“China Eurasia” Council for Political and Strategic Research Founded in 2016 “China-Eurasia” Council for Political and Strategic Research (CECPSR) is one of the Eurasia’s international policy institutions focused on China and Eurasia defense and security; regional study; and transnational challenges in the era of China’s pivot towards Eurasian mainland and Russia’s and the US’s pivots towards Asia. It is a bipartisan, nonprofit policy research organization. On the basis of its research and network the CECPSR is ready to provide advises to decision makers in politics and business. CECPSR focuses on strengthening cooperation, mutual understanding and peace, between individuals and scholars of Eurasian countries and China.

Dates: October 26-27, 2018 Venue: National Academy of Sciences, Yerevan, Armenia. The focus of the conference is on modern China-Eurasia studies, in a multi-disciplinary social science perspective. Supported by: • Diplomatic Foundation of Armenia • Modern Diplomacy Argument Russia’s and the US’s pivots towards Asia, China’s pivot towards Eurasian continent with its One Belt, One Road initiative, harmonization perspectives of Eurasian Economic Union and One Belt, One Road are changing modern Eurasian economic and political order. Along with the growing exchanges between China and Eurasia, China’s influence in Contemporary Eurasian Mainland is increasing. The main aim of this Conference, which will be held for the first time in Yerevan is to provide a platform for researchers who do research on China-Eurasia relations. The Conference will be an occasion to facilitate exchanges on common research subjects, compare perspectives and methodologies and promote interdisciplinary dialogue. The participants will present their research during thematic panels. Each speaker will deliver a paper in English or in Russian. Among the different topics: Topic 1: Political Relations between China and Eurasian States (Asian and European States) Topic 2: Economic Relations between China and Eurasian States (Asian and European States) Topic 3: Eurasia and One Belt, One Road. Topic 4: Possible cooperation and contradictions between EU-China and EAEU-China. Who can apply? The Conference is designed for researchers in Humanities and Social Sciences. Among the different disciplines that will be considered: International Relations, Law, Economics, Culture, History, Political Sciences and Sociology, International Security Issues. Practical arrangements: No funding is available for accommodation and international travel. There is no attendance fee. “Rethinking China’s Foreign Policy-2018” Special Course The “China-Eurasia” Council on Political and Strategic Research in cooperation with the Department of Oriental Studies, International Scientific Educational Centre of National Academy of Sciences of the Republic of Armenia and in partnership the “Armenian Diplomatic Foundation” organizes “Redefining China’s Foreign Policy” special course, which will take place from 20 to 25 of September in Yerevan. The Aim of the Special Course The main aim of this special course is to introduce the peculiarities of China’s Foreign Policy to those who are interested in China and its politics providing them with solid knowledge and information about this rising Superpower, which increases its economic and political influence on a Global Stage. The special program is planned to be conducted by Armenian and foreign scholars (online) with solid professional background of doing research on issues related to China’s foreign policy. The classes will be conducted in Armenian, Russian and English. Successful candidates must be under the age of 35, with higher education in the areas of Political Sciences, Oriental Studies, Media and Communication, International Relations, Economics and other related fields. Successful candidates will get certificates of completion upon graduation. Requirements: For applying to the program the following documents are required to be sent in PdF format by 8 th of September to info@chinastan.org 1. CV 2. Motivation Letter (Around 1500 words) specifying why would you like to participate in the program 3. 1 recommendation letter from lecturers, supervisors, or from graduates of the 2017 program. Dr. Mher Sahakyan’s New Book on China’s One Belt, One Road Initiative and Armenia News from China-Eurasia

