Milone reflects on his time with town

Santos: GOP can reclaim the 5th District

By Jesse Buchanan Record-Journal staff

Michael Milone, the just-retired town manager, said he stumbled into the public service role that he held and enjoyed for decades. Milone, 68, retired June 30, but is still finishing projects and other work in a reduced capacity at Town Hall. Sean Kimball, former Simsbury finance director, replaces him.

By Mike Savino Record-Journal staff

When entering Georgetown University as a business major, Milone needed to choose among five concentrations. He didn’t feel confident in his foreign language abilities. “The only one that didn’t have a language requirement was public administration,” Milone said. His bachelor’s and master’s degree led him to take a job in the controller’s office in New Haven, where he worked for 13 years. He was, and still is, interested in finance and budgeting but wanted to leave the politically charged environment of New Haven.

Town Manager Michael Milone retired June 30. Justin Weekes, Special to the Record-Journal

After taking a finance director job in Cheshire, he was asked to consider becoming town manager following the departure of town manager John Salomone in 2000.

“If it weren’t for them asking me, I might still be the finance director. I don’t know,” Milone said. Town council leaders said one of See Milone, A2

When Manny Santos was elected mayor of Meriden in 2013 he broke a 30year drought for the city’s Republican party. Now he is hoping to do the same for Santos the state GOP, which hasn’t won a Congressional seat in more than a decade. Santos is one of three Republicans running for the 5th Congressional District, the seat former U.S. Rep. Nancy Johnson held when she was one of two Republicans to lose in the 2006 election. That was the last time the party sent someone from See Santos, A28

Milone’s strengths is his grasp of finances. He’s glad to leave the town with the highest possible bond rating and in good financial condition.

Milone also is proud of a Town Hall culture that encourages department leaders to work together and challenge themselves. “There are good people here. I leave the place to Sean with a good nucleus of people,” he said.

Talbot said Milone would be missed. She’s worked with him since 1992.

opening of CannaHealth, a medical marijuana certification and advocacy business. The event drew a roomful of supporters and officials including Mayor Toni Harp to the new downtown offices at 178 Temple St.

NEW HAVEN — When he was growing up in Dixwell, Johntaye Greene stood near the corner of Webster and Dixwell when a man was shot, fell, then died at his feet.

The business opened a year ago in Westville. Founder and registered nurse Kebra Smith-Bolden said she outgrew her space and was also in need of a formal examining room where her psychiatric nurses perform the formal PTSD interview, which is the diagnostic basis for the medical marijuana certification.

Traumatic incidents like that led Greene to self-medicate with marijuana to manage the effects. Now, thanks to a new downtown New Haven business, he can take care of himself legally since three months ago he received a diagnosis of PTSD, based on his experience of chronic urban violence.

The state recognizes 21 formal diagnoses of physical conditions to qualify for medical marijuana. They include cancer, sickle cell anemia, and multiple sclerosis. There is only one psychiatric condition: PTSD. Only 1,100 doctors in the state can offer that certification, Smith-Bolden said. That’s where CannaHealth steps in. Over the past year, she and her team of nurses have certified approximately 800 people. About 25 percent of those, she reported, come in with a medical diagnosis. The balance come in direct with their problems, and no doctor referral.

Town Planner William Voelker said the beautification committee voted unanimously in favor of the plans. Committee members found the plantings and design attractive.

David Carson of OCC Group, a design firm representing Rondo, explained the addition and presented plans to the commission Monday night. He said the previous application for an expansion wasn’t approved since there weren’t architectural renderings of the finished building.

Commission member Don Walsh was among those who praised the plan.

EJ Kurtz III, the commission chairman, said the plans

“I think it’ll be the jewel of the north end. Hopefully

we’ll attract more businesses into that area,” he said. “What Viron has come up with is something that is spectacular.” Carson said Rondo hopes to begin construction this fall. Global tech firm to locate HQ in state By Susan Haigh Associated Press

HARTFORD — A global financial technology firm has announced plans to relocate its headquarters to West Hartford, marking the second recent announcement from state officials about high-tech jobs in Connecticut. Seven Stars Cloud Group Inc., or SSC, plans to transform the former 58-acre University of Connecticut branch campus after the property is ultimately sold for $5.2 million and the necessary approvals from the town and the UConn Board of Trustees are complete. SCC Executive Chairman Bruno Wu said the $238 million project, dubbed Chain Valley, is expected to create 330 jobs over the next five years.

Malloy said he expects the project, which he thinks will attract more high-tech companies to the state, will ultimately create more than 3,000 direct and indirect jobs to the region over the next decade.

The company is receiving a $10 million state loan for renovations to the existing buildings on the campus. Department of Economic and Community Development Commissioner Catherine Smith said the state’s loan may be forgiven if the job targets are reached. Wu said the company plans

Elim Park awarded grant for events The Nelson Hall Performing Arts Center at Elim Park in Cheshire has announced receipt of a $10,000 grant from KeyBank Foundation to help underwrite the expenses for community use of Nelson Hall by greater Cheshire area organizations, which Elim Park provides at no cost. Additionally, the grant helps provide cultural opportunities offered to the region’s senior centers and senior population at a significant discount.

Nelson Hall Theater is a unique performing arts venue on the campus of Elim Park’s retirement community offering professional live productions of music, dance, comedy and drama to residents and the general public. The theater also is an important resource to Cheshire organizations for many diverse community opportunities including summer youth theater programs, community music groups and educational programs.

A single newsprint company has convinced our government to tax the paper that is used in newspapers, books and other publications. The rest of the industry opposes this new tax. Now, increased paper costs are threatening thousands of jobs in the printing and publishing industry. Is this how our trade laws should be used?

For some people, a legal separation under Connecticut law is a useful alternative to a divorce. A legal separation is, for all practical purposes, like a divorce except that neither spouse is free to remarry and both spouses are free to live separately. Why would a person choose

a legal separation rather than a divorce?

Connecticut to Congress.

The GOP-endorsed candidate entered the race before U.S. Rep. Elizabeth Esty announced she wouldn’t seek re-election amid outage over her handling of complaints of abuse against her former chief of staff.

“Back (in February) I knew this seat could be won by a Republican, and I felt it important enough to throw my hat in the ring to get Republican representation in Congress from Connecticut,” Santos said. Santos visited the RecordJournal July 6 for an episode of the ‘Morning Record’

Since then, Ruby Corby O’Neill and Richard Dupont also have entered the fray. Both secured enough support at the May GOP con-

vention to qualify for the Aug. 14 primary.

as children. “This is the only society, the only culture that they’ve grown up in,” he said. “Many of them, I would argue most of them, can be productive people.”

Santos said his mayoral win in a Democratic-leaning city should show Republicans that he can get the support needed to win in November.

He said he’s not in favor of giving DACA recipients a chance at full citizenship, though, because he’s concerned it would reward entering the country illegally.

Should he win, Santos said he wants to address the budget and economy, immigration, and veterans’ issues. Santos, born in Portugal, wants to create a path to residency for recipients of Deferred Action for Child Arrivals, or DACA, the ObamaAdministration policy that deferred action on undocumented immigrants who were brought to the country

Santos said President Donald Trump’s agenda on immigration is a “good one.” He also praised Trump on foreign policy decisions like the recent meeting with North Korea’s leader and
