbox, as water and wastewater billing is to be separated from your hydro bill. The initiative to move the water meter reading, billing and customer service responsibilities to the City of Barrie stemmed from the need to provide residents and businesses with • more accurate water meter readings and hence more efficient billing,

• making drinking water system operations and maintenance more effective,

• providing our water customers with improved customer service.

The City of Barrie’s is pleased to be participating in the Culture Days, a Canada wide celebration designed to catalyze and inspire greater public participation in arts and culture. Interactive demonstrations, workshops and tours will be occurring in over twenty five locations across the city, including the recreation centres, the malls and many downtown businesses. You can pick up your “Passport to Culture” at the information desk in the City Hall rotunda – 70 Colllier Street, at the Department of Culture, located on the second floor of the Transit Terminal at 24 Maple Street, or at any of the participating downtown businesses. The passport outlines the name of the artists, arts organizations and their designated locations.

This is an investment that will benefit our residents and the City of Barrie for years to come. Currently, PowerStream is contracted by the City of Barrie to provide water meter reading and billing services. Presently, water consumption is tracked by approximately 42,000 water meters located across the city, which are manually read each month. The Advanced Metering Infrastructure (AMI) system is new technology that will fully automate the City of Barrie’s water meter reading network. Through the use of wireless radio transmitters that are attached to each property, the City of Barrie will have the ability to transfer your meter reading through a secured network. Your water consumption data will then be transferred directly into the AMI software that will authenticate the data, prior to it being submitted into the new billing system. This new AMI technology will provide both the City of Barrie and our residents with many benefits. •

AMI remote reading capability minimizes the need to access your property for meter readings resulting in lower operational costs including labour, vehicles and equipment currently used during the manual reading process.

AMI provides hourly meter readings that will capture a more accurate picture of your daily water usage and allows for a better understanding of your water usage patterns, which will assist you in your conservation efforts and managing your water bills.

Upcoming Events

More frequent precise readings will also improve your confidence and trust in the accuracy of your water bills and eliminate most estimated water bills. It will also help City of Barrie staff with the means to address your billing questions quickly, improve customer service and assist with the resolution of discrepancies.

• The new AMI system will quickly identify consumption spikes from leaks and water theft within businesses and homes, which will reduce high water and wastewater bills. • AMI will aid in identifying backflow events that may potentially harm the City’s water supply. •

It provides the City of Barrie with the ability to evaluate overall water usage making AMI a valuable tool for water monitoring and conservation that will benefit environmental and water leakage detection programs.

On every water meter in Barrie, we will be installing the new AMI meter reading devices free of charge. These units will be installed by Wamco Municipal Products and City of Barrie staff starting in September. These radio transmitter pieces will, in most cases, be added to the existing water meter’s remote disc located on the exterior of homes and businesses. Therefore we will not require your attendance at your property during the installation. Only in some cases will the existing meters need to be replaced, adjusted or require some other internal modifications. For these instances only, the property owner will be contacted directly by a City of Barrie employee to setup an appointment. Installation and testing of this new AMI system will be begin in September 2010. The new water billing system is expected to be ready for October 2011. You should expect to see your new and improved Barrie water bill in your mailbox no later than December 2011. TAX DEFERRAL PROGRAM REMINDER Applications for the City of Barrie Tax Deferral Program for 2010 are currently being accepted and will be accepted until August 31, 2010. Please note that a new application must be completed each year to confirm eligibility for the Program. The Tax Deferral Program is available to any property owner aged 65 or older and any individual who is currently receiving benefits under the Ontario Disability Support Program. Eligible property owners will have their property taxes “frozen” at their base year amount (the year prior to the application.) For example if applying in 2010, the base year taxes are the amount paid in 2009. The tax deferrals are interest free, however, they must be re-paid when the property is sold. The City of Barrie’s Curbside Recycling Program does NOT accept plastic bags or film wrap (for example the plastic that is wrapped around meat products). For more information regarding our curbside collection programs please refer to the 2010 Community Information and Waste Reduction Calendar or visit The City of Barrie’s Curbside Collection of leaf and yard waste occurs every other week during the months of July and August. Committee Looking for New Sites to Feature in the 2010 and 2011 Events Doors Open Ontario is a province-wide event held annually to celebrate heritage and culture and encourages tourism by allowing free access to hundreds of fascinating sites in over 40 communities across the province. Barrie is participating for the third time on September 19th, 2010 and participating sites include the MacLaren Art Centre, Grey & Simcoe Foresters Museum, AIM Realty, Rogers TV, Trinity Anglican Church, and many more. The event also features historic walking tours. The organizing committee is looking for new sites within Barrie to be featured in our 2010 and 2011 events. The event showcases a wide variety of buildings that celebrate our heritage and culture and may not generally be open to the public. Potential sites could include private homes or businesses in heritage or significant buildings, but may also include buildings of cultural significance or of general public interest.

Volunteer Opportunities The City of Barrie Seniors Outreach Day Program has current openings for volunteer positions at the Parkview 55+ Centre located at 189 Blake Street in Barrie. Drivers are needed to assist with transporting participants to and from this program on the second and fourth Tuesdays of each month from September 2010 to June 2011.