Dr. Mher Sahakyan, head of the “China-Eurasia” Political and Strategic Research Foundation, member of the British Association for Chinese Studies, has published the new book on China’s One Belt, One Road Initiative and Armenia.The main aim of this study is to introduce a strategic roadmap through which Armenia can be involved in the Chinese “One Belt, One Road” initiative and strengthen its political, military-technical, financial and economic cooperation with China. The author also analyzes the impact of China’s “One Belt, one road” initiative within the framework of the world order and introduced the Initiative from the Perspective of China’s National Security, It is worth mentioning that the author of the book, Dr. Mher Sahakyan, from 2012 to 2016, conducted his academic research at the University of Nanjing and defended there an academic thesis, therefore, he had the unique opportunity to observe the development of the Chinese strategy of the “New Silk Road” (One Belt, One Road) directly in China. As an invited Speaker, he introduced his researches during the academic conferences and seminars at the University of Oxford, University of Cambridge, Shanghai University, Moscow State University, Nanjing University, Nevshehir University, PIR Center, Delegation of the EU to China and Academic Council on the United Nations System (Vienna). Extraordinary and Plenipotentiary Ambassador, Dr. Arman Navasardyan referring to this book mentioned. “I think that this is the right book, at the right time, in the right place. The book is the first of its kind and unique in the Armenian reality. Unfortunately, Armenia has limited understanding about China, and it is very bad that Armenia lacks the opportunity to develop mutually beneficial cooperation with this important country. I do believe, that this contribution is a road map for the development of Sino-Armenian relations. It is also worth mentioning, that Mher Sahakyan’s book examines aspects of China’s domestic and foreign policies, which have not been investigated by Armenian specialists. The greatest value of this contribution is the explanation of the “New Silk Road” in the context of political, economic and socio-cultural aspects. Most importantly, it can be used by Armenia in a direct and practical ways for strengthening bilateral relations with the raising China. This book is an eloquent testimony that Mher Sahakyan is a high-class professional in the field of China’s foreign policy studies. It will be an unforgivable mistake, if Armenia does not use his capabilities, skills and contacts for improving Sino-Armenian relations.” The book was published on the basis of the recommendation of the Academic Council of “Noravank” Scientific Educational Foundation. Mher Sahakyan Speaks on China’s Diplomacy on Iran’s Nuclear Crises in the UNSC at International Peace Studies Conference Vienna Vienna, Austria—On May 28-29, 2018, the “International Peace Studies Conference Vienna” was held at the Diplomatic Academy of Vienna and International Institute for Peace. The prestigious academic conference organized by the Academic Council on the United Nations System (ACUNS). Selected scholars from different countries were invited to participate and introduce their research on international security issues. Mher Sahakyan, the head of the “’China-Eurasia Council’ for Political and Strategic Research,” Foundation, Armenia, was among participants. He presented his research on China’s diplomacy on Iran’s nuclear crises in the UNSC at the panel of “Nuclear Weapons,” which was chaired by Tariq Rauf and Heinz Gärtner. Mher gave a detailed analysis of China’s role and position on Iranian nuclear issue in the UNSC. The presentation was followed by a discussion on both the topic of research and the methods used by Mher Sahakyan. Invited speakers included Emil Brix (Director, Diplomatic Academy of Vienna), Michael Spindelegger (former Deputy Prime Minister and Foreign Minister of Austria), Walter Feichtinger (Austrian National Defence Academy) Heinz Gärtner (International Institute for Peace; University of Vienna), Mike Hardy (Director, Coventry University Centre for Trust, Peace and Social Relations), Sardar Massod Khan (President, Azad Jammu and Kashmir), Kishore Mandhyan (former Director for Peacekeeping, UN), Mauro Miedico (Chief, Terrorism Prevention, UNODC), Lucia Mokra (Dean, Social and Economic Sciences, Comenius University of Bratislava) and others. ACUNS’s “International Peace Studies Conference Vienna” aims to establish itself as a key forum for dialogue on positive and sustainable peace, to focus on successful examples of peace-making, peacekeeping, trust building and enhancing dialogue between hostile communities and to provide an opportunity for young academics, scholars, practitioners, and subject-matter experts from around the world to come together and share their knowledge and expertise on matters relating to peace, security, development, and the United Nations system.


