COLD SPRING – Whether Brighton Center can open a women’s recovery center under existing Campbell County zoning is being questioned. The Newport-based nonprofit plans a 50-bed residential treatment center outside Cold Spring city limits for women recovering from addiction has been hotly contested and protested by some residents. Brighton Center has an option to buy 50 acres at 5161 Skyline Drive from the Diocese of Covington to operate the women’s recovery center. Campbell Lodge Boys Home operated a residential treatment center for boys on the property until it was closed by the state in 2012. Cold Spring resident Donnie Glenn has appealed Campbell County Director of Planning and Zoning Cindy Minter’s Sept. 1 decision stating a new residential treatment center is permissible.