Mher Sahakyan taking part in the “4-th China and the Middle East ” Conference Mher Sahakyan, head of the ““ChinaEurasia” Council for Political and Strategic Research,” foundation, Armenia, presented a paper on “The One Belt, One Road” and Prospects for Sino-Armenian cooperation in this Initiative at the “4-th China and the Middle East” conference during 20-22 June 2018 held at the Nevsehir Haci Bektas Veli University, Turkey.The conference brought together more than fifty scholars based in China, UK, USA, India, Turkey, Iran, France, Armenia, Netherlands, Algeria, Singapore, UAE, Canada, Tanzania, Bulgaria, Lebanon and other countries. The focus of the conference was on China and West Asia: Economic Development; and Social and Political cooperation.This conference was organized in partnership with the Shanghai University, Nevsehir Haci Bektas Veli University and Cappadocia University. The organizing committee was headed by Dr. Tugrul Keskin (Shanghai University) and Dr. Guo. Changgang (Shanghai University).

Mher Sahakyan Speaks on “The One Belt, One Road Initiative from the Perspective of China’s National Security” at the Lomonosov Moscow State University Moscow, Russian Federation—On April 16-23, 2018, the “The Digital Economy: Man, Technology, Institutes” was held at the Faculty of Economics of Lomonosov Moscow State University. This prestigious academic symposium was organized in the framework of the annual “Lomonosov Readings” conference by the Lomonosov Moscow State University. Selected scholars from different countries were invited to introduce their research օn the “The New Silk Road” Section. Mher Sahakyan (PhD in International Relations,) was among them. He presented his research on “The One Belt, One Road Initiative from the Perspective of China’s National Security”. Invited speakers included Lapidus L. V. In Yerevan, Armenian and Foreign scholars had speeches during special course “Rethinking China’s Foreign Policy”

On December 15-20, 2017, Yerevan hosted a special course “Rethinking China’s Foreign Policy”, organized by the “China-Eurasia Council” for Political and Strategic Research”. Foreign prominent specialists in the field of Chinese studies, Dai Yulong (PhD Candidate, Nanjing University), Raisa Epikhina (PhD Candidate, Moscow State University), Dr. Matthew Crosston (Professor, Vice chairman of moderndiplomacy.eu, USA), Dr. Tughrul Keskin (Professor, Shanghai University) delivered lectures during the Special Course.From the Armenian side, Dr. Benyamin Poghosyan (Deputy Head of the National Defense Research University), Nairi Hokhikyan (Journalist, Head of Diplomat.am), Karen Veranyan (Head of the “Noravank” Foundation’s Political Research Center), Anahit Parzyan (Expert, “Digital Armenia” foundation. PhD Candidate, Nanjing University), Dr. Vardan Atoyan (ASUE, Vice President, “Amberd” Research Center), Dr. Mher Sahakyan (Head of the “China-Eurasia” Council for Political and Strategic Research” Foundation,) presented their researches. 23 individuals, from different Armenian Universities and Research Centers were invited to attend in trainings and classes from December 15 to December 20. The speakers presented to attendees the prospects of the Armenian involvement in China’s “One Belt, One Road” Initiative, China’s territorial disputes with neighbors, “China-Persian Gulf – Armenia-Black Sea-Europe” multimodal transport corridor, Chinese-American, Chinese-Turkish relations, China’s experience on digitalization of its economy, etc.Dr. Mher Sahakyan, the founder of the special course “Rethinking China Foreign Policy” and head of the Organizing Committee stated: “The main aims of organizing this initiative was the following: transfer the knowledge about China to younger generation, connect them with Armenian and foreign senior researchers. Special thanks go to my colleagues who voluntarily shared their experience and knowledge with young professionals. I hope that in the near future young specialists will use the knowledge and connections to develop and strengthen Sino-Armenian relations.”
